Palmdale residents have two new choices
for grocery shopping as Haggen and Walmart
Neighborhood Market both held grand
openings recently.
Haggen, a Pacific Northwest-based grocer
known for carrying a great array of organic
produce and high-quality meats and seafood,
acquired the former Albertson’s on Ave. N and
50th West. All the Albertson’s employees stayed
on with Haggen.
Walmart Neighborhood Market, located in
the Rancho Vista Town Center on the corner
of Rancho Vista Blvd. and Town Center Drive,
features a wide variety of products and
services, including organic produce, meats
and dairy products, frozen foods, dry
goods and staples, cleaning products, pet
supplies, a pharmacy, and health and
beauty products.
A Starbucks also recently opened in
the center.
The craft beer movement has spawned hundreds
of local breweries around the nation, and two of the
newest will be opening soon in Palmdale. Transplants
Brewing Company, coming to 40242 La Quinta Lane,
Unit 101, focuses on hoppy West Coast ales and creative

Illegal Dumping:
One Person’s Trash, Is a
Community’s Problem
First of a three part series on the issue of illegal dumping
Over the past year, Palmdale residents have come together to address
the problem of illegal dumping in our desert. Turning out by the
hundreds, they showed by their actions how much they disliked seeing
illegally dumped items in our City. What many of them did not know was
how much staff time and financial resources are being used in the day-today maintenance operations just to pick up illegally dumped household,
hazardous, electronic, and contractor waste. This is money that could be
used for other programs such as concerts, classes, events and so on.
Last year, Waste Management hauled away more than 168 tons of
illegally dumped trash from the City’s Maintenance Yard. This means that
the City’s Maintenance team picked up, on average, over 1,000 pounds of
illegally dumped items per day, 28,000 lbs. per month, and a staggering
336,000 lbs. for the 12-month period. This is the average annual amount
of trash generated by 210 people (according to the US EPA, the average
person generates just under 4.4 lbs. of garbage each day).
The City also picked up over 10½ tons, or 21,200 lbs., of electronic
items dumped in fields, on our sidewalks and in our streets — the
approximate weight of four large trucks! These items are considered
hazardous waste in the State of California and can easily be taken to the
Antelope Valley Environmental Collection Center (1200 W. City Ranch
Road) for free recycling or disposal on the first and third Saturdays of each
month from 9 am to 3 pm.
Illegal dumping hurts all our residents. By spending tax dollars on staff
and resources to pick up illegally dumped trash in our beautiful desert, on
our sidewalks, or in our streets, other potential programs and or services
are adversely affected. Help spread the word to everyone you know — put
trash where it belongs!

City Installs Electric
Vehicle Charging Stations
The City of Palmdale has installed two
electric vehicle charging stations for the
public’s use at two City facilities.
The charging stations are located at
Palmdale City Hall, on the south side
of the Development Services building,
38250 Sierra Highway, and at Palmdale
Oasis Park Recreation Center, 3850 Ave. S.
They are available for use 24/7.
“As part of our commitment to support green energy efforts and to make
these resources more readily available for our residents, we have installed
these state-of-the-art charging stations at easily accessible locations,” said
Palmdale’s Public Works Director Mike Mischel.
Both locations are fully ADA compliant and were paid for through an
Antelope Valley Air Quality Management grant and transportation-related
funding.
“When we had our solar shade structures installed, we ensured that the
infrastructure was also put into place to provide electric vehicle charging
stations,” said Palmdale’s Senior Administrative Analyst Benjamin Lucha.
“We are excited to provide this service and hope the units will give EV users a
greater range to utilize their vehicles.”

EPA Recognizes City of Palmdale Among
Nation’s Leading Green Power Users
The U.S. Environmental Protection Agency (EPA) recently recognized
Palmdale for its participation in the Agency’s Green Power Partnership.
In addition to using nearly 2 million kilowatt-hours (kWh) of green power
annually — enough green power to meet 15 percent of the City’s electricity
use — the City is also generating green power from its recently completed
on-site renewable energy systems at Palmdale’s Civic Center, DryTown Water
Park and Marie Kerr Park, which utilize solar resources.
“The EPA is excited to welcome the City of Palmdale as a Green Power
Partner and applauds the City’s purchase of on-site green power and its
support of the voluntary renewable energy market,” said Melissa Klein,
communications director of EPA’s Green Power Partnership. “Palmdale is
helping to reduce harmful air pollution and demonstrating that using green
power is smart for the environment.”
Green power is electricity that is generated from environmentally preferable
renewable resources, such as wind, solar, geothermal, eligible biogas, biomass,
and low-impact hydro. Using green power helps accelerate the development
of new renewable energy capacity nationwide and helps reduce greenhouse
gas emissions from the power sector.
According to the U.S. EPA, the City of Palmdale's green power use of nearly
2 million kWh is equivalent to avoiding carbon dioxide (CO2) emissions
of more than 200 passenger vehicles per year, or CO2 emissions from the
electricity use of more than 100 average American homes annually.

have a full plate of projects, all designed to make
improvements in our infrastructure, increase safety and
make our daily lives better. Funded almost entirely by
Measure R and State Metro grant funds, here’s an overview
of some of what’s happening:
• Avenue S Gap Road. Road connecting Ave. S in
Anaverde to Elizabeth Lake Rd. completed in May.

• Palmdale Boulevard Improvements at 5th St. East
to 10th St. East, including RR crossing improvements.
Currently under design and environmental review.

• AV Mall Beautification. Median landscape
replacement along Avenue P and 10th Street West.
Summer 2015, $200,000 project.
• McAdam Pool Renovations. Pool and bathhouse
renovations to start fall 2015. $1 million project.
• 14 Freeway Onramp/Offramp & Street
Improvements: At Palmdale Boulevard. Currently
under design and environmental review. Project to
start fall 2018. $25 million project.
○ At 10th St. West from Avenue P to Avenue P-8.
Currently under design and environmental

○ At Ave. P, including additional southbound lane
of 14 Freeway from Ave. P to Palmdale Boulevard.

Are You Engaged?
Not in the traditional sense, with a ring and a date, but in the community
sense. By definition, community engagement refers to the process by which
organizations and individuals build ongoing, permanent relationships for the
purpose of applying a collective vision for the benefit of a community.
The City of Palmdale is indeed engaged. In 2014, over 250 residents
volunteered their time in City programs, including sports and equestrian
programs, Legacy Commons, Palmdale Playhouse, South Antelope Valley
Emergency Services (SAVES), Neighborhood Services, Adopt-a-Wall, Palmdale
City Library, Joe Davies Heritage Airpark and various City offices, contributing
28,859 hours of service. Independent Sector values this time at $26.24 per hour,
which adds up to $760,146.06 worth of service to the City alone!
Additionally, 1,169 residents provided 4,893 hours of service at community
service days, such as Division and Conquer, Desert Reveal, and Beds, Paths &
Beyond, which is an additional $128,881.62! Throughout our community
countless individuals volunteer their time at local schools, churches, charitable
organizations and service organizations. They are engaged, and most importantly,
making a difference in our community.
Engagement is not just volunteering of time, it means sharing your skills, ideas
and passion with the community. Do you attend City Council meetings? You’re
engaged! Have you attended the Partners Academy? You’re engaged! Do you
participate in your school site council or church committee? Congratulations,
you’re engaged!
Every April we take time to say ‘thank you’ to those individuals and groups
who generously give of their time by celebrating National Volunteer Appreciation
Month. This year, we took it to the next level and joined countless mayors and
cities nationwide in becoming a City of Service, declaring our vision of service as a
vital part of community health.

Community Input Sought
The City of Palmdale has been named one of two cities in California to
receive a grant through Pepperdine University’s Davenport Institute which will
be used to engage the community in meaningful dialogue about relevant topics.
Along with Palo Alto, Palmdale will receive services and expenses valued at
$15,000 through the Village Square’s “Dinner at the Square” program, which
is designed to improve the way residents in diverse communities engage with
one another. It is a capacity-building grant to improve local civic dialogue and
support an ongoing constructive relationship between government and citizens
around various issues for years to come.
“We chose Palmdale for this grant because we think their ideas are highly
deserving of their citizens’ valuable time,“ said Liz Joyner, executive director of
the Village Square.
A series of Village Square meetings will be held throughout 2015. Details

seniors to receive up to 50% off monthly
service charge.

Only “Safe and Sane” fireworks
are allowed in Palmdale city limits
except for the designated “No
Fireworks Zone” where even “Safe
and Sane” are illegal. The “No
Fireworks Zone” includes the Anaverde housing
development and anywhere south of the California
Aqueduct, as well as neighborhoods located on
the south side of Rancho Vista Boulevard along the
following lines: Beginning at the intersection of
Rancho Vista Boulevard and 30th Street West, areas
south and west of Rancho Vista Boulevard, north
to Avenue N-8; south and west of Avenue N-8 from
Rancho Vista Boulevard to 55th Street West; west of
55th Street West; and south from 55th Street West
to 60th Street West (Godde Hill Road).
If you are unsure whether you live in the
“No Fireworks Zone,” you may visit
www.cityofpalmdale.org, click on the Fireworks
map link, and enter your address. You may also
contact the City’s Code Enforcement office at
267-5234 or the Neighborhood Services
Department at 267-5181 and staff will assist you.
Illegal fireworks are not allowed anywhere in
Palmdale or the Antelope Valley. These are the
type that explode or shoot up in the air. They
are dangerous and cause a real threat to life and
property.
There are hefty fines for using illegal fireworks
or using fireworks in “No Fireworks Zones.” These
fines begin at $2,500 for a first offense, $5,000 for
a second offense and $10,000 for a third offense. To report any illegal fireworks anonymously,
please call the Sheriff’s Department at

Water safety is something everyone should be concerned about all year long. With
summer now here, it means more time will be spent around the water — DryTown
Water Park, City pools, the beach and pools at home. It takes only inches of water
for a small child to drown, so taking extra safety steps at home and around pools,
spas and all bodies of water can prevent drowning incidents.
Rule #1: Never leave a child unattended around a pool, spa, bathtub or any
body of water.

life rings, floats or a reaching pole
available and easily accessible.

arm’s reach in a bathtub. If you must
leave, take the child with you.
• Don't leave a baby or young child in
a bathtub under the care of another
young child.
• Never leave a bucket or basin
containing even a small amount of
liquid unattended. Always empty and
store buckets where young children
cannot reach them.
• Consider placing locks on toilet
seat covers in case a young
child wanders into the
bathroom.

Be Prepared for Mosquito Season
The warm weather signals the return of mosquito season in Palmdale. The
Antelope Valley Mosquito & Vector Control District (AVMVCD) is reminding
everyone to do their part, get rid of standing water, and protect themselves from
mosquito bites.
Keep in mind the three Ds of mosquito control:
Dump / Drain – all standing water that’s there longer than a week
Dusk / Dawn – are peak mosquito activity times
Defend / DEET – use insect repellents, wear long sleeves and pants when
outdoors at dusk and dawn
West Nile Virus is one of several diseases transmitted by the bite of an
infected mosquito. Although most people that are infected do not show any
symptoms, West Nile Virus is a potentially debilitating disease. Even ‘mild’
cases of West Nile Fever can cause patients enormous pain and discomfort for
months.

Crime Prevention Officers
Ruth Oshmann and Kery German are hosting
the new video series, “This is How We Roll,
Palmdale.” This monthly show provides valuable community information
in a fun and often humorous way. The first episodes include “Who Are We?,”
“Community Safety Officers” and “The Bad Neighbor.” You can check out the
latest videos on Channel 27 and the City’s YouTube channel, “CityofPalmdale.”
The City’s Neighborhood Watch program will
kick off National Night Out with a special public
safety night. Bring the kids and meet Ruth and
Kery from “This is How We Roll, Palmdale” as
well as representatives from local fire, sheriff’s
and CHP offices, and tour the vehicles they use.
National Night Out is a nationwide crime and
drug prevention awareness campaign sponsored by
the National Association of Town Watch Groups
designed to generate support for and participation in
local anti-crime efforts.

Janet K. Briggs is a self-taught
contemporary artist exploring the world
of mixed media using colorful acrylics
layered over collage. She has only recently
begun to show her work and is off to a
successful start, placing 1st, 2nd and 3rd
in 2014 Antelope Valley Fair categories,
and had local showings at ARTown Fusion
and Encore. Her work has been featured
in national magazines such as Cloth Paper
Scissors and Studios.
Not content with the classics, Janet’s
work beckons to whimsical inspiration
garnered from such diverse artists as
Hundertwasser and Laszlo Koday.
She maintains an active online
presence with many artists
from around the world, and
participates in online art
workshops to learn new
techniques. She has been an
art workshop volunteer within
the Palmdale community
during the past year. She
and her husband reside in the
Antelope Valley.

Directed by Patricia Graham, West Coast Classical Concert and Symphonic
Orchestras will present a musical toast to New York City! Featured pieces
are “Forty-Second Street,” “Singin’ in the Rain” and “Give My Regards
to Broadway.” The concert will also include Tchaikovsky’s “March Slav,”
Aaron Copland’s “An Outdoor Overture” and several classic scores by John
Williams, America’s favorite film composer. West Coast Classical Concert and
Symphonic Orchestras will be traveling to New York City to perform on stage
at Carnegie Hall on June 15!

West Coast Classical is a non-profit organization that provides
access to the musical arts for community members of all
backgrounds and skill levels who seek to achieve excellence
in orchestral, ensemble and classroom experiences.
Comprised of musicians aged 10 to 70 years, all have a
common love for music and a willingness to dedicate every
Wednesday evening to rehearsing; some groups also meet
on Saturdays. Students make important friendships and
discover a passion for music that continues whether or not
they pursue a career in music.
PROGRAM DIRECTORS
Patricia Graham has been an active professional musician for
25 years. She has conducted West Coast Classical, formerly
Palmdale Concert & Symphonic Orchestras, for 17 years. She
has a private studio with 71 students; has played with AV
Symphony Orchestra, Bakersfield Symphony Orchestra and
Santa Maria Philharmonic Orchestra; played in pit orchestras
for 20+ shows; has her own quartet; and has been music
director for 50+ musical stage productions.
Jeff Kaser is director of West Coast Classical Wind Ensemble
and Flute Choirs, and coaches woodwinds and brass for
West Coast Classical Concert and Symphonic orchestras. He
teaches music theory and jazz improvisation through West
Coast Classical. An active musician in the Los Angeles area, he
specializes in saxophone, flute, clarinet and oboe performing
in studio sessions, clubs, theatre orchestras, symphony
orchestras, private events, and concert venues. He also gives
private music instruction for all levels and ages.

legs! So, the bedbugs launch a full-scale attack against Marie, prompting
her to investigate with her magnifying glass. To her surprise, there really are
bedbugs…and they have something to say! Crawling with laughs in a fun way,

personal reasons? Homicide detective Lt. Jim
Slate, along with Amanda Maxwell, a little old
lady amateur sleuth, discover that most of the

Self Defense & Safety Awareness
This program combines self-defense instruction in a fun,
structured environment. Students learn and practice
verbal and physical skills for self-defense against bullies
and strangers. Course content includes breakaways,
close contact techniques, communication skills and
confident posture. Weekly safety awareness information
addresses the lures strangers use to attract and abduct

Parent/Child (6 Mos.-3 Yrs.)
Parents will receive instruction to help their child become comfortable in the
water through song and play. Parents learn how to work with their child to
introduce bubble-blowing, assist with arm/leg motion, holds for front and
back float, and safety information.
Preschool (3-5 Yrs.)
Children are introduced to the water without a parent. This class teaches
your child to become comfortable in the water, learn breath control
by blowing bubbles and breath holding, floating, kicking, underwater
exploration, and arm and kick movements.
Level 1 Introduction To Water Skills
For children with little or no experience. Participants become familiar
with the aquatic environment and learn elementary skills such as blowing
bubbles, submersion, assisted floating, gliding, and arm/leg action to build
on as they progress through the swim program.
Level 2 Fundamental Aquatic Skills
This class builds on skills learned in Level 1. Must be able to enter the pool
unassisted, retrieve an object from below the surface with eyes open, flutter
kick, maintain assisted front and rear float, recover to a standing position
and exit the pool unassisted.
Level 3 Stroke Development
This class builds on aquatic locomotion, safety, and rescue skills taught
in Levels 1 and 2. Must be able to jump from the side of pool unassisted,
submerge and retrieve an object from the bottom of the pool with eyes
open, float unassisted on stomach and back, tread water, display forward
locomotion with alternating arms and rhythmic kick. Taught in water over
4 ft. deep.
Level 4 Stroke Improvement
Class develops confidence and competency in aquatic locomotion, safety
and rescue skills, and prepares student swimmers for stroke analysis.
Must be able to dive into the pool from a compact or stride position,
swim underwater, perform a feet-first surface dive, survival float, perform
open turns on both front and back, and show competency in front crawl,
breaststroke, butterfly and backstroke. Taught in water over 5 ft. deep.
Level 5 Swimming & Skill Proficiency
This class introduces the butterfly, open turns, feet-first surface dive, pike
dive, tuck surface dive, additional turns and endurance swimming. Class
coordinates and refines key strokes presented in previous levels and enables
students to use them with greater ease, efficiency, power and smoothness
over greater distances. Must be able to sidestroke, breaststroke and freestyle.
Level 6–Intro to Lifeguarding (11-13 yrs.)
Participants will learn techniques, build stamina, and learn fundamental
lifeguarding knowledge, attitudes, and skills. Participants are not required to
master or perfectly execute skills.
Private Lessons (3 yrs.-Adult)
Certified instructors provide 30 minutes of one-on-one instruction geared
toward the student’s age, ability level and goals.

hildren under 47" tall must be accompanied on a one-on-one
ratio by an adult 18 years or older.
• Swim test is required for anyone not demonstrating an ability to swim
safely in deep water.
• Infants/toddlers must wear swim diapers under suits.
• Only Coast Guard approved life jackets are permitted in pools.
• No cut-off jeans or shorts below the knees.
• Masks, fins, and snorkels are not permitted.
• No alcohol or tobacco products permitted within facilities.
• No outside food or beverage (except bottled water) is permitted.

Adaptive Aquatics
Adaptive Aquatics is designed for children with
neurological, developmental, and cognitive challenges,
and teaches them independent swimming and water
safety. By introducing students to the water gradually
in a quiet setting during private lessons, they are better
able to focus their attention. Participants, with one-onone instruction, will be individually assessed for their
swimming skills and instructors will create daily lessons to

in Los Angeles, July 25-August 2. The City will be hosting 104 athletes and coaches from Cyprus and
St. Lucia, who will call Palmdale ‘home’ July 21-24. While they’re here, they’ll be training for the Games,
getting used to the time zone, and enjoying our local culture.
How Can You Help?

Tiny Tots Registration Information
Session 1 – Registration begins on Monday, June 15,
7:30 am. You may register at the recreation and culture
office or online. Participants may register in an open class
at any time during the session; however, fees are not
pro-rated. A birth certificate is required at registration.
Children must be minimum 3 years old by September 1 to
register for Twinkling Stars, or minimum of 4 years old by
September 1 for Blazing Comets. Enrollment is limited to
20 per class. Participants may not enroll in more than one
class per session.

in the fall magazine.
Tiny Tots
This program offers recreational curriculum. Your child
will build social skills and independence while being
introduced to the alphabet, numbers, colors and shapes
in a developmentally appropriate environment. Children
should be fully potty-trained and accustomed to parental
separation. During two classes in the session, parents are
required to assist, provide a snack and a simple hands-on
craft project. Sibling discount available.

of drop-in activities in a modern, contemporary center.

fitness and exercise classes, visual and performing arts
programs, informational seminars and special interest
groups. Adjacent Legacy Park features walking paths
and picnic tables, bocce ball courts, horseshoe pits and
a croquet lawn. Visitors are invited to pick up a detailed
schedule of activities. No membership required.
