Five selected for Amateur Softball Hall of Fame
The North Dakota Amateur Softball Association has named five veteran players to their Hall of Fame.
Meeting in conjunction with the
Winter meeting of the North Dakota
Amateur Softball Association on
Saturday, January 17th, the Selection Committee elected Reinhold
Fleck of Fargo; Rodney Nelson of
Havana; Lamar Noriega of Fargo;
Bob Piatz of Jamestown and Roger
Weigel of Bismarck. The new class
will be inducted at the annual Hall
of Fame banquet on Saturday, April
25 at the Gladstone Hotel in downtown Jamestown.
The addition of this year’s inductees will bring the total membership in the softball shrine to
261. The Softball Hall of Fame was
established in 1957 and was among
the first in the United States. A display of all members is housed in the
Jamestown Civic Center.
Reinhold Fleck: Fleck, known
affectionately as Reino has been
involved in slow pitch softball for
over 35 years as a player, umpire
and tournament official. He has held
a number of administrative posts on
the state level as well as in the Fargo
Slow Pitch Association. His playing
career spanned 35 years while he
also served as the League Representative to the state organization,
umpired for 30 years, was a member
of the Fargo Slow Pitch Board for
31 years serving as League Secretary and then President for over
20 years. He has been active as a
tournament official in local and
state tournaments held in Fargo. He
is currently a member of the Hall of
Fame Selection Committee and has
served in a number of other roles
on the state level. He served on the
committee to develop the Fargo
South and Anderson Softball Complexes and is also on the committee
which is developing a new softball
complex in North Fargo.
As an umpire, Reino umpired
in over 40 state tournaments and
reached the highest level of umpire
excellence by working in three
national tournaments. He was inducted into the National Indicator
Fraternity in Oklahoma City for his
national umpiring achievements.
He and his wife Deb live in
Moorhead, Minnesota and have one
son, Justin.
Rodney Nelson: Rodney A.
Nelson of Havana could rightly
be called “Mr. Softball” in Sargent
County. He was a player with
excellent skills both on offense
and defense while playing every
position at some time during his
37 year career. He is probably best
regarded as an outstanding first
baseman. Letters of endorsement
for his candidacy for the Hall of
Fame mention that as a young man
he had outstanding power as a hitter and was also able to place hits
when needed. As a result, he carried
a consistently high batting average
throughout his long playing career.
In addition to his outstanding
attributes as an active player, Rodney is also recognized as a person
involved in virtually every aspect of
softball. He managed and coached
for several years, ran invitational
tournaments, umpired, and when
necessary, recruited players and
did grounds keeping in order to
keep the sport alive in his small
hometown. He is also cited as a
person whose behavior and actions
on and off the field brought respect
and affection from both teammates
and opponents. He coached and
managed both adult teams and girl’s
teams. He is described by several of
his endorsees as a person who has
kept softball alive in his area of the
state through his involvement over
a long period of time.
Lamar Noriega: Lamar Noriega had a 36 year career as a fast
pitch catcher in the Fargo – Moorhead area before moving to Maple
Grove, Minnesota where he now
resides. He played in over 35 state,
regional and national tournaments
and was a member of four state
championship teams, two regional
champions and the Class A National
Championship team in 1998. He
was named to the second team All-
American team following the 1993
national tournament. He played
with a number of teams in the Fargo
Fast Pitch leagues including some
of the top teams to come out of
North Dakota.
He began his career in West
Fargo as a bat boy and progressed to
playing with the team sponsored by
the Town House Bar. He gradually
came to accept the role as a catcher
and excelled at every aspect of that
position. He eventually caught for
Hall of Fame pitchers Pat Johnson
and James Speral during the major
part of their careers.
Noriega was especially noted for
his defensive skills as a catcher. He
was durable, often being the only
catcher on several top-flite teams.
He had a strong arm which enabled
him to throw out many runners trying to steal bases on him. His teammates note that he was an excellent
handler of pitchers because he had
the ability to recognize a hitter’s
weakness. He also was a more than
adequate hitter carrying a lifetime
average of near .300 with an ability
to produce timely hits when needed.
Bob Piatz: Bob Piatz, originally
from Napoleon, has played softball
in North Dakota for 32 years with
teams from his home town, Jamestown, Fargo and Bismarck. He has
always played with teams at the
highest level of amateur softball
including Masters 35, 40 and 50.
Primarily an infielder playing either
shortstop or middle infielder, he
has been on 15 state championship
teams at all levels and has also
played in 21 National tournaments
all over the country in which his
teams have finished in the top ten
13 times, including four runner-up

Fargo to host Men’s Class D
Northern National Championship
The Men’s Class D Northern National Championship will be hosted
by Fargo the weekend of September
3 through 6 at the Anderson Softball
Complex. This will be a first for the
city which has staged several fast
pitch nationals over the years but
never a slow pitch event.
The tournament committee is
headed by Steve Granberg and he
will be assisted by Greg Kaeding.
Both have run tournaments for
several years in Fargo and both are
members of the Fargo Slow Pitch
Softball Board.
The Expressway Suites has been
selected as the tournament head-
quarters hotel and will also house
the umpires assigned to work the
tournament. The National office
of ASA will assign a Tournament
Representative and also name an
Umpire in Chief.
The tournament was held last
year in Winthrop, Iowa and the
Fargo Committee is expecting approximately 40 to 50 teams from
the Northern Region to compete for
the national crown. The Northern
Region comprises 13 states and
includes the states of Indiana and
Kentucky as well as states considered to be in the Midwest.
State Softball Commissioner
Dick Gulmon has announced the
date for the Annual Spring Meeting
and Hall of Fame Banquet. Both
events will be held on Saturday,
April 25 at the Gladstone Hotel in
downtown Jamestown. The Spring
meeting will begin with coffee and
rolls at 8:30 a.m. followed by a general meeting at 9:00. Separate meetings of the various divisions will
follow before the group meets again
to hear reports from the Men’s Slow
Pitch Division, the Women’s Slow
Pitch Division, the JO Fast Pitch
Division and the umpires.
The Hall of Fame Banquet and
Induction Ceremony for five new
members is also scheduled for that
same evening with the banquet
beginning at 5:30 so that attendees
at state meeting can stay for the
Hall of Fame ceremony and still
get home that evening. A cash bar
will open at 4:30 with dinner to follow. All Hall of Fame members are
invited and urged to attend and will
be individually introduced prior to
the banquet. Anyone interested in
attending is also invited.

President’s Report
With Winter almost over it is time
to start thinking about Spring and
Softball season again. This was my
kind of Winter, mild temps and very
little snow. Here is a list of some of
the items we discussed and passed
at the January Meeting. Clarified
the invitational pick-up rule to have
a maximum of 3 pickups up to 12
players -we are going to try a Men’s
Slowpitch Open State tournament
this year if we can get enough teams
interested. Established a one-time
invitational tournament roster with
a $25 sanction fee(complete roster
with classification must be submitted with tourney fee).
We changed the Home run rule
in men’s Class D to 3 in all tournaments. Allow courtesy runners in
all men’s and women’s slowpitch
games. Reminder of the State
pick-up rule in men’s and women’s
- maximum of 2 players up to 12
players(the form must be signed by
the league rep or a State official).
Roster minimum -12 and a maximum -20. -10% of teams entering
State and National tournaments
(including class D this year) are
mandatory move ups for the following year.
Bismarck and Mandan both
received National awards for hosting. National tournaments in ND
in 2014. Congrats to both cities
for well run tournaments. Here
are some dates to remember for
2015- Spring Meeting and Hall of
Fame Banquet are April 25th., the
Classification meeting is July 10th,
roster deadline to the State office is
June 15th(after June 15th there will
be a $25 late fee), final roster add/
change deadline June 23rd, league
registration deadline is June 1st
(after June 1st call Greg Kaeding).
Congrats to our State Commissioner Dick Gulmon as he was
approved at the National meeting
by the ASA Board as a Permanent
Commissioner for the State of ND.
We are very lucky to have Dick as
our State Commissioner. We are in
good hands with Dick as our leader.
Jack Jones and Scott Brahos are
forming a tournament series for
2015 with prizes for the top finishers
at the end of the year. Other States
have used this series with great success. Please support this new event.

financial statement that is currently
been used. It will go out with each
tournament contract. There is great
info on this sheet. Roger thank you
for your work on this. I would like
to thank R.C. Courtright for a great
job of webmaster. We have a lot
more information on the NDASA
website since R.C. took over. If
you have any valuable info to share
please let R.C. know and he can get
in on the Web. We have only one
National C qualifier this year and
that is our State tournament. Brian

From Behind the Catcher
As I write this it sure doesn’t
feel like softball weather. Temps
have been bouncing around from
below zero to 35 above with light
snow off and on and a driveway
which is still covered with ice from
a rain almost two weeks ago. But
despite the weather, I know that
softball isn’t far away. The local
paper has been carrying stories of
the University of Mary softball team
playing in California and college
and high school fast pitch softball
will begin in March. I had to fill
in a couple times last March and
worked the bases for a few innings
until the assigned umpire could get
there and it was miserable. Cold and
windy!! I had to wear gloves and a
head band and every piece of blue
clothing I own.
I did attend the Umpire’s National Clinic in Oklahoma City the
first few days of March and enjoyed
temps in the 70’s but of course it
was windy as it usually is in the
Plains states. This event is held
every two years and brings in umpires from all over the country. This
year there were over 440 umpires
in attendance so I saw a lot of old
friends. The National Umpire Staff
conducted the working sessions
and a summary of those topics can
be found elsewhere in this paper.
State UIC Mike Wolf led our group
which included Elliott Gerhardt of
Bismarck, Lyle Rader of Wahpeton
and Chris Coleman of Hillsboro. I
have been attending these events for

several years and still find that I can
learn a couple of things about umpiring. I was really glad that Chris
Coleman was there and I know he
enjoyed his time and learned a good
deal. He was there on his own dime
which should tell you something
about his enthusiasm and desire to
improve as an ASA Umpire.
Fargo is going to host its first
slow pitch National tournament
when the Class D Northern National
comes to town. The event should
be popular and draw several teams
from the Northern Region. It will
be held at the Anderson Softball
Complex and begins September 3
and ends on Sunday, September 6.
The tournament manager will be
Steve Granberg and the assistant
will be Greg Kaeding. These two
have a wealth of softball experience
between them and will do a great
job of running the tournament. The
Commissioner and I would like to
thanks Brian for his work with this
program. Scott Schafer is the girls
JO Slowpitch Commissioner and
I would like to thank Scott for his
work with this program. You can
contact either of them if you have
any questions or would like to start a
JO program in your area. Fargo will
be hosting the Northern D National
tournament this year over Labor
Day weekend-9/3=9/6. Please start
putting your teams together for
this National tourney. Talking with
the Fargo Tournament Committee,
they are hoping to get 64 teams for
this event.
Lastly I would like to congradulate and welcome the newest members to our Hall of Fame. They are
Rodney Nelson- Havana, Roger
Weigel- Bismarck, Reinhold FleckMoorhead, Lamar Noriega-Maple
Grove , MN, and Bob Piatz- Jamestown. Congrats to these gentlemen
for this great honor. And remember
the Hall of Fame banquet this year
is the evening of April 25th at the
Gladstone Motel in Jamestown.
National ASA office will assign a
Tournament Representative and an
Umpire in Chief. Further details
regarding this event will be in the
Summer issue of this paper and on
the NDASA Website.
Speaking of Fargo softball and
the National Tournament reminds
me that their new softball complex
is already taking shape north of
Fargo. It will be a state of the art
facility and is scheduled to open for
play for the 2016 season. Again, I
hope to update the progress of this
complex in the Summer issue of
this paper.
Should mention while I am at
it that they tell me that Mickelson
Field, the old reliable fast pitch
complex now sports a huge dike
which runs through at least part of
that venerable old park. I have not
seen it but will make it a point to do
so the next time I’m in Fargo. I have

balls, and spikes and let’s get ready
for the upcoming 2015 season. It

Commissioner’s Column
Welcome again to another softball season in North Dakota. When
it is time to write this column on the
upcoming softball season, we know
that we are at the tail end of winter
and spring and softball is around
the corner.
We had a very good year with
the NDASA Softball program in
2014. Financially we are in good
shape with adequate reserves for the
program. Registrations remained
very stable in the adult slow pitch
program in North Dakota. 2014
was a tremendous year in the GFP
JO program whereby individual
registrations increased by over 300
to over 1300 players participating.
Brian Neuhardt, Scott Schafer,
league reps and JO volunteers
across the state are doing great work
to build the GFP program. We also
had great participation in NDASA
State Tournaments in 2014. NDASA
held 28 adult and 7 JO State Tournaments this past year. Adult Slow
Pitch had 610 teams participating
(448 MSP/WSP Rec Divisions) and
58 JO teams in State Tournaments.
We are fortunate that Gary & Connie Tharaldson continue to cover
the cost of our trophies and banners
for State and National Tournaments.
Tharaldson’s contribution to our
program is significant and allows us
to keep fees affordable for all teams,
maximizing participating. Please
thank Gary and Connie whenever
you have a chance.
I attended the ASA National
Council meeting this past November in Reno, Nevada along with Jack
Jones, Asst. State Commissioner,
and Nick Gulmon from the Fargo
Slow Pitch Association. I believe
we had a very successful council
meeting comprised of bidding for
National Tournaments, Code/Rule
changes and several training sessions. Nick Gulmon and I participated in the Best Practice training
session. We talked about our partnerships with every Park & Recreation Department in the state and
how we work together to bring softball opportunity to North Dakota.
These partnerships are significant
and make the difference in the delivery of our NDASA programs. We
talked about the development of our
Recreation Divisions and how we
are able to provide teams with more
equitable opportunities of play with
four divisions of recreation play in
MSP and three divisions of play
in WSP. Again, we had 448 teams
participating in State Tournament
play in these recreation divisions in
2014. Our success is also attributed
to the many volunteers and committees of people who care about our
program and come together to make
it happen. We also have a very well
respected Umpire program lead by
Mike Wolf and his deputies. The
NDASA umpire program is well
respected throughout the ASA and
one we are proud of. At the General
Council session, ASA Executive Director Craig Cress made some great
comments regarding the McQuade
Softball Tournament and referred
to it as the Gold Standard of Slow
Pitch Softball in the United States.
Craig has attended many McQuade
tournaments and has become a great
friend of NDASA. ASA is working
on an Apple/Android app to have
the ASA Rule Book available to
smart phones. NDASA has committed $500.00 per year for three
years to assist in funding the USA
National Teams as budgets have
gotten tighter with US Olympic
funding drying up. So, I hope you
feel good when you see our USA
Teams knowing that we all contributed USA Softball. Another
very important change at the ASA
Council meeting was the approval
of a 52/300-11” softball for 2016.
The ASA Equipment Committee
has been working on the 52/300
technology for the WSP/Co-Ed
game to achieve lower BBS, severity impact reduction when struck by
a ball, and more consistent playability in extreme weather conditions.
The McQuade Tournament was
one of the field test sites for the
development of this ball that will
have positive effects for the game
and its participants.
I would like to congratulate
Bismarck and Mandan who each
received the James Ferrell award for
hosting the highest rated National
Championships in the country in
2014. Bismarck received the award
for the GFP 16U-Northern Championship and Mandan for the MSP E/
Rec Northern National Championship. It is a credit to these two communities, their tournament organization team and the volunteers who
make it all possible. Great job to all.
At the NDASA Winter meeting
we brought in the Executive Board,
Advisory Board, League Reps and
staff to discuss the 2015 softball
season. We reappointed Scott Collins of Minot, Wayne Beyer of Wah-
peton and Mike Wolf of Bismarck
to three year terms on the NDASA
Executive Board. We also made
some changes for the upcoming season to allow a courtesy runner in all
divisions of State and Invitational
Tournaments similar to the (Masters
Rule). We increased the HR rule
in MSP Class D to 3 HR’s, with
excess and out. An exciting change
for 2015 is the establishment of
the NDASA DeMarini Slow Pitch
Tournament Series. The series will
have a $15,000.00 prize package at
the end of the season and encourage
invitational tournaments across the
state to participate. Jack Jones and
Scott Brahous have spent a lot of
time in the development of this program using the Indiana ASA Series
as a guide. I think the series will be
a great addition to our program and
will promote more tournament play
in the State. Also changed at the
winter meeting was the establishment of an MSP Open State Tournament (new roster), MSP C and MSP
D State tournaments replacing the
Division I, II,& III. Also established
for 2015 is a “One Tournament
Roster Sanction”. This roster is not
eligible for State Tournament play
and must include the classifications
of all players and be submitted with
tournament entry fee. Lastly, Mary
Hager indicated her pending retirement as the WSP Commissioner
at the end of the 2016 season. We
would like to select the next WSP
Commissioner by year end and be
able to work with Mary through the
2016 season. Interested members
should submit a resume to me by
July 1, 2015.

J.O. Fastpitch Update
I want to thank the members who
attended the NDASA JO meeting
last fall which was held in Jamestown, on Sunday October 26th. We
had a great discussion on the growth
of softball in North Dakota, and
what the members would envision
the program to be in the future.
A couple of items that came
out of the meeting, is the need
for coaching clinics, especially
pitching. We have reached out to
several communities, particularly
our rural towns. There are several
clinics scheduled for this Winter and
Spring. Pat Johnson, West Fargo
High School head coach, and myself
(and my team) are willing to put on
these clinics. Pat will do the eastern
half, and I will do the western half of
North Dakota. Anyone who would
like some information on these clinics, please call me 701-425-2354 or
Pat Johnson’s at 701-412-5209. We
prefer to do these on Sundays.
The other exciting item is adding a Class B division for the state
tournament. The fastpitch numbers
have risen across all age brackets so
it is now feasible to add the B division. The state tournament will be
held in Bismarck starting on Friday
evening July 17th- 19th. A seeding
committee will be formed to seed
the teams as an A or B team. The
age brackets consist of 10U, 12U,
14U, 16U and 18U and ASA uses
the player’s age as of 12/31. Please
remember that all coaches must go
again go thru a background check in
order to coach or sit on the bench in
the state tournament. We will need

Please check the NDASA website
www.ndasa.org . There is an in state
tournament scheduled just about
every weekend between June 6th
and 7th, and ending with the State
tournament July 17th - 19th. Anyone wishing to add a tournament to
the schedule please let me know.
The ASA Northern Nationals are
scheduled to start July 30 - August
2nd. There is a 10U and 12u in
Rochester, MN, 14u Wausau, WI,
16u Bloomington, IN, and the 18u
will be held in Sioux Falls, SD.
Again any team may enter from
North Dakota. I would encourage
all programs to send teams to those
tournaments. It’s a great way to
plan a family vacation, plus get a
minimum of 4 games against some
quality opponents.
High school softball will start in a
few weeks. Bismarck Legacy, Mandan and Williston will join the class
A teams. This will expand the WDA
to 10 teams, with 9 teams in the
EDC. As of today, Ray and South
Heart will join the class B teams.
That will expand the number to 20
teams in the Class B ranks. This
year the NDHSSAA state tournament will be held in Dickinson, on
May 28th- 30th. Both Class A and
B tournaments will be held concurrently in Dickinson.
With the growth of the High
School program came some scheduling challenges that needed to be
addressed for this spring, especially
in the WDA. It was great to see the
Athletic Directors, Coaches, Local
Park Boards, and Local League
organizers to come together and
get the girls on the fields. Thanks to
everyone who was involved in those

Minot (South Hill) and Bismarck
(Legacy fields) will be adding turf
fields.

Ump Chat
After the holidays, a lot of my
focus starts on softball with getting
the McQuade registration form
ready to go and starting to schedule
rules clinics throughout the state.
The McQuade registration form
is ready to go, so be sure and get
your registration form in. Check
out the McQuade article elsewhere
in this issue.
I was fortunate to be able to
attend the national biennial UIC
Clinic in Oklahoma City in February. The clinic is held every other
year and State UIC’s, Deputy UIC’s,
and umpires from all over the country attend the training clinic. Close
to 450 umpires were in attendance
this year. There were some excellent
training sessions throughout the
four day conference. One of the best
sessions was on “Dominant Eye
Tracking” for fastpitch umpires.
We will utilize what we learned at
the UIC clinic in OKC at our local
umpire clinics throughout the state
this spring. Others attending from
ND were Elliott Gerhardt and Walt
Stack from Bismarck, Lyle Rader
from Wahpeton, and Chris Coleman
from Fargo.
Once again, the upcoming season comes with minimal new rule
changes which are great for both
umpires and players. Elsewhere in
this issue is a complete listing of the
rule changes for 2014. We will go
over the entire list of rule changes
at all of the umpire rules clinics and
all of the managers rules clinics
throughout the state. If you have any
questions concerning any of the rule
changes, be sure and let me know.
We have some more great opportunities for players and umpires
to be a part of national tournaments
in North Dakota this summer. Fargo
will be hosting the Men’s D National Tournament over Labor Day
Weekend. This is the first slowpitch
national tournament for Fargo
and the local organizing committee is working hard to make sure
the tournament is a success. This
national tournament will be a great
opportunity for our Men’s D teams
so start thinking about getting your
entry form in.
We will have a lot of opportunities for umpires from ND to work
national tournaments this summer.
Besides the Men’s D in Fargo, I
have secured other opportunities
this summer for our umpires to work
a national tournament outside the
state. We have already secured a slot
in the 16U Gold Fastpitch in Salem,
OR, the Men’s C in Oklahoma City,
the Men’s Championship Series in
Oklahoma City, Girls FP in Rochester MN, Girls FP in Spartanburg
SC, Men’s E in Rapid City SD, Girls
FP in Sioux Falls, Men’s D & E in
Medford OR, and possibly a slot at
the fastpitch Hall of Fame National
Championship qualifier in Okla-
homa City. I am also working on a
couple of other umpire exchanges
for national tournaments outside our
region. All of these opportunities
to work outside our state are great
opportunities for our umpires to
showcase their skills.
We will be holding several classroom rules clinics for managers and
umpires. We will also be holding
several field clinics for umpires
throughout the state that everyone
is invited to attend. At past field
clinics we have stretched a string ten
feet high and another string six feet
high between the pitcher’s mound
and home plate to use as a training
tool for umpires to see where the ten
foot limit is and where the six foot
minimum is. This is a great training
tool for both umpires and players.
I highly recommend that pitchers, players, and managers take the
time to attend the portion of the
field clinic at the beginning where
we cover the pitching height to get
a true feel of where the ten foot arc
limit really is. Last year we had a
lot of players attend our field clinics and a lot of eyes were opened
at our field clinics by players and
umpires alike when we stretch the
string and start throwing pitches.
So, please consider attending a field
clinic and take a look at the pitching
arc. There is a complete listing of
classroom clinics and field clinics
listed elsewhere in this issue.
It is also time for my annual plea
to recruit more umpires. Leagues
around the state are growing, and
some umpires retire, and some just
don’t come back, so we are always
in need of new umpires. Every
city in North Dakota will need
more umpires. Players make good
umpires because they have a keen
knowledge of the rules and a feel
for the game. Plus, where else can
you find a part-time job—outdoors,
where you can make around about
twenty five dollars an hour?
If you have any interest at all to
umpire, please contact me and I
can put you in touch with someone
from your area of the state. Or,
check out the listing of the field and
classroom clinics in this issue and
you can just show up and register. If
you have any questions or concerns
about umpiring, please contact me
and I’d be happy to visit with you.
Umpiring just one night a week can
make a huge difference in helping
out your local league.
I would like to recognize our

state and I would also like thank all

job they do for NDASA. They all
bring a vast amount of knowledge
and experience and are a valuable
asset to our umpire program in

McQuade Tournament ready to celebrate its 40th anniversary

The 40th annual Sam McQuade
Sr. Budweiser Charity Softball
Tournament is rapidly approaching
and will be held June 26, 27, and 28
in Bismarck and Mandan. We are
anticipating another record setting
year and entries are coming in fast
and furious and some divisions are
getting close to full. That is a hint
to the Men’s D, and Men’s Rec I to
get your registrations in since these
are only 32 team divisions. Men’s
Rec 3 and 4 divisions also fill very
fast as well. We will once again have
a Men’s Super/A division that will
have six teams. Since there are some
Men’s B teams in the region, we will
have a combine Men’s B/C division.
In the Men’s Masters 35 division,
the state Men’s Master’s Committee
will once again assist us in seeding
the teams properly. All other divisions in men’s and women’s will
remain the same number of teams
and format.
We continue to get several requests from companies to come in
and set up vendor booths. We have
found that players and fans enjoy the
opportunity to see all of the products
available to them. It looks as though
we will have some additional softball vendors at the tournament this
year and we will also have vendors
in Mandan for those teams that play
there.
Unfortunately, the Wounded Warriors will not be able to attend our
tournament this summer. A prior
commitment at Louisiana State University could not be changed so we
will have to wait one more year for
the Wounded Warriors to return. The
Wounded Warriors are confirmed
to be at the McQuade in 2016. The
Wounded Warriors were very disappointed that they could not come
to our tournament and told us they
preferred coming to McQuade more
than any other event they go to.
However, we have secured the
United States All-Air Force Team
that will be coming to the McQuade
this summer. The team is made up of
United States Air Force active duty
and retired Air Force personnel from
all over the country and is coached
by Steve Shortland. Shortland is also
the coach of Team USA who has ap-
peared at the McQuade on two prior
occasions. We are planning to have
a “Military Appreciation Game”
with the Air Force team and a team
made up of ND military personnel.
Mike Offerdahl will be heading
a committee that will determine
which players will be selected to
participate in the military appreciation game against the Air Force team
and early indications are we will be
looking for military veteran players
in the B/C/D divisions. The All-Air
Force Team will also be playing in
the McQuade Tournament.
The McQuade Board is working
on planning special activities that
will take place during the 40th Anniversary celebration. We have requested the Budweiser Clydesdales
but have not received confirmation
as of yet. We have also received
confirmation from KFYR TV in
Bismarck that they will be doing
a one hour live broadcast from
the Kelley Diamonds on Saturday
night. The broadcast will consist
of live segments and taped stories
on the history of the tournament.

PLEASE, don’t procrastinate as
the tournament fills very quickly.
We feel bad when teams register
late and then we have to tell them
their division is full. Don’t be that
manager that has to explain to their
team that you forgot to send in the
registration. We are hoping to match
or exceed our record of 472 teams. If
you are thinking of putting together
a “family” team or a “reunion” team,
please contact me as well.
Registration forms have been
mailed to all non Bismarck teams
who were in last year’s tournament.
Bismarck managers and Mandan
received registration forms at their
February meeting. If Bismarck/
Mandan managers missed that meeting or your team didn’t play in the
tournament last year and want to this
year, or if you are not a Bismarck/
Mandan team and haven’t received
a registration form in the mail, you
can print a registration form off the
McQuade website which is www.
mcquades.com and click on the
softball link.
Once again this year on the McQuade website you will be able to
click on a link to see all of the teams
that have registered for the tournament. Our plans are to update this
every Friday afternoon. It is a good
way to make sure that your entry
was received and it will save Jack
and Dee and I a lot of phone calls.
It will also serve as a cross reference
to make sure everyone is entered in
the correct division.
At this year’s tournament, we will
once again offer each team an opportunity to purchase an extra home
run. This has been a popular feature
at past tournaments. In the past, we
have been able to raise over $5,000
for local charities from those teams
that purchased an extra home run
last year so it is a great fundraiser for
the tournament. More information
will be included on the website and
in the tournament program about
purchasing extra home runs.
We had a record year last year as
we were able to distribute just over
$86,000 to charitable organizations
throughout the state and with your
help and generosity we hope to be

Air Force team to play in McQuade Tournament
The 2015 McQuade tournament
will feature a team comprised of Air
Force players who have reached the
age of 40. All of them have played
on the ALL AIR FORCE Team at
one point in time or another. The
arrangements are made in terms of
their appearance with a potential
opponent still to be selected and the
classification of this talented team in
the tournament format.
The manager Steve “PUP” Shortland has coached the All Air Force
team along with this team of players over forty who have previously
played on the All Air Force team and
are now retired from the Air Force
but still play softball at some level.
Shortland also is the head coach of
the Team USA teams which play
each year against Team Canada
in what has become known as the
Border Battle.
The team coming to McQuade has
played in the USSSA 40 and Over
World tournament for the past two
years and has won the title each year
as well as going undefeated. The
McQuade would serve as a second
tournament event for the team. The
Board of Directors for the McQuade
Tournament is pleased that they
would able to schedule this outstanding group of players and military
veterans to showcase during the 40th
anniversary of the tournament.

New rule for Junior Olympic Fast Pitch softball
This year the ASA/USA Council passed a new rule for 2015 allowing for up to all players on the
roster present to be able to bat in
all Junior Olympic Classifications
of Play during Pool Play. The
rule passed added a clause for
how the shorthanded rule would
be handled. The new rules as
listed in the 2015 ASA Participant
Manuel reads as follows:
Rule 4, Section 1D[2] Exception: In all Junior Olympic Fast
Pitch Pool Play Only; When a
team elects to bat more than nine
batters the game will continue
with the skipped batter being
recorded as an out whenever a
player leaves the game for any
reason other than an ejection.
Teams cannot play with less than
8 players.
Rule 7 Section 2F: (Fast Pitch)
In Junior Olympic Pool Plays
only, teams have the option of
having up to all players on the
roster present bat. The Shorthanded Rule that applies to
Junior Olympic Fast Pitch will
apply. Rule 4, Section 1 [a-d] and
2 [a-g] Exception.
This new rule did not address
all the other aspects of our rules
like Substitutes and Courtesy
Runners. Based on the intent
of the rule being that all players may bat and those over the
9 starters in the batting order
could be substitutes and based
on our Courtesy Runner rule as
defined we have the following
interpretation on how this rule
should be administered during
Olympic Pool Play.
Batting Order: All players on
the roster up to the total amount
of players present on the roster
may bat. Whatever number you
start with must remain the same
unless you lose players as mentioned in the rule. EXAMPLE:
If you start with 12 batters you
cannot increase to 13 batters or
decrease to 11 batters.
Shorthanded Rule: When a
team elects to bat more than nine
batters the game will continue
with the skipped batter recorded
as an out whenever a player
leaves the game for any reason
other than an ejection. Teams
cannot play with less than 8
players. If a team loses a player
from the batting order due to an
ejection the game would end in a
forfeit. EXAMPLE: If a team bat’s
15 and all they are 15, no subs,
and they lose one batter due to
ejection, the game would end in
a forfeit.
When using a DP/FLEX: If a
team uses a DP/FLEX rule the
flex will still be listed at the end
of the batting order. If a team
decides to bat the Flex they may
do so. However, the FLEX may

passed away February 24
Arnie Lizakowski inducted in 1989
Arnold “Arnie” Lizakowski, 76
of Grand Forks died Monday, February 16 at Altru Hospital in that
city. He was born in Minto, North
Dakota on June 11, 1938. He grew
up and attended school in the Minto
area and as a young man proudly
served in the United States Marine
Corps. Arnie worked for Molstad
Excavating and the Grand Forks
Herald for many years. He was an
avid hunter as well as a baseball and
softball player.
Arnie played fast pitch softball
for 30 years before his retirement
from the game in 1987. He was
elected to the state Softball Hall
of Fame in 1989 following a long
and distinguished career. He was
a catcher and outfielder and was a
noted long ball hitter who specialized in hitting line drives down the
foul lines for base hits. He played
in 25 state tournaments and was a
crucial player for the Seven Up team
which captured the state tournament
championship in 1971. Arnie was
one of the best hitters on that club,
leading the team in home runs and
batting in the lineup in the number
three position. His team took runner-up honors the following year.
In 1987, the year he retired from
the game, Arnie played in the Senior
To no one’s surprise, the Recreation Divisions provided the most
state tournament support. In the
Men’s Rec III Division, the East Division ended up with 79 total teams
and the West Division had 49 teams
entered. In Rec IV, the East hosted
55 teams and the West had 40 teams.
The Junior Olympic Girl’s Fast
Pitch Division continued its strong
growth placing 48 teams in the state
tournament to set a new state record.
According to Brian Neuhardt, Girl’s
Fast Pitch State Commissioner, over
1350 girls were registered to play
fast pitch in the state, an increase
National tournament in Fargo with
a team from Grafton. He led that
team in batting with a sparkling
.500 batting average and drove in
the only runs the team scored in the
tournament. One of his top thrills
as a softball player came when he
was named one of the top 50 All
City player in Grand Forks covering
players who had played for the past
four decades.
Arnie enjoyed spending time
with his family, especially his
grandchildren and was noted as a
very giving and generous man. He
will be greatly missed by his surviving sons and his daughter. Funeral
services were held on Saturday,
February 21.

bad news is that with the growth of
fast pitch, our slow pitch program
for girls is showing declining numbers. The Women’s State Organization recognized that problem during
the NDASA Winter meeting and
will urge greater participation by
young girls at the Women’s meeting
around the state.
Russ R. Burfening passed away at age 93
Russ R. Burening age 93 of
Grand Forks, ND passed away on
Wednesday, March 4, 2015 at Valley Eldercare in Grand Forks, ND.
Russ Robert Burfening was born
on June 11, 1921 in Fargo, ND the
son of Russell P. and Augustina
(Dobler) Burfening. Russ attended
Central High School in Fargo, ND.
Following his high school graduation he attended NDSU where
he played basketball and earned a
BS in Pharmacology, graduating
in 1943. He was a 1st Lieutenant
in the 164th infantry in the Philippines. Upon his discharge from the
military in 1946, he moved to Grand
Forks, ND and worked for Upjohn
Pharmaceutical, retiring in 1980. On
June 16, 1970, he was united in marriage to Audrey Larson in Detroit
Lakes, MN. Russ officiated for the
North Central Conference College
and High School football and basketball games. Russ played softball
18 years, including two years while
serving in the Army. He was a
catcher also played some second
base and even pitched from time to
time. He played over 300 games.
He played in seven state tournaments but never on a championship
club. He was an active member of
the North Dakota Amateur Softball
Association and was elected state
president of that group in 1952. His
Hall of Fame credentials include
a lifetime batting average of .300
and he was noted as a long ball
hitter having led the Grand Forks
league twice in home runs. He was
among the top ten hitters in league
virtually every year. He retired from
the game in 1962 and was inducted
in to the NDASA Hall of Fame in
1969. He was also inducted into the
number 4 gets a hit and batter
12 goes in to pinch run. Batter
4 has left the game and batter
12 has entered the game. They
still bat in positions 4 and 12 as
they originally did. Re-entry rule
still in effect.
Pinch Hitters: No player listed
in the batting order may pinch
hit for any of the first nine players listed or anyone else listed
in the batting order. They must
stay in the batting order position
they started in. The only players
allowed to pinch hit are those
players not listed in the batting
order.
Courtesy Runner: No player
starting in the batting order may
be used as a Courtesy Runner
for the pitcher and or catcher. In
order to be a Courtesy Runner a
player cannot have participated
in the game in any fashion. EXAMPLE: If a team has 15 players
and wants two Courtesy Runners
they can only bat 13 players.
We hope this addresses any
and all issues in regard to batting
all players in Junior Olympic Pool
Play. If other situations arise we
will use the same thinking to try
to resolve them.

support ASA state tournaments according to statistics compiled by the
NDASA office. Men’s slow pitch
teams led in teams participating in
state tournaments with a total of 422
teams entered in the state tournaments in all divisions of play. The
Women’s slow pitch teams contributed 130 teams to the total playing
state tournaments while 50 teams
entered play in the C0-Ed division
and Junior Olympic teams total 48
teams in the fast pitch division and
10 in the Girl’s slow pitch state
tournament.

Forks YMCA. Russ was the timer
for UND basketball and football
for many years. In 1980, Russ was

for UND.
Bismarck and Mandan
earn national awards
Both cities received excellent
ratings on national tourneys
Both Bismarck and Mandan were
awarded the James Farrell award for
excellence in hosting National tournaments in 2014. Bismarck earned
their award for running one of the
best Junior Olympic events when
they hosted the Girl’s Fast Pitch
16 and Under Class B Northern
National tournament. Twenty teams
from the Northern Region were
in the Capitol city for the tourney
with a team from Brookings, South
Dakota taking home the championship trophy.
Mandan earned their James Farrell award for excellence by hosting
the largest field of teams ever to
participate in the E-Rec division of
Men’s Slow Pitch softball. The ERec Division is a recent addition to
the array of National Tournaments
sponsored by the ASA. A total of 63
teams played in the popular tournament with a team from Williston
sponsored by Mulligan’s captured
the championship by winning eight
games over the two day event.
The James Farrell Award is decided by evaluations done by the
ASA Representative at the tournament as well as the tournament Umpire in Chief and the team’s managers. In addition, the tournament is
graded on completeness of reports
and other tournament information
required by the National Office.
Former national UIC Tom Mason
passed away in December
Long time sports official Tom
Mason of Newark, Delaware passed
away at the age of 83 on Monday,
December 15, 2014. Active as an
official in football, basketball and
softball, Mason umpired softball
with the Delaware Softball Association for 33 years rising to
the position of National Umpire
in Chief and International Rules
Interpreter, a position he held for
nine years. He was a polished clinician and conducted rules clinics
around the world. He is credited
with initiating and conducting ASA
rules clinics which are recognized
as the standard of excellence for the
softball community. Mason worked
for the DuPont Company for 30
years as manager of the Petchem
Sales Service. Upon his retirement,
he worked 12 years part-time as a
Sports Director for the New Castle
County Parks and Recreation Department and also spent 10 years
as Assistant Softball Coach with
his son, Tom Junior at Wilmington
University and three years as their
Athletic Director.
Mason was inducted into four
Halls of Fame including the ASA
National Hall of Fame, the Dela-

ware Sports Hall of Fame, the
Wilmington Delaware Softball Hall
of Fame and the Alabama Softball
Hall of Fame. He was recognized
by Referee Magazine (a national
magazine for sports officials) as one
of the top 20 officials in the country
who influenced their sport over the
past 20 years and was recognized
again in 2005 by the same magazine
for his contributions to softball umpiring by naming him one of their
top 25 “Great Officials”.
He is survived by his wife Doris
and two sons, Tom Jr. and Richard
and their wives.

Executive meeting minutes
NDASA encourages everyone
to review the 2015 code and rule
change on the ASA website. A
few important changes are:
Code
Article 307 H 03 a – Teams.
A team that wins two or more
games in a double elimination bracket, or three or more
games in a three game bracket,
excluding forfeits, in a National
Championship Final may not
participate in a lower classification in the same division or
championship play during their
next ASA playing season unless
they played in the highest classification. Those players currently
classified shall be moved to a (+)
level. Those already classified
one level higher would not be
affected by this change. A team
that has four or more players on
a roster, including pick-ups, from
such a team shall be considered
the same team.
Article 310 C – Barrel Compression Testing Machine. An
ASA approved barrel compression testing machine shall be
used at all ASA National Championship Finals.

of Bismarck attended the National
Umpire Clinic in Oklahoma City
February 5 through 8, 2015. Deputy
UIC Elliott Gerhardt of Bismarck,
Deputy Fast Pitch UIC Lyle Rader
of Wahpeton, Chris Coleman of
Hillsboro and Walt Stack of Bismarck also attended the nationwide
event. Over 440 ASA umpires from
all over the country were in attendance along with representatives
from the NCAA, ISC and Canadian
umpires.
The agenda included an hour long
session on Sensitivity Training and
tours of the Hall of Fame Stadium
and office complex. Breakout ses-

Chris Hutton flies out of frigid
North Dakota a couple of weekends a month to join the Wounded
Warrior softball team for games in
warmer venues. Hutton is a veteran
of the war in Iraq who returned
home from that conflict only to
suffer a devastating injury caused
by a drunk driver in a hit and run
in July 2006. The injury caused the
loss of Hutton’s lower leg just below
the knee.
After playing in an exhibition
game against the Wounded Warrior
team at the 2014 McQuade Tournament, he was asked to play with
the Warrior team and continues to
do so into the 2015 season. He has
joined the team for games in Bonita Springs, Fort Myers and Polk
County, all in Florida and hopes to
continue every other weekend for
the Spring season.
The Wounded Warriors were a
big hit during their appearance in
last year’s McQuade tournament
and are eager to return however,
Chris Hutton
they had a long time commitment
to appear in a softball event in
Baton Rouge, Louisiana the same
weekend as the McQuade this year.
They are hopeful they can clear
their schedule for 2016 to return
to the Bismarck event. According
to Hutton, the team is competitive
and wins approximately 75% of the
games they play despite the handicaps each of the players has.

The State Women’s Commissioner, Mary Hager of Harvey has
announced her impending retirement following the 2016 season.
The advance announcement will
give the person replacing her two
seasons to learn the ins and outs
of the job.
Here are some of the duties and
responsibilities involved in the job:
Attend both the Winter meeting
and the Spring meeting of NDASA.
Organize and run the Women’s
Classification Meeting in July.
Update all classification information each year and send to Women’s
League Reps in June and have the
info returned before the classification meeting.
Review info, compare and review
rosters before meeting. Notify state
office of people you want at the classification meeting. The state office
will send out invitations.
Attend invitational tournaments
before the classification meeting
which helps in classifying teams
Review state tournament results
and move up teams for the next year.

Attend State Tournaments.
Be positive and promote Women’s softball.

was voted to All American teams on
the national level five times.
His lifetime batting average is
around .600 and his physical attributes, including quick feet, soft
hands and a strong throwing arm,
combine to make him an outstanding defensive player. He is described by several knowledgeable
softball people as one of the two
best all-around players to ever play
the game in this state. Bob is also
described as a class act on and off
the field, a fierce competitor on the
field but well liked and respected
by opponents he competes against.
In addition to his feats on the
softball field, Bob also played amateur baseball with the Jamestown
Elks for 20 years winning 12 state
championships. He was elected to
the North Dakota Amateur Baseball
Hall of Fame in 2002.
Roger Weigel: Roger Weigel
of Bismarck has been an active
player in that city for 40 years and
continues to play in the Master’s
category. He has played in the
outfield, first base and as an extra
hitter in his long career. His lifetime
batting average is near .600 and he
has played on teams which captured
seven state championships. He is
described by one of his endorsees as
a very consistent hitter with an ability to produce in clutch situations.
In addition to his qualifications
as a skillful and durable player,
Roger has also been involved in
the administrative aspects of the
game. He has been a member of
the Bismarck Slow Pitch board
since 1988 and president of that
board since 2006. He is a tireless
promoter of the game and locally
has been instrumental in developing softball complexes in Bismarck.
He has been very involved on the
state level serving as the Bismarck
Player Representative since 2001.
He was elected as Secretary of the
state Men’s Slow Pitch Association
in 2003. In 2011 he assumed the
position of Tournament Coordinator for all slow pitch softball in
the state.
Roger also umpired for several
years in his early years as well as
playing in competitive leagues. His
teams have competed in national
competition and in 1994 Roger was
named to the Master’s 35 National
All American Team. He has a passion for the game which he has
passed on to his wife Laurie and
his three adult children, all of whom
have been involved in softball.

Teams entered in Series events will be awarded Series points based upon tournament results.
Series points will be updated each week on the NDASA website.
Teams must play a minimum of three Series events, plus one state tournament, to be eligible for prize packages.
Teams “playing up in classification” will receive double points. It is the responsibility of the team managers and tournament directors to
make the Series Coordinator aware of teams playing up in class.
5) Teams may play more than one state tournament. Teams will receive Series points based upon where they place in each event.
Teams will NOT receive extra points for playing up in state tournaments.
Exception: D teams playing in the Open State Tournament will receive points based upon being the highest placing D team, 2nd highest
D team, 3rd highest, etc.
6) Points awarded for each tournament will be posted on the NDASA website no later than 1 p.m. the Friday prior to Series events.
Points will also be listed at the tournament site in close proximity to the bracket boards.
7) Points will be based upon where teams place in the tournament and the total number of teams entered in each event. All teams
participating will receive a minimum of 60 points for each event.
8) Teams dropping out or forfeiting out of tournaments will NOT receive Series points.
Exception: Teams forfeiting due to the injured player rule will receive points respective to their final tournament standing.
9) If a tournament is cancelled due to weather or not enough entries, all teams that paid entry fees will receive the minimum 60 points.
10) If a partial rainout occurs, points will be distributed according to the order of finish. Should some places be undecided, all remaining
teams will share equally the points for the undetermined places.
11) The number of entries, classifications of play, and tournament format are at the discretion of local tournament directors at each event.
12) All NDASA Rules of Tournament Play apply. Any variations MUST be approved by the State Commissioner.
13) Final decisions regarding Series points will be made by the Series Committee. Any protest of points, tournament standings, results or
eligibility, etc., will be settled by the Series Committee.

General
- Commissioner Dick Gulman
called meeting to order at 9:04.
- Mr Gulman has been approved by ASA to be North Dakota permanent Commissioner.
- Report given by Dick Gulman, and Jack Jones concurring National Council meeting
in Oklahoma City.
- Bismarck and Mandan received National Awards for
hosting National Tournament in
North Dakota.
- 2015 National Council meeting is at Louisville, KY, October
31-November 6.
- Spring meeting and HOF

move down teams 2nd year.
- Tournament series implement for 2015:
• Final details/guidance will be
worked out.
• Points for entering tournaments – extra points for high
places.
• Prizes for top finishers at
year end.
• Sponsored by DeMarini
• Must enter 3 tournaments
plus state tournament.
• Cap NDASA donation at
$1500.
• Ask local Associations to
promote.
- Two day tournament pick up
player rule.
• Discussed policy and requested ALL Associations to
follow policy.
- Seven motions made and
all passed – forwarded to the
executive team for review and
consideration.
• Revise classification from
Div 1, 2, and 3 to classification
of “C” & “D”.
• Add open state tournament
allowing thrown together roster
with a $70 sanction fee and
$200 tournament registration
fee.
• Teams that do not play in
state tournaments cannot be
moved down without approval
of MSP, WSP and State commissioner.
• One tournament only roster

uniform rule will apply and not
eligible for state tournament.
• “HR” rule changed for “D”
teams from 2 to 3.
• Ban stealing in all levels at
state tournaments.
• Courtesy runner approved in
all divisions at state tournament.

- Mary Hager plans to retire
as Women’s State Commissioner at the end of 2016. Will be
advertised in the State Softball
News and website NDASA.org.

sent to all schools to promote
women’s programs.
- Have women’s programs
lower their age requirements to

Meeting Called to order by

Discussed the growth of fastpitch softball in North Dakota.
What can ASA do to recruit and
retain additional communities to
fastpitch and have them register
and participate in the state wide
tournaments and the year – end
NDASA state tournaments.
Items discussed strength
of ASA, weakness of ASA,
other organizations, registration
process, high school softball
and potential growth of softball
especially for the smaller and
new communities. Can NDASA
help those new communities
with having coaching clinics for
coaches, parents and participants.
The JO commissioner, with
the help of other ASA members
with established programs,
will come with a program to
introduce fastpitch to these
new communities thru clinics,
meetings, and other social
media. Also, ask for help with
this undertaking. The general
consensus was that these would
be put on Sunday’s in the winter
usually in local gym.
Discussed setting up a state
wide schedule for at least the
18u division. The general feeling was that division would not
want to play games during the
week and play on “planned open
weekends.” It might work better
for the younger ages 14u, 12u,
10u and get them use to playing
those games during the week
and weekends as proposed.
As of now, no formal schedule will be developed. Local
organizations are welcome to
proceed with scheduling their
own games.

tion tournament dates for 2015.

Rec. Departments in those cities. Tournaments schedule may
change. Anyone is welcome to
add to the tournament list.
NDASA State Tournament
Discussed, the positives and
negatives of last year’s state
tournament which was held in
Grand Forks.
Is there a better way to put
our state tournament? As it is
now, our past champions come
from the following 4 programs,
Bismarck, Dickinson, Grand
Forks and West Fargo. Discussed advantages of having an
A division and B division. How
do you determine who is A and
who is B. A number of options
were discussed from being an A
community and a B community,
as in High School. Also, do new
programs from the larger cities
fall into the B because they are
new?
The general consensus was
to send teams into each age
bracket either A or B. In the first
round an A team will play a B
team. Depending if that team
wins or loses their first game,
will determine if they are A or B.
Winners of first game will play
in the A bracket and the losing
teams will be seeded into the B
bracket.
Going forward, each A and B
division in that age bracket, will
then be played out in a double
elimination tournament. Those
teams will then have a random
draw, to place them into the
double elimination tournament.
We will now have an A and a
B champion. Also, note that all
teams will again be guaranteed
3 games for the state tournament.
In order for there to be an
A/B tournament, an age division must have a minimum of
8 teams. If seven (7) teams or
less then that age bracket division will have a straight draw
from the hat and placed in a
double elimination tournament.
Depending on the number of
teams, we may or may not be
able to guarantee the 3rd game
of play for losing teams.
The seeding committee will
be made up of the JO commis-
sioner, one representative from
the west and one representative
from the east. Those individuals will be determined at a later
date.
Next Step:
Do we split the NDASA state
tournament up and play it in
different locations. If so, who
is willing to host and how do
you split the age brackets. All
attendees agreed to keep the
tournament in one (1) location.
This year all ages will be held
in Bismarck, on the weekend of
July 18th and 19th. If possible,
can the tournament be started
on Friday evening, of the 17th?
This request will have to be approved by the NDASA executive
council, the state UIC, Bismarck
Parks & Rec. and the Bismarck
softball associations. All agreed
that by starting Friday evening
a number of first round games
can be eliminated earlier in the
tournament, to avoid back-toback games on Saturday.
Future notes, if the tournament is split the following divisions will be grouped together
on the first weekend. 10u, 14u
and 18u will be held on weekend, with the 12u and 14u being
played on the next weekend.
Discussed entry fees for the
tournament. Everyone is understanding that it needs to be
increased.
However, what is an appropriate amount? There needs to be
some balance between what
the NDASA needs and the local
community can use to help off
set expense.
The committee discussed
starting on Friday Nights, Can
we play 2 rounds on Friday starting at 4:30?
The group was in favor of
starting on Fridays.
Discussed time limits on
games. Currently we use the
rule of 1 hour and 40 minutes.
The group would like to keep
the current rule as is and is in
the ASA rule book.

Early Hall of Fame
member dies at 96
Olive Jacobson Kistner
was 2nd woman inducted
Word has been received of the
death of Olive Jacobson Kistner
of Portland, Oregon who was the
second woman to be inducted into
the North Dakota Softball Hall of
Fame. She was born near Arena and
graduated from Wing High School
and then from Jamestown College at
a time when a college education was
rare. She lived the past 70-plus years
in the Pacific Northwest.
While in North Dakota, she was
known as a great athlete and a great
singer. The records from the early
days of the state Hall of Fame are
sketchy but she was noted for playing 15 years in Bismarck and participated in six state championship
tournaments and two state championship teams and also played in one
National tournament. She carried a
life-time batting average of over .500
which was outstanding in fast pitch
softball. She was regarded as one
of North Dakota’s most outstanding
women athletes.
Kistner passed away February 2,
2015 from pancreatic cancer at the
age of 96. She is survived by a daughter, a sister and two grandchildren.

2015 Playing Rule Changes and Comments
Note: All changes below are EFFECTIVE January 1, 2015 unless otherwise noted.
Rule 1, Stealing A: Adds Junior Olympic Boys 18 and Under and Men’s 21 and Under
classification of play to those who can steal in Slow Pitch.
Comment: Allows Junior Olympic Boys 18U and Men 21U to steal in Slow Pitch.
Rule 2, Section 1: The pitching distance for Women’s Modified classification of play shall be
43 feet.
Comment: Changes the pitching distance in Women’s Modified Pitch to 43 feet.
Rule 3, Section 3F [2]: EFFECTIVE 2016 The use of the yellow optic cover, red stitch 11-inch
ball with a core of .520 or under and a compression of 300.0 lbs. for Women’s Slow Pitch, Coed
Slow Pitch (Women batters only), Women’s Seniors, Women’s Masters and Boy’s and Girl’s Junior
Olympic Slow Pitch.
Comment: Allows the use of the 52/300 11-inch ball in 2016 for all of the above
classifications of play.
Rule 4, Section 1D [2A] Execption: In all Junior Olympic Fast Pitch Pool Play Only; When a
team elects to bat more than nine batters the game will continue with the skipped batter being
recorded as an out whenever a player leaves the game for any reason other than an ejection.
Teams cannot play with less than 8 players.
Comment: Defines the shorthanded rule when batting more than 9 batters in all Junior
Olympic Fast Pitch Pool play.
Rule 5, Section 5A [2] EXCEPTION: Removes Senior Slow Pitch classification of play from
those who have to run out home runs.
Comment: Allows for Senior’s to choose not to run the basses on a Home Run or Four
Base Award.
Rule 5, Section 9A [3]b: (Code310P) The Championship and “If” game in Junior Olympic 10
and Under ASA/USA Championship will have a two hour time limit.
Comment: Allows for the Junior Olympic 10U ASA/USA only to have a 2 hour time limit
in the Championship and “IF” game.
Rule 7, Section 2E: (Fast Pitch) In Junior Olympic Pool Play only, teams have the option of
having all roster players present bat. The Shorthanded Rule that applies to Fast Pitch will apply.
Rule 4, Section 1 [a-d] and 2 [a-g] Exception.
Comment: Allows Junior Olympic Fast Pitch teams to bat everyone in pool play.
Rule 7 Section 3D: (Junior Olympic) After entering the batter’s box, the batter must remain
in the box with at least one foot between pitches and while taking signals and practice swings.
Comment: Removes the requirement to keep one foot in the batter’s box for Modified
Picture Classification of Play.

Article 101 D 06: 06. Duties. A Territorial Vice President
shall represent their territory
on the Board of Directors and
shall co-chair their respective
territorial meetings. A Territorial
Vice President will verify that all
national championships and national qualifiers in their territory
are listed on www.tournamentasa.com.
Comments: Adds additional
responsibilities to the Vice Presidents of each territory.
Article 101 E 05: 05. Duties.
A regional director shall conduct
regional business including
awarding of the regional tournaments in their region. The
regional director will verify that
all regional’s, national qualifiers,
and national championships
hosted by their region are listed
on www.tournamentasa.com.
Comments: Adds additional
responsibilities to the Regional
Director of each region.
Article 102: BOARD OF
DIRECTORS. The Board of Directors shall be selected regardless of race, color, age, creed,

Olympic Committee to ensure
adequate athlete representation
and female representation of the
Board of Directors.

In the past year the Equipment
Committee, Dr. Lloyd Smith/WSU
Lab and ASA staff members have
spent a considerable amount of
time on equipment issues. We have
utilized the Trackman radar system
in field conditions for slow pitch
and fast pitch this past year. Trackman was used at the McQuade
Charity Tournament in Bismarck,
North Dakota to compare the batted
ball speed (BBS) from the 11 inch
52/300 and 44/375 balls. Each ball
was rotated every inning to make
for accurate accounting of BBS.
Very favorable comments from
participants were received in the
event. Field testing of the 52/300
technology was also done in the
GFP game in Oklahoma City. Kevin
Ryan and Julie Johnson participated
in Trackman utilization at a 16U
GFP event where the 52/300-12”
ball was compared to the 47/375
12” ball. The ball in this event was
also rotated every inning to develop
accurate comparisons. Teams also
provided positive feedback as they
liked the size of the 52/300 FP ball
(11.875 min diameter versus 12.0
diameter of the 47/375 ball. We
also learned the 52/300-12” ball
provided more consistent play in
varying weather conditions, much
like the Slow Pitch 52/300.
The Trackman technology was
made possible by a partnership developed by ASA, WSU Lab, NCAA
and the NFHS for this purchase
and sharing of the technology. The
Trackman technology has proven to
be essential to the decision making
process in monitoring the game conditions, equipment standards, and
research. Increasing our understanding of how equipment performs and
impacts our game will quantify how
rule changes effect play as we can
make decisions about softballs, bats
and the effects of temperature on
equipment.
The Equipment Committee presented a rule change this year for
the addition of the 52/300-11” ball
to be used in Women’s Slow Pitch,
Coed Slow Pitch (Women’s batters
only), Women’s Seniors, Women’s
Masters and Boy’s and Girls’ JO
Slow Pitch effective 2016. The
intent of this change is to optimize
the positive effects we have realized
in the 52/300-12” ball three years
the 52/300 technology has bought
several important factors to the
playing field.
The 52/300 ball produces dramatic reduction in the impact severity index which will reduce injuries
to players upon impact either by a
thrown or batted ball.
The 52/300 ball is less affected by
extreme temperatures or humidity
and will provide more consistent
playability.
Lab and field studies have indicated that the 52/300 ball will
reduce batted ball speed (BBS) by
an estimated three (3) mph.
The Equipment Committee and
Lab will continue to study this
technology of the 52/300-12” ball
for FP. Ball weight, diameter and
seam height will also be import factors to consider if a future change is
considered for the Fast Pitch game.
In 2014 Dr. Smith and the WSU
lab also had a very busy year. The
lab continues to update and improve
the equipment used to certify bats.
Dr. Smith installed a 4th generation
cannon to test bats and balls. The
cannon has improved positional and
speed accuracy, with a substantial
noise reduction. The cannon is
providing results that are more repeatable and effective in laboratory
testing. A significant amount of time
was dedicated to 52/300 technology,
including the 52/300 for the Fast
Pitch game.
Comparisons were made with
the 47/375 and 44/375 11” and
12” balls. Results of these studies
could also be beneficial for the
future development of a new Fast
Pitch bat test standard. Dr. Smith
is also studying seam height to
compare flight distance of raised
and flat seamed balls under indoor
conditions. The study concentrates
on seam height and its effects on
increased lift and flight distance of a
batted ball. Dr. Smith has developed
a fixture to measure seam height and
is working with ASTM to develop
a catcher mask. The results of these
results will be used to improve head
protection of players and officials.
Dr. Smith is also in the preliminary
stage of a study regarding pitcher
reaction time and did complete a
field study in 2014 with the Men’s
Slow Pitch team in Parma, Ohio.
The extensive research will study
the perception of a batted ball,
formulation of a response, as well
as executive of a response. This
preliminary work includes building a prototype slow pitch softball
pitching machine, purchasing and
experimenting with an EMG system, and conducting preliminary
experimental trails to refine a test
plan. The Equipment Committee
will be working with Dr. Smith to
establish goals of the reaction time
study and the benefits it will bring
to the equipment and field dimension decision process. Lastly the lab
conducted bat and ball compliance
testing to insure the equipment used
in the field meets the ASA certification requirements.
The Equipment Committee traveled to Oklahoma City in May and
held a joint meeting with a bat and
ball manufacturers. This has become an annual event whereby we
take time to meet with our manufacturer partners in individual and
group sessions. This past year we
shared a very positive Long Range
Planning survey taken at the 2013
Council meeting regarding equipment changes implemented the
past few years. We also discussed
the potential usage of the 52/300
technology in the Slow Pitch and
Fast Pitch game. We continue to
discuss issues surrounding bat
tampering and efforts to curb and
or eliminate this illegal activity that
damages the game. It is extremely
important that we continue to meet
with our manufacture partners, as
we collectively search for new ideas
to improve equipment opportunities
for the game of softball.
Some of the priorities for the
Equipment Committee and Dr.
Smith’s lab in 2015 are:
Continued compliance testing of
bats and balls.
Continued use of Trackman to
monitor game conditions at ASA
events. While field studies are expensive and time consuming, they
are necessary to ensure out laboratory testing is representative of the
game conditions.
Continue to study data for a potential new Fast Pitch protocol for
the certification process.
Continue with the reaction time
study, increase reaction time field
testing and establish achievable
goals of measuring reaction time
under game conditions.
We appreciate the work of Dr.
Smith and his WSU lab, members
of the Equipment Committee as
well as Craig Cress, Rich Cress,
Kevin Ryan and the ASA staff for
all the work that was done this past
year. As in the past, it is the duty of
the Equipment Committee to make
the very best decisions possible for
the game of softball. We continue
to base those decisions regarding
bat and ball combinations and other
related equipment; on the scientific
data we collect in an effort to uphold
the integrity of the game of softball.

Article 103 A: A. To promote
amateur softball for all persons
regardless of race, color, creed,
religion, age, sex, sexual orientation, disability, veteran status,
national origin or ancestry.
Comments: Updates the objectives non-discrimination statement for ASA/USA Softball.
Article 301 C 02 c 5: 05. All
men’s fast pitch players and
or teams may participate in all
men’s fast pitch national championships that they are eligible for
and retain their eligibility for their
original classification in championship play for the current year.
Comments: Eliminates restrictions for men’s fast pitch players
and teams to participate in National Championship play.
Article 303 A 04: 04. Pick up
players must be from the team’s
same or lower classification.
Exception: Players who are
age eligible may be picked up by
a lower age classification team.
CLARIFICATION: In Junior
Olympic play there two types of
classification, one type of classification is Gold, Class A and Class
B; the other type of classification
is age classification, 18-Under,
16-Under, 14-Under, 12-Under
and 10-Under. Therefore as an
example, a player who has competed on a Junior Olympic Girls’
Fast Pitch 16-Under team is not
an eligible pick-up player for any
team below the 16-Under age
classification if she meets that
age cut off. Another example,
once a player participates on
a Class A team, they are not
eligible to participate in Class
B even if moving up in the age
classification.

Article 303 A 09: Delete 09.
Junior Olympic GOLD and Class
A players who compete on adult
teams as pick-up players are only
eligible to be picked up for Major
or Class A teams.

declines to host an NGQT, the
opportunity to host an NGQT will
be passed on to the next qualifying region within the territory.
This process will continue until
dates for all NGQT’s have been
established.
