The Police News VOLUME IX, NUMBER 1 Galveston County Edition January 2012 The Great Santini He Raped, Robbed, Murdered then Disappeared By Breck Porter The original Great Santini, was a hard nosed, hard drinking, hell raising Marine, portrayed by Oscar winning movie star Robert Duvall in a movie of the same name. In the movie, Duvall, as Marine Fighter Pilot “Bull” Meecham is tough and arrogant and treats his wife and kids as he would a bunch of Marine recruits. The only reason we call our Santini “Great” is because since 1983 the League City Police Department, the Galveston County Sheriff’s Office, the Hillsborough County Sheriff’s Office in Florida, The FBI and the United States Marshall’s Offices in Texas and Florida, have all been looking for him and he is nowhere to be found. Donald Michael Santini made his mark in Galveston County May 2, 1983 when he robbed a convenience store in League City at knife point. On the day of the robbery, Irene Hughes was working in Pam’s General Store at 358 Highway 517 in League City when a man, later identified as Santini, came into the store, sort of meandered around without buying anything, and left. Minutes later he came back into the store, laid a large knife on the counter and demanded the money from the cash drawer, which Irene Hughes promptly handed over. According to Hughes, Santini grabbed the cash, fled into the parking lot and escaped in a car that she described to a tee, including the license plate number. Irene Hughes turned out to be the kind of witness that police officers always hope for but seldom experience. From the license plate number on the get-away car League City police officers Pat Bittner and David Ferrero were able to track Santini to Rosharon, a community near Sugarland, Texas. When word reached Santini that he was about to be arrested, he surrendered to a Sugarland police officer with whom he was acquainted. After his arrest, officers were able to recover $219 of the $270 that Santini took in the robbery and the clothes that he wore which was described perfectly by Hughes. The investigation and arrest was a generally routine event for League City Police. There was a good description, a quick arrest, a confession, charges filed, case closed. Police like these kind of cases. After obtaining a written confession, Santini was booked into the Galveston County Jail where he was held until posting a $20,000 bond and being release. That was the last time anyone in Galveston County ever saw Donald Michael Santini. The following November, a young, good looking stranger from Texas made his appearance in the towns and villages along the Manatee County seashore in Florida where he got a job as a maintenance worker in a popular condo and did odd jobs in the Longboat Keys community. This stranger from Texas used the name Michael Charles Stevens and quickly introduced himself into the young, party crowd which soon led to a romantic relationship with a female employee of the condo. Investigators say that although the man known as Stevens maintained his own apartment, he spent much of his time at the home of this new found girlfriend and her minor son. Often he would drive the minor son to the daycare center in the mornings or pick him up in the evenings for the girlfriend. During one of these trips to the daycare center, Stevens became acquainted with Cynthia Woods, an employee of the center. Almost immediately he began asking her for dates, however she showed little interest in him. Cynthia, at the time, was involved in a very contentious divorce with either her second or third husband and dating was not something that stirred her interest. She was a single mother of three and another man was not high on her list of priorities. Stevens continued to ask her out when he had occasion to go to the daycare. Investigators say that Stevens tried to convince Cynthia to date him by pretending to be a relative of someone she knew. Cynthia told her son, 13- year old Tommy, that this man who came to the daycare was bugging her to go out with him but she had declined his invitations. The divorce battle between Cynthia Woods and her husband had become bitter. There were allegations that her son Tommy from a previous marriage may have been abused by the husband and this got the Division of Family Services involved. After continued insistence from Mike Stevens, Cynthia finally told her son that she was going to relent and go out with him just to get it over with and maybe he would quit bugging her. On Tuesday evening, June 5th, 1984, Charles Michael Stevens arrived at Cynthia Woods home to pick her up for their date. He came inside, spoke briefly to Tommy, and the couple left. There was no mention of where they were going or what they planned to do on the so-called date.Tommy watched his mother and the stranger drive away in Stevens van. Cynthia’s other two children were staying with their father, so that left Tommy at home alone. When they drove away, it was the last time Tommy saw his mother alive. The next morning, Cynthia’s sister learned that Tommy had been home alone all night and that his mother had not returned from the date. This was very much out of character for Cynthia so the sister filed a missing persons report with the Manatee County Sheriff’s Office in Bradenton. Donald Michael Santini By coincidence, on Wednesday morning a caseworker with the Division of Family Services went to Woods home on an investigation concerning allegations leveled in the divorce case. The caseworker discovered Tommy at home along and began contacting friends and relatives. Tommy could only tell authorities that his mother had gone out with a guy named Mike that she met at the daycare center and that he was supposedly a relative of someone she knew. Investigators would later learn that this was a story fabricated to entice Cynthia out on a date. Everyone who knew Cynthia became alarmed. Authorities became alarmed because they were desperately trying to capture a serial killer who had been dumping the bodies of his female victims in adjoining Hillsborough County. Four days later Cynthia Wood’s body was found by two young girls riding bicycles, floating in a ditch in Hillsborough County, not far from where police had discovered the bodies of two other women murdered weeks before. Immediately newspapers, radio and television began reporting the discovery of another female body in the same area where previous corpses had been found. On a serious note I had a retired Sheriff’s Captain from a Texas Sheriff’s OFFICE correct me one time when I referred to the Sheriff’s OFFICE as the Sheriff’s DEPARTMENT. He says, “it is NOT a DEPARTMENT it is an OFFICE just like other elected county offices,” and here is the argument about that. There is the: County Clerk’s Office, not a County Clerk’s Department County Judge’s Office, not a County Judge’s Department County Tax Assessor-Collector’s Office, not a Department Constable’s Office, not a Constable’s Department On the official website of Galveston County it lists the Galveston County Sheriff’s OFFICE not a Galveston County Sheriff’s DEPARTMENT. With that being said, it begs this question. Why does the media, that Lord High Institution which opins to us on everything from how to govern our cities and counties, to how raise our kids, refer to a SHERIFF’S DEPARTMENT on a regular basis? These people of wisdom (or so they think) are quick to correct others, advise others, and on a daily basis give their unsolicitied and unwanted opinions about everything, including the weather, yet in this case, they apparently cannot get it right when it comes to the Sheriff’s OFFICE. If you have a really legitimate answer to this question, we would like to hear it. Just type it in below and send it. Posted by Captainbob at 12/27/2011 7:40:39 AM ---------------------------------------------To answer the first part of the question we can turn to Black’s Law Dictionary, which defines the terms as follows: Department – “one of the major divisions of the executive branch of the government…generally a branch or division of governmental administration.” Office – “a right and correspondent duty to exercise public trust. A public charge of employment…the most frequent occasions to use the word with reference to a duty and power conferred on an individual by the government, and when this is the connection, public office is a usual and more discrimination expression… in the constitutional sense, the term implies an authority to exercise some portion of the sovereign power either in making, execution, or administration of the laws.” Clearly, the Office of the Sheriff is not simply another department of county government. Its internal operations are the sole responsibility of the Sheriff. County department heads are subordinate to a county governing body because they are truly only a division of county government. The Office of Sheriff, on the other hand, is a Constitutional office that has exclusive powers and authority. These powers are not subject to the dictates of a county governing body. The powers of this office have been exercised for over a hundred years. A Sheriff’s Office then is fundamentally different from a county department that derives its limited authority from whatever is delegated to it. Those individuals who hold an elected position, or office, in the governing body make this delegation. The use of department substitutes a term meaning a subordinate unit of government rather than using a term that unmistakably signifies its inherent powers and sovereignty. They assume that since there is a Police Department, Department of Public Safety then the Sheriff has to be a department. Investigators could not immediately identify the body. It had been floating in water in the hot temperatures of summertime in Florida. There was no identification on the body, nothing to help figure out who she was. A couple of days later Cynthia Woods estranged husband called the Sheriff’s Office. “My wife and I are going through a divorce and she’s missing,” he told a detective. “I’m wondering if that is her that they found in Hillsborough County,” he said. That sent Hillsborough County investigators heading south to Bradenton to talk with the husband. During their conversation the husband provided some information that suggested to detectives that the recently discovered body was in fact Cynthia Woods, but there was not enough at that point to positively identify her. Her physical state was such that the detectives chose not to show him photographs of the dead woman. The end result of their conversation with the husband was that they now had a pretty good idea that the body was Cynthia Woods. Now all they had to do was to verify it. Investigators contacted Cynthia’s dentist in Pennsylvania where she had lived before moving to Florida, and asked that dental records be sent to them. But before they got the records, they learned through family members that when her last child was born in the hospital in Manatee County, her fingerprint was taken as a routine hospital procedure. That fingerprint was matched with one taken from the body in the morgue and it confirmed the identity of Cynthia Woods. Now the investigation had moved south to Manatee County because that was where everyone connected to Cynthia Woods lived and worked. The only reason Hillsborough authorities assumed the investigation was because Woods body was dumped in their county. In some states jurisdiction may be assumed by police in the jurisdiction where the murder occurred or where the body is discovered. “Here we work’em where we find’em,” a detective told us. Investigators from Hillsborough County, headquartered in Tampa, spent many hours and days over in Manatee County conducting the investigation. As the investigation progressed, detectives learned that the man calling himself Michael Paul Stevens was really not related to anyone in town as he had claimed when trying to hook up with Cynthia Woods. In fact, he wasn’t kin to anyone in Florida, “In talking with some of those people it turned out that this guy Mike had been in Florida since about November and had been hanging around the beach community and working around there doing odd jobs here and there,” a detective said. “He worked around Longboat Key and Bradenton but mostly he was a mystery man,” he said. Detectives could find no one who ever knew that Michael Paul Stevens was not the mystery mans real name. The only thing they learned is that he had told people that he was from Texas and that he had been in the Army at one time. Supposedly he had been prosecuted for rape while in the Army and was dishonorably discharged. Federal authorities would not confirm the rape story citing confidentiality of military records. However, they would confirm that he had been booted out of the Army with a dishonorable discharge. “As we continued to talk with the girlfriend and others, we begin to get evidence that Stevens had been contracted or hired, to discredit Cynthia Woods’s reputation,” an investigator told us. “The obvious suspect in that scenario was the husband, but the investigation did not validate that,” he said. “We have information, whether it’s creditable or not, that someone, not necessarily the husband, saw a benefit in having Ms. Woods’s reputation compromised,” said the detective. “If we believe our information, we have no doubts he was contracted to injure her reputation, in fact we validated that he actually attempted to by planting drugs on her. That is our information. The motive actually circles around this contract, this hiring of Mike Stevens to damage or compromise her reputation,” continued the detective. “I won’t go into the specifics of how he was supposed to discredit her. The story of him planting drugs may or may not be true but we do have it on good information that Stevens was hired to injure her reputation.” “That explains many things. That explains why this man, Mike Stevens, who already has a girlfriend, is going out on a date with another woman. And of course the big mystery is we don’t know what his intentions were but we had the information that he was hired to make the date and take her out,” he said. “We know there was a failed attempt at the drug planting because there had been a failed attempt once before. We don’t know whether he attempted to do something similar again or whether he took it to a new level by killing her or whether he was actually hired to kill her. That part we don’t’ know. We just know that the reason for his coming in contact with her in the first place was to damage her reputation. So they wind up going out on a date and she never came back,” related the detective. As detectives continued to talk with the girlfriend, she finally told them that on the night of the date Stevens returned to her house and that while the two of them were having sex he revealed to her that he had killed Cynthia and dumped her body where the other victims had been found hoping to throw police off his trail. After revealing that information to her, she said Stevens immediately left town. With this information, detectives obtained a search warrant for the man’s apartment. There they found an applicaGreat Santini...Cont. on next pg. tion for a bank account and fingerprints. The application had a persons name in Texas as a reference. The fingerprints were sent to the FBI where they matched the fingerprints of Donald Michael Santini, the man who months earlier had robbed a convenience store in League City, Texas. Florida authorities obtained fingerprints and mug shot photographs from League City Police and that made the connection. It was June 16th before he was finally identified as Santini, eleven days after the murder of Cynthia Woods. With the new identification and evidence, first degree murder charges were filed in Hillsborough County, Florida. Santini has been on the run for over 21-years. Once he is arrested, it is the hope of the Hillsborough County Sheriff’s Office that they will have enough evidence to charge the person who allegedly hired Santini.Since fleeing Florida Santini is believed to have traveled to Kentucky, Texas, Nevada and California. He may visit Pasadena from time to time where he has relatives. Santini has used alias of Donald Chapman, John Michael Trimble, Steve Buice, Charles Michael Stevens and Joseph Brewster. Originally blond, Santini’s hair was graying in 1984 – it may now be white. He was known to dye his hair brown or blond and he has a mole or a birthmark below his Adam’s apple. Donald Michael Santini has worked as a laborer, electrician, landscaper and painter. He plays the guitar and writes songs, likes to imitate Elvis Presley and is proficient in karate. He was reportedly convicted of rape while in the Army in Frankfort, Germany, idolizes the Green Berets, likes being around horses, and drinks Jack Daniels whiskey. The Sheriff’s Office in Tampa, Hillsborough County, Florida and the League City, Texas Police Department would like to here from anyone who has any information about Donald Michael Santini. In addition to the murder warrant in Florida, the Galveston County, Texas, Sheriff’s Office holds a warrant for the Aggravated Robbery in League City and for Failure to Appear for trail in the 122nd State District Court. The F.B.I. has a warrant for his arrest for Unlawful Flight to Avoid Prosecution for Murder. The two men, who posted a $20,000 bail bond for Santini, forfeited that bond and paid Galveston County the money in June of 1984, 13-months after the League City robbery and just days following the murder in Florida. POLICE NEWS UPDATES Delivered to your e-mail FREE www.PoliceNewsLink.com INMATES AWAITING MURDER CHARGES FROM 2011 Arthur Henderson Ellis, 27, is in Galveston County Jail waiting trial for the murder on January 14, 2011 of Christopher John Demangin during a robbery at a waterfront home on Beluche Drive in Galveston. Demangin, of Houston, was doing electrical work on the home following Hurricane Ike when he was shot to death in the front yard. Four accomplices were also arrested and charged with Aggravated Robbery. Paul Anthony Crayton, 43, is in Galveston County Jail awaiting his trial for the shooting murder of James M. Martin, Jr., 38, in Texas City. That killing took place May 23, 2011 outside the Bourbon Street Bar & Grill. Crayton is also accused of shooting at another man in the men’s room inside the bar. Ronald Justin Reeves, 27, has been sitting in Galveston County Jail since November after Dickinson Police charged him with shooting 37-year old Marty Scott Ratton to death after the two had a spat. Ratton’s body was found by the railroad tracks in the 3600 block of Hill Street in Dickinson. Reeves may go to trial this year. Galveston Police say 48-year old Randy “Bootsy” Owens, of Angleton, whipped out a gun a shot Terrance Mike, 30, as the two drove down 40th Street in Galveston. Mike was driving and crashed his truck into a light pole and a tree after being shot. Police say it was the culmination of a drug deal. Owens is still in jail until trial. Deputy Claus Visits 400 Children With Christmas Joy Special to The Police News GALVESTON COUNTY - The Galveston County Citizen Sheriff’s Alumni along with the Galveston County Sheriff’s Office held their 6Th Annual Deputy Claus Program. The program, coordinated by Deputy Tammy Harper, President of the Citizen Sheriff’s Alumni provides toys to the needy children in the unincorporated areas of the county. This years efforts provided Christmas for 115 families including about 400 children. Families are selected by the school counselors and social workers from the elementary schools in the unincorporated areas of the county along with Deputies who come across those in need. The School Liaison Sheriff’s Deputies along with the students, parents, teachers and administrators begin gathering toys in November each year, holding toy drives in the Clear Creek Indepen- dent School District, which is their biggest contributor. Donations from individuals in the community also help to purchase the remainder of the toys needed for the children. Those toys are then purchased at the League City Wal Mart where a discount is provided. Deputy Harper then contacts the families to invite them to attend the event which was held this year on December 17 at the new Deputy Sheriff’s Association/ Citizen Sheriff’s Alumni room in the La Marque Outlet Mall. Citizen Sheriff’s Alumni members along with Clear Brook High School JROTC students helped parents select toys while the children were entertained by Deputy and Mrs. Claus, cookie decorating and wagon rides provided by Horseshoes from the Heart. Lt. Tommy Hansen brought the race car from the Tropical Impression Racing Youth Outreach Program. The car encourages kids to stay in school and off drugs and alcohol and teach them about the dangers of illegal street racing. January Execution On February 19, 1994, in San Antonio, 26-year old Rodrigo Hernandez abducted 38-year old Susan Verstegen from a grocery store parking lot. Hernandez restrained her by choking her and then he sexually assaulted her. When Hernandez realized Verstegen was not breathing, he hauled her Rodrigo Hernandez body to a park and left her in a garbage can. Hernandez, convicted of the rapeslaying of Verstegen whose murder went unsolved for eight years. Hernandez, now 34, was arrested in 2002, more than eight years after the woman’s body was found stuffed into a 55-gallon drum behind a church in San Antonio. Hernandez was about to be released from a Michigan prison when a then new law there required him to submit a DNA sample as a condition of his release. San Antonio police, using a national DNA database, matched his DNA to the Verstegen slaying. In his appeal, Hernandez challenged the validity of his conviction and sentence. Blood Drive Memorializes Fort Bend Deputy RICHMOND - Almost 60 people turned out in December to participate in the First Annual Deputy John Norsworthy Blood Drive held at the Fort Bend County Sheriff’s Office. Staff members of the Gulf Coast Regional Blood Center helped 59 people during the drive, which produced 76 total products. There were six deferrals in the drive. On Dec. 27, 2010, Deputy Norsworthy was involved in a motor vehicle accident while en route to back up another deputy on a traffic stop. Deputy Norsworthy was airlifted to Memorial Hermann Hospital – The Medical Center where he succumbed to his injuries on Jan. 4, 2011. He was 39 years old, and left behind his wife, Melissa, and a daughter and son, Kaitlyn and Jacob. Prior to his death, a blood drive was held to help Norsworthy, and more than 600 people turned out to donate blood. Family members were among those who participated in the drive. The Katy Fire Department also dedicated its quarterly blood drive toward the Norsworthy Blood Drive total. Joan Meidam, 54, was found dead in her garage from a self inflicted gunshot wound after leaving a note on the front door of her home reading, “I’ve killed myself, call the police.” Her son, Joe Meidam of Houston reportedly discovered his mother’s body but authorities have been unable to contact him since. Meidam’s remains are still in the Galveston County Morgue unclaimed. Her husband Dennis Meidam died in 2008 and Meidam had lived alone since with her pet dog and cats in her home in the 1400 block of Bowie Street. Persons with information about how to locate her son in Houston or other relative are asked to contact Kashonda Edwards in the Social Services Office at 409-770-5585 or The Police News at 409-632-0042. DICKINSON - The Galveston County Deputy Sheriff’s Association will stage a candidate’s debate and meet-the-candidates forum from 7 p.m. to 9 p.m. Jan. 19 in the auditorium of McAdams Junior High School, 11415 Hughes Road in Dickinson. The event will include candidates seeking election as Sheriff of Galveston County.
