Coru ***End of documen nt*** Appendix 1 – Supplementary Brief Technical Amendment – CFHK-FM St. Thomas Overview of application 1. This is an application by Corus Radio Company, a wholly owned subsidiary of Corus Entertainment Inc. (Corus), to amend the licence of CFHK-FM St. Thomas, Ontario. Corus proposes to change the authorized contours of CFHK-FM by: (i) relocating the transmitter site; (ii) increasing the average effective radiated power (ERP) from 16,700 watts to 22,000 watts; and (iii) increasing the effective height of the antenna above average terrain (EHAAT) from 150 metres to 179.6 metres. 2. The purpose of this technical amendment is to overcome fourth adjacent channel interference to CFHK-FM’s signal caused by CHST-FM London, which is operated by Rogers Broadcasting Limited (RBL). CHST-FM transmits on the frequency 102.3 MHz which is the fourth adjacent channel to CFHK-FM on 103.1 MHz. 3. Corus proposes to relocate CFHK-FM’s transmitter to CHST-FM’s transmitter site, consistent with Industry Canada guidelines for addressing such issues. Co-location with CHST-FM will allow us to better equalize the signal strength of the two stations, thereby eliminating fourth adjacent channel interference. 4. This application is intended solely to correct CFHK-FM’s technical reception problems. It will not impact any other station in the market. Current reception issues 5. CFHK-FM operates on 101.3 MHz with an average ERP of 16,700 watts. From its current transmitter location approximately 10 miles north-east of St. Thomas, it serves the communities of St. Thomas and London and the surrounding primarily rural areas. Based on Statistics Canada 2011 census data, CFHK-FM’s 3 mV/m contour encompasses a population of just over 450,000 persons. 6. The RBL-owned station CHST-FM London broadcasts from a transmitter location in London, at a site owned by Bell Media Inc., on 102.3 MHz. CHST-FM’s FM channel is therefore fourth adjacent to that of CFHK-FM. 7. In Broadcasting Decision CRTC 2012-490 the Commission approved an application by RBL to increase the average ERP of CHST-FM from 5,840 watts to 20,400 watts, and the maximum ERP from 12,100 watts to 100,000 watts. 8. The purpose of the power increase was to improve CHST-FM’s reception within its authorized contours; however, it also had the effect of significantly increasing the strength of the CHST-FM signal relative to that of the Corus-owned station CFHK-FM. 9. Because of the fourth adjacent channel frequency relationship, the result was to create technical interference to the reception of CFHK-FM, particularly in the vicinity of 2 the CHST-FM transmitter site where the signal strength disparity between the two stations is most pronounced. Corus became aware of this particular interference issue shortly following the implementation of the power increase of CHST-FM to its maximum ERP of 100 kW. 10. Earlier this year Corus conducted an on-line survey in which listeners were invited to respond to six questions concerning the technical quality of their reception of CFHK-FM. The survey garnered responses from 604 listeners and, of this number, 190 (31.5%) reported reception/interference problems, the majority of them clustered in areas close to the CHST-FM transmitter site in London. This is the usual result of fourth adjacent channel interference, which typically occurs close to the transmitter site of the interfering station where its signal strength is significantly higher than that of the station receiving the interference. 11. Appendix D includes a map of the London/St. Thomas area with the locations of listener reports of signal reception issues linked to Forward Sortation Area (FSA) postal codes. This graphical representation clearly demonstrates the high incidence of reception problems in the vicinity of the CHST-FM transmitter site in London, in the N6A FSA postal code. 12. London is an important part of CFHK-FM’s market area and as such, it is important that we maintain a signal of as high a technical quality as possible in the area. The presence of fourth adjacent interference from CHST-FM significantly limits our ability to properly serve our listeners in the London area. A relocation of the transmitter site to CHST-FM’s site is the optimum solution 13. Corus retained engineering consultants D.E.M. Allen & Associates Ltd. (DEMA) to investigate the fourth adjacent channel interference problems being experienced by CFHK-FM and to recommend a solution to these problems. The DEMA report is also included in Appendix D. 14. As detailed in the report, DEMA estimated the signal levels of CFHK-FM and CHST-FM at six specific locations where listeners had complained of fourth adjacent channel interference. DEMA concluded that the differences in signals levels between the two stations at those locations are sufficient to cause fourth adjacent channel interference on many receivers. 15. In such cases, Industry Canada’s rules strongly recommend that fourth adjacent channel stations be co-located if possible to avoid such interference. DEMA agrees that this is the appropriate solution to resolve the interference problem. At the proposed technical parameters, DEMA states that “[c]o-siting CFHK-FM at the CHST-FM site will equalize the field strengths of CHST-FM and CFHK-FM in the problem areas and will substantially diminish, if not eliminate any instances of fourth adjacent interference.” 16. The CHST-FM site is owned by Bell Media Inc. It is located just south of London, approximately 15 km north-west of CFHK-FM’s existing site. Corus has secured an 3 agreement with Bell Media Inc. to lease space on their tower to mount the new antenna for CFHK-FM. A copy of this agreement has been provided as Appendix C to this application. 17. The location of available space on the Bell Media Inc. tower has determined the new EHAAT of 179.6 m, a slight increase from the 150 m EHAAT at CFHK-FM’s existing location. DEMA has selected an antenna design and ERP that will roughly equalize signal strengths between CHST-FM and CFHK-FM, maintain an excellent signal in St. Thomas, and closely duplicate the population covered by the proposed 3 mV/m contour as compared to the existing 3 mV/m contour. 18. Based on Statistics Canada 2011 census data, CFHK-FM’s proposed 3 mV/m contour will encompasses a population of 455,096 persons, an increase of less than 1% from the number of persons covered by the existing 3 mV/m contour. 19. With regard to the impact on CFHK-FM’s signal quality in St. Thomas, the DEMA report notes that the new transmitter site maintains a clear path into St. Thomas. The proposed 3 mV/m contour continues to fully enclose St. Thomas, meeting the requirements of Industry Canada respecting the provision of satisfactory service to principal target centres. In addition, DEMA calculated field strengths at several locations in St. Thomas using Predict software, and confirmed that the estimated field strengths at those locations would be well above the desired 3 mV/m for a principal target centre. 20. Co-siting with CHST-FM is the optimum technical solution and is consistent with the strong recommendations of Industry Canada respecting the solution to instances of fourth adjacent channel interference. Moreover, space is available on the tower used by CHST-FM and Corus has been successful in securing an agreement with the owner of the tower to lease space for CFHK-FM’s antenna. 21. In these circumstances, Corus has not pursued alternate solutions in addressing the current reception difficulties. Given the specific technical issue to be addressed, Corus submits that there is no other technical solution that can effectively address fourth adjacent channel interference problems. The proposed amendment will have no impact on other stations in the market 22. As noted above, CFHK-FM serves the communities of St. Thomas and London. The other English-language commercial radio broadcasters serving these markets are as follows: • • • • 23. Astral Media Radio G.P. – CJBK, CKSL-FM, CJBX-FM and CIQM-FM London Blackburn Radio Inc. – CKLO-FM London My Broadcasting Corporation – CKZM-FM St. Thomas Rogers Broadcasting Limited – CHST-FM London The proposed technical amendment is based solely in the need to correct fourth adjacent channel interference problems. Other than a relocation of the transmitter site 4 approximately 15 km to the north-west, CFHK-FM’s proposed technical parameters are very comparable to its current parameters and the total population enclosed within the 3 mV/m contour will change by less than 1%. CFHK-FM will continue to serve the communities of St. Thomas and London, the only difference being an elimination of the interference currently experienced by many of our listeners in London. 24. In these circumstances, Corus submits that there will be no change to the competitive landscape in St. Thomas and London, and therefore no impact on the other Englishlanguage commercial broadcasters in the market. Respondents to this application 25. It is our position that approval of this amendment application will not have any impact on other stations in the St. Thomas/London market and will not affect the competitive balance. As such, we submit that there are no parties that are adverse in interest to the applicant. 26. Nevertheless, to ensure complete transparency with respect to this application, Corus is treating My Broadcasting Corporation, Rogers Broadcasting Limited, Blackburn Radio Inc. and Astral Media Radio G.P as respondents to this application. These parties are being served with copies of this application pursuant to the CRTC Rules of Practice and Procedure. 27. In addition, as discussed in the Engineering Brief, the following licensees operate FM stations that are short-spaced to the proposed CFHK-FM transmitter site: • • • • • 28. Conclusion 29. Corus submits that the proposal to change the authorized contours of CFHK-FM St. Thomas is fully justified based on technical reception issues due to fourth adjacent channel interference, as documented in this application. 30. The proposed solution is consistent with Industry Canada recommendations for resolving fourth adjacent channel interference problems. The proposed technical parameters have been carefully chosen to resolve current interference problems while ensuring no impact on other broadcasters operating in the St. Thomas/London market. 5 31. A new side-mounted custom panel antenna will be installed on the tower. The proposed facility will operate with an ERP of 60 kW (H&V) maximum and 22 kW (H&V) average with an EHAAT of 179.6 m. Additional comments are provided below for select assignments and allotments. 3.2.1.1 CBEF-1-FM Channel 276A Windsor ON CBEF-1-FM has Limitation #9, “Limited to 1 kW and 85.5 metres”. In view of the fact that CBEF-1-FM is authorized for 1 kW at 77.5 metres, CBEF-1-FM is essentially limited to existing parameters, or at best slightly above existing parameters. No CBEF-FM-1 future interfering contour is shown on Figure 7. 3.2.1.2 CFMX-FM Channel 276C1 Cobourg ON CFMX-FM has limitation #68, “Limited to 86.7 kW and 252 metres” that limits CFMX-FM to existing parameters (see Figure 8). 3.2.1.3 CFMO-FM Channel 275C1 Collingwood ON CFMO-FM’s Channel 275C1 operation is listed as AU in the IC database, and has Limitation 99, “Future limitations” (see Figure 11). 3.2.1.4 CKCI-FM Channel 277A Sarnia ON CFHK-FM has no limitations towards CKCI-FM. Therefore the allowable interfering contour shown for CFHK-FM in the CBEF-1-FM interference analysis on Figure 13 is based on maximum CFHK-FM parameters. However, in view of CFHK-FM’s limitations to other stations including Lapeer, MI, it is very unlikely that CFHK-FM will ever be able to operate at max parameters. The proposed CFHK-FM 48 dBu interfering contour will overlap the existing 54 dBu contour of CKCI-FM resulting in an area of possible interference to CKCI-FM. 3.2.1.5 WCRF-FM Channel 277B Cleveland OH WCRF-FM is operating at or nearly at maximum parameters for its class and therefore no WCRF-FM future interfering contour is shown on Figure 14. CONSULTING ENGINEERS Project #32459 3.0 Channel and Interference Analysis: (Cont’d.) 3.3 Harmonic Interference Broadcasting Procedures and Rules, Part 3 - Section C-6.1 The second harmonic of 103.1 MHz (Channel 276C1) is 206.2 MHz. This falls in television channel 12. The nearest channel 12 allotment is ON-PT-1761, Chatham, ON which is 87.1 km at Azimuth 230.6° from the proposed site. ON-PT-1761 is assigned Channel 12R. The installation of the proposed station will ensure that the second harmonic radiation will meet the requirement for 80 dB attenuation below the fundamental carrier. 3.4 Reradiation of "Ghost" Reflections of Television Signals Broadcasting Procedures and Rules, Part 4 - Section C-7 It is proposed to co-locate with the existing CTV tower near London, Ontario. The proposed CFHK-FM antenna will be side mounted below the existing TV antenna. The CTV tower has been in existence for many years without “ghost” reflection of television transmissions, and all the transmitting antennas on the tower are mounted co-linearly. Therefore, “ghost” reflections of television transmissions are not expected to be a problem. 3.5 Isolation of Transmissions The new CFHK-FM antenna is side-mounted on the existing 298.8 m tower with its radiataing centre 161.5 m above ground level. The following broadcast stations are co-located at the proposed site: CFPL-FM, Channel 240C1 (95.9 MHz) CHST-FM, Channel 272C1 (102.3 MHz) CFPL-TV, Channel 10R Isolation of transmissions between the proposed station and other broadcast facilities at the proposed site are not anticipated to be a problem due to the difference in frequency, the co-linear mounting of the antennas, and the installation of filters and/or combiners at the output of each transmitter. CONSULTING ENGINEERS Project #32459 3.0 Channel and Interference Analysis: (Cont’d.) 3.6 Adjacent Channel Interference to Television Channel 6 Broadcasting Procedures and Rules, Part 3 - Section C-6.2 The proposed channel of operation, Channel 276C1 (103.1 MHz), lies outside the frequency range 88-92 MHz; therefore, consideration to television Channel 6 has not been given in this submission. 3.7 Distortion of AM Patterns Broadcasting Procedures and Rules, Part 3 - Section B-2.4.9 (b) There are no AM stations in the vicinity of the proposed tower; therefore, distortion of AM patterns will not be a problem. 3.8 Channels Separated by 600 kHz and 800 kHz Broadcasting Procedures and Rules, Part 3 - Section C-1.6 There are no FM assignments or allotments on either 102.5 MHz or 103.7 MHz (channels separated by 600 kHz from 103.1 MHz) in the St. Thomas and London area. Therefore, no problem with respect to 3rd adjacent channel interference is anticipated. Channel 272C1 (102.3 MHz) is assigned to CHST-FM, London, ON (4th adjacent from 103.1 MHz). It is the intent of the applicant to co-site with CHST-FM. One of the reasons for co-siting is that CFHK-FM has had complaints of 4th adjacent channel interference from CHST-FM in the London area and co-siting will minimize interference to CFHK-FM. The proposed CFHK-FM ERP will not exceed the ERP of CHST-FM by more than 20 dB in any direction. This will minimize the possibility of 4th adjacent channel interference to CHST-FM, and as per Section C-1.6.1 will preclude CHST-FM from having any 4th adjacent channel interference remedying responsibilities to CHST-FM (see Figure 15). Channel 280C1 (103.9 MHz) is assigned to CKDK-FM, Woodstock, ON (4th adjacent channel from 103.1 MHz). The proposed CFHK-FM 100 dBu contour intercepts the area between CKDK-FM’s 70 dBu and 54 dBu contours (population 142,499). As such, there is an area of possible 4th adjacent channel interference from the proposed CFHK-FM to CKDK-FM (see Figure 16). CKDK-FM is also owned and operated by Corus Radio Company. CONSULTING ENGINEERS Project #32459 3.0 Channel and Interference Analysis: (Cont’d.) 3.9 Receiver Overloading and Intermodulation Interference Broadcasting Procedures and Rules, Part 3 - Section C-5 There are a number of FM assignments and allotments in the St. Thomas/London area that could contribute to potential intermodulation product (IM) interference. The assignments, allotments and the proposed CFHK-FM channel considered in this analysis are shown in Table 1. Table 2 shows a list of all IM products in the St. Thomas/London area which could create a potential for interference to assigned and allotted channels. Table 3 shows the list of all IM products in the St. Thomas/London area which could create a potential for interference to the proposed station. The total population within the estimated 115, 70 and 54 dBu contours of the proposed station is tabulated below. The population counts were taken from "Canada Census - 2011" published by Statistics Canada. The population counts do not include areas of possible future interference. The applicant is aware of its responsibility to remedy valid complaints of receivergenerated intermodulation interference within the 115 dBu contour (see Figure 17). The applicant is aware of the requirements to remedy valid complaints of immunity type interference to radio-sensitive equipment with the appropriate EMCAB field strengths. The proposed channel and each FM channel allotted or assigned in the area have been examined with respect to third order IM products of the type 2f1-f2 and f1+f2-f3. It was found that the proposed channel could generate IM products that may appear in the Aeronautical NAV/COM Band (108-137 MHz). April 16, 2013 Page 7 D.E.M. ALLEN & ASSOCIATES LTD. CONSULTING ENGINEERS Project #32459 3.0 Channel and Interference Analysis: (Cont’d.) 3.10 Exposure to Radiofrequency Energy Broadcasting Procedures and Rules, Part 1 - Section 8.0 The proposed CFHK-FM Channel 276C1 (103.1 MHz) operation has been examined with respect to "exposure to radiofrequency energy". It was found that the proposed calculated power density at a distance of 2 m above ground level is below the maximum exposure level for uncontrolled environments recommended in Safety Code 6. Given that the calculated levels at 2 metres above ground are well under 50% of the uncontrolled environment exposure limit, no measurements are required. Figure 6 shows the detailed profile of the estimated “exposure to radiofrequency energy” levels. 4.0 Assumptions and Sources of Information: 4.1 Geographical information used in the preparation of this Brief has been taken from maps published by Natural Resources Canada and MapInfo software. The transmitter will be operated at 18.5 kW. For stereo transmission, a stereo generator will be used. 5.2 Program Link The program material for transmission is carried by a STL link from the studios to the proposed CFHK-FM transmitting site. 5.3 Monitoring Equipment Monitoring of the proposed station will meet the requirements of BPR-1 Section 5.3.4. 5.4 Radio Broadcast Data System The applicant proposes the use of Radio Broadcast Data System (RBDS) in accordance with the RBDS standard of the U.S. National Radio Systems Committee as per section C-7.3.6 of BPR-3. 5.5 Technical Operation Broadcasting Procedures and Rules, Part 1 - Section 5 The proposed transmitting facilities will be operated by remote control (unattended) from the studios in St. Thomas, ON. 5.6 Substitution of Equipment The applicant, with the approval of Industry Canada, reserves the right to substitute suitable alternative transmitting equipment in place of that listed in this section. CONSULTING ENGINEERS Project #32459 6.0 Antenna System: It is proposed to utilize a new Sira FMC-05/13 (4 x 3+1) 4-bay (3 panels per bay) circularly polarized antenna. The antenna will be side-mounted on the existing 298.8 m tower with its radiating centre 161.5 m above ground level. The antenna radiates circularly polarized waves with a directional radiation pattern. The maximum gain of the antenna is 5.05 relative to a half-wave dipole. The average gain of the antenna is 1.89 relative to a half-wave dipole. The horizontal radiation pattern is shown in Figure 3. The vertical radiation pattern is shown in Figure 4. In Figure 4, the location of the first minima in the vertical radiation pattern is shown at a depression angle of approximately 17°. This would cause a minima at a distance of approximately 528 m from the proposed transmitter site. Because of the height of the site relative to the City of London, 0.5° beamtilt and 10% null fill is proposed to eliminate possible reception problems. The antenna will be fed by a single run of 3" air transmission line 390 m long. At 103.1 MHz, the loss in the transmission system will be 1.929 dB which is an efficiency of 64.1%. THOMAS ON 1.0 Introduction and Executive Summary D.E.M. Allen & Associates Ltd. (DEMA) has been retained by Corus Radio Company to investigate the fourth adjacent channel interference problems being experienced by CFHK-FM and to recommend a solution to these problems. CFHK-FM operates on 103.1 MHZ (Channel 276B) at a maximum ERP of 50 kW and an EHAAT of 150 metres. CFHK-FM is licensed to and operated by Corus radio Company. Specifically, Corus has received complaints of fourth adjacent channel interference from CHST-FM to CFHK-FM in the London area. To overcome the interference issue, it is recommended that Corus move CFHK-FM from its present site to a site in the London area. The existing Bell Media site is the best option for Corus. 2.0 Proposed CFHK-FM Change of Facilities Corus Radio Company, the licensee of FM broadcasting station CFHK-FM 103.1 MHz St. Thomas, Ontario is applying to Industry Canada and the CRTC to change the facilities of CFHK-FM by moving the transmitter site from the existing CFHK-FM tower to a tower owned by Bell Media. The maximum ERP of CFHK-FM is being increased from the present 50 kW maximum ERP to a 60 kW maximum ERP. The EHAAT is increasing from 150 metres to 179.6 metres. A new custom panel type antenna optimized for CFHK-FM’s protection and coverage requirements will be added to the Bell tower. The purpose of this change of facilities is to eliminate the existing fourth adjacent channel interference in London. This report identifies the causes of the interference issues and how the move will resolve the problem and still maintain coverage in the St Thomas area. Project #32460 June 4, 2013 1 3.0 Interference Complaints 3.1 CFHK-FM Receives Fourth Adjacent Channel Interference from CHST-FM CFHK-FM receives complaints of fourth adjacent channel interference from CHST-FM. The complaints mostly come from listeners in the London area. CHST-FM transmits on the frequency 102.3 MHz which is fourth adjacent channel to CFHK-FM on 103.1 MHz. 3.2 CFHK-FM and CHST-FM Site Locations CHST-FM is authorized for and has recently implemented a power increase to a maximum ERP of 100 kW. CHST-FM transmits from the Bell Media site located within London whereas the CFHK-FM site is located approximately 17.5 kilometers south of the centre of London. Project #32460 June 4, 2013 2 3.0 Interference Complaints 3.2 CFHK-FM and CHST-FM Site Locations (Cont’d.) Fourth adjacent channel interference usually occurs when the signal strength of one station is considerably higher than the other station. The following map shows the locations of the transmitting site of CFHK-FM and CHST-FM (at the Bell Media site). It can be seen that the transmitter site of CHST-FM is located within London whereas CFHK-FM is located south of London, outside of the City. This results in CHST having significantly greater field strengths in London than CFHK-FM. Moving CFHK-FM to the Bell site will equalize the field strengths of CFHK-FM with CHST-FM. Project #32460 June 4, 2013 3 3.0 Interference Complaints (Cont’d.) 3.3 Industry Canada Recommends Co-Siting for Fourth Adjacent Channel FM Stations With respect to fourth adjacent channel stations, Industry Canada’s Broadcasting Procedures and Rules Part 3 states; “FM stations separated by 600 or 800 kHz and operating in the same area may interfere with each other if not co-sited and therefore cositing is strongly recommended if possible.” Industry Canada’s rules recognize and recommend that fourth adjacent channel stations should be co-sited when possible. The proposed Change of Facilities for CFHK-FM will co-site CFHK-FM and CHST-FM. 3.4 CHST-FM Field Strength Significantly Exceeds CFHK-FM in London A comparison was made between the CFHK-FM and CHST-FM field strength levels at a number of locations in London where complaints have been received or where Corus staff has reported interference. The existing CFHK-FM and authorized CHST-FM field strength levels were estimated using the program Predict version 2.08 developed by the Communication Research Centre in Ottawa. The program Predict is a terrain-sensitive software widely used by Industry Canada for estimating contours and field strengths. Many measurement campaigns carried out by DEMA have shown that Predict is accurate in estimating the field strengths of FM stations. Project #32460 June 4, 2013 4 3.0 Interference Complaints 3.4 CHST-FM Field Strength Significantly Exceeds CFHK-FM in London (Cont’d.) The following map shows a number of locations where listeners have complained of fourth adjacent channel interference, or CFHK staff have experienced interference: The following table compares the estimated field strength of the existing CFHK-FM operation to the estimated field strength of CHST-FM. These levels were estimated at 9 metres above ground to correspond with the standard height used for broadcast contours. Project #32460 June 4, 2013 5 3.0 Interference Complaints 3.4 CHST-FM Field Strength Significantly Exceeds CFHK-FM in London (Cont’d.) These estimated signals do not consider losses from buildings and trees, and the actual levels could be lower. Due to the greater distance of CFHK-FM from London, the CFHKFM levels would be more affected by tress and buildings than the CHST-FM levels. However, given that fourth adjacent interference occurs when one station has significantly higher field strength than the other, these estimates are valid for demonstrating the significant difference in field strength between CFHK and CHST. Project #32460 June 4, 2013 6 3.0 Interference Complaints (Cont’d.) 3.5 Existing CFHK-FM Site is Shadowed into London Portions of London, particularly the downtown and inner core are located in the valley created by the Thames River. As such, the low elevation of these areas results in shadowing of the FM signal in these low areas. This is demonstrated below. The following profile of terrain shows the path from the antenna at the existing CFHKFM site to a listener with a radio at 2 metres above ground in downtown London (in the vicinity of One London Place Building). Project #32460 June 4, 2013 7 3.0 Interference Complaints 3.5 Existing CFHK-FM Site is Shadowed into London (Cont’d.) From the above, the signal path from the existing CFHK-FM antenna to the listener in downtown is grazing due to the terrain, and in some places will be completely blocked or shadowed by the terrain. The effect of this will be that the CFHK-FM field intensity in downtown London will be reduced by the attenuation caused by the terrain blockage. The profile of terrain from the Bell Media site to the same point in the downtown area is shown in the following: The above two plots demonstrate that in order for CFHK-FM to have the same signal path or “shot” into the downtown area of London as CHST-FM, that CFHK-FM must cosite at the Bell Media site. The CHST-FM antenna is slightly lower on the Bell tower than the proposed CFHK-FM antenna but this difference in height is relatively small when considering the path clearances. Project #32460 June 4, 2013 8 4.0 The Proposed Change of CFHK-FM Doesn’t Compromise the Signal in St. Thomas 4.1 Bell Site Has a Clear Signal Path into St. Thomas The profile of terrain was also evaluated from the Bell Tower to the center of St. Thomas to ensure that the St. Thomas signal path isn’t compromised by the move to the Bell site. The attached plot shows that the proposed CFHK-FM antenna at the Bell site has a very clear signal path into St. Thomas. Therefore, the move of the CFHK-FM site significantly improves the signal path into London and maintains a clear signal path into St. Thomas. Project #32460 June 4, 2013 9 4.0 The Proposed Change of CFHK-FM Doesn’t Compromise the Signal in St. Thomas (Cont’d.) 4.2 The Proposed Operation at the Bell Site Maintains 3 mV/M Enclosure of St. Thomas The contours for the proposed CFHK-FM operation as filed with Industry Canada and the CRTC are shown in Appendix A of this report. These contours have been calculated using the method of curves required by Industry Canada. Industry Canada’s Broadcasting Procedures and Rules Part 3 states; A minimum field strength of 3 mV/m is required for satisfactory service to principal target centres, where a target centre is any populated area defined as city, town, locality, etc. as per Natural Resources Canada maps.`` The proposed operation meets this requirement by enclosing St. Thomas with the 3 mV/m contour. Project #32460 June 4, 2013 10 4.0 The Proposed Change of CFHK-FM Doesn’t Compromise the Signal in St. Thomas (Cont’d.) 4.3 The Proposed Operation at the Bell Site Provides Reliable Signal Levels in St. Thomas As an additional check to ensure that the field strength levels in St. Thomas are at levels suitable for a community such as St Thomas, the realistic contours were calculated and the field strengths at spot locations in St Thomas were also calculated. Appendix B shows the realistic 3 mV/m contour determined using Predict 2.08v2. From this map it can be seen that the realistic 3 mV/m contour encloses all of St Thomas. The field strength at a number of spot points in St Thomas was calculated using Predict 2.08v2 to ensure that there are no localized anomalies in the field strength. The field strengths were calculated at 9 metres above ground to correspond with IC’s methodology. Project #32460 June 4, 2013 12 5.0 Recommendations It is recommended that CFHK-FM move to the existing Bell Media tower. Moving CFHKFM to the existing Bell site using the proposed parameters in the Technical Brief will; • Equalize the field strengths in London between CFHK-FM and fourth adjacent CHST-FM. This will eliminate or substantially reduce the fourth adjacent channel interference that CFHK-FM presently receives from CHST-FM. • Meet Industry Canada’s recommendation that fourth adjacent channel stations be co-sited. • Replace and improve the existing CFHK-FM shadowed signal path into the downtown of London with a signal path from the Bell Tower that is not obstructed by terrain. • Serve St Thomas with a signal path that is also not obstructed by terrain. • Maintain reliable service to St Thomas by enclosing St Thomas with a 3 mV/m contour as required by Industry Canada for the principal community. The 3 mV/m contour calculated using both the method of curves and Predict 2.08v2 substantially encloses both St Thomas and London.
