CENTRAL LUZON • NOVEMBER 27, 2009 • FRIDAY “THE PEOPLE of Angeles City should feel that they have a mayor.” So the multi-titled Edgardo Pamintuan – secretary, Office of External Affairs; chairman, Subic-Clark Alliance for Development Council; chairman, Northrail Corp.; former administrator, National Housing Authority – offers himself to be the city’s hizzoner anew. “The mayor should be reachable all the time. If he has nothing to offer, let him be at least a shoulder to cry on.” said Pamintuan, reputedly the first ever re-elected mayor of Angeles City, 1992-1995, 1995-1998. No, Pamintuan said, pre-set appointments and gate passes are never a requisite to meeting the mayor, or any government officials, be they elected or appointed. “Public servants as we are, our doors should be open at all times to our constituents, no matter their social and economic status, no matter their creed or political orientation,” Pamintuan says. “Woe unto the mayor who discriminates on people he would rather see or not, who goes through his backdoor to escape needy constituents.” “Dignity and duty need to be rekindled in the bureaucracy. We can start by giving the city employees their just due. No more delayed salaries, no more wages paid in installments. There can never be any justification of any delay in the compensation of our workers, given the immense budget of the city.” So Pamintuan took on the inertia at city hall. “Renew active citizen participation in the affairs of governance and we shall bring back the glory days of the city. Cong Tarzan was fielding a question from Cris Navarro of SunStar Pampanga on who between Chito Bacani and Ares Yabut he considered would give him a good fight. Tarzan, the reigning heavyweight champion as it were, sneering at flyweight contenders wanting to get into the ring with him there. So we fancy… In the red corner, claiming a Pacman punch to knock out corruption, presenting Fighting Bacani-ni-ni-ni! In the blue corner, claiming youth and the endorsement of a contactor who was knocked down in the Angeles City council for allegedly cornering all infrastructure projects in the city, presenting Flash Yabut-but-but-but! Let’s get ready to rumble-ble-ble! But not, apparently, in Tarzan’s jungle where he is king supreme. Bacani and Yabut better find a ring of their own, a three-ring circus, Tarzan could have scoffed. “I would rather think of how the whole slate (of Lakas-CMD-Kampi) in the city wins and bring the needed reforms in the city administration for the prosperity of the people,” Cong Tarzan said at the press conference held after he filed his certificate of candidacy along with the whole city ticket led by Subic-Clark Alliance for Development Council Chair and External Affairs Sec. Ed Pamintuan and Vice Mayor Vicky Vega-Cabigting. Speaking of the city mayorship, earliest proclaimed wannabe Tony “T-Mac” Mamac is in a league of his own too. Entirely his own, if we append meanings to recent developments. Last Monday, Liberal Party standard bearer Sen. Noynoy Aquino called on Mayor Blueboy Nepomuceno, did a press conference and pressed the flesh of herded Nepo supporters at the Angeles City hall. This spurred speculations that Blueboy, who remains with Danding Cojuangco’s Nationalist People’s Coalition, was being wooed by the LP to be its standard bearer in the city. The speculations were further fueled after Noynoy told the press that the LP would announce its city chair “very soon,” as with talks and negotiations on the matter were yet to be concluded. “We are soon to conclude talks. Give us a few more days and we are going to announce it soon.” So was Noynoy quoted as saying. Now, if memory serves right, of the three announced contenders for Angeles City mayor, the T-Mac is the only LP bona fide member, having taken his oath before Noynoy himself when he declared his ambition to run for president. So, why the need for any more “talks and negotiations on the matter”? Does the LP leadership find something distrustful, if not unworthy, in the T-Mac to be party standard bearer in the city? Don’t look now but his “girlie bar operator ” (mis)representation may have caught up with the T-Mac, having been played up in the Philippine Star which is as politically yellow as the sainted Cory, and her beloved son can get. Gov. Eddie T. Panlilio, LP chair for Pampanga, may have gotten into the act too with his high moral standards set for party bets. Think of the moralist suspended priest sharing the same party, if not the same stage, with a “girlie bar operator”! The manangs would cringe in horror, crossing themselves in paroxysm of penitence. Pure speculations all these are. It is a pity though that the earliest LP bird in Angeles City could just end up uninvited in his own party when the fireworks begin. So sad, T-Mac. So sad. Do a Quickie IF YOU are Makati-bound anytime soon and are driving along EDSA, go slow when you reach Cubao. I am sure you won’t miss this huge tarpaulin of a motel, which announces: “Complete your courtship stage here at…” Tsk, tsk, how things have changed! The man now says to the woman, “I’ll begin courting you at the comfort of your home and end in comfort in a motel bed.” This brings me to word I had wanted to expound on: Quickie. Although I am sure you are familiar with the word, let me talk about a different “quickie.” If you’ve visited the malls recently, you may have noticed that customers are no longer treated as kings and queens. When you go to a restaurant, for instance, a grouchy-looking waiter greets you. As you take your place and scour the menu, the waiter beside you gives you a c’monmake-up-your-mind-fast expression. Impatient, he heaves a sigh of exasperation every time you change your order. (The sigh even comes with a complimentary eyeson-the-ceiling dramatic scene.) Finally, as your pointing finger continues to travel on the face of the menu, the waiter promptly bends over and asks you this question with polite sarcasm: “Ah, pwede po ba babalikan ko na lang kayo mamaya? Worse, the waiter suddenly vanishes from your sight, making you wonder if you entered a restaurant or a magic show with disappearing acts executed with precision. I saw this phenomenon again not too long ago, when my wife, Liza, and I went to this not-so-customer-friendly shoe repair shop to have the soles of our daughter’s shoes changed. (Incidentally, haven’t you wondered why parents in this day and age frequent the mall’s children’s shoes section? Either the shoes nowadays are made of inferior quality or our children are rehearsing to be the future quality control managers of shoe factories.) “Miss, pwede pa bang palitan itong suwelas nito?” I asked the lady attendant. She inspected our daughter’s wornout shoe sole and looked bent on suggesting a tire recapping at Goodyear. Good thing she asked the opinion of the sapatero – let’s just call him Quickie – who just let out a snobbish “Um” for an answer. Bong Roque way Quickie’s eyebrows clashed on the midsection of his face, it seemed to me that repairing my daughter’s shoes was his most difficult task thus far. Methinks it’s not really the pair of shoes that seemed to be the culprit. The overall disposition of Quickie said it all: head bowed, face grumpy, smile absent, enthusiasm lost. Ito ay matapos pakantiyaw na sigaw nina Bokal Enrique Viudez at Erning Sulit na “sabihin mo na kung sino ang kandidato sa district 3” mula sa ibaba ng entablado. Sina Viudez at Sulit ay kapwa nakaupo sa unang hanay na upuan sa ibaba ng entablado Nang ipahayag ni Santos ang pangalan ng gobernador bilang kandidato ng Partido del Pilar sa ikatlong distrito, nagpalakpakan ang mga dumalo, samantalang tumayo naman si Mendoza at kumaway sa mga tao bilang acknowledgement. Ngunit hindi rito natatapos ang istorya dahil walang nabanggit sa kanilang talumpati si Mendoza at ang kanyang ate na si dating Gob. Josie Dela Cruz na ang kasalukuyang gobernador at kakandidatong kongresista. Maging ang mga dumalong opisyal ng Liberal party katulad nina Senador Noynioy Aquino, Mar Roxas at dating Franklin Drilon ay walang nabanggit. Matatandaan na walang ring binaggit si Mendoza na siya ay kakandidatong kongresista sa kanyang ulat sa lalawigan noong Nobyembre 9. Tinanong din siya noon ng Mabuhay, ngunit ang sinabi lamang niya ay pinag-iisapan pa niya. Ito ay taliwas sa kanyang mga unang pahayag, at sa kanyang mga aksyon kinabibilangan ng pagpapatayo niya ng bahay sa Brgy. Tartarro sa San Miguel at pagpapalipat ng kanyang voters registration sa nasabing bayan mula sa bayan ng Bocaue sa district 2. Ayon naman sa mga tagamasid sa pulitika sa lalawigan, isang iistratehiya ang ginagawa nina Mendoza at dating Gob. Dela Cruz. Ito diumano ay magiging panlaban ng lady attendant, “Anong oras pwedeng balikan, Miss?” “O anong oras daw?” she asked Quickie in turn. “8:30,” came Quickie’s grouchy, monosyllabic reply. Whoa! Quickie was not mute after all! To cut the long story short, Liza and I whiled away our time strolling inside the mall. Before we knew it, it was almost 9:00 pm, and the mall was about to close. So, with long strides, we rushed to claim our daughter’s shoes. About a meter from the shoe repair shop, Liza and I noticed that the lady attendant was nowhere in sight. Just Quickie and his cranky countenance. “Boss, kukunin namin yung sapatos na pina-repair namin,” Liza huffed. Quickie was true to form. He did not look at us, looked at his watch instead, and continued to tie his shoe laces, as if telling us, “It’s almost closing time, you guys, and I’m all ready to go off from work. You better be thankful I waited for you.” Without saying a word, he got a plastic bag, popped in the pair of shoes, and handed the item to us. “Boss, hindi yan yun supot magkapatid kay Bise Willy Alvarado na kakandidatong gobernador. Ayon sa mga tagamasid sa pulitika, kapag itinuloy ni Alvarado ang pagkandidato at sumabay ang kanyang asawa na si Kint. Marivic Alvarado ng unang distrito, malamang hindi tumuloy si Mendoza. Dahil dito, lulutang ang isyu ng political dynasty laban sa mga Alvarado, samantalang maganda ang magiging dating ng magkapatid na nagpalitan sa puwesto sa mga botante. Sa isang banda, maganda ang plano ng magkapatid na Mendoza at Dela Cruz. Ngunit ito ay nakatuon lamang sa kanilang pagtatangka na patuloy na mahawakan ang kapanyarihan sa Bulacan. Kung tunay na maganda ang layunin ng mga pulitiko sa Bulacan, bakit hindi pagyamanin ang kakayahan ng ibang pulitiko sa lalawigan upang hindi manatili sa iisang pamilya ang paghawak ng kapangyarihan sa pinakamataas na posisyon sa kapitolyo. Bakit kailangang pang magbalik sa puwesto ni Dela Cruz? Mayroon ba siyang nakalimutang gawin sa loob ng siyam na taong panunungkulan? This, even as the President’s election lawyer Romulo Macalintal said yesterday the President need not personally file her certificate of candidacy (COC) at the provincial office of the Commission on Elections (Comelec) here once she decides to run for Congress. “The filing of COC shall be at the provincial election supervisor of Pampanga and cannot be done in Manila,” Macalintal told Punto yesterday, but added “there is no word yet if she’s running.” But he noted that “a duly authorized representative can file the COC” in the President’s behalf. Again, Macalintal stressed “there’s a strong clamor from leaders of the second district for her to run there.” Punto tried to reach presidential son Rep. Mikey Arroyo to find out whether he would seek a third term in the same district, as this could dispel nagging talk that his mother would seek his congressional post, but got no reply. The office of Comelec provincial supervisor Temmie Lambino said that as of yesterday neither the President nor Mikey had filed their COC’s at his office on the second floor along usually trafficclogged B. Mendoza Street downtown of this city. Lambino said that the law prescribes that those running for congressmen, governor, vice governor and member of the provincial board are supposed to file their COC’s only at the provincial Comelec office. “But they can let anyone with authorization, such as one signed by a notary public or by a mayor, to file COC’s in their behalf,” he said. The deadline for the filing of COC is on Dec. 1. Lambino said that his office will remain open for those filing COC’s even this Saturday and Sunday from 8 a.m. to 5 p.m. At the gubernatorial level, however, the political situation seems to be shaping up. Earlier, Pampanga’s 1st district Rep. Carmelo Lazatin said he was sure former provincial board member Lilia Pineda, a close ally of Pres. Arroyo, will run for governor amid prospects that Panlilio will seek reelection. Pineda, in a text mes- sage, said she preferred not to comment yet on whether she would reenter politics. In 2007, she ran under the Kabalikat ng Mamayang Pilipino (Kampi) party but lost to Panlilio by 1,147 votes. Sen.Lito Lapid earlier announced he would run for governor but has agreed to seek reelection under the administration’s Lakas-Kampi-CMD party reportedly upon the prodding of the President. Vice Gov. Joseller Guiao was the first to declare his gubernatorial bid in this province, but later said he would be willing to give way to Pineda should the latter decide to seek the post. Panlilio, who won as an independent candidate in 2007, was recently sworn into the Liberal Party (LP). He said that as of yesterday, his party was still looking for a gubernatorial standard bearer. Pineda’s electoral pro- test against Panlilio led to a recount of gubernatorial votes in Pampanga and has remained pending for resolution by Comelec’s second division. Second division Commissioner Nicodemo Ferrer said , however, that he expected the case to be resolved by his division by the last week of November or the first week of this December. In an earlier exclusive interview, Salgado said that “family healing” will result if Pres. Arroyo would not run for Congress and instead pave the way for the candidacy of their brother Arthur. “I think her nine years as president should be enough and others should be allowed to take over,” Salgado said. She also urged Mikey to run for a provincial post, such as that of the vice governor. “There will be family healing even among our children if she (Pres. Arroyo) supports Arthur’s candidacy,” Salgado said. Salgado and Arthur were children of the late President by his first wife Purita de la Rosa, while the President and Diosdado Jr. were his children by his second wife former First Lady Eva Macaraig. The rift between Salgado and the President, even between their children, has been known even before Mrs. Arroyo assumed the presidency. Salgado, who had been vice governor of Pampanga during the term of Pres. Cory Aquino, noted that of the four children of the late Pres. Diosdado Macapagal, Arthur is the only one who has yet to occupy a government post. She noted that Diosdado Macapagal Jr. was once undersecretary of finance during the term of former Pres. Santos disclosed that the open dumpsite in Manuali had been extensively used during the time of the previous administration headed by former threeterm Mayor Exequiel Gamboa. Santos said he didn’t know that they are still using the dumpsite. He added that they will investigate the illegal dumping of waste in the village. According to provincial sports consultant and former DepEd Physical Education director Rolando Brillantes, the operations center will house the Palaro secretariat, the promotions, marketing and special events committee and other Palaro clusters. “From now on, meetings and other activities pertaining to the 2010 Palarong Pambansa will now be held here,” Brillantes said. Last November 20, DepEd Region III Director Mario Ramirez presided over the meeting of the Palaro’s seven clusters and said that the preparation for the hosting of Tarlac of the biggest sports spectacle in the country is “on the right tract.” “Except for minor kinks, the preparation is going on smoothly,” Ramirez pointed-out. The seven committees are the ceremonial/social and cultural; billeting and technical support that are supervised directly by the DepEd and the logistics and other services; publicity, marketing and special events; civic participation and infrastructure and engineering under the provincial government of Tarlac. Meanwhile, Governor Victor Yap has appointed former Philippine Basketball Association player Macky Escalona, a native of Tarlac, to be the official spokesperson for the 2010 Palarong Pambansa. Escalona, a former Ateneo de Manila University and Barangay Ginebra Gin Kings star player said that he is much honored to be part of the Palarong Pambansa. “I am very honored to be named the spokesperson of the 2010 Palarong Pambansa. I thank Gov.
