This brochure has been designed to
assist you with your arrangements
and contains information to help you
plan your day.
You can choose to have your civil
ceremony in one of the three registrar’s
offices, in any of the prestigious
buildings in Edinburgh or anywhere
you wish - providing the place has
been agreed with the couple, the
registrar and the venue owner.
This brochure will give you details of the
registrar’s offices and what to do if you
choose to have your civil ceremony in a
different location as well as information
about the paperwork you will need to
complete to make sure your marriage
or civil partnership is legal.
Edinburgh has three registration
offices at which you can choose to
have your civil ceremony. These are
based at Lothian Chambers,
Leith registrar’s office and South
Queensferry registrar’s office. You’ll
find contact details and a map showing
the location of each office on page 18.
Edinburgh offers some magnificent
historic buildings, hotels, restaurants
and visitor attractions in which you
can have your civil ceremony. You will
need to contact your venue of choice
in the first instance to make sure they
can accommodate you on the date
you want. You or your venue will then
contact Lothian Chambers and we
can confirm the registrar’s attendance
to conduct your ceremony.

Civil ceremonies are only carried out
by registrars or assistant registrars and
a registrar may be booked up to two
years before the date of the ceremony.
It is also possible to hold a civil
ceremony in Scottish Territorial waters.
This is obviously a bit more
complicated and the procedure for
giving notice differs slightly from
the normal procedures. Please
contact the registrar’s office at
Lothian Chambers for advice.

Your Choice
First you have to choose where and
when you would like your civil ceremony
to take place.
If you decide to hold your civil ceremony
in one of our registrar’s offices contact
the office you have chosen to check
availability for the date you require.
Details of all the offices can be
found on page 18 or by visiting
www.edinburgh.gov.uk/registrars.
You can book the appointment time
over the telephone or by calling into
the relevant office.
If you decide to have your civil
ceremony in a venue, contact the
venue to make a provisional booking
for the date you require. The venue
will then ask you to complete an AP
form which, once filled out by yourself
and your venue, should be taken or
sent to the registrar’s office at Lothian
Chambers to book a registrar. This
form will confirm the attendance of
a registrar at your ceremony. If the
venue does not have AP forms they
can be obtained from Lothian Chambers.
If you decide to have your ceremony in
a location a bit more unconventional –
contact Lothian Chambers and we will
be happy to issue you with an AP form
and discuss your choice of venue.
Wherever you decide your civil
ceremony is to take place, it’s your
day and we want to make it as special
as possible for you. You may choose
to have a quiet, informal ceremony
with just yourselves and your two
witnesses. You may prefer to have
a large traditional ceremony with
escorts, guests, readings and music or
you may prefer something in between.
Couples are invited to personalise their
civil ceremony by adding their own
vows or including words and music that
have a special meaning to them.
You may choose to write certain parts
of the ceremony yourself or choose
from the options given in the ceremony
booklet issued by the registrar.
You may choose to include readings
or poetry for one of your guests to
read out as part of your ceremony.
You may choose to include a traditional
element to you ceremony e.g.
handfasting or candle ceremony etc.
You may also wish to have music to
enhance your ceremony. This may be
recorded music or live musicians.
Please let staff know of any special
requests you may be thinking about.
If it is reasonable we will endeavour
to comply with your wishes.
When you complete your notice forms,
you should also fill out the requirements
form issued by the registrar. This form
allows us to know what you are planning
on the day so we can work with you to
ensure everything goes well.
The forms for lodging notice of your
intention to marry or enter into a civil
partnership can be collected from
any registrar’s office in Scotland or
downloaded from the National
Records of Scotland’s website at
www.nrscotland.gov.uk
The notice forms must be completed
by the couple and taken or sent to the
registrar’s office where the ceremony
is to take place or, if your ceremony
is in a venue, to Lothian Chambers.
Please note we cannot accept e-mailed
or faxed notices or documents.
The minimum period for lodging notice
forms is 29 days before the date of
the ceremony. The maximum period
is three months before the date. We
normally recommend that couples
lodge their notice forms with the
registrar six – eight weeks before
the date of the ceremony. However,
if either of the parties are non EEA
nationals we recommend ten –
twelve weeks notice be given.

Documents Required
Along with the marriage notice forms
you must enclose your birth certificates
and proof of current place of residence
which must be dated within the last 3
months, and, if appropriate:
• Decree of Divorce – if you have
been previously married or have
been in a registered civil partnership
and this has ended in divorce or
dissolution you will need to produce
a decree of divorce or dissolution
issued and stamped by the court
where it was granted.
• Death Certificate – if you are
widowed or are a surviving civil
partner you will need to produce
a certified copy of your previous
spouse’s or registered civil
partner’s death certificate.
• Certificate of No Impediment –
a certificate issued by your country
of domicile, if that is outside the UK,
saying there is no impediment to
you marrying in Scotland. (Please
note that this is not required
for same-sex marriages or civil
partnership registrations).
• Passports – for everyone - unless
born in the UK prior to 1/1/1983.
• If you are a non-EEA national then
please contact the registrar’s office
for advice as further documents
are required.

All certificates must be originals
(not photocopies) and will be returned
to you apart from Certificates of
No Impediment. Photocopies of
passports and relevant visas may be
acceptable to lodge notice provided the
originals are produced before
the date of the ceremony.
The relevant fee must accompany the
notice forms. The current fees can be
obtained from the registrar.
The notice forms and documents can
be sent by post or courier but you
should always contact the office to
ensure that they have arrived safely
and everything is in order for your
ceremony to go ahead.
Please note: your marriage or
civil partnership registration cannot
go ahead unless you have lodged
your notice forms and relevant
documents with the registrar
within the correct timescale.

The Ceremony

Upon Arrival
Witnesses
The registrar will meet you both
privately before the ceremony begins
to go over the ceremony process and
give you the opportunity to ask any
questions and discuss any final points
relating to the ceremony. This can be
done individually or by speaking to
both parties at the same time – the
choice is yours. If you are having any
readings, the registrar will also speak
to your ‘Readers’ to confirm at what
point in the ceremony this will happen.
Once all the preliminaries have been
carried out, the registrar will assist in
organising how any attendants and the
main parties will make their entrance
into the ceremony room, where the
couple will stand etc. The registrar will
ensure that the guests are standing
and that, if requested, the appropriate
music is being played as one or both
of the parties make their entrance,
with attendants if wished, and the
ceremony begins.
The registrar will meet the two people
who are going to act as your witnesses.
They may be related to you, friends or
someone you have just met. They must
be aged 16 or over and capable of
understanding the ceremony and will sign
the schedule with you after the ceremony.
Readings
If you choose to have readings at
your ceremony, the registrar will
need to know the names of the
people who will be doing the readings,
in order that (s)he can call them
up at the appropriate time.
Music
It is normal to have background music
playing when your guests begin to
congregate in the ceremony room.
When the registrar announces the
couples’ entrance into the room
another piece of music may be played.
Thereafter, more background music
may be played while the schedule is
being signed. If you are having live
music the registrar will liaise with the
musicians to let them know when to
start and stop playing. If you are having recorded music and your ceremony
is in a registrar’s office then you should
hand in the CD before the date of your
ceremony. If your ceremony is in a
venue then you should arrange for
one of your guests or venue staff to
operate the sound system as the
registrar cannot be responsible for this.

The civil marriage ceremony
You have the option to amend much
of what is said during your ceremony
to make it more personal to you both.
You may wish to write certain parts
yourself or choose from the options given
in the ‘Your Civil Marriage in Edinburgh’
booklet issued by the registrar.
The only parts of the ceremony
you cannot omit are when you both
confirm your identity, the wording of
the declarations and when you are
pronounced married. You can however,
add to the wording which will be used.
If you have chosen to personalise your
ceremony, you should make sure that
the amendments to your ceremony are
returned to the registrar’s office at
least two weeks before your ceremony.
Please remember that the registrar
is there to help you and there is no
need to be worried or nervous about
the ceremony.
The civil partnership
registration and ceremony
In the case of a registration only,
the couple and their witnesses will
be taken into the ceremony room
and signing of the civil partnership
schedule will take place.
You also have the option of including
in the registration a non-statutory
ceremony. As previously mentioned,
we encourage couples to personalise
their own ceremony. You may wish to
write the whole ceremony yourself or
choose from the options given in the
‘Your Civil Partnership in Edinburgh’
booklet issued by the registrar.

As the ceremony is non-statutory there
is nothing you are required by law to
say to each other.
If you have chosen to personalise your
ceremony, you should make sure that
the amendments to your ceremony are
returned to the registrar’s office at
least two weeks before your ceremony.
Signing of the schedule
Once you have been pronounced
married / legal civil partners, you
and your two witnesses will sign the
marriage / civil partnership schedule.
If your ceremony is taking place in
a registrar’s office, the registrar will
then leave you in order to register
your marriage/civil partnership and
prepare your certificate. During this
time there will be an opportunity for
photographs to be taken. When the
certificate has been prepared, the
registrar will then present this to
you before you and your guests leave
to continue your celebrations.
If your ceremony is in another venue,
then the registrar will leave you with
your family and friends to continue
celebrating. Your certificate will be
posted out to you or you can arrange
to collect it from Lothian Chambers.
Should you require any further copies,
these are available on payment of a
statutory fee.
Changing an existing Civil
Partnership to a Marriage
Couples now have the option to change
an existing civil partnership which
took place in Scotland to a marriage.
This can be done by either an
administrative route or by means of a
ceremony. The couple must make an
appointment for whichever route they
choose. The administrative route is a
simplified procedure which involves the
couple completing the application form
usually within the public office.
The marriage will then be registered
and a marriage certificate can be
purchased. The ceremony route will
involve giving the usual marriage
notice period and paying the relevant
fees. The ceremony can take place at
the venue of your choice.
Documents to be produced to change
a civil partnership to a marriage are
• previous civil partnership certificate issued in Scotland
• photographic identity document
for both parties – e.g passport,
driving licence

Marrying in a
Registrar’s Office
The Suites
Lothian Chambers
Lothian Chambers, at the corner
of George IV Bridge and the historic
Royal Mile, is a beautiful and
impressive building which has been
renovated and refurbished. Formerly
the Midlothian County Buildings,
there are three stunning ceremony
rooms, the largest of which can
accommodate 110 guests.
Ceremony parties have their own
entrance through West Parliament
Square into the Gathering Area,
specifically designed to allow the
couple and their guests to assemble
in comfort before moving to the
ceremony room. The Gathering Area
is fully accessible and has a lift to
take less able guests up to the
ceremony rooms on the first floor.
An ornate central staircase with
decorative cast iron railings leads to
a beautiful upper hallway and balcony.
With its marble pillars and decorative
frieze, this area is flooded with light by
three cupolas. All the ceremony rooms
are accessed from this first floor area.
There is parking for one car directly
outside the entrance in West
Parliament Square. There is no other
parking available at the office.
The City of Edinburgh Suite
Originally used as the main Council
chamber, this stunning room will seat
110 guests, in addition to the couple
and their two witnesses.

Leith Registrar’s Office
The Ceremony Suite at the Leith
registrar’s office, 30 Ferry Road,
is set in a complex of buildings dating
from the 1930s, which includes Leith
Theatre, Thomas Morton Hall and the
former Leith Town Hall.
There is space within the entrance
gates for one car and your guests
should be able to park nearby.
The ceremony room can accommodate
40 guests in addition to the couple
and their two witnesses.
There are four seats at the front of
the room which are used for the

However, you can supply your own
fresh flowers if you wish. Please contact the registrar in advance should

Please don’t arrive too early as you
may have to wait outside until the
previous ceremony is finished.
However at Lothian Chambers there is
a specific area for you and your guests
to congregate prior to your ceremony.
In the interests of safety and comfort
please ensure that the numbers
attending your ceremony do not
exceed the capacity of the room you
have chosen. There is no standing in
the rooms and any guests not able to
be seated will be asked to wait outside
the room.

guests. However we would ask that
anyone taking photographs does not
move around the room during the
ceremony as this can be extremely
distracting for everyone. The registrar
will be happy to suggest a suitable spot
for a photographer to stand.
In order that other couples may also
enjoy the facilities, please help us to
keep the office tidy by telling your
guests not to throw confetti, rice etc in
or around the registrar’s office. This
may breach the Litter Act and anyone
doing so may be fined.
