Our Mission
The Canadian Cancer Society is a national community-based
organization of volunteers whose mission is to eradicate cancer
and to improve the quality of life of people living with cancer.
The Canadian Cancer Society achieves its mission by:
• funding excellence in research on all types of cancer;
• advocating for healthy public policy and cancer control;
• promoting healthy lifestyles and strategies for reducing
cancer risk;
• providing comprehensive information about cancer care
and treatment;
• supporting people living with cancer.
The Canadian Cancer Society relies on the unwavering commitment
of its volunteers and employees, and on the generosity of its donors
from across every region of Canada.

Message from the President
and the Executive Director
A very favorable wind blew across the Quebec
Division of the Canadian Cancer Society last
year. We indeed had a good year in many
respects, thanks to the work of our volunteers
and personnel, in collaboration with our various
partners in the fight against cancer.
It was a year of great orientations. A second
five-year strategic plan was approved by the
Quebec Division Board along with a business
plan covering its first three years. The Division
confirmed its commitment toward national
priorities, namely research, primary prevention, information, advocacy and support
to people living with cancer. The Division
also identified its own three fields of priority,
which are funding of its activities,
development of its human resources
and enhancement of its visibility.
In 2003, divisional revenue reached an
unprecedented high of approximately
$15 million, allowing us to offer more services
and more information as well as to increase
our contribution to research.
Relay For Life is one of the initiatives that proved
to be multifaceted, serving as a means to raise
money as well as a way to significantly raise
awareness as to the suffering caused by this
disease. Emotions were running high as
thousands of participants in 14 different events
experienced the Survivors’ Victory Lap and the
Luminary Ceremony in memory of those who lost
their battle against cancer and in honour of
those who have won. People relayed around
a track during 12 hours of solidarity in the fight
against cancer. What a good example of what
we can accomplish TOGETHER!
The Daffodil Ball astonished us once more,
winning not one but two trophies at the Special
Events International Gala Awards. Selected Best
Fundraising Event for 2003 and winning the
award for Best Decor, the event received welldeserved honors.

Through the publication of the Canadian Cancer
Statistics*, the Society made its preoccupations
known for the future, clearly outlining the definite
necessity for a better coordination of cancer
control throughout the country. Already the first
cause of premature death, cancer is becoming
the first cause of death, an alarming situation
that calls for immediate measures. The development of a Canadian Strategy for Cancer Control,
in which the Society is involved at the national

level, was echoed in the work of the Coalition
Priorité Cancer au Québec in order to bring
governments to action. The Coalition is made
up of 15 organizations and associations, the
Society being a founding member.
As a result of three years of effort by the Coalition,
Dr. Philippe Couillard, Quebec Minister of Health
and Social Services has stated that cancer would
be among the provincial government’s health
priorities.
A very successful conference on community
services took place in the fall of 2003. Two
hundred and fifty volunteers and employees
became more familiar with our services to
the population as a whole, including Cancer
J’écoute, our new emotional support program.
Cancer J’écoute was presented for the very first
time at the conference with representatives from
the Fondation Jean-Marc Paquette, its funding
organization, in attendance.
The Society acknowledges that the fight against
cancer must be led on several fronts and that it
can only be won TOGETHER. Volunteers,
employees, donors, partners, health professionals,
government representatives and people living
with cancer, are TOGETHER strong!

Funding research helps us better understand the disease
and enhance the quality of life of people living with cancer.
The Canadian Cancer Society is the largest
charitable funder of cancer research in Canada.
A broad array of
research on all types
of cancer
In 2003–2004, the Canadian Cancer Society
contributed almost $48.8 million to its scientific
partner, the National Cancer Institute of Canada,
to fund a broad array of research projects on all
types of cancer: fundamental lab research, behavioural and cancer prevention research, and
research that has a direct impact on clinical
practice and treatments.
When offering grants to the excellent researchers
working throughout the country, we follow a
strict, carefully-elaborated scientific evaluation
process to ensure that only the most promising
projects receive funding.
Offering hope to people
living with cancer
Cancer is a complex disease. It actually encompasses over 200 different diseases. It is therefore
unthinkable that a single cure or treatment could
be found for all types of cancer.
While it is estimated that one out of three persons
will develop some form of cancer in his/her
lifetime, the advances of the past two decades
have literally revolutionized our understanding
of cancer and ushered us in a new era in terms
of diagnosis, treatment and prevention. Thanks
to these scientific breakthroughs, some recent
statistics are truly encouraging:
• Among Canadian men, the cancer death rate
for all cancers combined has declined by
12% since 1988.
• Among women, except for lung cancer, overall
cancer death rates have declined by 21%
since 1974.
• Mortality rates attributed to childhood cancer
have been reduced by half since the fifties.

A wave of optimism is spreading throughout the
scientific community; it gives us reason to hope
that the next twenty, even ten, years will see
giant leaps being made in the fight against
cancer.

Volunteers of our numerous sections and employees of our 14 regional offices throughout the
province are there for you, in your community,
handing out our publications in person and
informing you on the services available in your
region.
The health system
Every year, the Canadian Cancer Society produces hundreds of brochures, pamphlets, posters
and other publications. Numerous copies of
these documents are sent every year to hospitals,
CLSCs, medical clinics, businesses and schools
in an effort to inform and educate the general
population.
For everyone
The Canadian Cancer Society is there to answer
the questions of people living with cancer and
their loved ones, those awaiting test results, the
health professionals, the media and the general
population.
A survey conducted between April and June of
2003 by the Cancer Information Service among
callers showed that 98% of users were satisfied
or very satisfied with the service they received.
92% declared that our service helped them to:
understand cancer, take preventative measures,
communicate with their doctor or loved ones,
make a decision and/or better cope with the
disease.

someone who has been
there brings comfort
and hope.
At the Canadian Cancer Society, we stand
behind every person living with cancer. No
matter where you live or what type of cancer
you are battling, our volunteers and employees
are there to offer support and help you choose
among the different programs and services that
we offer. Whether by phone or in person, each
person giving support does so compassionately.
Emotional support
Cancer J’écoute:

In 2003, thanks to the financial support of the
Fondation Jean-Marc Paquette, Quebec Division
introduced its Cancer J’écoute program
(CancerConnection in the rest of the country),
a telephone peer support program where a
person either living with cancer or caring for
a loved one is matched with a volunteer who
has had a similar cancer experience.
In order to maintain the high quality standards
in place throughout the country, setting up
Cancer J’écoute requires much time and energy.
Therefore, most of 2003 was dedicated to
setting up the service; the first matches started
on December 1, 2003.
Preparatory phases accomplished in
2003–2004:
• Implement the administrative structure
of Cancer J’écoute.
• Draw up a complete list of all volunteers
offering or having already offered support
by telephone, in person or as moderators in
support groups.
• Recruit new volunteers.
• Develop customized training for all our
volunteers, including basic support training
and active listening training.
• Train all volunteers, existing and new.
• Register all volunteer information in a database,
to facilitate matches between two persons
having a similar cancer history.

and volunteers at employee meetings and

J’écoute?
When you call Cancer J’écoute, our peer
support officer will start by evaluating your
needs. If you are mostly looking for information on the medical aspect of the disease,
you will be redirected towards the Cancer
Information Service, where information
specialists can answer all of your questions
about cancer. However, if you are simply
looking to talk with someone “who’s been
there” about what you are going through,
your fears, the difficulties of talking with
loved ones, fatigue and its impact on morale
– normal questions that arise from a cancer
experience – , Cancer J’écoute is for you.
Our peer support officer will be happy to
quickly match you to a volunteer who has
had a similar cancer experience. One or
a few calls from that volunteer and you will
realize that we always offer an attentive
ear, that you are not alone and that there
is hope.
Lodging, financial and
material assistance
In addition to emotional support, the Canadian
Cancer Society offers financial and material
assistance.
In 2003, nearly 500 persons from all over the
province coming to Montreal for radiation therapy
were accommodated at the Society Lodge for a
4-to-6-week stay. We offer a pleasant environment
where cancer patients can share their experience
with others facing a similar ordeal. Our volunteers
are there to drive them to treatment centres,
organize social activities or simply to listen to
them and provide encouragement.
The Canadian Cancer Society also offers financial and material assistance to the less fortunate
to ensure easier access to treatment (transportation to and from treatment centres) or accessories
that will make their lives easier (loan of wigs,
temporary breast prostheses, dressings). If we
do not offer the support that you need, we can
help you find it. Thanks to our community services
directory, we can refer you to one of the 4,000
services listed.
Prevention
Choosing a healthy lifestyle means
taking an option on a long, healthy life.
At the Canadian Cancer Society, we know that
at least 50% of cancers can be prevented through
healthy living and policies that protect the public.
That is why we work hard to promote awareness
and help the population make smart health
choices.
Our cancer prevention actions are wide-ranging:
• producing publications in print and electronic
format;
The “Quit to Win!” Challenge
To encourage smokers to butt out, we have taken
part in the “Quit to Win!” Challenge since its
inception in 2000. Our volunteers and employees
promote the Challenge throughout the province,
in collaboration with the public health network.
• developing and managing awareness and
support programs;
During the registration period and the six weeks
of the “Quit to Win!” Challenge, information
officers of the J’arrête hotline answer questions
and offer telephone support to smokers who
wish to quit once and for all. In 2003, 37,000
smokers pledged to take up the challenge.
• participating in fairs or exhibitions dealing
with health issues;
Sun protection awareness
• promoting health in partnership with numerous
organizations that share our concern for your
well-being.
Over the summer months of 2003, we hired
8 students who met with over 5,000 children
in daycare centres and day camps in 7 regions
of Quebec. The children learned what to wear
to protect themselves from the sun, how to apply
sunscreen and they even examined their skin
under a magnifying glass. All in good fun, the
Petiots (4 to 7 year olds) and Galopins (8 to
12 year olds) programs helped instil healthy
living habits in children with a single thirtyminute activity.

with volunteer health professionals;
In 2003–2004, our two main areas of prevention intervention were tobacco control and sun
protection awareness.
Smoking
We know that cigarettes are responsible for
about 30% of all cancer cases and more than
85% of lung cancers in Canada. For many years
now, tobacco control has been one of the
Canadian Cancer Society’s top priorities.
Eliminating tobacco use is one of the most
effective ways to reduce the number of cancer
cases.

smoking cessation paths, at their own pace.
J’arrête, the smoking cessation information
and support hotline, is jointly managed by
the Canadian Cancer Society and the Conseil
québécois sur le tabac et la santé. This hotline is
funded by the Quebec Ministry of Health and
Social Services. Now in its second year, the
J’arrête hotline is in full swing: several new
information officers were hired and trained,
a publicity campaign was launched and the
jarrete.qc.ca website was created to give
Internet users the opportunity to follow their own
J’arrête hotline

Advocacy
Our voice carries and makes strides
in the fight against cancer.
Since its inception in 1938, the Canadian Cancer
Society has acquired considerable credibility
among the public, health organizations, the
media as well as representatives of all levels of
government by its actions and the sheer number
of people that it represents.
Our strength:

We are happy to take on the role of spokesperson for our thousands of donors and volunteers,
researchers that we fund, people living with
cancer, either directly or indirectly, as well as
those who have made their own state of health
a priority.
Our actions: to prevent
as well as cure cancer
Our actions are far-reaching. Thanks to the
efforts of our volunteers and employees, the
Canadian Cancer Society works within the
community and at regional, provincial, national
and international levels. We defend public
interests in the fight against cancer as well as
promote the adoption of healthy public policies.
Tobacco control
WE 13
Tobacco control is one of the Society’s main
priorities and has been for several years. We
have led many initiatives to encourage government authorities to adopt anti-smoking policies
as well as to promote public awareness of the
importance of being a non-smoker in a smokefree environment. What’s more, we have joined
many groups or coalitions concerned with tobacco control. These examples are a mere sampler
of our actions. In 2003–2004, we remained
active in the fight against tobacco and followed
very closely the unfolding of the Montreal
Grand Prix case — the race was threatened
to be dropped from the 2004 calendar as
the Tobacco Act banned all tobacco sponsorship
starting October 1, 2003.
Making cancer a health priority
Strengthened by our experience in tobacco
control and as member of various groups, we
kept up our implication with the Coalition
Priorité Cancer au Québec in 2003–2004; this
coalition is a grouping of 15 organizations that
are active in the fight against cancer in Quebec.
The Coalition demands the implementation of
the Programme québécois de lutte contre le
cancer – adopted in 1998 yet still not in effect
throughout the province – and the coordination
of all cancer-related activities by a single nongovernmental agency accountable for its actions.
All of our claims stem from the pathetic state of
cancer affairs in Quebec: waiting times for all
stages of treatment are growing, health system
resources are deficient, and stakeholders’ actions
are unconcerted. We believe that this state of
affairs will deteriorate in the years to come with
an aging population and the resulting increase
in new cancer cases.
In June of 2003, the efforts of the Coalition
drove the Quebec Minister of Health and Social
Services, Dr. Phillipe Couillard, to declare cancer
one of the government’s top two health priorities.
Notwithstanding this declaration, the Coalition is
determined to push on by organizing Quebec’s
first cancer forum to take place in April 2004.
This two-day forum aims to paint a full portrait
of the state of cancer issues in Quebec. The first
day would be entirely dedicated to people
touched by cancer, those living with the disease
and their loved ones, and to community organizations that are active in the fight against cancer,
while the second day would be reserved for
health professionals.

Volunteering
Behind every person living with cancer,
there are thousands of volunteers.
In Quebec, the Canadian Cancer Society carries out its mission thanks
to the generous collaboration of 25,000 volunteers in some 250 sections
(cities and villages). Our volunteers are involved at the local level as
well as at the divisional level, where they sit on the board of directors,
are members of the executive committee or of some advisory committee.
Our volunteers in action
Most of our volunteers participate in our fundraising activities. However,
some volunteers choose to contribute in other ways, by:
• sharing their cancer experience with people living with cancer
or their loved ones;
• leading support or discussion groups;
• driving Society Lodge residents to and from their treatment centres;
• welcoming Society Lodge residents and making them feel at home;
• promoting health and delivering our cancer risk reduction messages
in schools, businesses, fairs, etc.
• maintaining close ties with local media;
• becoming expert spokespersons on subjects linked to health
and cancer at media events or conferences;
• offering general administrative support (data entry, filing,
photocopying, etc.)
• becoming a member of the board of directors, of an advisory
committee or of a section;
• defending public health interests.
We can pursue our mission because our volunteers have wholeheartedly
embraced it. We thank them from the bottom of our hearts.
Our volunteers in training
Volunteering at the Canadian Cancer Society is not for do-it-yourselfers.
We believe that our volunteers should be trained and informed, and so
we take the necessary steps to that effect.
In 2003, we created the Volunteering with the Canadian Cancer Society
guide that introduces: 1) the Society, its mission, structure, services and
fundraising activities; 2) the volunteering options that we offer and
3) the terms of agreement that link the Society to the volunteers and viceversa. This guide, given to all our volunteers, is a precious reference tool.
The annual conference held in November 2003, which featured the
services offered by the Society in Quebec, gave our volunteers an
opportunity to discover the whole spectrum of services, meet with the
Society’s partners in Quebec, receive up-to-date print materials and talk
over the activities and services offered in all regions of Quebec.
Volunteers who offer emotional support receive excellent training and
support as well. At the launch of Cancer J’écoute in December 2003,
these volunteers had already attended a weekend training seminar.

Fundraising
When we round up all of your dollars,
we accomplish great things.
The Canadian Cancer Society pursues its mission
thanks to the donations and sponsorships it
receives from the general public: individuals,
corporations, foundations and other donors. Our
volunteers and employees work hard to organize
events and develop programs that will attract
and interest the greatest number of participants,
sponsors and donors.
Here’s how you chose
to join us in 2003
Daffodil Days
Year after year since 1961, hundreds of thousands of Quebecers contribute to our cause by
buying daffodils to brighten the first days of
spring. The activity draws such enthusiasm from
the general public that, over time, the daffodil
has become the emblem of the fight against
cancer and a symbol of hope for people living
with cancer all over the world. In April 2003,
thanks to the concerted efforts of more than
12,000 volunteers, over 2,600 selling points
blossomed throughout Quebec, allowing us to
raise $1.8 million.
Relay For Life
Relay For Life is a community event, a celebration
of life and a moment to pay tribute to loved
ones who have won or lost their battle against
cancer. In Quebec in 2003, Relay For Life is
already a fine example of mobilization, even
though the event is relatively new:
• 14 events.
• 911 cancer survivors proudly taking part
in the Survivors’ Victory Lap.
• 16,500 luminaries lit at dusk, during the
Luminary Ceremony.
• Over 3,400 persons participating in a
12-hour relay, from evening until morning.
• 633 volunteers, led by employees, who
organized events and recruited teams
and sponsors.
• Tens of thousands of donors and sponsors
who supported the participants.

The Canadian Cancer Society Relay For Life
raised $700,000 in 2003. This uplifting
fundraising activity is destined to grow significantly, as it focuses on bringing people together
to celebrate life and give hope.
The Daffodil Ball
and other fundraisers
Each year, the Daffodil Ball, gourmet banquets,
exclusive shopping events, golf tournaments,
bowl-o-thons, Bail ‘n Jail and Cops for Cancer
activities are perfect occasions to take up the
fight against cancer. Acting as volunteer organizers, sponsors, donors or simply as participants,
thousands of individuals and businesses support
and participate in Canadian Cancer Society

In Memoriam donations
When a loved one dies, relatives and friends
express their sympathy for the grieving family
by giving to the Canadian Cancer Society in
memory of the person who has passed away.
Tens of thousands do so every year. In 2003,
In Memoriam gifts accounted for $1.8 million.
In Memoriam donations can be made by calling
the Society or by visiting the www.cancer.ca
website. Moreover, thanks to the support of a
hundred or so volunteers who supply printed
materials to funeral homes throughout Quebec,
our donors can make their donations directly at
the funeral home and give the donation card to
the family.
Planned gifts
Many choose to give to the Canadian Cancer
Society when settling their personal finances and
their estate planning. It is a way for these donors
to profit from interesting tax benefits while also
contributing to a cause they hold dear. Thanks
to the support of dozens of volunteers, finance
and insurance professionals, notaries and
lawyers who actively participate in promoting
planned giving in favour of the Canadian Cancer
Society in their communities, we have collected
$2.7 million in 2003.
The annual campaign
The general population, including businesses,
responded very generously to the various
solicitations set up by the Canadian Cancer
Society and its volunteers. The annual campaign,
including door-to-door and direct mail solicitations,
corporate donations, monthly giving and
employee payroll deductions, raised nearly
$2.4 million.

Last year, the Canadian Cancer Society modified
its year-end, from September 30 to January 31
of each year. The results for 2003 cover the
period of October 1, 2001 to January 31, 2003,
that is a sixteen-month period, while the 2004
results cover a twelve-month period, from
February 1, 2003 to January 31, 2004.
The confidence that Quebecers place in the
Canadian Cancer Society’s Quebec Division
is unquestionable and manifests itself through
their financial contributions to our cause.
Actual revenue for this fiscal year’s twelve-month
period surpasses last year’s by 10%, even
though last year’s results cover a sixteen-month
period.
Based on a comparative twelve-month period,
the annual fundraising campaign, which includes
door-to-door and direct-mail solicitations, corporate
donations and employee payroll deductions,
rose by 17%. The population of Quebec showed
its support of Daffodil Days, whose revenue
increased by 19%, resulting in a record
$1.8 million raised. The Daffodil Ball once
again enchanted guests who contributed more
than $2.1 million – 14% of our overall revenue
in one night! As a tribute to how much our mission
resonates within the population, more and more
people choose to give to the Society when a
loved one passes away or when planning their

estate. Consequently, in memoriam donations
continue to gain importance, year after year,
while our planned giving program accounted
for 18% of our revenue.
The undeniable generosity of our donors allowed
for a greater investment in research, prevention,
information, and support for people living with
cancer as well as in advocacy for healthy public
policy.
The financial situation of the Quebec Division is
enviable. In an effort to ensure that the maximum
amount of funds is directly invested in the fight
against cancer, we strive towards reducing
general and fundraising costs. We apply efficient
internal control procedures to monitor our key
indicators. Our investments are low-risk and we
ensure that sufficient cash assets are maintained.
Once again, it would have been impossible to
obtain these results without the contributions, in
time and money, of our donors, volunteers and
employees, as well as that of our corporate
partners. Together, we are stronger. Together,
we can make a difference.
