• User Fee Decal:
– Used to be able to buy on arrival, but not always
– Decal # is required on the Arrival Manifest

– Submit manifest minimum 1 hour before flight
• Manifest receipt by e-mail
• Within 30 minutes, e-mailed permission to fly
• Print and carry the Manifest, Confirmation and
Permission to Fly e-mails

Permission to land and/or landing rights and other notifications that may be required by the CBP destination port must be coordinated directly

– You must file the Canada to USA border
crossing flight plan with NavCanada:

• Electronically:

– Regular Canadian (ICAO) format
– Before crossing border:
• Confirm with ATC that plan is active
– Keep note of how you activated the flight plan
• Squawk assigned transponder code

• US Customs (Upon Landing):
Arrive within +/- 15 min of ETA at their ramp
– So include expected circuit time and taxi time
– Remain in the aeroplane until told to exit
– Customs can be flexible wrt ETA but you must
communicate with them
– Don’t arrive early or late without notice
• Radio or phone local agents
– If necessary, land in Canada
and update ETA

– The pilot in command must have:
• Current Passport
• Aviation document (license), current medical, English
proficient endorsement
• Restricted radiotelephone operators permit
– Passengers
• Each passenger must have a current passport
• Children traveling with only one parent must have a
notarized statement of approval from the absent
parent stating the dates of the trip.

• Permanent registration certificate (no temporary
certificates)
• Airworthiness Certificate (not a temporary)
• Experimental Aircraft and Canadian Ultralights—
Standardized Validation (for ops in Canada) or
Special Flight Authorization (for ops in US)
• Radio station license (but nobody checks for them)
• Operating limitations information (in the POH)
• Latest Weight and Balance information

• Aircraft Documentation (cont):
• If the aircraft is registered in another person’s or
corporation’s name, a notarized letter authorizing use
of the aircraft in the US.
• ID data plate on the aircraft
• 12-inch registration marks if you’re crossing an ADIZ
• Transponder with Mode C - TSA waivers are still
required and mandatory for all international flights for
aircraft not equipped with a transponder.
• Either a 121.5 MHz or 406 MHz ELT
• Survival equipment for wilderness areas
• Survival equipment for over-water

• Insurance coverage for flight in Canada and the USA.
Private aircraft owner/pilot requires liability insurance.
Proof of liability coverage needs to be carried
onboard.
• FAA Form 337 (US aircraft only) or STC
documentation if fuel tanks have been added in
baggage or passenger compartments

• What if I mess up?
• The person in charge of a vehicle or aircraft pilot who commits any of
the following violations is liable for a $5,000 penalty for the first
violation and a $10,000 penalty for each subsequent violation for:
– failure to present manifest, report vehicle or aircraft arrival, or obtain clearance;
– present or transmit any forged, altered or false document, information or manifest to
Customs; or
– failure to make entry or to obtain clearance as required (i.e., civil air navigation laws and
vessel entry and clearance regulations).
• Any vehicle, vessel or aircraft used in connection with violations is
subject to seizure and forfeiture.
• Generally, Customs does not seize a conveyance unless aggravating
factors are present or another violation of law is in evidence.
– Evidence of drug violations, smuggling, human trafficking

• Over flight (e.g. Sherbrooke – Halifax):
– Active flight plan, assigned transponder code
– In contact with ATC
– Not necessary to file manifest
– May land in an emergency
• Advise ATC
• Wait for Customs
• (Recommend carrying complete a/c documentation
and crew, passenger IDs)

• NOTAMs, TFRs and Restricted Airspace
• Electronic flight planners will display most US
NOTAMs, TFRs, MOAs
• Some TFRs are not temporary, (e.g. Power Plants,
Stadiums, Disneyworld)
• Some TFRs are very short notice, (e.g. POTUS)
• Using Flight Following or IFR is insurance that you
are staying in safe airspace
• Carry a small-scale chart of the US
• VORs, Cities, State boundaries
• Very handy for interpreting weather and NOTAM
briefings

• ATC
• First contact: “C … G … T … H … Y …”
– Canadian aircraft “C … G … T … H … Y …”
• Ground Clearance – call “Clearance Delivery”
– Listen to ATIS or the facilities directory
• Request “VFR Advisories”, i.e. “Flight Following”
• Ask who to contact for further VFR Advisories if not
clear
• Ensure you know the best freq to contact “Center”
before leaving the ground if crossing the border
– Learn how to find this on your portable GPS too!

– Charts updated every 6 months
– They expect you to have current data
– Most US pilots use iPads or Garmin XXX,
difficult to purchase charts and flight guides
• Flight Watch
– Provides enroute weather, PIREPS
– 122.00 almost everywhere, 0600 – 2200 local
– Don’t handle, accept, open, edit or close

– Handle flight plans and weather briefings
– Flight plans automatically expire if not
activated within 2 hours of ETD
– SAR 30 minutes after ETA
– Ask briefer or FBO for best frequency to
contact FSS on departure – before departing!
– Default frequency: 122.2 Mhz.
– Not Automatic - Flight plans must be opened
by voice (radio)!

Canadian program for trusted travelers
Allows access to more airports and expedited
clearances for low-risk, pre-screened travelers
Private aircraft, less than 15 passengers
Pilot, crew and all persons aboard the aircraft must
be CANPASS members
Usually Customs does not meet the airplane

– You must file the US to Canada border crossing
flight plan with US Flight Services: 1-800-WXBRIEF
– Flight plans MUST be manually activated (US).
• US Flight Services 122.2 Mhz default freq.
• Confirm with ATC that plan is activated before
crossing border
• Keep notes of how you activated the flight plan and
with whom (& frequency)
• US Flight Service Stations can try to give you a
weather briefing for Canada, but limited familiarity
with the geography and Nav Canada
weather data
