I’m Matthew Natale and I am the current president of the Association. I’m grateful to be here tonight with all of you. We are all proud to live in Parkfairfax, proud of this community which is both a Virginia and Federal Historic 8:00 a.m. until sold out District. With our natural environment within an urban setting, with our historic buildings, Parkfairfax continues to be a place (usually 11:00) like no other. No doubt, there is no way such a property would be built today. We would be far more dense and a lot less natural. Proudly, we remain the exception. The work performed is demanding and physical – and sometimes dangerous and unpleasant. Try cleaning gutters, using a buzz saw or fixing a sanitary sewer pipe after a back up. Time to get the hip boots out! Not only is the work physical and demanding, but the weather plays a huge role. The heat of summer, the cold of winter, rain and snow – if you are a tradesman, craftsman or a laborer (all of whom we employ), the weather affects your actual work environment. Of course, there are catastrophic weather events such as big snow storms or constant rain. When staff is diverted out of necessity to deal with these events, it doesn’t take long for the other work to pile up. If staff has spend a day digging snow, clearing up storm damage, or manning the phones for emergency calls, that means 30 plus employees not doing their regularly scheduled work. Plus, this only accounts for the response to the specific event, not the ongoing repair of any damage inflicted by it. While we may be like a small town, there is little that is small about Parkfairfax. Consider these numbers, all accumulated since our last annual meeting: • 6,489 work orders. These are work orders called in by residents or discovered during a property inspection. So it is in addition to regularly scheduled repair and maintenance. • 1,406 USP work orders. You can add that on top of the 6,489 for a total of 7,895. Roughly 31 per day, or one per every 16 minutes • 10,567 phone calls received by the maintenance and administrative office. • 7,704 Emails received by the Admin Office alone! • 314 days of trash and recycling pick ups per year. This translates into over 500,000 doors which have to be checked each year. • 910 Tons of residential garbage. That’s 1.8 million pounds, or over 1000 pounds per unit, 480 Tons of garbage from the maintenance yard bins. That’s 960,000 pounds. This totals nearly 2.8 million pounds of Parkfairfax garbage removed annually. • 1,750 work hours, or roughly 153 work days to clean 570 gutters. • 250 tons of leaves removed • 43,000 miles driven by Parkfairfax vehicles. • 805 Exterminator work orders. • 175 covenants applications processed. • 125 Resale packets. • 7,441,000 gallons of water used. • 158 gas and water shut offs. • 69 buildings painted • 83 site restorations following excavations. • 125 Trees pruned or cabled. • 55 Trees planted. • 27 Trees removed • 65 erosion and drainage control projects. • 25 property wide mowings • 14 Water main break repairs. May 2006 National Register & Virginia Landmarks Historic District Landscape Notes by the Parkfairfax Landscape Committee While planting your new azaleas, now is a good time to consider planting larger “foundation plantings” as well. A walk around the community shows that many Parkfairfax building fronts could use some or additional foundation plantings to provide a landscaped look. This type of landscaping is not provided by Parkfairfax. Bushes for foundation plantings could include forsythia, hydrangea, nandina, rhododendron, bridal wreath spirea, mock orange; and native bushes such as beauty berry or winterberry. Azaleas could be placed in front of the larger foundation plantings for a layered look. A list of other foundation plantings is available in the newly updated “Parkfairfax Garden Guide.” Residents would need Covenants Committee approval. Why Adopt an Adult Cat? u Parkfairfax Forum u Notice of Herbicide Application: The two-acre Chinese wisteria infestation that has been strangling trees in the woodlands along Gunston Road is in the process of being eradicated. Last fall, the entire wisteria thicket was cut down without the use of herbicide. In May, new shoots growing on the cut wisteria stumps will be treated with a 5% solution of Round-up. Warning signs will be posted around the area when the application begins. The signs will be taken down after the application is finished, three or four weeks later. Please look for these warning signs in May and stay out of the Gunston woods until the signs have been removed. Spring Garden Hints 101 Written by Kay Quirk • Continue to remove dead flowers from Tulips and other bulbs. This prevents bulb energy going to seed production rather than next years flowers. • Azaleas can be cut back by no more than 1/3 if needed. Cut to the main stem. This can be done while flowering to create indoor bouquets or right after blooming. If done in the summer, you will remove next year’s flower buds. • Plant annuals now where you want to place bulbs in the fall. Program: Stop Throwing Out Pollutants Improper disposal of the products listed below pollutes our environment and could cause injury to collection workers. City of Alexandria residents will now be able to take these products to a site in Alexandria for environmentally-safe disposal by a licensed hazardous waste disposal firm. Starting June 4, 2001, the site at 3600 Wheeler Avenue will be open every Monday (except for holidays), from 10 a.m. til 6 p.m. Please bring products in the originally labeled containers only. Containers should be sealed and properly packaged for safe transportation. Proof of residency is required. National Register & Virginia Landmarks Historic District May 2006 u Parkfairfax Forum u Covenants Committee The Covenants Committee is seeking a volunteer to fill a vacant position and now accepting applications for appointment. The Covenants Committee’s primary responsibility is to advise and assist the Board of Directors in monitoring and enforcing compliance with the provisions of the Condominium Instruments and the Book of Resolutions. In addition, the Covenants Committee performs the functions which include but are not limited to receiving, reviewing, and approving applications for alterations, changes and additions to units or common elements (subject to appeal to the Board of Directors). The Covenants Committee meets once a month on the second Tuesday of each month. If you are interested in becoming a member of the Covenants Committee, please submit a letter of interest and/or your resume to the Board of Directors. Dear Forum, I would like to point out that in my copy of the election information sent out on March 20, 2006, Kevin McHenka, a neighbor of mine on Lyons Lane, and member of the Board is identified as a candidate for Ward II! The Guide, originally published by the Landscape Committee in 1993, is helpful to new residents and residents newly interested in designing, planting, and caring for a home garden. It contains a short introduction to gardening, offers advice on how best to garden in Parkfairfax soil, sun and other conditions, and provides lists of plants that grow well in our community and garden designs that fit well into the space available around buildings. A short seminar about gardening in Parkfairfax is scheduled for Saturday, May 20 in the Administrative Office. To do this, it takes teamwork, as we all do our part in keeping our historic neighborhood comfortable and clean. The following are some of the issues I have been asked about lately: Gardens The new Garden Guide is now available and many residents are looking forward to starting their planting. Please be sure to pick up a copy of AR#2 to be sure that the plans for your garden are permissible and you have completed the proper applications if required. You may be required to complete a Non-Routine Change Application for approval by the Covenants Committee. Please contact me for further information or assistance on completing this application. Patios While we all enjoy the outdoors in the spring and summer, please keep in mind that there are some items which are not permitted to be installed or left on any part of the general, u Parkfairfax Forum u 13 limited, or reserved common element. Some examples of such items are: • Empty flower pots and other miscellaneous gardening supplies and equipment when not in use. • Tents/Awnings • Rugs/Carpets • Furniture (other than outdoor lawn furniture) • Excessive or poorly maintained outdoor lawn furniture • Wading pools Such items will be removed by the Association, with notice, at the expense of the unit owner. Please call the office or pick up a copy of AR#2 get a more detailed list of these items as well as the items which are permitted on patios, stoops, porches and porticos. Pets Just a reminder that all pets residing in Parkfairfax are required to be properly registered with the City of Alexandria. Pets are not permitted on common elements unless carried or restrained on a leash. 14 u Parkfairfax Forum u May 2006 Scheduled Preventive Maintenance The Plumbing Crew will continue snaking the sanitary sewer pipes in the crawlspaces. To avoid handling of your personal property, and to keep things moving as quickly as possible, please do not store anything on the building’s hatchwell covers. These are the large, black, steel, half circles normally located at the rear, or ends, of the buildings. Please note that Maintenance needs periodic access to the buildings’ crawlspaces for both routine and emergency repairs. Large pieces of equipment and piping might occasionally be brought into the crawlspaces. Keep this in mind if you decide to plant around the crawlspace opening. While the staff tries to be careful, they must have room to enter and exit these spaces. Do not plant or store anything here that you might regret losing. The Plumbing Crew has already begun turning the buildings hose bibs back on, the car wash is already turned back on, and the tennis court rest rooms are open. The Plumbing Crew will also be continuing the renovation of each building’s storm water collection system. The focus of this year’s work will begin in Section 2. The Plumbing Crew and the Exterior Crew will also be completing the final pre-opening work at the swimming pools. The Exterior Crew will also be completing the spring gutter cleaning, concentrating in Section 2. Carpentry repairs and replacements will continue in Section 2. Reminders: Bike permits are required for all bicycles that are stored in Parkfairfax’ Laundry Rooms. They are good for the fiscal year, beginning June 1, 2006, and ending May 31, 2007. Any bikes that do not have a permit affixed to the bike frame under the seat, or seat post, are subject to being impounded. Obviously derelict and/or improperly stored bikes are also subject to impoundment. Please maintain your bikes and store them properly in the provided racks. All unclaimed and impounded bikes are donated to charity after sixty days. There will be a $40 fee to retrieve an impounded National Register & Virginia Landmarks Historic District bike. Please complete and return the Bicycle Registration Form, or see the Receptionist at the Administrative Building. Section 2 Painting is tentatively scheduled to begin in late June. This will be the second year of a four-year program to make the property wide changeover from oil-based to latex paint. Palmer Brothers Painting will give advance notice to each residence affected by this work. Please refer to the map in this month’s Forum if you are not sure if your address is included. Warranty touch-up painting will be performed in Sections 1 and 4. Touch up work will be done in-house in Section 3. In-House Program to Convert OilBased to Latex Paint Contracted, comprehensive, exterior building painting will continue this year in Section 2. As outlined in previous newsletters, there will be a change from oil-based paints to latex paints. To help control the costs of this mandated program, Parkfairfax’ in-house painters will perform the door painting. Inhouse painting will also allow painting your entry doors during Parkfairfax working hours. This will follow the standard unit entry procedures that are used in other Parkfairfax programs (attic inspections, gas shut offs, etc.). You will receive advance notification of the door-painting schedule via a flyer delivered to your front door. The flyer will include an Admit Slip that will allow you to provide specific entry instructions. Units with particular access needs (pets, alarms, etc.) will receive the National Register & Virginia Landmarks Historic District appropriate level of coordination that is necessary. Requests for front door color changes in Section 2 were due May 1. If you choose to stain your door, please be advised that future maintenance of the door’s finish will be your responsibility. The Association will not prepare a door for staining, maintain a stained door, or paint over a stained door. If you are renting or selling a unit with a stained front door, please inform your tenant/ purchaser of this fact to avoid future misunderstandings. Summer Work Season A reminder that many of Parkfairfax’ contractors and staff revise their working hours to take advantage of the cooler temperatures found earlier in the day. All workers are instructed to not begin the noisier, or more intrusive, aspects of their work prior to 8 AM. However, you might expect to start seeing jobs being set up, people being mobilized, and quieter work beginning, any time after 7 AM on weekdays, and after 9 AM on weekends. If you would like to have work or inspections done at your house during these earlier periods, please inform the service coordinator when you call in your work requests. Other major in-house and contracted work that is pending this year includes: • Carpentry repairs and replacements in Section 2 will be done in-house again this year. There is funding available to supplement this work if need be. • Contracted paving repairs, entry stoop replacements and sidewalk replacements will continue. Scheduled walks have been marked with “white dots”. Residents at affected entry stoops will be notified in advance. • Gas pipe riser replacements will continue. This work has again been contracted to Rush Plumbing, and Parkfairfax May 2006 u Parkfairfax Forum u 15 staff will provide assistance as stipulated in the contract agreement. Affected residences will receive advance notification and entry into every unit will be required. The affected buildings are: 303-305, 304-306-308-310, 307309-311, 313-315-317, 701-703, 702, 704-706, 710-712, 718-720, and 730-732-734-736. Gutter Replacements and GutterFilter Installations- The Board of Directors has approved a four year agreement with GutterFilter America to replace the gutters on the rear sides of three story buildings and the rear third story portions of multistory buildings. The aluminum gutters in Parkfairfax date to the conversion to condominiums in 1978 and we have already begun to notice age-related failures of the gutters. GutterFilter will be installed in all of this new guttering, and all guttering will be installed with hidden hangers (eliminating the unsightly [and leak conducive] gutter spikes of old). GutterFilter has been installed on two test buildings for over a year now and has worked exactly as promised by the manufacturer. This highly-porous product fills the capacity of the gutter and prevents leaves and debris from penetrating through it, but it allows water to drain immediately through. Falling debris from trees simply blows or washes away from the top surface of the gutters. Completing the rears of the three story buildings first will have the most immediate impact on the labor requirement necessary to clean the buildings’ gutters each fall. By the time this project is completed, the labor requirement for gutter cleaning in Parkfairfax can be reduced by half, and may be started two weeks later at the end of the warm-weather work season. We expect this new system to virtually eliminate the most labor-intensive aspects of gutter cleaning on those buildings where it is installed. Inspections and preventive repairs will still be required. The first year of work will target the rears (only) of three story buildings in Painting Section 1. This is the buildings in the 400 block, 500 block, 600 block, and those buildings in the 900 block bordered by Gunston Road, Fitzgerald Lane, and Martha Custis Drive. The balance of the 900 and 300 blocks (Painting Section 2) will be done in 2007; Painting Section 3 in 2008; and Painting Section 4 in 2009. Within this term of work, it is highly likely that plans will be finalized to complete gutter replacements (and probably GutterFilter installation) on the remaining buildings and on the front portions of the three story buildings.
