PROVISION OF NEW RADAR SERVICE
WITHIN UJUNG PANDANG WEST UPPER CONTROL AREA AND
UJUNG PANDANG EAST UPPER CONTROL AREA
1. Introduction
Radar system installation for Ujung Pandang West Upper Control Area and Ujung
Pandang East Upper Control Area is proposed to provide efficient operation within
Ujung Pandang Area control Centre Sector West and East.
The service provided and designed to enhance safety, airspace capacity and
efficient conduct of flights in the designated airspace according to the capability of
the equipment.
The effectiveness of this Radar Service will be divided into two phases as follow :
Phase I
: Trial operation with effect from 11 February 2010 at 0000 UTC to10
March at 2359 UTC
Phase II
: Full operation with effect from 11 March 2010 at 0000

2. Provision of Radar Service
Radar service consist of :
a. Radar Identification
b. Radar Traffic Information
c. Radar Position Monitoring
d. Radar Vectoring
e. Radar Separation
f. Radar Speed Adjustment
3. Radar Procedure
3.1
Radar Separation Minima be provided 10 NM within RADAR COVERAGE.
3.2
Radar Failure Procedures:
In the event of discontinuation of radar service aircraft shall be so informed
and non radar separation procedures will be applied

Communication Failure Procedure:

If any aircraft communication failure, the pilot shall squawk 7600;
If any ground communication failure, the ATS units involved will follow
procedures as prescribes on the Letter of Agreement (LOA).
Aircraft Transponder Failure Procedure:
-
When an aircraft experiencing transponder failure after departure is
operating or expected to operate in this area where the carriage of a
functioning transponder with specified capabilities (Mode C) is mandatory,
the ATS unit concerned should endeavor to provide for continuation of the
flight to the aerodrome of first of intended landing in accordance with the
flight plan. However, in certain traffic situation, while en route, continuation
of the flight may not be possible, particularly when failure is detected
shortly after take off, and the aircraft may then be required to return to the
departure aerodrome or to land at the nearest suitable aerodrome
acceptable to the operator concern and to ATC.

In case of transponder failure, which is detected before departure from an
aerodrome where it is not practicable to effect a repair, pilot shall:
a. Inform ATS as soon as possible, preferably before submission flight
plan.
b. Comply with any published procedures for seeking as exemption from
the requirements for carriage of function transponder.
c. If so required by the appropriate ATS authority, plan to proceed as
directly as possible, to the nearest suitable aerodrome where repair
can be effected.

4. The detail of radar coverage area for Ujung Pandang West UTA and Ujung
Pandang East UTA are depicted on the attachment
5. Any changes to the content of this AIP Supplement will be notified through
NOTAM.
6. This AIP Supplement will revised or cancel all related data on AIP, and this AIP
supplement will be cancelled when the content have been incorporated into AIP.
