- With the cutting of a giant
blue ribbon with a pair of great
big scissors, Blue Shield of
California officially moved into
the heart of Rancho Cordova.
In a gesture of genuine hospitality, Blue Shield’s “opening
of the doors” ceremony on
Nov. 4th both recognized those
involved in procuring the
175,000-square-foot campus,
and welcomed the renowned
insurance company to the city.
The event was by invitation
only, open to employees and
guests.
In attendance, to formally
welcome the company to
Rancho Cordova, were State
Sen. Tom Berryhill, Rancho
Cordova City Council Member
Dan Skoglund, and Chairman
of the Board of Directors for the
Rancho Cordova Chamber of
Commerce Steve Milner.
This move is big for both
Blue Shield and the city of
Rancho Cordova, and the
lease, a monster. According
to the Sacramento Business
Journal this is one of the largest deals Rancho Cordova
has seen in years. Blue Shield
has signed-on for the next 10
years to occupy the two buildings at 3300 Zinfandel Drive
and 10834 International Drive,
called Zinfandel I and II.
Approximately 700 Blue Shield
employees will grace this new
space.
Zinfandel I and II appealed
to Blue Shield for numerous
reasons: the ability to add parking, room for future growth, and
close proximity to light rail.
“It’s really an ideal fit for
Blue Shield,” said company
spokesperson Sean Barry,
explaining how building owner

has 14-acres nearby that Blue
Shield will partially use to build
a 700-stall parking lot.

Affordability, reiterated Barry’s
statement, adding that the
access to public transportation,
and retail and restaurants within
walking distance was also ideal
for employees.
“The move to Rancho
Cordova supports Blue Shield’s
growth and business strategies
while providing employees with
great amenities and modern
conveniences to enhance their
work experience,” said Davila.
Barry agreed with this
statement, calling the location
“an ideal nexus for employees
and guests.”
Tenant improvements on the
two buildings were expected to
take six months, yet, they only
took five. Millie Virgil, director
of Corporate Services at Blue
Shield, said the opening of the
location was done in “record
time.”
During the ceremony, Virgil
said, “It took only five months
to take the building from nothing to move-in, everyone in
seats. The team took the stance
of ‘failure is not an option.’”
Part of these improvements
included a cafe and fitness
center; a fitness center which
seems to be the center of a lot
of excitement.

Inspiration for the Bill Comes
After Tragic Death at Mather VA
SACRAMENTO REGION, CA (MPG)
- Citing the tragic death of a vet-
eran at the Mather Veterans Affairs
hospital last year, Congressman
Ami Bera, M.D. introduced a bill
to implement additional accountability measures at Veterans Affairs
hospitals across the country.
His bill, the VA Quality Care
Act, includes additional oversight
measures to ensure all problems
at VA facilities are reported, communicated, and fixed across the
network.
“The tragic death of this veteran
illustrates problems within the VA
system that must be addressed,”
Bera said. “My bill increases transparency and reporting so that any
issues in the delivery of care at one
facility are shared with other facilities in the system. The information
from my requested investigation
suggests that VA facilities are not
sharing best practices and other
quality improvement measures
effectively. This bill will ensure
doctors, nurses, and staff are all
operating efficiently and effectively
and collaborating across health
centers to deliver the best care possible to our nation’s heroes.”
Last October, a Sacramento
County Vietnam veteran died after
a do-not-resuscitate bracelet was
incorrectly placed on his wrist.
Bera requested an investigation
with the Office of the Inspector
General; their report found that
Mather was responsible for a
“delay in life-saving intervention.”
“Our service members have sacrificed for our country and it is
our responsibility to ensure they
receive top quality care,” Bera
said. “Based on the findings in
the Inspector General report, there
are institutional problems that are
seriously affecting the quality and
delivery of care. Reporting requirements in my bill will help correct
and improve care. We must do all
we can to ensure this does not happen to any other veterans.”

distribute more than 8,000 turkeys
through the Operation Gobble
effort.
“We appreciate this partnership
with Senator Berryhill, and hope
that today’s event will both provide holiday meals for those in
need and raise awareness of the
issue of hunger in our community,” said Paul Schubert, Northern
General Manager for Golden State
Water. “Operation Gobble has
been a Golden State Water tradition for 25 years, and we have
partnered with elected officials
and community leaders to distribute more than 216,000 turkeys
since the program’s inception.”
“Operation Gobble is a great
way to help our community and
raise awareness of an important issue that impacts people
in our region every day, not just
during the holidays. I am very
pleased to be here with the folks
at Golden State Water,” said
Senator Berryhill. “It is my hope
that these turkeys ease the burden and brighten the holidays for
folks that are struggling this year.
Thanksgiving is all about sharing,
and that is exactly what Golden

The Legend of a Nisei Veteran

RANCHO CORDOVA, CA (MPG) - Kiyo
Sato is a 92-year-old Nisei veteran who
was forced to live in the Poston War
Relocation Center in Arizona during
the summer of 1942. It was one of the
largest American concentration camps
during World War II for those of Japanese
descent.
She resided in the camp for several months before becoming one of the
first women freed from Poston in order
to attend school: she was in elementary
school at the time. She later went on to
Hillsdale College in Michigan.
After graduating from Hillsdale
College, Sato had the grades and skills
to apply to some of the most prestigious
nursing schools in the country. Every single school sent rejection letters saying
they didn’t allow someone of her ancestry
to attend their school.
“There were so many laws against
Asians in the early days,” said Sato. “We
couldn’t marry anyone outside of our race,
we couldn’t buy land, and there was the
Oriental Exclusion Act.”
But even then, Sato said, “there was
something about America that gave you
hope.”
“When my father came to this country
in 1911,” Sato recalled, “he went through
a great deal but he saw what America was
all about: he studied the Constitution.
Even though it was rough, you worked
hard and pursued you goals.”
At that time no Asian could become a
citizen by law. It wasn’t until 1952 that
first generation Japanese immigrants were
able to get naturalized.
In her youth, not only was Sato rejected
in her attempt to enter nursing school, but
when she tried to enlist in the Army and
the Navy she was also rejected.
“I wanted to join, but I was the wrong
color for them,” Sato said.
In 1951 she was accepted by the Air
Force and enlisted as a nurse, where she
achieved the rank of Captain by the time
her service ended.
Of her resilience to serve her country,
Sato said, “You serve because it’s your
country. I feel that we need to give back.”
Not only did Sato herself serve her
country after being sent to live in an
internment camp, but so did five of her
eight siblings, all of whom were by her
side at camp in 1942.

“I never faced discrimination in the
service,” Sato said. “But we, the Nisei,
looked like the enemy.”
Sato is now an educator. She speaks and
does presentations at schools to educate
our youth on this aspect of our history,
this tragically under told story of the Nisei
soldiers.
Sato has been involved with the local
Veterans of Foreign Wars Nisei Post 8985,
and her group has been speaking to students about their lives and time in the
armed forces for almost 30 years.
“We have been speaking to schools
within 100 miles of here,” said Sato.
“We developed a PowerPoint presentation called ‘Lessons from Our Lifetime;
The Interment of Americans of Japanese
Decent and the U.S. Constitution.’”
Some of the gaps that Sato and her
group are filing, in terms of educating students about the Nisei soldiers, is that the
most highly decorated unit, for its size
and length of service, in U.S. history is
the 442nd combat team, an all Nisei unit.
“These soldiers all served in the Pacific,”
said Sato. “Yet, hardly anybody knows
about that.”
Over the years, and undoubtedly due to
woman like Sato, Nisei veterans are gaining more and more recognition for their
sacrifices.
Washington, D.C., recently recognized
the soldiers of the 442nd unit, with a three
day ceremony awarding them with the
Congressional Gold Medal. Two of Sato’s
brothers qualified for this award.
Also, for the first time this year, Rancho
Cordova honored the Nisei soldiers for
their service in the city’s 10th Annual
Veterans Day Ceremony at the Memorial
Plaza at the Sacramento VA Medical
Center. Sato was a guest speaker at the
event.
“Of course I think it’s great,” said Sato
of the ceremony. “There was so much
work put into this program, this event.”
Veterans Day has always been a personal and an important day for Sato. “We
need to remember all those guys and gals
who didn’t come back,” reminds Sato. “I
think about that so much. …I have been
to many of these memorial services, and
it makes you think about the whole of life.

Hopefully we will come to a point where
we won’t have to go to war.”
Sato said that the current conflicts
around the world are very discouraging.
Three years ago Sato found herself
revisiting her history, face to face with
her past, when she was invited by the
Smithsonian to “stop by” to speak, among
other things.
“I didn’t realize until about three years
ago [during the Smithsonian visit], what
[the government] went through to get
me released,” said Sato. “It was quite an
experience. I felt like an ancient, ancient
person. [At the Smithsonian] they put us
in this cubby hole, this little room, and
then they brought in this tray of documents. These documents were letters that
I and my brothers, and others, had written to our elementary school teachers here
at Edward Kelly School—this is one of
the oldest schools in our state. We had all
written letters to Mrs. Cox, she was my
school teacher for eight years, a wonderful teacher, and these letters were in a file
in the Smithsonian.”
What had happened was a military
intelligence officer, assigned to Sato’s
case during the war, drove all the way to
Sacramento and confiscated 60 letters that
Mrs. Cox received from all her students in
the internment camps as part of his campaign to get the children released. In total,
there were ten internment camps in the
U.S. from here to Arkansas. This military officer’s job was finished at the end of
the war, and not knowing what to do with
those letters but knowing he couldn’t dispose of them, he called the Smithsonian.
Upon learning this and seeing the letters, Sato wished to speak with the man
who was such an integral part of her
release.
“I wanted to talk to him, but knew he
had to be old. I was 90 at the time, and I
knew he had to be older than me for sure.
“But lo and behold,” said Sato, “when
I got home I got a call from him. Would
you believe that? I got this call from Dr.
Gerald Lamboley himself.”
During their conversation, Sato recalls
Lamboley commenting: “Somebody
should write a book, you people have
lived in horrendous conditions.”
At which point Sato laughed, and
replied: “Apparently you haven’t read my
book.”
Lamboley died in 2012, shortly after
they spoke.
“Life is so interesting,” said Sato.

excitement regarding the stateof-the-art exercise facility as
well as the nearby, local breweries—alluding to how the two
could go hand-in-hand. “We can
all live happier, healthier, fuller
lives,” he said.
Beyond that, in his speech
at the ceremony, Walthall said,
“There are lots of reasons to
be in a great mood. This facility is tremendous. The best part
about working for Blue Shield
of California is the pride that
comes with being an employee
here. …This is a big day for
Blue Shield. This is a big day
for our [employees]. Enjoy this
moment.”
The new space was a necessity for the company. Over the
years space at their four-building 250,000-square-foot campus
in El Dorado Hills, built in
2001, became less and less sufficient: the campus, intending to
hold 1,500, was holding 1,800.
Sen. Berryhill presented the
Certificate of Recognition to
Blue Shield during the ceremony, and hailed the economic
development boost of the new
facility.
Skoglund echoed Berryhill’s
remarks, saying: “Blue Shield
is a terrific addition to our community. …We’re excited about
the potential for new jobs in
this region’s growing health
care sector.” This, however,
came after he apologized, as he
stepped to the podium slowly,
saying he had just had knee
surgery, but then quickly reassured the crowd he would be
fine, pulling a card from his
pocket with a little blue cross on
it saying: “Because I have Blue
Shield.”
The crowd responded with
laughter and cheers.
As the celebration went on, it
was clear that there were indeed
many reasons to be in a good
mood, the alacrity was infectious, it was in the air.

Anthem Blue Cross, Delta
Dental, Dignity Health, Health
Net and McKesson, among others, as the latest health care
company to have a presence in
Rancho Cordova.

PG&E Implements
Pipeline Safety Initiative
RANCHO CORDOVA, CA (MPG) - PG&E is
implementing a Community Pipeline
Safety Initiative to ensure that first
responders like firefighters have immediate access to PG&E’s gas transmission
lines in the event of an emergency or
natural disaster like an earthquake.
While it may not be visible to the
naked eye, certain trees, brush, and
even structures can threaten gas safety
because they block first responders from
getting to the pipe during emergencies.
It is really the same reason you can’t
park your car in front of a fire hydrant.
Fire officials do not necessarily need
access to the hydrant on a regular basis,
but during an emergency they need it
immediately or the emergency could
become much more severe very quickly.
The program became necessary
because over the course of years items
like trees, sheds, and shrubs have been
placed directly over gas transmission
lines, this presents an access problem
for first responders. That’s why PG&E
is working with customers to move or
replace trees on their property if they
block first responders from having the
access they need during an emergency.
Any re-landscaping required would
all be done at PG&E’s expense—and
they will not move forward until the
customer is happy with the plan. They
want to ensure that when the work is
complete every situation is left better
than when they found it.
PG&E is committed to building the
safest and most reliable gas system in
the country. As part of an effort to do
that they have invested over $3 billion
dollars in gas safety programs—the
Community Pipeline Safety Initiative is
part of that overall effort.
PG&E understands how important
trees and landscapes are to families,
community, and environment. They
want thier customers to know that if
a tree needs to be replaced for safety

For the press, the debate about
Obamacare is over. There may be a few
proverbial Japanese soldiers wandering
on isolated islands yammering on
about the failure of Obamacare, but
word will eventually filter down to
them, too.
This assumption is so deeply
embedded that it is impervious to new
evidence that Obamacare is an unwieldy
contraption that is sputtering badly.
Yes, Obamacare has covered more
people and has especially benefited
those with pre-existing conditions (to
be credible, Republican replacement
plans have to do these things, as well),
but the program is so poorly designed
that, surely, even a new Democratic
president will want to revisit it to try to
make it more workable.
Enrollment is falling short. The
Obama administration projects that it
will have roughly 10 million people
Relatedly, the economics are shaky.
According to a McKinsey & Co.
analysis, last year health insurers lost
$2.5 billion in the individual market
that Obamacare remade. Obamacare
co-ops that were supposed to enhance
choice and lower costs have been
failing, and almost all of them are
losing money, a victim of the absurd
rules (no industry executives on their
boards, no raising capital in public
markets, etc.) imposed on them by the
law.
The problem with Obamacare in
a nutshell is that on one hand, by
imposing motley regulations and
mandates, it increases the price of
health insurance, and on the other
hand, by providing subsidies, it tries to
hide the cost -- but not enough.
For them, it’s just not a good deal.
A study of the Obamacare exchanges
by researchers at the Wharton School
concluded that “even under the most
optimistic assumptions, close to half
of the formerly uninsured (especially
those with higher incomes) experience
both higher financial burden and lower
estimated welfare.”
As Robert Laszewski points out, on
the individual market, Obamacare is
essentially a monopoly. It gives money
to people to buy its product and through
the individual mandate punishes those
who don’t. And yet it is still having
trouble making the sale.
The soldiers who haven’t given up
yet are right -- this isn’t over.

Premiums are rising. Not everywhere,
but steeply in some states. Indiana is
down 12 percent, but Minnesota is up
50 percent. Health-care expert Robert
Laszewski points out that it is the
insurers with the most enrollment and
therefore the best information about
actual enrollees who have tended to
request the biggest increases -- a sign
that they don’t like what they’re seeing
in their data.
According to an analysis of the
health consultancy Avalere, the poor
or near-poor have been signing up, but
enrollment steeply drops off further up
the income scale as the subsidies fall
away. It found that three-fourths of
uninsured people earning less than 150
percent of the federal poverty level
got coverage through Medicaid or the
exchanges, while a small fraction of
the uninsured making more than 250
percent of the federal poverty level
have enrolled.

Cordova Lancers Capture
“Sledgehammer”in Season Finale

RANCHO CORDOVA, CA (MPG) - In
four of its games this season, the
Cordova High School football
team lost by four or less points.
But in last Friday’s Sierra
Valley Conference home finale
against rival Rosemont, now titled
the “Sledgehammer Bowl,” the
Lancers were on the winning end
of a very close game.
Hanging onto a 22-20 lead
entering the final quarter, Cordova
tacked on two more scores to post
a 34-26 win over the Wolverines
at Lancer Stadium. The Lancers
finished their season with a 2-3
mark in the SVC and 5-5 overall.

“[Rosemont] really cut down on
our throwing opportunities,” said
Cordova head coach Darren Nill.

“They emptied out the box to try
to [cover Lancer wide receiver]
Devin [Baldwin] and our other
receivers. So we just started running the ball. We adjusted to what
the defense was giving them.”
But the Wolverines’ plan backfired, as Lancer running back
Deante McCullough scored on a
50-yard run in the final quarter,
cushioning the team’s lead.
“He put it in an extra gear I
haven’t seen all year,” said Nill of
McCullogh’s run. “He just flew inbetween [the Wolverines’ safeties]
and raced them into the end zone.”
After a scoreless first quarter,
Cordova scored two touchdowns
in the second for a 14-0 halftime
lead.
But in the third quarter,
Rosemont (2-3 in the SVC, 5-5)
erupted for three touchdowns to
trim the Lancers’ lead before the
fourth quarter finish.
McCullough finished the game
with 10 carries for 91 yards.

Bummed Out Searching for a Theme
This is a day of reckoning. We
are here solely to deliver insufficient payment of our debt. We are
here to honor our obligations, to
try in vain to fulfill our promises
of presenting some worthwhile
feature for your entertainment
purposes.
“We” are neither “royal,” nor
“majestic.” “We” are simply a
single person with far too little to
offer. This is a day when “we” are
finding it difficult to put two and
two together. What, four?
At almost every turn while
searching the sports landscape we
find a lack of inspiration. There’s
too little support for fandom. It’s
discouraging. The talking points
seem redundant. There’s so much
negativity and it only seems to be
getting worse.
Since bad news always sells
far better than good news (for
some twisted reasons), the ugly
stuff consistently rises to the surface, comes to the forefront and
overruns the territory --- a scourge
upon the land; a royal pain in the
you-know-what. The majesty of
sport is constantly threatened by
the cloak-and-dagger.
It all can be borderline depressing. Within our wide world we
wish we could pacify ourselves
with the idea that “it’s only a
game,” but the games within and
beyond the actual games remind
us that it’s more than just a game.
With so much (money) at stake,
pro sports is riddled with undesirable activities employed to gain
any edge.
There’s an endless list of
bad, sick guys like Dallas’ Greg
Hardy --- whom Cowboys owner
Jerry Jones refers to as “a team
leader” and had no qualms signing
because the guy is a good player
--- around the NFL appearing on
police blotters, but showing up on
the field on game day. And MLB
is not immune…the latest entry
being the Rockies’ Jose Reyes and
his own domestic violence arrest
while on vacation in Hawaii with
his wife. There is far too much of
that sort of thing in the news.
There’s always a steady stream
of recruiting and program violations in the college ranks. And
the shady characters climb to the
top: (In basketball) Rick Pitino
and his fine, upstanding reputation at Louisville; John Calipari
(Kentucky); Jim Boeheim
(Syracuse); etc., etc. (In football) Urban Meyer (Ohio State);
Pete Carroll (while at USC); Penn
State, North Carolina, Miami,
SMU, Oklahoma, and on and on…
There’s a troubling mess at the
University of Missouri. Coming
on the heels of the racial tensions
last year in Ferguson, Mo., months
of protests at the university over
racial matters and a failure on the
part of the administration to adequately address the incidents, and
other issues have come to a head.
It took a hunger strike and a supporting walkout and threatened
boycott on the part of the Missouri
football team ($$$) to bring it to
national attention. The university’s president and chancellor have
stepped down under the pressure.
Hit them where it hurts --- in the
pocketbook --- and action will
result. Sad, but true.
It’s hard as a fan to have to recognize the reality that the almighty
dollar always rules the day.
We constantly hear about the
criminals, cheaters, abusers,
arrests, suspensions, corruption. It
seems no sport has been left untarnished, including the Olympics,
soccer, cycling, golf, Little
League….
It’s too much! We’re mad as hell
and we don’t want to take it anymore! But, it’s such a sad state of
affairs, we fans feel powerless.
Could we affect change by not
attending or watching? Perhaps,
but then we would be denying ourselves of what we desire…to just
enjoy a good game. (It would be
a good thing if we kind of liked
some of the guys we’re rooting
for, too).
Lately, locally, even seeing a
good game has come into question. The Sacramento Kings’
season is all but over just eight
games in --- star DeMarcus
Cousins missing several games
due to injury (again), leading to a
1-7 start and a “players-only” team
meeting. Not good. Even with an
influx of new talent, the team is a
mess. Despite a 17-16 win behind
replacement QB Blaine Gabbert,
Sunday over a bumbling Atlanta
Falcons team that should’ve taken
the game, the 3-6 San Francisco
49ers are mired in the midst of a
long, ugly transitional period.
Just when fans were beginning to be inspired by the recent
play of the Oakland Raiders (4-4),
the defense collapsed at the end
of an entertaining game against
Pittsburgh and lost it, 38-35, to
put a damper on the team’s playoff
aspirations. The ho-hum San Jose
Sharks are a mediocre 7-7 to begin
their NHL year.
Baseball ended with the
Oakland A’s continuing to do business as usual, making it difficult
to care, and the Giants falling out
of it due to a ridiculous rash of
injuries.
We may be ramblin’ man, but
we’re doin’ the best we can. We
understand if you’ve given up on
us by now, because nobody loves
you when you’re down and out.
Sorry, but right now we’re seeing
the sports skyline as gray and dark
and cloudy.
A true sports lover, though, must
seek the silver lining, and these
days it is golden --- the Golden
State Warriors, champions of the
world! Defending last season’s
title, the “Dubs” are off to an 8-0
start through Tuesday --- the only
remaining undefeated team in the
NBA behind the unbelievable play
of reigning MVP Steph Curry.
Longtime fans of the Warriors
residing north of the line of
demarcation, that lies somewhere
around the Nut Tree in Vacaville,
rarely were able to see their team
on TV in the past and had to settle for the hapless Kings. Now that
the Warriors are the stars of the
league, national broadcasts often
feed their games into our living
rooms. Cheer up.

out as wide receiver Angel Garcia
caught two of Perez’s TDs. Nate
Williams and Devin Baldwin had
one TD each.
Two Cordova defensive players had double-digit tackles;
defensive back Terrill Johnson
had 1; and linebacker Chance
Manzanares had 10. Lancer defensive back Jason Johnson followed
with nine tackles, and linebackers
Michael Gonzalez and Kenneth
Haney had six each.

an interception each in the finale.
Johnson also recovered a fumble.
The idea of playing for the
sledge hammer came before the
start of the season by Rosemont
head coach Thomas McKenna,

suggested to Nill that they get
a sledge hammer, with one side
painted in Cordova’s main school
color of red and the other in
Rosemont’s blue.
“We both thought it was a good
idea,” Nill said. “It put a whole
new layer onto the rivalry game. It
was really awesome.”
In the frosh/soph game,
Cordova finished its season with
a 40-16 win over Rosemont. The
Lancers finished with a 3-2 mark
in the SVC and 8-2 overall.

Coach Nill Reflects on Season

head coach Darren Nill had reasons to smile after last Friday’s
Sierra Valley Conference home
finale against Rosemont.
His Lancers posted a 34-26
win over the Wolverines in the
rivalry that is now titled the
“Sledgehammer Bowl.”
“We finished on a high note,”
Nill said.
Cordova finished its season
at 2-3 in the SVC and 5-5 overall. In four of their four losses,
the Lancers lost by a combined
15 points.
“Being that close will help us
fuel this off-season and get ready
for next year,” Nill said.
Two Lancer players who
played their last prep grid game
at Lancer Stadium were offensive standouts in quarterback
Unique Perez, who finished with
193-of-297 passes for 3,085
yards and 35 touchdowns. The
other is wide out Devin Baldwin,
who had 88 receptions for 1,760
yards and 20 touchdowns.
“The Unique to Devin combination, no doubt, will be
missed,” said Nill of the duo.
“Those two could keep us in any
game.”
Other Cordova football
players who are seniors are linebacker Chance Manzanares,
wide receiver Isaac Black and
running back Seth Trujillo.
A large group of juniors are
expected to return next season.
Plus four sophomores were on
this year’s varsity squad: running back Clifford Bright,
lineman/linebacker Jacob Yang,
and offensive/defensive linemen
Joseph Salcedo and Jose Colvin.
In addition, the Cordova frosh/
soph football team went 3-2 in
the SVC and 8-2 for the season.
In January/February 2016,
Nill said returning players will
hit the weight room. That will
carry over into the spring and
summer months and will include
workouts on the field.
The Lancers have also made
some changes to their nonleague schedule for the next two
seasons. For the Week 0 opener,
Cordova opens against Rio
Americano. The two programs
faced each other when Cordova
was in the Capital Athletic
League for all sports from fall
2010 to spring 2014. Cordova
will also play Vista del Lago,
replacing McClatchy.

From the Mayor’s Corner
A Busy Time of Year
NO ONE SHOULD GO HUNGRY ON THANKSGIVING!
When is the best time to write a column? The answer is whenever you get
the time, or more accurately, when you
make the time. The rest of the year
will probably be when I make the time
because in addition to the holidays
(which are flying by) we all have personal celebrations that work into and
in-between the holidays: Labor Day,
Halloween, Thanksgiving, Christmas,
to mention a few, and then family birthdays, graduations, anniversaries, what a
minute...I’m going to stop on the anniversary celebration.
Thanksgiving this year is on Nov.
26th, and the day after Thanksgiving is
Nov. 27th. Now businesses have decided
to call the day after Thanksgiving: Black
Friday. This year, however, we are calling the day after Thanksgiving: Gold
Friday. At least it is for my family,
because this Nov. 27th, my wife and I
are celebrating our Golden Anniversary.
And for those who may not know, that
means we have been married for 50
wonderful years. Not every year has
been kind to us, but everyone has had
a rough year or two of different kinds;
financial, family members have died, job
problems, etc. But we stayed together
one step at a time, and one day at time.
So as I said, this year it is Gold Friday
instead of Black Friday.
When you read this column, we
will have celebrated our 10th Veterans
Day celebration in the City of Rancho
Cordova at Mather’s Veterans Memorial
Plaza. Our theme, while we are honoring all veterans as we do every year, will
also be honoring the legacy and heritage of Nisei veterans. The stories of
the Nisei veterans and what they did in
the European Theater during WWII is
another example of what American GI’s
did to win the war. The speakers at the
Veterans Day will have spoken about
that chapter of WWII.
A change of direction takes us to
the Digital Cities Survey Awards at
the Broadway Ballroom in the Omni
Hotel in Nashville, Tenn. on Nov. 5th,
2015 at the National League of Cities
conference.
“The top-ranked digital city governments in this year’s survey are using
cloud services, data analytics, and mobile
apps—among other technologies—to
help citizens interact with government
more easily than ever before,” said Todd
Sander, executive director of the Center
for Digital Government. “These cities are true innovators and we applaud
their efforts to increase transparency and
open government, encourage citizen participation, and enhance cybersecurity.

This is the third year that Jay Hadley
and our IT Department have been recognized nationally. Congratulations!
I hope you will have been able to
come to City Hall on Thursday to hear
my State of the City speech and presentation. We have been able to accomplish
so much in the City of Rancho Cordova
over the last year that it is impossible to
talk about all of the enormous advances
we have made in neighborhoods, roads,
building, bringing back a grocery store
where needed, and bringing in more
businesses with more jobs. The year of
2015 will end showing more progress
in almost all aspects of our City, and the
people of Rancho Cordova will continue
to show more pride in our young, prosperous, and growing city.

Invasive Mosquitoes Detected

“It is important to know these species of mosquitoes because they are not
what we’re used to in California, and they can transmit diseases such as
dengue fever, chikungunya, and yellow fever,” Dr. Karen Smith said.

Public Health (CDPH) Director
and State Public Health Officer
Dr. Karen Smith is warning
Californians to protect themselves
from two invasive mosquito species recently found in California.
Both species can transmit infectious diseases, such as dengue
fever, chikungunya, and yellow
fever. This warning comes as two
more counties are added to the list
of counties where Aedes aegypti
(the yellow fever mosquito) and
Aedes albopictus (the Asian tiger
mosquito) have been detected.
“It is important to know these
species of mosquitoes because
they are not what we’re used to
in California, and they can transmit diseases such as dengue
fever, chikungunya, and yellow
fever,” Dr. Smith said. “While
the risk is still low in California,
infected travelers coming back
to California can transmit these
viruses to mosquitoes that bite
them. This can lead to additional people becoming infected
if they are then bitten by those
mosquitoes.”
In September 2015, Aedes
aegypti was detected for the
first time in San Bernardino and
Riverside Counties. Since 2013,
when this species was first discovered in Madera, Fresno,
and San Mateo counties, it has
been found in Tulare, Kern, Los
Angeles, San Diego, Imperial,
Orange, and Alameda counties. Also in September, Aedes
albopictus was detected in Kern
and San Diego counties and
has expanded in regions of Los
Angeles County.
Neither of these mosquitoes
is native to California. They are
known for their black-and-white
stripes, biting people during the
middle of the day and readily
entering buildings. The morefamiliar Culex mosquitoes bite
primarily at dusk and dawn.
“There is no vaccine or treatment for chikungunya or dengue
fever. To prevent these diseases
from becoming established in
California, it is important for
everyone to take steps to keep
these mosquitoes from spreading”
Dr. Smith said. “If you notice that
you are being bitten by mosquitoes during the day, or notice
black-and-white striped mosquitoes, call your local mosquito
and vector control agency. Your
participation in mosquito surveillance greatly aids in efforts to
detect new infestations.”
To prevent mosquito-borne illnesses present in California, such
as West Nile virus disease, or
abroad, such as chikungunya and
dengue, Dr. Smith offers the following tips:
• Apply mosquito repellents
• Eliminate potential mosquitobreeding sources, such as
water-filled containers, from
around your home and where
you work. Drain water that may
have collected under potted
plants, in bird baths and discarded tires. Check your rain
gutters to make sure they aren’t
holding water, and clean pet
water-dishes weekly.
• Aedes aegypti mosquitoes can
lay eggs in containers holding
as little as a teaspoon of water,
and eggs, which are laid just
above the water line, can survive dry conditions for months.
This is why it is important
to dump, drain, or eliminate
unnecessary sources of standing water around your home
and scrub containers to dislodge eggs.
If you travel to Mexico or other
countries in Latin America, it is
especially important to be aware
of Aedes mosquitoes and the diseases that they can carry. This
year, Mexico has had a dramatic
increase in the number of chikungunya cases. So far, about
one-third of the 120 chikungunya
cases imported into California
were contracted in Mexico,
with 91 percent of cases coming
from Latin America. Sixty-nine
imported cases of dengue have
been reported in California this
year.

seniors or adults with disabilities who are at risk due
to multiple safety and health
hazards in their homes.
Rebuilding Together’s Safe at
Home program helps residents
age safer at home by installing safety and accessibility
features such as grab bars and
shower and bath aids. These
kinds of simple and often
low-cost home safety modifications can reduce falls by
50 percent and also help to
increase physical independence. The Safe at Home
program is now available for
free to qualified low-income
households located in most
communities in Sacramento
County, and is available for a
reasonable fee for those above
the income guidelines.

that preserves and revitalizes homes and communities
to ensure that people who are
low-income, elderly, disabled,
or families with children can
