Insurance For
The High Risk
State Sen. LeAnna M.
Washington has announced
a new program that offers
uninsured individuals with
pre-existing conditions quality health insurance.
The PA Fair Care program is offered by the Insurance Department and is
Pennsylvania’s health plan.
“This program will provide much needed relief to
those Pennsylvanians who are
living with debilitating conditions that have prevented
them from receiving quality
healthcare,” Washington
said. “It is important that
those uninsured individuals
with pre-existing conditions
apply for this critical program.”
PA Fair Care will be administered statewide through
a contract with Highmark
Blue Shield. Benefits will
include preventive care, physician services, diagnostic
testing, hospitalization, mental health services and prescriptions. The cost to enrollees is a subsidized premium of $283.20 monthly.
To be eligible for PA Fair
Care, applicants must:
• Be a U.S. citizen or lawful resident • Be a Pennsylvania resident •Have a pre-existing health condition •Be
uninsured for the previous six
months
“This program is one of
the key provisions of the Patient Protection and Affordable Care Act, the federal
health reform bill,” Washington said. “Pennsylvania will
now join several other states
in providing coverage to those
individuals considered “highrisk” and lacking insurance
to receive treatment.”
Beginning in 2014, the
full implementation of federal reform will prohibit discrimination against individuals because of their health
status. This high-risk pool
will provide critical bridge
coverage to those Pennsylvanians desperately in need of
health insurance.
The state Insurance Department estimates that there
are currently 880,000 Pennsylvanians without health insurance.

A Teen Dies While Cop Stays in Donut Shop
Police Probing Officer For Refusing To Respond To “Trouble”

A donut shop has become
a part of a Philadelphia Police investigation into the July
11th shooting death of 17year-old Michael Anthony
Parker-Barham.
Parker-Barham was shot
several times in broad daylight inside the entrance way
of the 52nd & Market Street
SEPTA El Station.
However, just minutes
before the teenager was
killed, a female police officer,
who was inside a donut shop
a few yards across the street
from the EL station, was informed by an eyewitness that
trouble was about to happen.
The female police officer
allegedly told the eyewitness
that she was not going to respond to the commotion
across the street because
“that’s not my district.”
Moments later, at least 14
shots rang out and Michael
Anthony Parker-Barham
staggered from the El lobby
and fell dead on the sidewalk
directly across from the donut shop.
His assailant fled the
scene.
The 18th and 19th Police
Districts are separated by
Market Street. The accused
officer is from the 19th District on the north side of Market Street.
Police began the probe
after they said a witness filed
a complaint about the
officer’s refusal to respond
to the escalating incident.
According to the grandmother of the murdered teenager, the same eyewitness told
her that he tracked down the
police officer inside the donut shop and he informed the
officer about a commotion
inside the SEPTA station
across the street.
“He (the eyewitness) told
me that he told the officer
that a crowd was gathering
across the street and a fight
was about to breakout,” explained Joyce Barham, the
victim’s grandmother. “He
said the officer told him that
she didn’t work in that district and the other side of
Market Street is not her district.”
According to the eyewitness, the officer remained inside the donut shop and minutes later, shots were fired.

teenage victim was struck
three times in his torso area.

2010-2011 enrollment.
The Police Explorer Cadet program is designed to introduce
teenagers and young adults 14 to 20 years of age interested in

completes the minimum of two years of service with the

proud of her portrayals of nononsense, kick butt female
characters in the action films
she made in the 1970’s, that
were labeled “Blaxplotaton
films.”
When I was working at
the now-gone Capital Theater (52nd and Girard Avenue) during the era of the
70’s the audiences who patronized this theater enjoyed
seeing black actresses like
Cicely Tyson, Diana Ross,
the late Roalind Cash, the late
Vonetta McGee, Janet Mac
Lachlan, Judy Pace, Brenda
Skyes to name a few in dramatically roles.
My friend Debra T.
Smallwood recently informed me about an upcoming appearance that Gloria
Hendry will be making at The
Cinema Wasteland Movie
And Memorable Expo, in
Berea, Ohio on October 1-3,
2010 where she will be joining other celebrities greeting
visitors and signing autographs.
Gloria Hendry was born
in Florida and raised in Newark, New Jersey. She landed
her first job as an assistant to
the legal secretary in the New
York office of the NAACP.
During her time at the
NAACP she began to develop her career as a model
and also working at one of
Gloria Hendry and how she appeared in James Bond's
"Live and Let Die" with Roger Moore & Jane Seymour

sources, after the shooting,
the eyewitness was taken to
Police Headquarters (at 8th
& Race Streets) where he filed
an incident report against the
female officer for not responding to the scene.
“I’m aware of this complaint and we are launching a
full investigation,” said 19th
District Police Captain
Melvin Singleton. “I’m aware
that an officer was out there
on Market Street and that she
allegedly didn’t respond to
the scene.
“I’m also aware that no
matter what side of Market
Street that an officer is patrolling, it’s the officer’s responsibility to always respond to an incident.”
During a telephone interview with the Westside
Weekly, Captain Singleton
expressed a great concern
over the tragic death of the
victim as he promised a fair
investigation.
“Once an allegation is
made, an investigation is
launched,” explained Captain
Singleton. “We plan to find
out what exactly occurred.
The investigation is in the
hands of the Deputy Commissioner at Internal Affairs.
We do have allegations about
this officer not responding to
the shooting. We plan to interview the officer and interview the witness who filed
the complaint. If we determine that the office acted inappropriately, then that officer will be punished. Until
then, that officer will remain
working on the streets. She
will continue to work on the
streets until we conclude our
investigation.”
Captain Singleton said it
takes up to 75 days before a
decision would be made about
the police officer.
“I hope this matter about
the female police officer is
not true,” said the grandmother of the murdered teenager. “If it’s true, then she
should not be on the police
force. How can she live with
herself knowing that she ignored a witness’ warning her
about the incident.”
Back in 2007, then Mayor
John Street announced that
the first of some 250 surveillance video cameras would
be installed in one of the city’s
most troubled crime spots:
52nd and Market Street.
Within weeks, the city
began spending the $9 million to install cameras all
around the 52nd and Market
Streets area.
Unfortunately
for
Michael Anthony ParkerBarham, 17, none was installed directly at the 52nd
and Market Streets to watch
over the crowds that congregate the intersection to board
buses or just to meet and greet.
If one was installed there,
police would had gotten a
picture of the person who shot
Parker-Barham as he ran from
the El station.
Instead, the city installed
several cameras around the
periphery of the 52nd and
Market hot spot with the nearest camera at 5116 Market
Street. Others were installed
on the side streets
and at 53rd and
Market.

building, but the
lens is pointed
west up Market
Street - away from the El
station.
Joyce Barham, the grandmother of murdered teenager,
was also told that there were
never any cameras at 52nd &
Market Street.
“There have been conflicting stories about those cameras,” said the grandmother. “I
was told by police that there
weren’t any cameras and then
I was told by the homicide
detectives that there were cameras on 52nd & Market Street,
but those cameras were taken
down. And that those cameras
were never working.”

Something Dies When A Loved One Is Murdered

in Dawn Lott’s eyes. Something died deep inside her.
It started she says the day
her only son, Norman LottWhite, 23, was shot and killed
on the corner of 53rd and
Delancey Streets.
That happened three-anda-half years ago on Decem-
ber 26, 2006 around 1 PM.
“His death started the first
day of my life,” she says.
That is the reason Ms.
Lott, 52, says she came to the

On December 26, 2006,

and was confronted by Omar
Payne, a man who was looking for trouble.
He singled out Norman.
Shot him twice on the ground.
Jumped into an awaiting car
driven by his sister and sped
away. Unfortunately for him,
there were police nearby who
pursued the fleeing car in a
high-speed chase that ended
with a crash near 43rd and
Locust Streets.
Omar Payne was convicted and sentenced to
life without parole.
At the trial, Ms.
Lott said Payne’s family acted like she and
her family did them
wrong. But when the
verdict was read, Ms.
Lott tried to comfort
some of Payne’s relatives.
Ms. Lott hopes this
news article will let others know of the pain
they inflict when they
use violence to solve a
problem.
She hopes that
someone will feel her
pain and learn to love
and live.
That is her prayer
and maybe, someone
will pray for her.

by District Attorney Seth Williams.
This time, the DA toured
the 52nd Street corridor.
DA Williams was joined
by a number of neighbors,
community leaders and officials, including Councilwoman Jannie Blackwell, and
State Reps. Ronald G. Waters and Vanessa Lowery
Brown.
“By walking the streets
