Mobile homes older than 25 years or in rundown, dilapidated
condition are not allowed.
Building permits are required for additions to buildings or
structural alterations to existing buildings with the exception of
working farm buildings (Tax Schedule F required to qualify as a
farm.)
Driveway permits required for installation of driveways without a
structure on the property. No Fee.
Minimum driveway requirements: Minimum distance from side
property lines is 10 ft. Drive must be 20-ft. wide (30-ft. wide at
the culvert); 20-ft. overhead height clearance (trees,
power lines); driveways longer than 150 ft. should have
adequate turnaround to accommodate emergency vehicles; and
laid out as straight as possible.
Culverts (minimum 12-in. diameter x 30-ft. long) are
required for driveways unless site is inspected and the
omission is pre-approved by a town board supervisor.
Sanitary permit or Reconnect Permit required before
issuance of a building permit for any structure with
water/toilet. Holding tanks are not allowed. Contact
Juneau County Zoning & Sanitation Department for
information (608-847-9391).
Fire signs will be installed within the public highway
right-of-way once a driveway has been laid out. Fire
signs may not be relocated except by a town official.
Property owners are responsible for maintaining the area around
fire signs so that visibility of signs is not obscured. Town is responsible for replacing fire signs due to normal wear. Property
owners are responsible for cost of replacing damaged, lost or
altered fire signs.
Construction and Diggers Hotline
Diggers Hotline is Wisconsin’s one-call center. Plans to dig or
excavate for any reason require that you call Diggers Hotline first.
If you hire a contractor, the contractor is responsible for making
the call. Diggers Hotline’s toll-free number is 1-800-242-8511

Kildare has a Plan Commission. The clerk should be contacted to
determine if any proposed land division needs to be reviewed by
the Plan Commission before the Town Board can take action.
Please contact the town clerk (608)666-2483 at least one week
prior to a regular town board meeting to schedule a Plan Commission review. Certified Survey Maps are required. Covenant
Restrictions for future land use are strongly suggested.
Property owner is liable for any/all damage to town property
(including roads/shoulders) due to construction by property
owner or property owner's contractor/subcontractor resulting
from issuance of a building permit.
Building permit not required for temporary buildings used
exclusively for construction purposes which are never used for
living quarters.
Town approved building permits expire in 12 months.
Uniform Dwelling Code (UDC - Stick-built/Modular) building
permits are valid for 2 years from date of issuance. If structure
is not completed and inspected within that period, a new
building permit must be obtained along with payment of an
additional fee.
Minimum lot size: 5 acres. One single family home per 5 acre
parcel unless a smaller lot size has been grandfathered.
Minimum setbacks: 10 feet from side and back property lines;
60 feet from public highway right-of-way. Lots with direct
frontage on public highway must have minimum frontage of
150 feet.
Minimum residential living space: 800 square feet.

Blighted Premises: Any structure, building, improvement due to
faulty design/construction, failure to maintain, accumulation of
junk/garbage/rubbish/tires/unlicensed vehicles. It is illegal to
adversely impact the value of neighboring properties.
Attractive Nuisance: Artificial condition presenting unreasonable
risk of harm to children, such as vacant buildings, abandoned
wells, unprotected excavations/ basements, abandoned
refrigerators/freezers with doors, unsound fences/ structures,
abandoned/untitled/unlicensed motor vehicles with unlocked
doors/windows/trunks.
Public Health: Unburied carcasses; accumulation of garbage/
refuse/rubbish/rotting lumber/packing materials/scrap metals
where insects/vermin can breed; stagnant water; noxious
weeds; air and water pollution; noxious odors; highway
pollution; animals at large; accumulations of garbage/refuse/
rubbish/recyclable waste existing for more than 10 days and not
enclosed.
Public Peace/Safety: Signs/billboards; gang graffiti; unauthorized traffic signs; obstructions of streets/excavations; flammable
liquids; open wells/basements/excavations; abandoned refrigerators/similar containers with lids that cannot be released from
inside; tree limbs over public streets; dead trees which could fall
on public streets; fireworks; noisy animals/fowl.
Loud/Unnecessary Noises: Horns/signaling devices longer than
3 seconds; radios/stereos/etc. between 10:00 PM-7:00 AM;
loudspeakers/amplifiers for advertising; animals/ birds which
bark/chirp for long periods of time; excessively loud vehicle
mufflers/exhaust systems; loud construction work between
9:00 PM-7:00 AM.
Public Morals/Decency: Disorderly houses; gambling devices;
unlicensed sale of liquor/beer; illegal drinking/drugs.
Building Structures: Illegal buildings; dilapidated structures;
maintenance to prohibit rodents; dilapidated/rundown fences;
abandoned/untitled/unlicensed motor vehicles not stored in a
enclosed structure. Shipping containers used for storage or
residential use are prohibited.
A complaint for ongoing public nuisance violations should be
filed with a town supervisor for investigation. Anonymous
complaints will not be investigated.

Important Things To Remember
 Fire Signs—Keep them CLEAR of snow, grass and weeds so
emergency vehicles can locate your home in case of emergency.
 IT IS ILLEGAL TO PLOW YOUR SNOW INTO MUNICIPAL

The Town of Kildare has an agreement with the Lyndon Station
Fire Department for volunteer fire and first responders and an
agreement with the Mauston Ambulance Association for
ambulance service.
RIGHT-OF-WAYS (33 ft. from road center). Violators will be
identified and reported by county plowing crews. To prevent
County snowplow damage charges, please be sure there is nothing
in the municipal right-of-way - including your plowed snow!

Juneau County statutes state that no concrete structures are
allowed in the municipal right-of-way (33’ from road centerline).
 Driveway reflectors should not be located within the municipal
right-of-way
 Brush & Burn Barrel Burning Regulations—A no-fee burn
permit application (available at Miller’s Store in Lyndon Station)
is valid for the current calendar year. Fires are permitted ONLY
between 11 am and midnight if weather conditions permit.
You are responsible for any damage caused by your fire!
It is your responsibility to check the fire danger level before
burning. Call 1-888-WISBURN for up-to-the-minute information to
determine if burning is acceptable at that time.
You must call the Juneau County Sheriff’s Office
(608-847-5649) to notify them when you start and finish burning.

Property Owner Responsibilities
It is the responsibility of ALL property owners to keep their areas
free of unsightly and dangerous junk and debris. The Town,
County and DNR all have ordinances/regulations requiring
property owners to remove unused appliances, inoperable
vehicles, junk campers, trash, tires and other debris. It is illegal
to adversely impact the value of neighboring properties.
As Kildare grows, this has become a serious concern for many.
Town Supervisors have been visiting problem areas and will
continue to bring property owners with violations to the Town
Board’s attention.
Please be responsible for keeping your property in good condition
by taking junk and debris to the County Landfill or contact Clark
Disposal for a special pickup.
Litter/Dumping
Please make a special effort to have tires and large items disposed of properly rather than dumping them in town ditches.
The town has a dumping and littering ordinance with appropriate
fines, so if you are aware of someone who has violated the
ordinance, write down the license plate number or a vehicle
description and contact a Board Member or the Juneau County
Sheriff’s Dept. Please help keep our town clean!
Household Trash Collection
Trash collection is every Monday. If Monday is a major holiday,
collection will occur the next day. (Calendar-pg 15) If your
trash/recyclables are not picked up, contact Clark Disposal
directly at 608-847-6734.
Regular pick-ups are for weekly household trash ONLY and
there is a limit of two 35 gallon cans per household. DO NOT
leave mattresses, appliances, construction materials and other
large items for regular pick-up; contact Clark Disposal to arrange
for a special pick-up of these items. Trash must be set out by 5
a.m. on pickup day.
Recycling - It’s the Law!
Kildare is required to submit our recycling
collection statistics to the DNR annually. Please
make the effort to save recyclables and set them
out the fourth Monday of each month. We don’t
want to lose our recycling grant! See page 14
for additional recycling information.
E-Cycling _ It’s ALSO the law!
Wisconsin law bans many electronics from Wisconsin landfills and
incinerators. E-Cycling is available for a fee at the Juneau County
Landfill, 608-847-5858. Currently, the Habitat for Humanity
ReStore, 3696 Hwy 12-16 (2 miles south of Mauston, past
Brenners), takes many electronics during store hours...some free
and some with a fee. Call (608) 847-2000 for details.

Recycling
Once a year I am required by law to notify all customers of the Wisconsin Recycling
Laws. Items that are banned from Wisconsin Landfills that we do pickup on your
recycle day are as follows:

Magazines
Corrugated cardboard
Bundle or tie ( separate from other recyclables)

All plastic, tin, glass and aluminum containers can be in Clear bags or put loose in
container together. All recycled containers must be clean and contain no food
debris. Recyclables mixed with garbage will not be picked up. Broken window
glass, ceramics, Styrofoam, and the like are considered garbage. Below are Recyclable
Items that we do not pickup on recycle day: These items may be taken to the Juneau or
Adams County Landfills.

Reminders:
—Curbside pickup is for household garbage only. (Construction debris, furniture,
appliances, deer carcasses and Christmas trees are not included in curbside pickup)
—There is a limit of 2 -35 gallon cans per week. (Cans must not weight over 50 lbs.
One person must be able to pick up. (If you consistently have more you will be
charged extra.)
—We will be leaving a tag if garbage or recycling is unacceptable with reason why.
—During the winter months – Please make sure cans and dumpsters are plowed or
shoveled out so driver can get to them.
—Garbage needs to be at the curb or end of drive by 5AM on pickup days. Make sure
cans are no more than 5 feet from roadside.
—If you misplace your calendar, please call for another, or visit our website for a copy.
Other Services:
—You may call for pickup of larger items at an additional cost.
—We do have Roll off dumpsters available. We rent them by the week, for construction
jobs, house cleanouts, or larger amounts of garbage.
—We also carry rear-load dumpsters for commercial and residential pickups.
We would like to thank all of our customers for their business and continued loyalty. We

ATVs/ UTVs
Maximum speed limit is 25 mph at any time
January 1, 2014
Ordinance No. 17(b) allows ATVs to travel on all town roads with the
exception of dead-end roads, cul-de-sacs, and Town Line Road. An
ordinance passed by Juneau County allows UTVs (Utility Terrain
Vehicles) to use marked ATV routes providing they follow State and
Local regulations. County Roads HH, J, N and snowmobile trails
are not open to ATV/UTVs.
It is the Town’s legal responsibility to post ATV signage along our
designated ATV routes. Unfortunately, we have a continuing
problem with the theft of these signs. Each sign costs at least $25 to
replace. These replacements are coming out of your tax dollars.
Only YOU can help with this problem. If you see or know of people
stealing our signs, please contact the authorities. If the loss of signs
continues to be a drain on the Town budget, the Board may vote to
rescind the ATV Route ordinance and prohibit ATV traffic in Kildare.












Operator MUST possess a valid driver’s license or ATV Certificate
ATVs will stay to the extreme right side of roadway
Riders must travel single file at all times
All other vehicles & pedestrians have right of way over ATVs
ATV may not be operated in a way to cause damage to route
Lights on at all times
Maximum speed limit of 25 mph at any time
Maximum speed of 10 mph within 100 ft of residences (State Law)
No ATV operation between 11:00 PM & 7:00 AM
Ordinance includes or supersedes all State ATV/UTV regulations
Ordinance will be reviewed for renewal each October.

Voter Registration/Absentee Ballots
Contact the clerk to register to vote or to obtain a request for an
absentee ballot form. Please allow sufficient time for mailing the
request to the clerk and having absentee ballot mailed and returned
prior to poll closing. Please call - 666-2483 - to be sure the town
clerk will be available when you arrive. A photo ID and proof of
residence must be provided with your written request for
Voter Registration. Blank Voter Registration forms are available
online.

Property Taxes
Real Estate & Personal Property tax bills were mailed in early
December. If you did not receive your bill, contact the clerk with your
name and address or parcel number. These bills are for 2013 taxes
which are payable in 2014. First-half installments of real estate taxes
are due by January 31, 2014.
NO cash payments. Checks/money orders should be mailed to
the town treasurer or may be paid in person ONLY at the Town Hall on
January 25 from 9 A.M.—1 P.M. The Treasurer is a part-time position.
Please do not bring payments to her residence in person. The second
installment should be mailed or paid in person to the Juneau County
Treasurer on or before July 31, 2014. REMINDER: Personal Property
taxes are payable IN FULL by Jan 31, 2014.

The 2014 Kildare budget is $348,299. The Kildare town levy for 2013
(payable in 2014) remained at $125,000. The town’s total valuation
increased to $78,720,061. The complete 2014 budget is available on
the town website or you may contact the clerk for a copy.

each year and the percentages of the total annual levy.
Permits
Permit requirements and printable forms are available online
at www.kildaretownship.com. Blank forms are also available
on the Town Hall bulletin board, at Hoehn Lumber in Lyndon
Station or by calling or emailing the clerk at 608-666-2483/
[email protected].
A camper or RV parked “full-time” on a property after
August 31, 2011 requires a registration form and a
one-time $50 fee. (Contact Clerk for Application.) An
already registered “replacement” camper should be
re-registered but the fee is waived. Replacement of a
“grandfathered” non-registered camper requires the one-time
application and fee.
Building Permits: ALL structures, regardless of size,
require a building permit and fire sign. Complete the
application and return to clerk with fee, site plan, and
sanitary permit (if required) by the Monday before the
monthly meeting. The town board meets the second
Wednesday of each month to review permit applications.
Contact the town building inspector (Walter Hoehn,
608-666-2111) before beginning construction.

In the past, the Town Board has been approached by folks
wishing to set up a Neighborhood Watch. Chairman Dennis
Franek wants you to know that if any group organizes a
Watch, that he does have some signs available and is
willing to work with you to install signage properly. Keep in
mind, a Neighborhood Watch is not considered a municipal
responsibility. It would be up to the individuals involved to
establish schedules, procedures and practices.
Meanwhile, let’s all make a resolution to
keep Kildare a safe place!
Dog Licenses
All dogs living in Juneau County must be licensed. Dog licenses are on
sale now for 2014. Fees are $3 for neutered/spayed dogs and $8 for all
others. Please MAIL a check payable to Town of Kildare in the proper
