Two Malls, Twice the Recognition
This holiday season, busy shoppers will have the opportunity to
view the splendid tin giving trees built by SAR Members in two
major malls – Sunrise Mall in Citrus Heights and Downtown Plaza
in Sacramento. Thanks to the progressive thinking and creative
negotiation skills of SAR’s CanTree Committee, more Sacramento
residents than ever before will witness this awesome community
service effort.
Sporting a French bistro theme and the tagline, “REALTORS®
and You, Together We Can Can,” the 23rd Annual SAR Christmas
CanTree proved to be another success. The money raised has yet to be
determined but it is safe to say it will be close to the $160,000 goal.
Many volunteers awoke early on Monday, November 21 to come
help construct the tree at Downtown Plaza, positioned in front of the
women’s Macy’s store. A number of those same volunteers showed
up again at 7am at Sunrise Mall to build their second tree in front of
the men’s Macy’s store.
Among the dedicated volunteers was former SAR President and
recent Hometown Hero Honoree Chuck Manly who has participated
in all 23 CanTree events. “CanTree is very near and dear to my heart.
It wouldn’t be Christmas without it,” stated Manly.
Thank you to all who supported this year’s CanTree project financially and physically. The nearly 30,000 families benefiting from
your efforts thank you also.

President’s
Perspective
When this year began I asked for Members to get involved in the
Association and to ask others to get involved. The response to that
request has been impressive from staff, from committees and from
the Members.
I will start by thanking the Members. In response to requests for
help, more than 50 Members who had never served before joined a
committee or task force. Over 20 Members volunteered their time
to help with our first Association organized effort to help clean up of
the American River. More than 30 Members showed up to donate at
our first blood drive. Over 55 Members showed up to help rehabilitate homes as part of Rebuilding Together. Everywhere I look more
and more Members are getting involved in the Association. Thank
you for your efforts so far. Please continue to get others involved
and help us to continue to grow in the months and years ahead.
Next I want to thank the committees. At the start of the year we
made some changes to the committee structure. We separated the
Community Relations Committee from the CanTree Committee.
We also reorganized the responsibilities of some other committees.
The newly formed Community Relations Committee brought us
the blood drive, the American River Cleanup, Rebuilding Together,
Suitcases For Kids and the collection of used print cartridges and
cell phones to benefit local schools. They have even bigger plans
for next year.
The Business and Technology Expo Committee, chaired by
Annie Frick, put on an incredible show. One exhibitor that travels
around the country doing these shows said that this year’s show was
the best they had ever seen from any local association.
The CanTree Committee, chaired by Peggy Coughlin, has
expanded from one tree to two trees and when the final numbers
are in will almost certainly exceed any previous year in total collections. They plan on expanding the program even further in the
years ahead.
The Education Committee, chaired by Valerie Healy, expanded
the course offerings and attracted almost twice as many students as
in previous years. The plans for future years
are even more aggressive with several new
courses under development.

Nancy Arndorfer chaired the Membership Policy Task Force
and brought us the new Affiliate Membership structure. Ron
Greenwood chaired the Sponsorship Task Force and brought us the
new sponsorship program. Thanks to both of you for an outstanding
volunteer effort.
Last, but certainly not least, I want to thank the incredible staff
of SAR. Without this fine staff and all their hard work we would not
have been able to sustain all the activities the Association accomplished. To Nancy, Lyndsey, Robin, Denise, Amelia and Barbara
in Member Services, to Cassie, Pamela and Tippi in Marketing and
Events, to Jennifer and Aaron in Accounting, to Pat in Professional
Standards, to Greg in Public Affairs, to Todd in Facilities, to Traci
in Administration, to Judy and Devyn in Education, to Carl, Daniel
and Kimberly in the Store and especially to Nelson, our incredible
leader, I give my heartfelt thanks for making this year an incredible
year for me and for the Members of SAR.
The Hometown Heroes Committee,
chaired by Charlene Singley, moved from
selecting a recipient periodically to affirmatively pursuing nominees and selecting 10
new Heroes in 2005.
The Housing Opportunities Committee,
chaired by Linda Bennett, pursued several new initiatives including developing the
H.E.L.P. program to assist working families
in finding their first home. Finalization of
this program should occur before the end of
the year.
The Scholarship Committee, chaired by
Perry Georgallis, exceeded even their expectations. They distributed more than $29,000
in scholarships to local graduating high
school students. This amount exceeds even

advertising and representations to the
public. REALTORS® shall also ensure
that their professional status (e.g. broker,
appraiser, property manager, etc.)
or status as REALTORS® is clearly
identifiable in any such advertising.

Noting the increasing numbers of
people using the Internet, REALTOR®
A decided to have a web site designed.
She hired a consultant and proceeded to
plan her site and its contents. Realizing
that her web site might be enhanced by
providing a link to all the local listings
on REALTOR.org, she decided to have
her web site designed to provide such
a link.
A few months later, REALTOR®
B, a competing broker in the same
community, was surfing the web and
happened upon REALTOR® A’s
new web site. Upon exploring it,
he discovered the link to REALTOR.
org which included REALTOR® B’s
listings.
REALTOR® B immediately filed
an ethics complaint with the local
Board of REALTORS® alleging that
REALTOR® A had violated Article 12
of the Code of Ethics as interpreted by
Standards of Practice 12-4. Following
review by the Board’s Grievance
Committee, the complaint was scheduled
for a hearing before a Hearing Panel
of the Board’s Professional Standards
Committee.
At the hearing, REALTOR® B argued
that by providing a link to the listings
on REALTOR.org. REALTOR® A was
advertising without authority all the
listings in the local MLS on her internet
web site.
REALTOR® A countered saying that
in the culture of the Internet, it is
well established that links are merely a
method of “pointing” or “referring” to
another site; that the information had
not been altered nor had any information
been deleted; and that people who view
internet web sites understand that. She
went on to analogize what she had
done to distribute copies of the local
homes magazine. Even though the
magazine contained ads promoting other
REALTORS®’ listings, by delivering
that information to prospective buyers,
she was not advertising their listings.
After hearing all relevant testimony,
the Hearing Panel went into executive
session and concluded that by linking
to an Internet web site which contained
the ads of other REALTORS® listings,
REALTOR®A had not engaged in
unauthorized advertising and had not
violate Article 12.

As usual C.A.R.’s Chief Economist
came to SAR armed with fascinating and
useful economic information. AppletonYoung felt that the biggest question for the
2006 market was where interest rates were
going and if consumer spending would
decline.
REALTOR® Membership
Appleton-Young stated that real estate
is a cyclical industry and successful
REALTORS® will adjust to the expected
“correction” in the market. However, most
Association Members have been in the
business for 18-24 months. They may
find it more difficult to ride the cyclical
wave. Many of these new Members will
only do 1-3 deals per year, primarily with
relatives.
Expensive Homes
According to Appleton-Young, there
is a 3.3 month supply of higher levels of
inventory. The long-term average is 6.3
months. California’s million-dollar home
sales jumped from 9,601 in 2001 to 33,107

Rising Homes Prices
C.A.R.’s Chief Economist stated that
the reason for rising home prices was due
to economics 101: strong demand and
restricted supply. The demand comes from
low mortgage rates, the number of baby
boomers, and investors moving out of the
stock market to real estate as an alternative
investment choice.
Is there a Housing Bubble?
According to Appleton-Young, NO.
She believes that the real estate market
is simply self-correcting and in for a soft
landing. In order to have the housing bubble burst, there needs to be an oversupply
of inventory. If rents get soft, this could
effect the industry as investors will be less
inclined to continue buying real estate.
Proportion of First-Time Homebuyers
The number of first-time homebuyers
are declined dramatically since 1995 when
50% of all homes sold were purchased by
this demographic. In 2005, the number of
first-time homebuyers was only 30.5%. In
terms of type of home purchased by firsttimers, condo purchases are on the rise. In
2004 condos outsold single-family homes
two to one (California statistics).
2006 California Housing Market
Forecast
Appleton-Young states that there will
be a slight decline in home sales. The
median price will rise from $523,150 to
$575,500. Housing affordable will go
from 17% to 15%. Central Valley and
Inland Empire are the areas of California
growing more rapidly.

A recent message from the National
Association to State and Local association
execs contained some very positive news.
Public opinion of the nation’s REALTORS®
has reached an all-time high for the third
straight year according to an annual tracking survey conducted to measure the effectiveness of the eighth season of the National
Association of REALTORS®’ multimillion-dollar Public Awareness Campaign.
The survey’s composite image score
of 19 beliefs, opinions and attitudes about
REALTORS® rose from 56 percent in 2004
to 59 percent—up 11 points since 2002. The
survey also found that the likelihood of real
estate consumers to use a REALTORS®
over a real estate licensee who is not a
REALTORS® rose 4 points to 64 percent
this year.
Some of the consumer beliefs and opinions that improved most over the past 12
months are: “REALTORS® bring the latest
technology to buying and selling a home”
(up 6 points to 63 percent); “REALTORS®
have the expertise to help sellers price their
home fairly” (up 4 points to 64 percent);
“REALTORS® earn their commission” (up
6 points to 50 percent) and “REALTORS®
advocate private property rights of homeowners” (up 12 points to 54 percent).
“Public support for REALTORS® and the
value REALTORS® bring to the real estate
transaction is higher than it has ever been.
Consumer attitudes towards REALTORS®
have been improving steadily for the past
few years due to many factors, especially
the effectiveness of the Public Awareness
Campaign,” said NAR President Al Mansell
of Salt Lake City.
Total awareness of NAR’s television
and radio advertisements reached the highest level in the history of the campaign.
Awareness rose 2 points to 73 percent—
reaching nearly three out of four real estate
consumers in America. In 2005, 55 percent
of consumers recalled seeing or hearing at
least one of the NAR advertising executions, an increase of 2 points over 2004.
Awareness of the call to action introduced
last year, “Ask your agent if they’re a

REALTORS®, a member of the National
Association of REALTORS®,” increased
from 32 percent to 39 percent.
Beliefs about REALTORS® that
improved the most this year were: that they
have the best network of sources to help
buyers and sellers (79 percent up 6 points
over year ago); that they are best qualified
to promote the sale of a home (73 percent,
up 12 points); that they are professional (70
percent, up 13 points); that they conduct
business with ethics and integrity (69 percent, up 11 points); and that they get the job
done properly (68 percent, up 10 points).
Buyers who purchased a home in the
past 12 months reported a jump from 39
percent to 56 percent in agents identifying themselves as REALTORS®, while
sellers reported an even more dramatic 23
percentage point gain, from 41 percent to
64 percent.
REALTOR® support for the advertising campaign continues at levels similar
to those last year, according to a survey of
NAR members conducted in concert with
the consumer survey. Ninety-eight percent
of all NAR members favor the ad program,
94 percent would like to see more advertising, and 78 percent rate the advertising
effectiveness as excellent/very good (up
four points). Sixty-seven percent of members, a significant 10 point gain over last
year, cite NAR’s advertising as an important
reason for joining the association.
The
National
Association
of
REALTORS® Public Awareness Campaign
kicked off its eighth season last February
and it will end next week. New ads this
season featured people talking about their
real estate experiences and touting the
benefits of working with a REALTOR®.
The ads encourage consumers to contact a
REALTOR® first when it comes time to
buy or sell a home or lease a commercial
space.
The $25 million advertising campaign
featured four new television commercials
this year and four new radio spots, as well
as new customizable print ads, posters and
Web banners for state and local associations to use. Commercials included NAR’s
first-ever Spanish-language television ad.
The new spot, which closely resembles the
English-language version, featured Hispanic
Americans sharing their hopes, dreams and
stories about trying to achieve the American
dream of homeownership.

NAR Ranks Real Estate’s Top Government Policy Issues
At the San Francisco business meetings in late October, NAR issued the results of a
political issues survey. A total of 292 real estate association executives, CEOs and government affairs directors participated, about 10% of those from California.
The results provide an enlightening perspective on what political issues are weighing
most heavily on the minds of our executives nationally and what are likely to be the most
prevalent on 2006 political action agendas.
I’m taking a little artistic license here, because the context of the survey was, more
precisely, issues that respondents believe warrant more or less research and policy development than NAR is currently providing. It’s a short leap of reason to assume that issues
needing more attention and issues of greatest concern to association executives are one
and the same.
Here’s a rundown of the top 10 overall issues:

The Spirit of Giving began a little
earlier than normal this year. Rather
than waiting until Christmas, Masters
Club distributed $5,000 to each of their
nine chosen charities on Friday, November
18 during their Masters Club Annual
Breakfast at Arden Hills Country Club.
These funds were made possible as a
result of their fundraising efforts at the
October golf tournament. Representatives
from Bishop Quinn Cottages; Center for
AIDS Research, Education & Services;
Children’s Receiving Home; Mustard
Seed School; Sacramento Crisis Nursery;
Stanford Home for Children; Stanford
Settlement; Transitional Living and
Community Support; and Wellspring
Women’s Center gratefully received their
checks and took a few minutes to speak to
us about their individual charities.
While we were dining, our guest speaker Mike McKeever gave us a stimulating talk on how the Sacramento region
will manage an effective doubling of the
population growth by 2050. Mike is the
Executive Director of the Sacramento Area
Council of Governments, which is an
association of local governments in the
six-county Sacramento Region. SACOG
provides transportation planning and funding for the region. In addition to prepar-

ing the region’s long-range transportation
plan, SACOG approves the distribution
of affordable housing in the region and is
undertaking a major effort to link transportation and land development closely. Mike
lives in Curtis Park with his wife, Nancy,
and their two children, Elizabeth and Tom.

The percentages shown indicate respondents who said they need more or much more
information about the issue to effectively manage their Association’s needs.
The top 10 list of issues facing local associations pretty much tracks the overall list
above. When asked to respond about state issues, association executives responded somewhat differently.

It’s clear from this survey -- as it was from the several forums held on the subject during
the NAR meetings -- that eminent domain abuse is a problem REALTORS® are ready to
take on at the state level. As advocates of private property rights, REALTORS® should
be the watchdogs against unfair government seizures of private real estate.
That’s understandable. But who here in Sacramento would have guessed that over 60%
of REALTOR® associations nationwide would have ranked dealing with methamphetamine labs as a priority government action item?
Did association executives (AEs) see things differently and government affairs directors
(GADs) in the survey?
The number one issue for AEs nationwide in 2005-2006 is federal legislation to require
small-business and Association health care plans, something California already has. We
actually oppose a national program because it would preempt California law and impose a
lower level of health benefits.
The runaway number one issue for GADs nationwide? Eminent domain abuse.
Interestingly, concerns about state and local taxes on REALTORS® also ranked high
among GADs, but not association executives.
Here are two final observations about the NAR survey and government affairs agenda
for 2006. Banks in real estate barely registered a blip on the radar screen of association
issues, perhaps in light of positive news from Washington D. C. about changes on the
House Banking and Finance Committee. Meanwhile, the new 800-pound gorilla among
real estate issues -- reduction or elimination of the mortgage interested deduction -- is also
absent among the list of key issues, owing to the fact that it emerged after the mid-October
survey was completed.
