I have been writing the text for the ETEP brochure for a good few years now,
in fact the one that you are now casting your music industry (unless you’re
from one of the related businesses that now attend Eurosonic Noorderslag, in
which case welcome!) professional eye across is, incredibly, the fourteenth!
In the first few years it was necessary to go into some detail about just what
the European Talent Exchange Programme was. Now of course ETEP is one of
the best known acronyms, amongst the many, referred to by agents, managers,
festival promoters, music export offices etc, when scheduling and planning artist
careers throughout the European music industry. Eurosonic Noorderslag has
been responsible for kick-starting the careers of European acts including Ásgeir,
Aurora, Bastille, Dotan, Ibeyi, James Blake, Jett Rebel, Hozier, Milky Chance,
Royal Blood, Seinabo Sey and Vök.

Those acts that have managed to secure a showcase at this thirtieth edition
of Eurosonic Noorderslag, have the unique opportunity of being spotted by
representatives of the ETEP partners, including festival bookers from the 100
major music festivals that take part in the programme. Alongside this impressive
number of events, ETEP is augmented and supported by 28 European public
radio stations united in the European Broadcasting Union and supported by the
international music press. The many acts from all over Europe that have already
benefited from first playing at Eurosonic then going on to play at multiple festivals
via the European Talent Exchange Programme are very much aware of how
intrinsic this has been to the development of their careers.

This focus for 2016 is the conclusion of the Central
European Talent Exchange Programme (CEETEP).
Together with 18 CEETEP festivals in the CEE
region and selected CEE media partners, Eurosonic
Noorderslag and co-organisers Sziget and Exit
Festival, developed a plan to encourage the circulation
of CEE artists and repertoire in Central and Eastern
Europe, both at festivals and in the media. By working
together, the CEETEP festivals and their media
partners aim to help more CEE artists perform across
borders within Central Eastern Europe, and, via these
shows at Eurosonic Noorderslag, throughout the
whole of Europe and beyond.

CEETEP
The EU Funding received in 2012 facilitated the
introduction of ETEP 2.0, the new version of ETEP
in 2012 with new festivals from Central Eastern
Europe (CEE) joining and expanding the Programme.
To further develop opportunities in the CEE region
Eurosonic Noorderslag and co-organisers Sziget
Festival, and Exit Festival, together with in total 17
CEETEP festivals in the CEE region and selected
CEE media partners, developed a scheme for the
circulation of CEE artists and repertoire in the CEE
countries, initiating CEETEP as a sub-programme
of ETEP. Also workshops were set up at the EXIT
festival in Serbia, for invited managers and artists in
order to pass on information and expertise to help
develop artists and to assist in professionalising the
industry in the region.
The CEETEP project has been extremely successful,
the programme itself has now finished but has
worked out very well terminating with the Central
and Eastern European focus at this thirtieth edition of
Eurosonic Noorderslag.
Each year a different country is highlighted in order
to showcase the diversity of musical talent across
Europe. Countries that have been showcased at
previous editions include France, Germany, Italy,
Sweden, Belgium, Norway, The Netherlands, Ireland,
Finland, Austria and Iceland. This year a group of 13
CEE countries: Bulgaria, Croatia, Czech Republic,
Estonia, Hungary, Latvia, Lithuania, Poland, the
Republic of Macedonia, Romania, Serbia, Slovakia
and Slovenia, are the focus region of Eurosonic
Noorderslag.

"My deep wish to strengthen the circulation of
artistic repertoire and the cooperation and exchange
of know-how between the cultural workers, festivals,
media in the CEE region started long back in 2005.
In 2006 the idea of CEETEP was born at the
RegiON music conference in Budapest. With the
strong believe that we can only build up something
together for our region, for the artists by building
cultural bridges between our countries.
With the great cooperation between all the wonderful
people, festivals, media and Eurosonic Noorderslag
and Exit Festival involved a 10 year period will come
now to its final phase. In January 2016 we will unite
all the positive energies and the region which we call
Central and Eastern Europe and we will become
ONE within the stages of Europe. January 2016 at

All the CEETEP Festivals are now added to the
ETEP Festivals, and the CEE territories have now
been absorbed into the overall European set up. As
Peter Smidt says, “We are now just waiting for these
acts to achieve better circulation throughout Europe.”

These further promotional tools will build on the
original ETEP principles as stated back in 2003. “To
provide a real network of partners that can actually
give European music a big boost and an audience of
millions. To make a real change and to create a real
network with all involved parties and to create a flow
of European talent across Europe with the strongest
possible support and promotion” The future intention
is to add more and even louder voices to get the
message across.
But of course there is, as always, the question of
finance. Although funding is in place for the next
couple of years and plans and strategies have been
put together for beyond that period, as Peter Smidt
says, “You can’t take anything for granted, this job
is never fully done, there is still work to do. New
partners and investors are always welcome!” – So,
there’s an invitation - what are you waiting for?

But, although much has been achieved with ETEP
and CEETEP, standing still is not forseen, over the
coming years the plan is to develop more promotion
for the ETEP acts in cooperation with all ETEP and
Media partners. For instance if a Norwegian act is
booked to play on a French festival its presence on
the bill will be highlighted, further emphasising the
ETEP intention to enable European artists to cross
borders and appear before international audiences

The European Talent Exchange Programme (ETEP) is an initiative of the
Noorderslag Foundation to stimulate the circulation of European repertoire
on festivals, radio and media in Europe.
As the exchange and support of new European music in Europe is one of the
main goals of Eurosonic Noorderslag, ETEP was introduced in 2003. Each
year ETEP brings together the leading European festivals, radio and other
media and stimulates them to ‘exchange’ a selection of artists. Since the
start of the ETEP programme in 2003 a total of 2690 shows by 972 European
artists were presented in 31 countries (2003-2015).

WHY ETEP?
The reason for the implementation of this programme
is due to the great difficulties that European pop
music experiences in trans-European promotion and
distribution. Historically, Anglo-American repertoire
has been the focus of professional distribution and
promotion in Europe.
A. GENERAL OBJECTIVES
The main objective of the ETEP project is to facilitate the circulation of repertoires,
artists and productions in Europe and have the European music industry and media
working together to promote acts and repertoire.
THERE ARE FOUR SPECIFIC OBJECTIVES:
HOW DOES ETEP WORK?
Each year Eurosonic Noorderslag, which is
broadcasted by several EBU (European Broadcasting
Union) radio stations, selects the most current
and promising European artists to play the festival.
With ETEP we bring together the leading European
festivals, radio and other media and stimulate them to
‘exchange’ these artists. ETEP festivals select foreign
artists from the line-up of Eurosonic Noorderslag,
guaranteeing confirmed slots at their festival. Radio
stations support the selected acts with airplay.
Written media support the acts in national press. Both
radio and print media offer national exposure to these
selected groups. In this way the selected talented
European artists are guaranteed to play at one or
more major festivals attracting thousands of music
lovers and with the support of radio and other media,
managers, promoters and agents resulting in an
audience numbering in the millions. This guarantees
maximum exposure and offers a perfect opportunity for
management and the recording industry to establish
and promote their artists throughout Europe.

One of ETEP’s goals is to stimulate contacts on the
cultural, business and media level between European
professionals in the European music field. ETEP was
initiated in order to develop a solid network among
the involved parties to promote, support, motivate and
encourage the free flow of creative European talent
across the continent. EBU members have a strong
input in the programming of Eurosonic Noorderslag
since they promote their best national talent at the
festival. EBU members record and broadcast many of
the festival shows. This strong alliance involving the
most influential parties in European music provides
a network of associates who are able to reach
an audience of millions, thereby guaranteeing the
continuing expansion of European music. It creates
a unique cooperative working relationship between
professionals in the European music business with
European talent rather than US talent. It boosts the
circulation of European talent both nationally and
internationally. In this way ETEP creates opportunities
and builds careers for European artists in Europe. By
doing this in consistent manner, ETEP is able to create
real networks and stimulate a solid flow of European
talent across the continent. ETEP is simple, cost
effective, has a proven track record and is of major
importance in creating an expanding European music
industry. It is therefore the logical step in creating a
European platform to facilitate the growth of a panEuropean repertoire.
• To have as many as possible European acts to be programmed at as many
European festivals as possible;
• To promote these acts not only on festivals but in parallel through media coverage;
• To stimulate the music industry and media to work on European repertoire;
• To boost European careers for European artists.
B. RESULTS
2003 the first year of ETEP, presented a total of 53 shows with 23 acts from 8 countries playing at 23 festivals
in 13 countries;
2004 presented a total of 84 shows with 35 acts from 13 countries playing at 36 festivals in 13 countries;
2015 presented a total of 396 shows with 132 acts from 21 countries playing at 95 festivals in 31 countries.

Many of these shows were promoted by the major European music magazines and air played at the EBU radio
stations in Europe, giving the artists exposure to a large border crossing audience of millions.

ETEP 2.0
ETEP 2.0. is the new version of ETEP (European Talent
Exchange Programme). Thanks to the support of the
European Commission ETEP 2.0 has grown from 60
participating festivals in 2011 to 100 in 2015.

CEETEP (Central Eastern European Talent Exchange
Programme) is an ETEP sub-programme. Together with
in total 18 CEETEP festivals in the CEE region and
selected CEE media partners, Eurosonic Noorderslag
and co-organisers Sziget and Exit Festival developed a
scheme for the circulation of CEE artists and repertoire
in Central and Eastern Europe at the festivals and in the
media.
By working together, the CEETEP festivals and their
media partners will help more CEE artists perform
across borders within Central Eastern Europe and via
shows at Eurosonic Noorderslag in the Netherlands
throughout the whole of Europe and beyond.

Music Week (SI), Sziget (HU), Taksirat Festival (MK),
Tallinn Music Week (EE), Vilnius Music Week (LT),
Waves Bratislava (SK), Woodstock Festival Poland (PL).

How does it work?
The festivals of each country can suggest 5 to 6 artists
from their country. These artists are put together in a
pool. During the following festival season, CEETEP
festivals will book artists from this pool, which are not
from their own country, for a show on their festival. If a
festival books a CEETEP act from the pool, they receive
a support to promotional costs. The CEETEP results
are presented on Exit or Sziget during the summer. The
CEETEP artists who play the most CEETEP shows will
get to play Eurosonic in the following year.
RESULTS CEETEP
2012 presented a total of 27 shows with 19 acts from
10 countries playing at 13 festivals in 10 countries
2014 presented a total of 19 shows with 15 acts from 9
countries playing at 17 festivals in 13 countries
PARTNERS AND CO-ORGANISERS
Eurosonic Noorderslag organises ETEP and has a few
very important partners like the European Commission,
Sena Performers and Buma Cultuur. Without their support
the programme wouldn’t be possible. Futhermore there
are the co-organisers who play a very important role in
ETEP: export offfices scout talent for Eurosonic and
promote the shows of the acts at Eurosonic and with
Yourope on board we have a linking pin between ETEP
and Europe’s festivals. Exit and Sziget play an active
role in the development of CEETEP and the CEETEP
media partners make sure the shows of CEETEP artists
get promoted. Finally the EBU ensure ETEP artists get
airplay. This great team makes sure European talent is
succesfully crossing borders since 2003!

Rekordzahlen für ETEP- und CEETEP-Programme
Die beiden von Eurosonic Noorderslag initiierten
Live-Programme ETEP (European Talent Exchange
Program) und CEETEP (Central Eastern European
Talent Exchange Program), mit deren Hilfe
europäische Bands auf europäischen Festivals
auftreten können, waren in diesem Jahr
erfolgreicher als jemals zuvor.
So haben die teilnehmenden ETEP-Festivals in
diesem Jahr 324 Shows für 103 Künstler aus 23
verschiedenen Ländern gebucht - im Vorjahr waren
es nur 287 Auftritte. Und auch CEETEP meldet
einen Rekord: Hier wuchs die Zahl der Shows von
27 auf 32. Davon profitierten 22 Acts aus zwölf
verschiedenen Nationen.
Am häufigsten gebucht wurden in der
Festivalsaison 2013 mit jeweils elf Shows die
Villagers, Palma Violets und Jake Bugg. Sie alle
waren im Januar in Groningen beim
Showcasefestival Eurosonic Noorderslag
aufgetreten und hatten dort die Booker überzeugt.
Dieser Auftritt bei Eurosonic Noorderslag bescherte ihnen
einen Festivalauftritt: Captain Capa im Huize Mas im Januar

Auf jeweils zehn Show kommen Skip & Die und
Efterklang, gefolgt von Rangleklods, Kodaline und AlunaGeorge mit neun Gigs und Netsky, Mø und C2C mit
je acht Festivalshows. Bei den deutschen Bands kommen Terribly Overated Youngsters und die Fenster auf
zwei Shows, Sea+Air, Kadavar, Captain Capa und Camera auf eine.
Seit Beginn des Programm im Jahr 2003 haben die holländischen Initiatoren 1664 Shows von 605
europäischen Künstlern bei 71 Festivals gezählt. 2014 nehmen erstmals das britischen Festivals Green Man
und Larmer Tree Festival sowie das polnische Burn Selector an den beiden Austauschprogrammen teil.

Eurosonic Noorderslag is the key exchange and
networking platform for European music, with
a proven track record for helping to break new
acts on the international live music scene. A soldout event for many years, Eurosonic Noorderslag
attracts over 3,900 professional delegates, including
representatives of over 430 international festivals.
Eurosonic Noorderslag presents showcases by more
than 350 acts alongside a conference programme
featuring 175 panels, keynote speakers, interviews,
and workshops, as well as dinners, pitches, parties
and meetings covering the latest developments in the
international music, media, production and interactive
industries.
Eurosonic Noorderslag has been responsible for
kick-starting the careers of European acts like Ásgeir,
Benjamin Clementine, Birth of Joy, Coely, Emilie
Nicolas, Ewert and the Two Dragons, George Ezra,
Hozier, Jaakko Eino Kalevi, Jungle, Kadebostany, Larry

THE EUROPEAN COMMISSION,
CULTURE PROGRAMME
The Culture Programme 2007-2013 provided funding
opportunities for the development of cultural cooperation
at European level. It was opened to all cultural sectors
and all categories of cultural operators, except for the
audiovisual cultural industries and activities (including
film festivals), covered by the MEDIA Programme. Cofinancing of cultural and creative operators/activities is
now implanted under the Creative Europe Programme.
The Culture Programme mainly promoted cross-border
mobility of cultural players, the circulation of artistic and
cultural works and products, and intercultural dialogue
and exchanges.
Actions
The Programme encouraged artistic and cultural
creation in Europe through cooperation between public
and private cultural operators active in music,
performing arts, visual and plastic arts, literature, books
and reading, translation and cultural heritage. It was
composed of 3 strands, corresponding to 3 different
levels of intervention:
Strand 1: Support for cultural projects: cooperation
projects within the European Union and with third
countries, literary translation projects and festivals
Strand 2: Support for organisations active at European
level in the field of Culture: operating grants for
organisations’ permanent activities
Strand 3: Support for analyses and dissemination
activities in the field of cultural cooperation: cooperation
projects between organisations involved in cultural
policy analysis

SENA BUMA CULTUUR
In 1993, the government appointed Sena (in Dutch:
Stichting ter Exploitatie van Naburige Rechten) to
manage the remuneration rights of all Dutch artists
and record producers under the Neighbouring Rights
Act, or WNR. Furthermore, we also represent many
international top acts, including Phil Collins, Coldplay,
The Beatles, The Rolling Stones, Mumford & Sons,
James Morrison, Pharell Williams, Will and the People,
The Babysitters Circus and David Guetta.
Sena has two main functions. The first is to grant
licenses on behalf of the rightholders to companies
or organizations that use music, and to collect the
associated fees. Sena carefully monitors and registers
where, how and with what purpose music is played
in the commercial sector, and which licenses are
applicable. Sena’s second job is to ensure that the
fees are correctly distributed among the artists and
producers. To make this possible, Sena first registers
rightholders’ details, including the repertoire they have
worked on or produced.
Buma Cultuur is dedicated to music from The
Netherlands. Buma Cultuur supports and promotes
Dutch music copyright in both The Netherlands and key
export markets for Dutch music. The aim is to increase
the percentage of Dutch music in the Dutch market and
to raise revenue flow by stimulating the use of Dutch
music copyright on foreign markets. Buma Cultuur is
founded by the Dutch collecting society Buma.
Buma/Stemra is the collection society for music authors
in The Netherlands and represents the interests of its
members worldwide. Besides collection and payment
of remunerations to music authors, Buma/Stemra
stimulates and supports the development of new talent.
The next step is to calculate who is entitled to what;
this is achieved using information such as playlists from
radio and television stations. Sena also uses the results
of a large-scale market research study that it conducts in
conjunction with Buma, which produces an overview of
listening behavior within the Dutch commercial sector.
Lastly, Sena issues payments to the rightholders. In this
respect Sena is a non-profit organization, and views it as
its mission to pass on the fees as correctly and with as
few costs as possible. Payments are issued four times
per year. Register with us!

The European Festival Association Founded in
November 1998 – today representing over 80
members from over 25 countries. Yourope members are
dedicated to improving the European festival scene in
terms of: working conditions, health and safety issues,
environmental awareness, exchange of knowledge and
information and promoting the cross-border exchange
of live music talent. The overall aim of the association
is to collaborate, share experiences and to pinpoint
areas that would benefit from a joint approach. Having
gained respect within the industry and at government
level, Yourope also has the power to lobby for all legal
and industry issues relating to the European festival
industry on behalf of its members and together with
other associations in the live music business. Yourope
also focuses on other key issues for festivals – such
exchange of information regarding marketing and
sponsoring, contracts, production riders or radio/TV,
internet rights and more.

Eurosonic Noorderslag, the showcase festival for up
and coming European bands and artists, enjoys every
year the unique input of the European Broadcasting
Union (EBU). The EBU is the largest association of
national broadcasters in the world.
In this year’s edition, 27 EBU Radio stations have
selected and are supporting 31 Acts to perform in
Groningen, thereby helping unleash a great deal of great
music coming out of European territories nowadays:

INITIATIVE MUSIK
Support for Musicians and Music Companies from
Germany
Initiative Musik is the federal government’s funding
agency and supports the music industry for rock,
pop, and jazz in Germany. Initiative Musik’s support
programmes offer artists financial support to indirectly
support their professional development. Initiative Musik
acts as Germany’s music export office. One of its
main goals is to promote and support young musical
talent, musicians with immigrant backgrounds, and
disseminating music from Germany on foreign markets.
Another focus is the support of music venues that
significantly contribute to maintaining cultural diversity
within Germany with their work.
Initiative Musik is supported by the German Society for
the Administration of Neighbouring Rights (GVL), the
German Music Council (Deutscher Musikrat), and the
German Music Authors’ Society (GEMA). The bulk of
the project’s funding is provided by the German Federal
Commissioner for Culture and Media.

Four EBU Member organisations (NPO/Netherlands,
ARD-WDR/Germany, SR/Sweden and BBC/UK)
are collaborating technically on the production and
broadcast of the event. Many radio stations are also
broadcasting live from Groningen.
All of this for one very good reason: European Public
Broadcasters are the ones supporting emerging acts
and Eurosonic Noorderslag is the ideal platform to
showcase new talent. And there’s more, much more.
Radio broadcasters and festivals joining forces in the
European talent exchange programme (ETEP) makes
complete sense. This unique pan-European initiative to
support upcoming European Acts by offering them slots
in festivals, as well as radio airtime in the same given
country is a great idea. There again, EBU Broadcasters
are at the heart of it.

FESTIVAL EXIT
EXIT festival is an annual summer music festival in
the Petrovaradin Fortress of Novi Sad, Serbia. Held
in the picturesque setting of an 18th century fortress
by the Danube, the festival quickly grew in stature
and reputation. Exit tries to stick to its initial mission
of providing relevant entertainment to youth while also
bringing pertinent social topics to the forefront. The
flavor of the festival is strongly alternative and now with
a clear identity of its own.
Participating in ETEP & CEETEP, EXIT Festival is proud

BUREAU EXPORT DE LA MUSIQUE

Bureau Export has been aiming to help the French music
industry develop its artists internationally in both pop and
classical music for twenty two years. Thanks to financial
resources from both institutional and professional
partners, Bureau Export has built a dynamic network of
20 experienced professionals operating in 5 market
territories around the world. Bureau Export has been
actively present at Eurosonic Noorderslag since 2004:
this event has become one of the best places for new
artists to break into Europe.

Fondazione Arezzo Wave Italia (FAWI) is a foundation
that has promotion, education and knowledge of music
cultures as its purpose. FAWI organizes also Arezzo
Wave Love Festival, which is the oldest music festival
in Italy. 30 years old, but always with the same attitude:
spreading love for music, youth culture and social values.
Arezzo Wave presents International Music stars as well
as up-and-coming artists, and thanks to “Arezzo Wave
Network” the festival presents the best new talents of
Italy. The Festival area has an easy access (free or with
cheap tickets) and many different attractions, including
workshops, sports and social activities and a lot of side
projects for the youngest.
MICA - MUSIC AUSTRIA
mica – music austria, the professional partner of
composers, musicians and the surrounding field in
Austria, informs about Austrian music scenes, provides
consulting and legal advice and promotes Austrian
music both at home and abroad. All services of the
Austrian music information centre are free of charge for
composers and musicians in Austria.
Together with the Austrian Music Fund, mica has
relaunched the initiative Austrian Music Export, which
is devoted to supporting exporters of contemporary
Austrian music in all genres and related aspects
(recordings, live, synch, etc.).

THE CULTURAL COMPANIES
Sziget started in 1993 and by now it has become one
of the biggest multicultural events of Europe. The festival
attracts almost 400.000 fans from over 70 countries
to a beautiful island in the heart of sunny Budapest,
providing a complete festival-holiday experience. Sziget
is many festivals in one: a week long non-stop event with
approx.. 60 program venues and around 250 programs
daily. Performing bands range fron the biggest names of
the international pop/rock scene to starts of world and
electronical music, but you will also find metal, folk, jazz,
blues, alternative and even classical tunes, while you are
wandering around the huge festival area. And Sziget is not
just about music, offering several other cultural programs,
like theatre, giant street theatre, circus, literary events or
exhibitions. This is the only big open-air festival where
you will find a roma tent and even a gay-lesbian venue
called Magic Mirror. Also keep an eye on the fact that the
festival is in the middle of Budapest, a touristic city with
a lively cultural scene, beautiful historic buildings, Turkish
spas and special ‘ruin pubs’. Sziget has an atmosphere
that is almost impossible to describe, because is has so
many different personal aspects, so many faces. Sziget is
something one has to see to understand what being part
of the Sziget feeling means.
The Catalan Institute for Cultural Companies (ICEC)
is a public institution associated to the Catalan
Government’s Ministry of Culture that aims to promote
and foster the development of the Catalan Cultural
Industries (CCIs). ICEC offers support to companies in
different sectors: music, performing arts, audiovisual and
digital, publishing and visual arts.
With headquarters in Barcelona and a network of offices
around Europe, its Market Development Department
facilitates to Catalan CCIs the access to national and
international markets. First of all by coordinating and
supporting the strategic marketplaces and professional
events taking place in Catalonia that focus on the
performing arts and music. In the music field, such events
are: Mercat de Música Viva de Vic, Fira Mediterrània,
Primavera Pro and Sonar+D. Secondly, supporting
a great diversity of companies such as record labels,
managers, promoters, bookers, publishers and festivals
in their international activity. On one side, offering
grants, training, market research and consultancy on
export projects; on the other side, strengthening their
attendance at fairs and key events worldwide, under the
brand of Creative Catalonia.

Flanders Arts Institute is a new organisation that saw the
light of day on 1 January 2015. Flanders Arts Institute
serves the arts sector in Flanders and is a merger of
VTi (Institute for the Performing Arts in Flanders), BAM
(Flemish Institute for Visual, Audiovisual and Media
Art) and Flanders Music Centre. Flanders Arts Institute
is the new reference for all of your questions about
art in Flanders. Our core functions include a focus on
research, international activities, supporting the practice
of art and policy support. We collect and distribute
knowledge and expertise daily about and for the arts in
Flanders, in an international context. The institute is the
