Over the past year, we have been working with local authorities and key organisations to develop our proposals for Temple Farm. We are now ready to share our plans with the wider community. We intend to submit an outline planning application to the Council. Jehovah’s Witnesses are an international organisation International Bible Students Association (‘IBSA’) is the name of the charity which manages Jehovah’s Witnesses’ printing, literature distribution and related administrative functions (such as translation). Our headquarters are staffed by a multicultural team who live as close as possible to their workplace. Our operations are currently located in North London, which has been our home for the last 58 years. However, we want to relocate because we have outgrown our current premises which are now spread across a 5 mile area. Our objective is to greatly improve the efficiency of our operations by basing all of our activities within one central facility. In Britain we translate and print literature in many languages and distribute it internationally. Some of our team provide relief to people throughout the world. Temple Farm, Chelmsford 3 The Site Temple Farm has some outstanding qualities. A12 B1007 Aerial View of Temple Farm We’ve chosen Temple Farm because it has excellent transport links and is set in a beautiful rural location. The site is close to the A12 - a strategic route which would allow us easy access to major roads, ports and airports without the need to travel through villages such as Stock. To the west of the site is Temple Wood, an area of ancient woodland which, along with the site’s hedgerows, will help to screen the development from surrounding vantage points. At the same time, this setting would create an attractive and pleasant living environment. In the right hands,Temple Farm has tremendous potential for restoration. Aerial view of Temple Farm, April 2014 Originally in agricultural use, the site has been used for car breaking since at least the 1960s. Unfortunately, large parts of the site have been heavily contaminated by decades of waste disposal and tipping. Currently, the central area of Temple Farm contains a car scrap heap, vehicle dismantlers, small workshop garages, abandoned vehicle parts and areas for other storage uses. Some of these uses have been certified as lawful and have permission to remain indefinitely. The site is likely to deteriorate even further without timely intervention. 3 1 The site has very poor infrastructure... As a result, the site could be developed for large factories, warehouses or distribution centres. Both the Council and the Secretary of State also accepted that an access road can be built through Temple Wood. Recorded contamination survey A key part of our proposal is to restore and regenerate this damaged and contaminated site. We will transform Temple Farm back into a rich natural landscape of indigenous trees, ancient hedgerows, meadows and lawns. Before any construction takes place, our priority will be to decontaminate and then enhance and protect the site’s natural assets. The relocated public footpath... Temple Farm, Chelmsford 7 The Proposal We have thought carefully about how the design responds to the amenity of our neighbours and the site’s natural qualities. Overall masterplanning concept diagram Although our plans are not yet finalised, we are committed to ensuring that our proposals have as little impact on the amenity of our neighbours as possible. A12 The introduction of more trees and hedgerows will act as a green buffer protecting views into the site. Our unique live/work environment means that those who live on site will have no need to travel by car to the workplace. This will dramatically reduce car use and emissions. In fact our initial surveys indicate that the proposed use would add to traffic in the surrounding areas by less than 5% during peak times. This will continue to be the case around Temple Farm, with HGV movements being significantly less than the previously approved scheme. As well as limiting the use of delivery vehicles to areas of the site that will not disturb our neighbours, we also propose routing HGVs via the A12. Temple Farm, Chelmsford 8 The Proposal Our live/work balance creates a highly sustainable development with a mix of uses... Proposed masterplan layout (later phases indicated in light green) The purpose of the proposed development is to provide administrative headquarters for Jehovah’s Witnesses in Britain and Ireland. It will be occupied by skilled individuals who will live and work on the site. The proposed uses will include the following: • A printery producing Bible-based literature; • Packing and distribution to national and international destinations; • Administrative and Language Translation offices; • Video and sound production studios; • Auditorium and training facilities; • Building and landscaping maintenance; • An energy centre; • One and two bedroom apartments accommodating up to 1200 residents and visitors; • Residential services including catering and laundry facilities; • Health and aged care facilities; • Recreational facilities; • A visitor centre.
