Jokkmokk Winter Conference 2014 Eco-Mobility Best practice examples from Swedish Eco-municipalities Kenneth Gyllensting Coordinator The National Association of Swedish Eco-Municipalities “Sekom” The Sekom network • The oldest municipality network for sustainable development in the world • A voluntary network for local authorities in Sweden • Formally a Local Government Organization Municipalities in Sweden have large possibilities to work on sustainability 290 self-governed units with their own taxation, only a small amount of the direct taxation is national • • Runs most of public service from schools to elderly care. Monopoly on physical planning and land use. The four sustainability principles These principles are used as guidlines by the members: In a sustainable society, nature is not subject to systematically increasing… 1 ...concentrations of substances extracted from the Earth’s crust 2 …concentrations of substances produced by society 3 …degradation by physical means And in that society… 4 …human needs are met worldwide Short facts on Sekom • The first Eco-Municipality in Sweden, Övertorneå, was declared in 1983 • The networking started in mid eighties and the National Association of Swedish Eco-Municipalities (Sekom) was founded in 1995. • 92 Swedish municipalities are members today (~31 %) • Largest Member: Stockholm (900 000 inhabitants) • Smallest member: Sorsele (2 700 inhabitants) Sekom member municipalities Organisation • A board of 12 leading politicians from the member municipalities lead the association • A committee of 8 skilled officials from the members support the board • Head office in Karlskrona municipality • More info on the web-site, www.sekom.se International partnership Ecomuna – International Web campus Some examples of eco-mobility from our members Example 1: Helsingborg On the road towards sustainability An Eco-Municipality since 1995 Food waste as a resource City integrated vehicle biogas system City integrated vehicle biogas system Farmer integrated distribution system for the sludge, used as fertilizers 10 km pipeline Largest number of electric pool cars in Sweden • The car pool company Sun Fleet has 40 electric cars stationed in Helsingborg • The municipality owned company Öresundskraft has 6 electric cars in a public car pool. 3 of those are charged with solar power Example 2: ELMOS - Introducing electric mobility as intermodal transport mean in small and medium sized cities in the South Baltic Area Partners City of Karlskrona City of Växjö Commune of Trabki Wielkie Energy Agency for Southeast Sweden Hanseatic City of Rostock Polish Union of Active Mobility Rostocker Straßenbahn AG The Municipality of Malbork Associated organisations Blekinge Public Transport ExtraEnergy reg'd.assoc. Kronoberg Public Transport Cooperation Municipality of Gdynia Union of the Baltic Cities (UBC) Initial European survey showed: • A great number of European cities have various emobility measures in place – but only very few take a strategic approach towards e-mobility • E-mobility strategy development is still in an early phase • The smaller a city is, the less likely it is to have a municipal e-mobility strategy Expected outcomes 2014 • E-mobility plans for the member municipalities • Promotion of pedelecs by letting test groups try them for a period of time (ongoing) • Multilingual handbooks for electric mobility in small & medium sized cities www.elmos-project.eu Example 3: Commute Green (Pendla Grönt) Municipality of Karlstad Some different actions to promote biking • • • • • • ”Commute Green” project: 37 test commuters (both bike and bus), switching from car. Also promoting winter biking. ”Biking Council” w officials, NGOs, and companies, about 30 people meeting a couple of times a year. Campaign ”Bike to Work” every year since 1999 – in total 15 000 employees have taken part.
