New Storm Hardened
Tavernier Operations Center
In October 2007, FKEC’s Board of Directors signed a
contract for the construction of a storm hardened
warehouse/office complex in Tavernier as the culmination
of more than four years of planning, designing, revising and
compromising to create the most useful, most cost effective,
and most community-minded facility possible to serve the
31,000 members of our community cooperative.
The $13.67 million center was designed for category five
hurricane preparedness and survivability, operational
efficiency and safety, and energy efficiency and conservation.
“Green” Building
• Large warehouse designed to protect
bucket trucks inside during storms.
• Entire structure elevated above flood level.
• Built of poured concrete, including the roof.
• Warehouse building reinforced to safeguard
the materials necessary for restoration.
• Facility planned to operate in stand-alone
mode for at least 72 hours.
• Adequate generation, fuel, water, food and
food preparation facilities to operate for at
least three days without outside assistance.
• Reinforced cafeteria/multipurpose room
included in new operations center with an
attached commercial kitchen to house and
feed employees and any outside crews
called in to assist.

• In 2008, FKEC sold 650,000,000 kWh.
• The two solar arrays will produce
0.025% of FKEC’s annual energy sales,
or enough to power about 13 homes.
• Current average cost per kilowatt hour
for power from FPL is 9 cents.
Renewable Energy Bond
• FKEC installed the arrays with
$1 million worth of funding from the
Internal Revenue Service’s Clean
Renewable Energy Bond program.

be viewed online by visiting www.FKEC.com.
We are continually looking ahead and hoping
that with increased demand from utilities like
FKEC, solar power generation will become
much more efficient and cost effective. We
see this as the first step in the right direction.

First Grid-Connected
Solar Arrays in the Keys
FKEC further extended its commitment to the
environment in 2008 by installing Florida’s second
largest solar array to feed “green” power into the
local power grid.
The Co-op installed approximately 120 total
kilowatts of solar power generation in two arrays,
one in Marathon and one on Crawl Key.
The cooperative’s solar project is in part a
response to Florida Gov. Charlie Crist’s request
that 20 percent of the state’s energy be provided
through renewable resources by 2020.

$5.3 million in strengthening and upgrading your
local power system in 2008, and your hometown
cooperative continues to focus on improving the
reliability and quality of the power delivered to our
member-consumers in the Upper and Middle
Florida Keys. Your nine-member board of directors
is dedicated to delivering high quality,
competitively priced energy and services to you, the
community we serve.

As members, all of FKEC’s customers contribute
proportionately to the company’s capital and, over time, are
refunded the amount collected in excess of expenses. In 2008,
the Board of Directors proudly returned $1,185,000 to you,
our members.
99.99% Reliability
In 2008, we again achieved 99.99% reliability with only
45 minutes average outage time per member. This is more
than four times better than the national average of 202
minutes for all U.S. cooperatives in 2007.

Four Times More Reliable
Than the National Average
In 2008, Florida Keys Electric Cooperative
once again achieved an outstanding 99.99%
reliability for the year. Member-consumers of
FKEC’s power system experienced an average of
only 45 minutes out of service, which is more than
four times better than the 2007 national average of
202 minutes (3.37 hours) for all U.S. cooperatives.
This high reliability is due partly to good
weather and no wind events, but it is also
attributable to a combination of efforts, including a
strong preventative maintenance program in the
substations and on the lines, an aggressive tree
trimming schedule, a commitment to replacing old
and worn poles, and a fast and efficient response to
outages by our line crews and system operators.

Also in 2008, FKEC implemented an advanced outage
response system after a year of intensive system inventory to
record the GPS location of every piece of power equipment
from North Key Largo to Marathon.
The new fully automated system uses live calls to
determine if an outage is limited to one house, street or
neighborhood or if an entire area is affected. The system is able
to quickly answer outage calls, allowing FKEC to handle
higher call volume and provide better, faster repair service.
For you, the key to the system is the telephone number
associated with your account, so please be sure that we have all
the numbers you may call from including cell phones. The
system is available 24 hours at 305-852-2431.

$33,000 Donated to Take Stock in Children
At the 2005 Annual Meeting, you
(FKEC’s member-consumers) voted to
change the Cooperative’s bylaws in
order to donate unclaimed funds to
local charities instead of having the
funds returned to the state.
This year, these unclaimed funds
are being put to good use in the Florida
Keys by funding scholarships for
students participating in the Take Stock
in Children program.
FKEC recently donated $33,165 to
Take Stock in Children, which will be
“double-matched”: first by leadership
donors in Monroe County and then by
the Florida Prepaid College Foundation.
These two “matches” will create a total
donation of $132,660 to purchase
scholarship contracts for local students
through the Take Stock program.
FKEC’s first donation of unclaimed
funds in 2006 was for $6,175, which was
divided equally between the education
funds of the Key Largo Rotary, the
Upper Keys Rotary and the Marathon
Rotary. The three groups used the
donations to fund scholarships for local
students and other education-related
activities to benefit local youth.
All of these donations are now
possible because of Article I, Section 8,
of the bylaws which assigns unclaimed
membership deposit refunds and other
unclaimed amounts to “qualified
charitable organizations” after a year.
As stated in the bylaws, “fails to claim”
means failure to negotiate a check; the
return of a check mailed to the last
address provided by the member; or the
failure of the member to request a
refund of amounts due the member.

deposits and other amounts due members or former members in June 2008 have been undeliverable for a period of at least ten (10)
months after payment has been attempted by check mailed to the last address provided by the member to the Cooperative. Such member
of former member must claim these payments within thirty days of the date of this publication. Failure to make such claim will result in an
irrevocable assignment or gift by such member or former member of membership deposit or other amount to the Cooperative pursuant
