presenting distinguished alumni
awards on September 22, 2001, to Dr. Phillip
Schlechty of Louisville, Kentucky; Dr.
William Self (M.Ed. ’48, Ed.D. ’56) of
Wilmington, NC; The Honorable Senator
Howard Lee (M.S.W. ’66) of Chapel Hill,
NC; Mr. John Waszak (A.B.Ed. ’83) of
Chapel Hill, NC; and Ms. Christina Arnette
(A.B.Ed. ’91) of Los Angeles, California.
Presented during the Alumni Association’s
Annual Awards Banquet at the Carolina Inn
in Chapel Hill with Dr. Martin Eaddy,

Association, and Dr. Ben Matthews, Chair

Schlechty for the significance of his work in
the field of education. A former faculty
member and Associate Dean at the School
of Education, Schlechty is President and
CEO of the Center for Leadership in School
Reform in Louisville, KY, working with
schools throughout the United States and
Canada to promote change and reform in
education. In presenting the award,
Madeleine R. Grumet, Dean of the School
of Education, recognized Schlechty for
“challenging us to envision an education system unlike any that has existed before and to
busy ourselves with the task of creating it.”
Accepting the award, Schlechty stated that
although he had his doctorate when he came
to the UNC-Chapel Hill, his graduate students and colleagues at the School of
Education gave him his real education, collaborating with him to develop ideas on
school reform that became the foundation of
his international work and influence.

the most critical times in the history of public education. “Dr. Self’s personal convictions and integrity gave him the ability to be
an inspirational leader at a turbulent time,”
Dunlap said. “He was the stabilizing force in

Leadership in School Reform in Louisville,
KY, Schlechty described the environment in
which schools operate today as having
undergone seismic shifts in recent decades,
including current expectations that every
child will learn, shifting demographics,
changing morals and cultural norms, and
technological advances that have opened up
new means of learning. “Schools have been
shaken up,” Schlechty said, “and the assumptions on which schools are based have been
challenged.” Schlechty urged the audience
to re-think the process of public education
and re-invent schools to be creative, constructive, and vital to today’s world.

the William Self Equity Series, an endowed
fund honoring Self, who is now retired.
Based on the belief that every child in this
country should have access to a quality education, the fund will bring scholars to the
School of Education from around the country to focus on equity in education. Self credited his achievements to his good fortune in

teacher salaries, greater accountability, and
more funding for public education. Currently

Lee previously served as Mayor of Chapel
Hill and as a member of Governor Jim
Hunt’s cabinet. In accepting the award, Lee
spoke of his own lifelong thirst for education
and the joy of teaching and influencing
youngsters. “Of all the experiences I have
ever had, all the achievements I have ever
enjoyed, all the accomplishments I have
been able to reach, no experience was more
satisfying and gratifying than having a
youngster walk up to me and say, ‘It’s
because of you that I am where I am. You
made me believe in myself.’” Senator Lee
pledged to continue doing all he can to support those on the front lines of education.
The Excellence in Teaching Award was
presented to Mr. John A. Waszak , a fifthgrade teacher at New Hope Elementary
School in Orange County who earned his
baccalaureate degree from the School of
Education in 1983. Waszak’s approach to
teaching and learning focuses on respect,
creativity, generosity of spirit, and community service. Among the many creative projects that Waszak and his students have
underway are a nature trail, a papier-mâché
archipelago complete with flora and fauna, a
Big Buddy program with kindergarten classes, and participation in the Festival for the

Burkett said. Accepting the award, Waszak
remarked on what he has learned from his
students. “Kids teach us things,” he said.
“What they have taught me, time and again,
is that you really can do anything if you just
set your mind to it.” Waszak has previously
won other teaching awards, including Math
Teacher of the Year for Chapel HillCarrboro City Schools in 1984 and Orange
County Schools in 1997, and Teacher of the
Year for Orange County Schools in 1998.
Ms. Christina C. Arnette , who earned
her baccalaureate degree from the School of
Education in 1991, received the Outstanding
Young Alumna Award. A former high
school English teacher, Arnette is currently
working to educate at-risk children and
youth in her community near Los Angeles,
CA, by accessing community resources to
address their needs. As Grant Programs
Coordinator with Rowland Unified School
District, she manages multiple programs
including Healthy Start, JUMP, Early
Mental Health Initiative, a teen pregnancy
prevention program, a high school smoking
prevention program, and an HIV/AIDS prevention and education program. She has
worked with school administrators and community medical providers to open a schoolbased children’s clinic. In presenting the
award, Dr. Sterling Hennis, Professor
Emeritus of

at the School of
Education, said,
“Chris Arnette’s
work bears witness to the challenges that face
young people in
our complex society and to the
remarkable contributions of a

who bonds social
conscience to energy, creativity and innovation.” Accepting the award was her sister,
Ms. Julie McCoy of Charlotte, NC, who
expressed Arnette’s appreciation and her
affection for the School and for Chapel Hill.
Arnette was unable to attend due to the difficulties with air travel in the aftermath of
the September 11 terrorist attacks.

Faculty Work on
Educational
Reform
Educational Leadership invites its faculty
to teach about educational reform, to
study it, and to do it. The School’s
Educational Leadership faculty work on
educational reform at many levels. For
example, Fenwick W. English,
Coordinator of the Educational Leadership
Program and the Robert Wendell Eaves,
Sr. Professor of Educational Leadership,
co-led a curriculum management audit of
the State of Georgia in the fall of 2001.
English headed a seven-person team that
conducted an examination of Georgia’s
Quality Core Curriculum (QCC), a statedesigned reform curriculum in four subject
areas: English/language arts, social studies, science, and mathematics. The QCC is
used by Georgia teachers to educate
1,422,941 students, K-12, across the state.
Funded by the Georgia State Board of
Education, the study compared Georgia’s
curriculum to national standards and
resulted in recommendations for curricular
improvements as well as changes in the
state assessment program.
Catherine Marshall, Professor of
Educational Leadership, is the leader of a
nationally funded Ford Foundation Project
in defining and applying Leadership for
Social Justice. The project is aimed at
impacting concepts of social, political, and
economic equity in leadership preparation
programs and changing work in schools to
reduce historic inequalities often found in
the schools. The project supports small
research, policy papers, development projects, program reform materials, collaboration, and communication. The consortium
currently includes approximately 100 faculty members from 75 major universities in
the United States, Canada, and New
Zealand.
Associate Professor of Educational
Leadership William Malloy is engaged
in a project funded by the Rockefeller
Foundation, an evaluation of the Comer
Schools nationally, working with George
Noblit, Professor of Culture, Curriculum,
and Change, and Carol Malloy, Assistant
Professor of Mathematics Education. The
Comer Schools have been formed to
change education in urban areas. The
investigators are studying four large urban
school districts nationally that are undergoing reform and are using James Comer’s
School Development Program as part of
their reform strategy. The focus is on how
the school district context affects implementation of the School Development
Program.
Kathleen Brown, Assistant Professor
of Educational Leadership and a former
middle school principal, is engaged locally
in the design and development of the new
R. D. and Euzelle P. Smith Middle School
in Chapel Hill. University and local public
school officials formed a partnership to
develop this school, which is housed
between an existing elementary school
and high school, thus creating a K-16 education campus. Smith Middle School will
include a School of Education Wing, which
will house the Carolina Teaching Network,
the School of Education’s distance education initiative, providing an accessible setting to benefit practicing teachers, public
school students, undergraduate and graduate students, and University faculty.

that educators have a natural sense of
accountability called responsibility.
“Teachers have always had a sense of respon-

Some people hope that the high stakes
testing regimen will collapse on itself, but
according to Noddings, such a collapse could
lead to the demise of the American public
school system as we know it. “Many critics are
waiting in the wings to condemn public
schools,” she said. Expressing her conviction
that schools cannot do what is being asked of
them, Noddings encouraged educators to
work for effective change in the current system. She emphasized the importance of integrating different subjects, especially at the
high school level. “Math intersects with social
studies and sciences, and those subjects can be
taught in an integrated way,” she explained.
Noddings also suggested reviving interest in
vocational/commercial education, using
European schools as a model. “Giving students choices is important,” Noddings encouraged. “Our language should move from
accountability, force, and coercion, to words
like choice, invitation, and responsibility.”
She encouraged educators to talk with their
students about different types of success
beyond financial.

participants about topics such as the value of
a high school diploma, the teacher shortage,
and the dilemma of special needs students
who are unable to pass standardized tests,
Noddings reiterated that regardless of what
the state mandates, the most important part
of successful schools is the trusting relationships built there. She identified teachers as a
key to achieving these goals. “Experienced
teachers need to lead less experienced teachers,” she asserted, urging all educators to work
to rebuild trust and increase communication
between school and community and to challenge high stakes accountability.

Smallwood Foundation also provides fellowships for selected first-year students in the
doctoral program in Educational Leadership
at the School of Education. The four
Smallwood Fellows for 2001-2002 — Sherry
Stewart, Joi Robinson, Karla Eanes, and
Melanie Rhoadsare — on campus and progressing in their studies.

Noddings pointed out that most teachers
do not oppose curriculum standards or standardized testing. “The problem with standardized testing is the high stakes aspect that
has been added to it,” she said. “School systems in states across the country are placing
students in jeopardy of not succeeding if they
don’t pass a standardized test that in many
cases is not aligned with the curriculum.”
Noddings challenged the idea that
schools are failing. She noted that some
schools are failing and most could use
improvement, but she stressed the need to
ask the question of what needs improving
before mandating standard improvements for
all schools. “The idea that schools now need

Education Fund Faculty Projects

A Developmental and Contextual
Perspective on Identity and Learning in
Reform-Oriented Mathematics Classrooms
The National Science Foundation has
awarded $1.1 million to Carol Malloy,
Assistant Professor of Mathematics
Education, Jill Hamm, Assistant Professor of
Educational Psychology, and Judith Meece,
Professor of Educational Psychology, for a 3year study of learning, identity and peer
processes in reform-oriented middle grades
classrooms. The investigators will analyze
data from 30 public school classrooms, providing an in-depth, longitudinal analysis of
middle school students’ development as
learners in mathematics. Teachers in the
selected classes are implementing curriculum
aligned with the teaching standards and
principles of the National Council of
Teachers of Mathematics.
North Carolina Middle Math Project
Russell Rowlett, Clinical Professor of
Mathematics Education and Director of the
School of Education’s Center for
Mathematics and Science Education, has
received a $2 million award from the
National Science Foundation for a 4-year,
statewide program to support middle school
mathematics teachers. Along with co-principal investigators Sidney Rachlin of East
Carolina University, Henry Johnson of the
NC Department of Public Instruction, and
Gerry Madrazo of the UNC Mathematics
and Science Network, Rowlett and colleagues will form a leadership network
including university mathematicians, university mathematics educators, school system
administrators, and middle school mathematics teachers. They will develop three new
graduate level courses for middle school
math teachers who wish to pursue a master’s
degree and/or National Board Certification.
Working with colleagues from eight other
Mathematics and Science Education
Network Centers across North Carolina,
they will deliver the courses to middle school
math teachers across the state.
Leadership for Social Justice
The Ford Foundation has awarded
$100,000 to Catherine Marshall, Professor of
Educational Leadership, for an 18-month
project to establish Leadership for Social
Justice, a nationwide consortium of scholars
interested in equity for school leaders.
Building on the emerging concern about
high turnover among principals and superintendents, the consortium focuses on the low

Alumna Tracy Voreis, a second-year
seventh grade teacher at the Durham School
of the Arts, won grants from the Toshiba
American Foundation and the Southern
Poverty Law Center to implement two creative lesson ideas. The$7,000 Toshiba grant
will fund a program called “You Be the
Doctor,” in which students will use science
while experiencing what it’s like to be a doctor, nurse or X-ray technician. Voreis will
give her students patient history forms; then
the students will perform simulated tests
such as biopsies, blood tests, X-rays and
throat cultures and use reference materials to
study diseases and suggest treatment.
The $900 Teaching Tolerance Grant
from the Southern Poverty Law Center will
fund a program called “My Culture, My
Community, My World,” in which students
will study their own culture, other cultures,
and global issues. Using poetry, short stories,
photographs, films, music and newspaper
articles as bases for discussion, students will
gain a deeper understanding of how one person’s experiences
relate to other people around the

The Fund for the Improvement of
Postsecondary Education of the U.S.
Department of Education has awarded
$203,000 to Rune Simeonsson, Professor of
Early Childhood, Family and Literacy
Studies, and School Psychology. In this 3year study, Simeonsson will collaborate with
five European partners (in Finland, Sweden,
Germany and Portugal) and two U.S. partners to expand and strengthen the policy,
practice, and research base of human services
for young children with disabilities and their
families in Europe and the United States.
They will establish cross-cultural training
to prepare practitioners for leadership roles,
promote collaborative research through
technology-based interaction and exchange
visits, and develop a base for further longrange collaboration, including joint academic programs.

(AETS) Award
Category V,
Implications of
Research for
Educational Practice, for his paper entitled,
“What knowledge is of most worth for lateral
entry secondary science teachers.” The
award will be presented at the annual meeting of AETS in January 2002. Veal also
received the President’s Award from the
American Association for Teaching and
Curriculum, recognizing his service to the
association.
Ware, O’Sullivan and Germuth
Capture NCARE Research Awards
Bill Ware and Rita O’Sullivan, along
with co-author Amy Germuth, won the
2001 Distinguished Paper Awards from the
NC Association for Research in Education.
The winning papers are:
Ware, W. B. “Bootstrapped confidence
intervals: Coverage as a function of shape,
number of bootstrap replicates, and sample
size.”
O’Sullivan, R. and Germuth, A.
“Assessing kindergarten readiness: The
importance of a comprehensive sampling
frame.”
The Distinguished Paper Award is given
annually by NCARE, an organization established in 1974 to improve the quality of education in North Carolina through research
and evaluation. The membership of NCARE
includes teachers, principals, school system
administrators, university faculty and staff,
graduate students, DPI staff, members of
local education agencies, and people working
in private research organizations. Ware and
O’Sullivan are professors in the Educational
Psychology, Measurement and Evaluation
program, and Germuth is a doctoral student
in the program.
Teaching Fellows Program Wins
Community Service Award
The Orange County Rape Crisis Center
has announced that its annual Chap Award
for Community Service will be presented to
the North Carolina Teaching Fellows
Program of the School of Education this
year. The award honors significant contributions to the Center’s mission of ending sexual violence and recognizes the Teaching
Fellows’ effectiveness in building a strong
partnership with the Rape Crisis Center’s
Community Education Program by presenting programs to school children. The Rape
Crisis Center is one of several community
organizations in which Teaching Fellows
work weekly during their junior year. “The
aim of the junior year Community Course is
to involve Teaching Fellows in work with
students outside the classroom setting,”
said Howard Machtinger, Director of the
Carolina Teaching Fellows program. “We are
delighted to have been of help to the Orange
County Rape Crisis Center, and we greatly
appreciate their efforts in developing a significant and engaging curriculum and program for the Teaching Fellows. This award is
really a tribute to the work of the Rape Crisis
Center and the dozen or so Teaching Fellows
who made it happen.” Other Teaching
Fellows community placements include the
UNC-Chapel Hill Hospital School, Project
Homestart of the Interfaith Family
Connections, Legal Services of NC,

Quach Among
Inaugural Class
of Gates
Millennium
Scholars
Lan Quach, a Ph.D. student in the
Culture, Curriculum, and Change program,
was named a Gates Millennium Scholar in
2000-2001, the inaugural year of the scholarship program. Quach’s award was renewed
for the current year, giving her a total award
of $35,000. The Gates Millennium Scholars,
funded by a grant from the Bill and Melinda
Gates Foundation, provides outstanding
minority students with the opportunity to
complete a graduate education in the areas
of education, mathematics, science, engineering, or library science. The goal of this
program is to increase the representation of
minority persons in fields where they are
severely underrepresented. Quach plans to
teach and pursue research after completing
her Ph.D. Her research interests include language and identity formation in students,
and teacher beliefs and effectiveness in
working with diverse populations.

William Self Equity Series
It was a pleasant surprise for the former
Dean of the School of Education, Dr.
William Self (M.Ed. ’48, Ed.D. ’56) when Ed
Dunlap (Ph.D. ’80) announced the creation
of the William Self Equity Series Saturday
evening, September 22, 2001 at the Alumni
Awards Celebration. Former colleagues and
students Bob Hanes (M.A. ’54, Ph.D. ’56),
Ray Sarbaugh (M.Ed. ’53, Ed.D. ’82), Nancy
Farmer (A.B.Ed. ’69, M.Ed. ’70, Ed.D. ’82)
and Ed Dunlap joined forces with Dr. Self’s
daughter and son-in-law, Leslie and Mitch
Odess, to secure the endowment that will
support the William Self Equity Series.
The William Self Equity Series exemplifies the powerful leadership and personal
conviction reflected in Dr. Self’s dedicated
career to schooling in North Carolina. The
series will bring to the School of Education
scholars and practitioners from around the
country who can share their expertise with
our students, faculty and the broader community. The focus of the series will be rooted
in the promise that every child in this country should have access to an education. The
William Self Equity Series will provide an
important venue for furthering this agenda at
the School of Education by bringing the
broader educational community together to
focus on issues related to educational policy,
school reform, curriculum development and
teacher education.
Dr. Self’s outstanding career in education
began in the Winston-Salem/Forsyth Public
Schools. He served as Superintendent of the
Charlotte-Mecklenburg Schools from 196772, one of the most critical times in the history of public education. His integrity and
calm nature gave him the ability to be an
inspirational leader during the
turbulent aftermath of the
Supreme Court’s desegregation ruling. CharlotteMecklenburg became a model
as the first metropolitan
school system in the nation to
undergo massive desegregation.

Brice, Morrison Retire
Richard A. Brice , Professor of
Curriculum and Instruction and Early

“Richard cares deeply about students,
getting to know them well and supporting
them throughout their academic programs,”

School’s Curriculum and Instruction program in which Brice taught. “He often maintains contacts with students after graduation,
celebrating family events in their lives.
Many in the School of Education will miss
his friendship and collegial spirit.”
Brice’s areas of research include teacher
education, science education, health promotion curriculum for Native American children, and family education and involvement
in elementary schools. His contributions to
the profession and community consist of a
wide range of services, including, with the
assistance of Lin Frye, the founding of
Project RESPECT, a teacher education project on environmental education involving
parents, teachers, children, and the community, funded by the Center for Mathematics
and Science Education. Brice has been an
active participant in the North Carolina
Association for the Education of Young
Children in a variety of roles including
President, Treasurer, Chair of the Editorial
Board, member of the Conference Design
Team and Advisor to the President. He
also served as Coordinator of the Grady A.
Brown Elementary Professional Development
School and a member of the Environmental
Education Certification Committee with the
North Carolina Department of Environment
and Natural Resources.
In retirement, Brice will continue to
serve on doctoral committees of students,
complete work on a research article scheduled for publication in Preventative Medicine
next fall, and act as a consultant
to the Core Sound Waterfowl Museum on
Hackers Island. Brice and his wife Robin will
continue to live in Chapel Hill, but will
spend more time at their home at the coast,
cruising the Intercoastal Waterway and visiting friends and family across the country.

served as Vice President and member of
the AERA Council. He also chaired AERA’s
SIG on Futures Research; chaired the
editorial board of The Review of Higher
Education; and served as consulting editor
of The Review of Educational Research and
The American Educational Research Journal.
He founded On the Horizon (http://www.
camfordpublishing.com) and currently serves
as editor emeritus. With SOE alumnus James
Ptaszynski (Ph.D. ’89), he founded and currently serves as editor of The Technology
Source, an e-journal designed to assist educators as they face the challenge of integrating
information technology tools into teaching
and into managing educational organizations.
In his retirement from UNC-Chapel
Hill, Morrison will continue editing The
Technology Source (http://www.ts.mivu.org ),
which moved to the Michigan Virtual
University in October 2001. He will also
continue to maintain the Horizon web site
(http://horizon.unc.edu), which serves as an
important information database for educators, receiving more than four million
requests for URL pages per year.

From the Director of Development
The world has changed since September 11, and so have all of us.
Our basic democratic principles and values have been challenged and
we find ourselves evaluating and reconsidering what is most important in our lives. My hope for Americans is that – through institutions and as individuals – we will make positive choices that affect
how we relate to one another. We all have a responsibility to ensure
that the economic and political freedoms that we enjoy remain available to all Americans.
Freedom begins with the opportunities that are afforded to every
child in America. Whether you are a parent, teacher, coach, school
board member or PTA volunteer, you have the ability to create new
opportunities for a child. I am always amazed and energized by the stories told by our alumni of
the powerful transformation that takes place for one child because someone opened a door.
The impact that School of Education alumni have had on thousands of children is remarkable!
September 11 gave me pause to think about the role institutions play in creating a world
where all can experience the freedom and opportunities that we as Americans take for granted.
Philanthropy – defined as voluntary action for the common good – plays an important role in
making change in this country. We saw the power of philanthropy after September 11.
Volunteers from around the country joined together and more than a billion dollars were contributed for relief efforts in a matter of weeks!
My hope as a fundraiser is that the desire to make change for the common good will grow in
the hearts of all Americans. I am confident that philanthropy is contagious – it empowers us,
gives us a sense of being able to do something positive, makes us feel better about the world.
The alumni and friends of the School of Education listed in this honor roll understand this idea
and have put it into action. They know they can make a difference for an organization that is
making positive changes in this world.

Alumni Awards
Outstanding Young Alumni Award recognizes a
recent graduate who has shown outstanding leadership and/or exceptional commitment to the education of children. The recipient of this award will personify the mission of the School of Education by
emphasizing the interconnectedness of homes,
schools and communities through both professional
and volunteer work.
Excellence in Teaching Award recognizes a teacher
whose creativity and knowledge of a discipline have
been expressed through the development of an innovative and compelling curriculum. The person chosen for this award will exemplify the qualities that the
School of Education programs support in the art of
teaching.
Distinguished Leadership Award recognizes exceptional service in furthering the mission and programs
of the School of Education. The recipient of this
award will have demonstrated exceptional leadership
in advancing the opportunities related to education
available to the School’s community, including alumni, faculty and students.
Alumni Achievement Award recognizes exceptional
achievement of an individual who personifies the
School of Education’s commitment to support diverse
and democratic communities in order to improve
education in the state and nation for all children and
the adults who care for them. Through exceptional
accomplishments, this individual will have brought
distinction to self and to this alma mater.
Peabody Award recognizes an outstanding individual
who has made an extraordinary impact on the field of
education. The person chosen for this award will
have demonstrated a commitment to local education
issues of the state of North Carolina and/or national
issues and problems confronting education.
