This figure includes the sum of 700,COO francs w hi c h , in
accordance with a decision trieen by the last Assembly v as ta en
from the Building B’u n d , in order to be refunded to those States
Members of the League who ore entitled to such refund. This
refund being effected by reducing, pro tanto, most of the
contributions receivable for 1932, the sum of 700,00 : francs
was considered as having actually been paid by the I'enb.ers
of the League on January 1st, 1932.

Il a envoyé des délégations spéciales étu­
dier sur plaça las conditions locala s at il a été an masure de se
tenir constamment au courant de leur développement, grace à ses
représentants qui résidant en Autriche et en Hongrie, ainsi que
grace au Commi ssairo de la Société des Nations en Bulgarie.
Le Comité a pris acte de la déclaration faite par le

Gouvernement hongrois la 4. août dernier au sujet du service do
1 ’emprunt de reconstruction hongrois de 1 9 2 4 et de celle, on
date du 25 août, du Gouvernement autrichien au sujet du service
des emprunts extérieurs autrichiens.
La Comité est heureux de constater q u e , conformément
aux recommandations du Conseil, les gouvernements bulgare at hel­
lénique ont, afin d ’éviter des me nquement s unilatéraux, pris
contact avec les représentants des porteurs, à la suite de quoi
des propositions d 1arrangements provisoires ent été recommandées
aux porteurs.
Le Comité espèr„ que tous les Etats qui ont en ce
moment cessé d 'assurer en tout ou en p r tie
le service des em­
prunts émis sous lus auspices de la Société des Nations feront
tous leurs efforts pour reprendra intégralement , à la ds te la
P-us rapprochée possible, 1 ’exécution des engagements qu'ils
ont contractés..
Le Comité recommande
a)
que le Comité financier soit chrrgé d ’apporter un
-ttention toute spéciale aux responsabilités qui incombant à la
ùr-niété du fait des emprunts émis sous ses auspices ....

l'heure actuelle, être prises en vue de remédier à la situa­

b) que les pays se trouvant en état de manquements à
l ’égard d ’emprunts conclus sous les auspices de la Société des
Nations aient pleinement recours à l ’aide technique de^ conI
sei11ers de la Société et tiennent le Conseil exactement au
courant de la situation par 1 ’intermédiaire du Comité Financier.

Eu égard aux circonstances dans lesquelles ces emprunts
ont été émis e t au fait

l ’égard de ces emprunts et exprime à nouvuC u la très grave
