Message from the Executive Director
A minimum wage worker in Santa Clara County needs to work 164 hours a week, 52 weeks a year to afford Fair Market Rent.
There are only 168 hours in a week! Since learning this statistic, I’ve been more conscious of those around me who are probably
not earning a living wage. In my day-to-day routine I often interact with a variety of people…the newspaper carrier, the school
crossing guard, the baristas at the coffee shop, the gas station attendant, the clerks/baggers/stockers at the stores that I shop at,
the fast food/restaurant workers, the housecleaner, the gardener, etc., etc. These are the very people who make life easier for me.
I often wonder how easy are their lives? I wonder how they are making it. If they have other jobs, if they are going to school,
do they have others who they pool resources with? Close to half of the clients we serve at WVCS have some source of earned
income. This means that they have jobs, but their jobs do not earn them enough to get them past the poverty guideline. They are
working to provide for their families and themselves, but it isn’t enough to sustain them. They are making the tough choices daily
of putting less food on the table, not going to the doctor, being late on rent, the list goes on. This year WVCS reached a bittersweet
milestone of 40 years. There is reason to celebrate 40 years of being able to successfully serve our community and be thankful for
all those who have developed and supported our critical life line agency. There is however a humbling realization that we have
needed to be here these 40 years. We continue to see a steady increase of clients as each year passes. This past year, we have had
a 15% increase of new clients seeking services. As we come to the end of 2013, I’d like to thank you for your support in helping
WVCS to prevent hunger and homelessness here in the west valley region. Although the economy is improving, it continues to be
a tough year for WVCS, and even more for those we serve. The gift of your time as a volunteer or as a donor or as an advocate/
supporter has helped us to stretch those limited resources to ensure that we serve as many as we can. We look forward to 2014
with hope and optimism, as we work in partnership with all of you to continue to serve our neighbors and community.

Message from the Chair of the Board
This has been a year of significant transition for our Board of Directors. We have experienced the loss of two long time, strong board
members, who passed away last spring. To help us deal with that loss and support the development of several new board members,
we welcomed back Barbara Nunes and Dolly Sandoval. We are extremely grateful for the excellent work of our staff. Every member
of our team is dedicated to providing service to our clients in a caring and professional manner. We also are deeply in debt to our
scores of volunteers who give their personal time to serve at our front desk, glean food from local stores and work in the food pantry.
Others help out with special programs throughout the year. Without the generous gift of time and talent from these wonderful people,
West Valley Community Services could not exist. I also want to acknowledge the generosity of the local merchants who provide
fresh fruit, veggies, bread and a variety of food items that we are able to put into the hands of our clients every day. Together we are
able to serve our neighbors who need our help. As you will see in other parts of this report, we continue to provide critical services to
our clients who find themselves in need of food, transportation, housing and counsel as they struggle to get back on their feet. Your
donations are providing this safety net for our neighbors in Los Gatos, Saratoga, Monte Sereno, West San Jose and Cupertino every
week. Without your support, our services would be severely limited.

needs in a caring and dignified environment, and to provide opportunities for volunteers to participate in
West Valley Community Services’ activities.

Health - Providing Food & Nutrition Services
Food Pantry
Qualified families and individuals can visit our food
pantries in Cupertino and Los Gatos weekly for fresh
food and staples such as rice, beans, canned and dried
goods sourced from Second Harvest Food Bank and
generous donations from local grocery stores such as
Safeway, Trader Joe’s, and Whole Foods. In addition
to food, families can get basic need items such as
diapers, household items, and special dietary and
ethnic food items.
• 11,189 households or 27,915 individuals servered
• 767,595 pounds of food distributed
Community Access to Resources &
Education (CARE)
Provides access to valuable health and nutrition
resources during times of need. CARE provides
education on existing services and resources in
the community such as Food Stamps, SSI, SSDI,
CalWorks, and Earn Income Tax Credit (EITC) that
will help provide long term solutions to families and
individuals in need.
• 115 clients enrolled food stamps, free/reduced
lunch, and health insurance
• 75 clients participated in Cooking on a Dime
workshops
• 83 clients attended educational workshops on legal
rights, healthcare, and parenting
Financial Workshops & Education
Free financial workshops on setting a budget,
establishing spending and saving priorities, avoiding
predatory lenders and making sound financial
decisions for the future. Free tax assistance during the
tax season.
• 15 clients attended financial workshops
• 26 individuals recieved credit coaching
• 55 tax returns were filed resulting in $84,403
in tax refunds

Vista Village Apartments
A 24-unit complex of 1 and 2 bedroom apartments for
very low-income qualified candidates.
Below Market Rate Housing (BMR)
Haven to Home
A program working with homeless clients towards
housing stability. Provides access to resources such as
food, transportation, toiletries, and other items.
• 235 individuals served
• 7 clients moved into permanent housing
• 5 clients received $5,780 in rental assistance
• 117 clients benefitted from resources such as bus
passes, food vouchers, and gas cards
WVCS administers the BMR rental & sales program
for the City of Cupertino.
• 277 persons attended a BMR orientation
• 69 rental applications submitted
• 23 apartments rented
• 69 sales applications submitted
• 4 homes closed escrow
Transitional Housing Program
Case managed, very low income housing for working
homeless men, and working or school-bound
homeless women with one child under age 6.
• 10 clients moved into permanent housing
• 4 clients received $3,847 in rental assistance
• 38 clients benefitted from resources such as bus
passes, food vouchers, and gas cards
Stories of success
Tony, who is currently 26 years old, had been homeless several times since he was 18 years
old. He was trying to support his son but with employment being sporadic, he found himself
unable to provide for his family. As a result, he became homeless, started using drugs and was
eventually arrested. Tony was referred to WVCS’ Transitional Housing Program by the
Department of Drugs and Alcohol and he moved in at the end of September 2012. In his short
4 months of utilizing the program, he was able to complete drug treatment, maintain his
sobriety, obtain a full time position with better pay, save money, pay most of his fines, and find
permanent housing. With an affordable and stable housing secured Tony reunited with his son
and now lives with his son.
Heart - Providing Family Support & Emergency Assistance
Case Management & Referrals
Case managers assist individuals and families to develop
personal budgets, saving plans and other stabilization
plans. Referrals to access other local resources not
available at WVCS.
• 1,102 households received case management
Emergency Financial Assistance
One-time financial assistance due to an unexpected
financial setback for housing and utilities.
• 35 households maintained housing after receiving
rental assistance totaling $33,801
• 3 households prevented utility shut-off after receiving
utility assistance totaling $1,156
• 30 households were referred to LIHEAP for utility
assistance
• 13 households moved into permanent housing after
receiving deposit assistance totaling $13,116

Special Programs
Seasonal based activities and programs designed to help
families and individuals experience the small joys of life.
• 16 children went to summer camp
• 40 children shopped for new clothes
• 124 children received a new backpack
• 197 families received a Thanksgiving basket
• 196 clients attended Bluelight Cinemas event
• 199 households received holiday gifts
• 166 children received a birthday cake
• 129 children received a birthday gift
• 30 children recieved a Parks & Recreation Fee Waiver
Stories of success
Anna had lived in the same Los Gatos apartment complex for 15 years when suddenly her stability was
taken from her. Unbeknownst to Anna or her landlord, Section-8 had increased her portion of the rent
payment several months prior and she now owed the accumulated difference of nearly $1000. Anna
relied on an income of only $850 from social security to get by each month and already did not have
enough money for food. The amount of past due rent seemed insurmountable, and she was very
afraid that she would not survive homelessness with her permanent disability. Fortunately,
Anna’s apartment manager referred her to WVCS where she received one-time financial assistance
with rent, case management, and ongoing food services at the Los Gatos pantry.
Anna is so thankful for the help and feels safe in her home again.
