2011 Annual Report
2011 Annual Report
our
Mission
To make a meaningful and
lasting difference in the lives of
children, adults and families
with special needs. We accomplish
this by providing education,
healthcare and housing.
Dear Friends of Fraser,
An annual report is often a look back at the previous
year — a reflection of what was accomplished. We
certainly are proud of the year we had in 2011, and the
goals we met. But right now, I prefer to look forward
because the people we serve are looking forward. They
are living their lives to the fullest, despite any obstacles
in the past, present or future.
The stories you’ll read in this report are about children
and adults in motion. They are doing, learning, playing,
improving, and enjoying life, all with a little help from
Fraser. The lesson we can learn from them is that the
past isn’t something to dwell on, but something that
makes us who we are. The past helps us move forward.
As an organization, we have done a lot but there is so
much left to do. There are so many people with special
needs who need our help. We continue to expand our
reach and improve our quality. We are proud of the
results, but we can’t rest.
Thank you for supporting Fraser so that the future of
the people we serve is bright.
Warm regards,
Diane S. Cross
President and CEO of Fraser

Autism
Services
Fraser is Minnesota’s largest
and most experienced provider
of autism services.
Fraser Center of Autism Excellence
sets itself apart from other autism
service providers with:
Fraser provides diagnosis, treatment and support
services to thousands of children, adolescents, and
adults with autism spectrum disorders and their
families. Fortunately, evidence shows that early
intervention can result in dramatically positive
outcomes. Given the right support, people with
autism can make gains at any point in their lives.
A Multiprofessional Approach
Each individual with autism has unique
needs. We design services around the
personal strengths and areas for growth of each
person. Behavioral interventions are integrated
into daily activities along with psychological,
medical, rehabilitation, educational and social
communication strategies.
Benefits of Fraser Autism Services:
• Fewer out of home and crisis placements
• Improved behaviors at school, home, and in
the community
• Parental choice and control over services
• Improved daily life of individuals and families
•P
arents gain knowledge about their
child’s needs
•S
treamlined services help more families,
and help them sooner

Family Involvement
Parents know their children best.
We partner with parents to design
treatment programs and provide services to
support individual and family success.
Lifelong Support
We have been providing autism services
for more than 30 years. Services are

Milo and Poppy
A
dopting children with special needs came
easily for Jen and Lloyd. “We wanted the
children who needed a family.” Jen said. It
all started for them when they adopted their
daughter Sunny, who has cerebral palsy, from
China in 2009. One year later, they adopted Maisy
from China, who had dental issues.
In 2011, Milo and Poppy came into their lives. Milo
was born without arms. Poppy was born with
fibrosarcoma and hepatitis B, and as a result, had
to have her right arm amputated at the elbow.
Poppy is now 4 years old and Milo is 5.
“I think a lot of people were scared to adopt
children with no arms,” Jen said. “Milo and Poppy
were on the adoption list for quite some time
without anyone even looking at them.”
Milo and Poppy are from different regions of China
and came to America speaking different dialects
of Chinese. “They are both adjusting really well,”
said Lloyd. “They speak English and have picked
up on so much already.”
Jen and Lloyd had
planned for Milo and
Poppy to
attend a
preschool
close to
home, but
the teachers
there quickly
realized they
wouldn’t be
able to
accommodate them. “We
frantically searched for a
new school that would be
a fit for our children,”
said Jen.
“We came to Fraser
School and right away
liked how accepting

everyone was. They had a plan from the start,”
Lloyd said. “Fraser had the experience of
working with children with special needs and I
knew my kids
were going to be
taken care of.”
“I want the kids
to know they can
do anything.”
Milo and Poppy
take advantage of
physical and
occupational therapy at Fraser School. “All their
therapy is in one place. It’s nice not to drive all
over town, especially with four children,” said Jen.
They certainly are a busy, active family. A few
nights per week, all four children attend tae kwon
do classes. Jen wasn’t sure how Milo would
participate, but she talked to the instructor, who
simply asked “he has two good legs, doesn’t he?”
“I was so happy that Milo was going to get to
participate with his sisters.” Jen said. “I want the
kids to know they can do anything.”
“We try to surround them with people who will
challenge and accept them,” Lloyd said. “Milo and
Poppy don’t sit around thinking about what they
can’t do.”

Emmett
U
ntil the age of two, Emmett was a typical
child, maybe even a little bit precocious. He
was speaking in 2-3 word sentences, and
was an active, good-natured kid. Then, in the space
of about six weeks, he stopped talking. He would
become fixated on things, like the pattern in the
carpet. He was unable to sleep through the night.
other children, and couldn’t continue much longer
with our current arrangements.”
“Everything seemed to happen all at once,” said
Emmett’s father Randy. Emmett was evaluated by
several physicians and
autism specialists with
an array of tests. The
opinions on Emmett’s
future varied. “But
those who knew
Emmett best always
gave us a poor prognosis.”
“They provide the structure and help that he
needs,” Valerie said. “He can dress himself, hang
up his coat and backpack, take his
plates to the kitchen after dinner…
all the things we didn’t know he
would ever be able to do.”
Finding housing options for children Emmett’s age
wasn’t easy, but a spot opened in a Fraser home.
Now 17, Emmett lives at Fraser 10th Avenue House
and enjoys going to school and being active.
“The staff at Fraser
have been very caring,
and Emmett clearly
adores them.”
“Autism seemed to just be coming into the national
consciousness then, and we tried all the new
miracle cures,” Randy said.
“We got him into Fraser for the ‘traditional’ autism
treatments. We also tried the Lovaas method. We
sent him to asthma and allergy specialists, and got
rid of our pets and plants. We went gluten-free and
casein-free.”
“The transition was awful, but
almost from the beginning, he saw
the new house as home.” Randy
said. “The staff at Fraser have been very caring,
and Emmett clearly adores them. When he’s at
our house and gets tired, he wants to go home to
10th Avenue.”
“I feel grateful every day that we were able to find
Fraser for Emmett,” Valerie said.
“We stopped short of taking him to Mexico to have
him swim with the dolphins,” Randy said.
Randy and his wife Valerie hoped that Emmett
would be able to care for himself and go to school
with some help. But as Emmett got older, his
behaviors were making life increasingly difficult,
even dangerous. “He had broken a window and cut
himself. He also raced to jump into water whenever
he saw it,” Randy said.
Valerie added that “Emmett was not safe alone, so
either Randy or I had to stay up all night with him,
every night. We both had full-time jobs and two

Alyssa
A
lyssa's brother Dylan has
autism, so when she was an
infant, her family was looking
for signs that she too might be on the
autism spectrum. At the age of 3-4
months, her grandmother noticed that
she seemed to be a bit rigid. She was
also slightly behind developmentally.
Her mother Abby decided to get her
tested, and Alyssa was diagnosed with
autism at 18 months. “I was
heartbroken a little bit,” Abby said.
“I wondered why this was happening.
I compared myself to others and
wondered what I did wrong. I still have
my moments, but it’s getting better.”
Alyssa has had a range of services,
from center-based play therapy
services to occupational therapy for
feeding difficulties, but now that she is in school,
a Fraser PCA (Personal Care Assistant) comes to
their home twice per week.
PCA services are different than center-based
services, but skill-building in the home can be just
as effective. Laurie Hubin, a Fraser PCA who
works one-on-one with Alyssa, said that “it's a little
more relaxed in the home setting. The kids can be
more comfortable.”
“They work on bathing, dressing, grooming, which
are difficult for Alyssa,” Abby said. “They seem to
stick to it and work hard with her.”
There is also a convenience to PCA services.
“I’m able to do household chores and get short
breaks when they are there,” Abby said. “Fraser
is a great help.”
Alyssa also works on academic and school-related
tasks with Laurie because she is in kindergarten
this year. Skills such as being able to pay attention
or following directions are important.
12 • FRASER 2011 ANNUAL REPORT
“We spend time working on specific goals in fun
ways,” said Laurie. “Since she started
kindergarten, I've seen growth in attention span,
writing skills, math skills and following directions.”
Alyssa is getting the help she needs to be
successful. “Socially and academically, she is
doing better than a year ago. She’s starting to read,
and it’s fun to see," Abby said.
Abby is hopeful about Alyssa’s future.
She sees Alyssa being able to live on
her own, learn and interact, stay
involved, and make friends with the
skills she is learning through Fraser.
“Alyssa is on the
mild end of the
spectrum, and her
issues are more
about behavior and
doing what’s asked of her,” Abby added. “The
biggest concern is when she gets frustrated and
angry, and the PCAs are helping her to use her
words instead of getting upset.”
Abby is hopeful about
Alyssa’s future. She
sees Alyssa being able
to live on her own,
learn and interact, stay
involved, and make friends with the skills she is
learning through Fraser. “The main goal is to
work hard and never give up. I think she’ll be able
to get there.”
