Met with members of Birmingham Exhibition Lions Club on 19th May. The Club is still looking for a
permanent meeting base but are active in the community.
4th Zone meeting was held on Monday 1st of June and hosted by Balsall Common Lions Club.
Attended China Town Lions Charter Evening on the 5th June.
Attended Castle Bromwich Charter Evening on the 13th June.
Sutton Coldfield and Erdington’s Charity Lunch was postponed until later in the calendar year.
Sutton Park in support of Joy’s Homeless Charity and sponsored by the Zone Clubs.
Attended the Handover Lunch on the 19th July
On behalf of Sutton Coldfield and Erdington Lions Club, I attended the HTHT Group which is a monthly
meeting of charity organisations in the Sutton area. This was to raise the profile of the Club and to
have a wider range of groups and individuals that the Club could consider supporting.

Club represented Golf Event in support of the Homeless Charity as well
as a small contribution of clothes and sleeping bags made. Club
supporting pupils from local special schools to attend Ashby Statute
Fair. Donations £530 to buy a hockey/pool/tennis table for Norman
Laud Centre, £200 for storage equipment for Kidz Charity, £300 to John
Taylor Memorial Hospital £100 to buy items for a local food bank
Contact has been made with HTHT network of third tier charities in the
Sutton area.

The Club was presented at the China Town and Castle Bromwich

A very well attended and congenial zone meeting was held on 16th June, minutes are available if
required. Several items were discussed (Centenary, inter club visits, information sharing) and follow
ups from clubs agreed but unfortunately these have not happened. Very little discussion has taken
place over the last 2 months.
Club reports were requested in July, only 4 have been received.

We regularly collect old spectacles and hearing aids and are on Assist
with collections and distribution for Stratford upon Avon target to send
10,000 specs and 1,000 hearing aids to Chichester Lions this year
Many other activities, including as part of their presence at River
Festival on 4 July a total of 47 persons were tested for diabetes of which
30% were referred to GPs

Stratford River Festival 4/5 July we sold raffle tickets and toy lions
(tombola) during the weekend which has raised in excess of £2,650 for
club funds.
Assisted another organisation with their Race Night raising £600 for
them.

The club have been involved in the renovation of the Gyratory Garden to the
inclusion of a ‘Memorial Area’
On the 29th August the club will be holding a Toy Collection for a Lions
Family Centre. The club are also now involved with the Centennial
Programme feeding their existing activities into the venture.
Monthly cinema continues.

The club’s main fund raiser continues to be the Book Shop held every
two weeks, the proposed extension of this activity has been delayed as
the building is not yet available. The club will be attending the Ilmington
Show and has a stall booked at the Shipston Food Festival.

All Club Presidents have been contacted and a Presidents get together Afternoon Tea was held on
Saturday 18th July. All clubs were represented with the exception of Wellingborough where both the
President and the Vice President were on holiday. Rugby Rokeby was represented by their 1 st Vice
President.
Details of discussions and proposals made at the meeting have been documented and passed on to
all Club Presidents.
Membership display is now up and running, a trial was held by Northampton before all posters were
available. The full display was used at Brackley Carnival where it poured of rain all day and at
Rushden Carnival and Blakesley Show, (a large agricultural show), a very large attendance was
possible at the first and actually occurred at the last 2 sites. A few contacts were made but have yet
to result in any new member’s but the essential point was the increased awareness of Lions to the
general public.
The posters for the display are going to put in A3 / A4 folders based on Who Are Lions / Volunteering
/ Health / Sight / Diabetes / Youth and International. These will then be made available to Zone H
clubs for their own displays at functions they hold.
Extra Centennial themes will be added on Hunger / and the Environment as soon as possible.
The first round of club visits are in the process of being organised with Club Presidents as are the
future Zone Meetings.

That the final balance of £2,000.00 pledged for completion of the Fendell Village Primary School
building Project in Liberia be forwarded.
JUSTIFICATION:
 The Fendell Village project in Liberia is nearing completion and we shall soon be requested to
forward the remaining £2,000 of our pledge to enable completion before the start of the new
School year in September.
£5,000.00 of the pledged £7,000.00 has already been sent and photographs of Construction
works to roofing stage had been forwarded to us. I believe over £6,000 has already been
collected from our members and Clubs. Subsidy if required will be under £1,000.00.

 International Committee: Membership of the committee for the new Lions year is constituted
as follows:
(a) Bill Ranautta takes over as International Relations officer. He served on the committee as
LCIF officer for 3 previous years.
(b) Carole Moseley retains her position as Water Projects and Street children officer for the
3rd successive years.
(c) Jaap de Jonge joins the committee as North Sea Lions officer
(d) PDG Heather Lee brings her wealth of Lions activities into the committee as LCIF officer
(e) I retain the position of Chairman in the committee and will continue to look after the “Adopt
an International Lions Club’s Local Project”.

The committee met in June for a Change-over and to familiarise themselves with their new
colleagues and counter-parts and brain storm on the programme for the year.
ACTIONS PLANNED BEFORE NEXT MEETING:
 Firstly, I wish to thank DG Heather for providing the committee with 5 members this year; it
will ensure successful implementation of programmes. .
 It is my objective this Lion’s year to:
 Successfully Chair and coordinate the activities of the Committee
 Work out strategies for input of new ideas by the newly expanded committee to ensure
involvement and Clubs’ participation in our programmes and projects.
 Motivate attendance of committee members at Zone and Club meetings for promotion of
programmes and projects
 Complete the fund raising for construction of Village Primary School in Liberia and encourage
completion of Kenya’s project for pumping water to Green Houses for farming purposes to
empower single mothers provide for education of their children.

This is not a cabinet decision but a personal one for every Lion on Cabinet. To maximise the fantastic
work that LCIF does for Humanitarian Initiatives, Sight, Youth Initiatives, and Disaster areas, the
charity needs ongoing funds.
I have a limited amount of bronze Contributing Member lapel pin for 2015-2016 which I will be
bringing to Cabinet. I am encouraging you as leaders within Lions to wear your pin. The
donation for the pin is US$20 as a minimum or £15 as a minimum, I will check with the District
Treasurer the conversion rate.
I can also obtain Silver Contributing Pins for a donation of US$50 and Gold Contributing pin for a
donation of US$100
I would also like to promote the one Shot One Life Lions Measles initiative and I will have the
badges with me at Cabinet. (there is also matched funding from the Gates Foundation and Gavi )
LCIF wish to raise US$30 million

LCIF is OUR charity and we are supporting it with donations from Contributing Member Pins and the
One Shot One Life donations. LCIF has been ranked as best NGO.

1.Kenyan Water Project
1.1 During the Lion year 2014 - 2015, £2,500.00 has been donated by 25 Clubs across the District
1.2 The cost of the project is £5000 and the project will continue into 2015-2016.
1.3 An update of the Kenyan Water Project and a request for more Clubs to contribute was sent to
Clubs via the 105M Webmaster at the end of July 2015
1.4 Continue to liaise with Nepal contact, PDG Biju Bajrachary, regarding the power point presentation
he promised to send before the Nepal earthquake to enable members to see the completion of the
whole project.
2.Street Children
1.1 During the Lion year 2014-2015, £1,425.00 has been donated by 23 Clubs for forwarding to
Multiple District for the chosen charity Railway Children.

I purchased a new laptop, the one that I used for district work was 5 years old and sooooooooooooooo
slow – it was painful…. You might remember it as the one that stopped working at 2014 district
convention….. My other one has only a small amount of disk space so not enough to cope!!!
I have attended two communications team meetings’ via Skype or Fuze – hence saving on travelling
time and expenses. Updated and tested generic email addresses for district officers. Updated the
mailing list with 2015-16, Presidents, Secretaries and Treasurers and Membership (those that had
been filled in on MyLCI). Last Lions year there was over 750 on the mailing list but I am currently
working on the mailing list it from scratch so that if clubs want to target a particular region, it will be
easier for me to do. Published Midland News and DG’s Newsletter.
I have asked verbally and via email all district officers for a short personal resume and information
about their role for the web site most of these are now received and website updated, (can I thank
those that have given me their information – the timely and early response was appreciated) but I am
still waiting on some members to finish composing and to return them to me, so that they can also be
added.
I have sent out as requested emails to those on the district mailing list. Can I please ask Zone
Chairman and District Officers, to remind Club Secretaries the importance of filling in officers
details on MyLCI especially email addresses. Information is downloaded from MyLCI not only for
the directory, but for the mailing list. As of the 30th June not all information had been put on, I have
sent the information to last year’s officers but they have not always past it on (or again not been on
there). If the details are not on MyLCI then clubs won’t receive information.

22nd November 2015, this is a Cabinet meeting day and all members of the Cabinet are invited to stop
afterwards to hear the Candidates presentations.

To interest Lions again in Youth Exchange
I was disappointed that no one from M hosted any Youth Exchangees this year. The District seems
to be under the impression that it is a free holiday or they are to old to entertain young people. That
couldn’t be farther from the truth Youth Exchange is not an 18-30 free holiday but a cultural exchange.
Young people are sponsored by Lions Clubs to experience a culture different to their own.
You are hopefully hosting the leaders of the future and help give them an understanding of life in a
different culture and how we live and work together.
The idea of living in a family environment gives them a better understanding of life in Britain than
being put up in hotel and doing the tourist thing. Hence age should not come into the equation. You
can point them in the right direction of local attractions but they should make their own way there and
you certainly shouldn’t pay for them.
Treat them like a family member make hem hover their room or put them on the washing up rota and
show them how to use the washing machine, or you can treat them like a guest but don’t put yourself
in financial hardship hosting them but going to attractions that you normal wouldn’t go to or eating out
every night. That isn’t the idea.
As an MD we were unable to find enough host for the young people coming into the country this year,
which meant that some were put up in youth hostels not placed with a lions
Now Birmingham is not being used as the main UK arrival and departure airport District M seem to
have lost interest.
Alan James did pick up 2 Japanese from Birmingham before passing them onto Paul Withers.
I intend to put Youth Exchange back on the District map and I am always available to answer any
questions about funding.
Zone chairman please speak to me about a Zone hosting a Youth Exchangee It can work well with
clubs in the zone taking it in turn to show the exchangee their area.
I am available to attend Zone meeting and explain the Youth exchange Programme.
We have Marston Green Lions Club interested in sending a young lady out on youth Exchange next
year.

Attended Zone C meeting and become part of an embryonic Youth Group initially working on
YLiS with 3 Lions Clubs which should open up opportunities to get Lifeskills Resources into
the organisations these YLiS are part of.
 Met with Andy Pemberton to plan a way forward and try to develop a symbiotic relationship
with Andrew Cooper and Services for Education in Birmingham. Services for Education (S4E)
is a charitable company (No. 07739831) formed of three component services formerly
provided by Birmingham City Council; the Music Service, the Health Education Service, and
the Learning & Assessment Service. The charity commenced trading in September 2012.
This organisation work with 60% of the primary schools across Birmingham.
 I’ve researched a contact with Solihull which I hope Andy Pemberton and I might be able to
work with to launch a high profile Healthy Schools (________________) Program like the
very successful London Lions Program

I am now starting to encourage clubs to take sight test leaflets to their various fundraising stalls. These
could easily be joined by Diabetes leaflets & Message in a Bottle to show the public what we do.
Could lead to interest in Membership if you get chance to talk to your customers!
ACTIONS PLANNED BEFORE NEXT MEETING:
To encourage clubs to hand out leaflets for eye tests & the L.E.H.P. leaflets. This could alert members
of the public to the potential health problems that could be diagnosed by the optician, as well as
improving sight with corrective lenses if needed.
Also to send again details for the collection of unwanted spectacles to be sent to the Lions Club of
Chichester. They also are the central collection point for used hearing aids, which along with
spectacles, are refurbished & sent to 3rd World Countries.
I will also be asking clubs to contribute to the Sight Appeal on the District Wish List, so that we can
continue with our contribution to tackling eyesight problems in 3rd World Countries.

I will also be looking at a number of hearing awareness related issues with a view to better
understanding of hearing impairment. I have acquired some more used hearing aids which I will be

I have been invited to the annual Multiple District Speech & Hearing meeting at MD Headquarters on
Saturday 5th September 2015. Unfortunately I am unable to attend. The new MD Speech & Hearing
Officer, Derek Rutter, has requested that if I am unable to attend, can I nominate a deputy to come in
my place. Considering I have once again not been able to find anyone to take on the job of District

this was done with the help of Lloyds Chemist in King Heath, 43 people agreed to be tested and
several of those were referred to their Doctor.

were well attended, the standard of presentations was as usual very high.
I met with outgoing GLT co-ordinator Lion Pauline Fanti for a handover, thanks Pauline.
I also met with Development Officer Lion June and new addition to the GLT team Lion Paul Murphy
to discuss roles and workshops to follow in the new Lions year.
I have dates in the diary for a GMT/GLT Planning meeting arranged for 12 th August just before the
August Cabinet meeting and a MD GLT co-ordinators meeting at MDHQ for 22nd August to consider
plans and priorities for coming year.

On the 2 and 23 May the GLT presented workshops to Club Presidents, Secretaries and
Treasurers at The Arden Hotel. These were reasonably well attended and the feedback was
very positive. The one comment made, which will be taken into consideration next year, was
that both of these dates fell on a Bank Holiday weekend. Next year the two dates offered will
avoid these two weekends.
I would like to thank all members of the GL team for their involvement and participation in
these workshops. And I would like to thank Lion Pauline Fanti for all her hard work over the
past 4 years as GLT Coordinator.
The workshop for District Officers was postponed and is being now offered in August.
I attended a meeting in Worcester on 19 May with Lions Ian Haffner and Paul Murphy to
discuss the forthcoming year and how we would like to progress the GLT. We discussed the
new role of Support Officer.
I attended District Changeover on 19 July.
As a Guiding Lion for Evesham I assisted at a fundraising concert in Evesham, along with

Lion Pauline Fanti, on 19 June. This was a very successful event but sadly did not generate
any new members for the club, which was the main aim. I have also attended their business
meetings.
At the July business meeting in Evesham the decision was made to close the club. Every
effort has been made to recruit new members and with only 3 members remaining it is not
thought to be viable to continue.
ACTIONS PLANNED BEFORE NEXT MEETING:
A workshop is planned for Sunday 16 August to follow on from the Cabinet meeting. It is
hoped that as many officers as possible will see this as an opportunity to plan for the year
ahead. Notification has been sent out.
It is planned to hold a meeting with all the GLT to discuss proposals for future workshops,
Autumn Forum and a long-range plan.
I am looking forward to working with the GL team and with Lions Ian and Paul.

Lions 105M - District Officers’ Recommendations for Donations 2015/16
Clubs are requested to consider the recommendations below, and to make donations as soon as
possible in this Lions' year in order that the projects concerned can be up and running without delay.
The list identifies the District Officers responsible for each project.
Donations should be made via the District Treasurer and clearly identify the projects to which they
refer and the amounts to be allocated to each. Thank you in advance for your generosity.
International Committee - Chairman Femi Onabolu
North Sea Lions - recommended minimum donation £100
As a District which is a founder member of North Sea Lions there is an obligation, confirmed at District
105M Convention this year, to pay our annual contribution to the NSL organisation. District Officer
Jaap requested £100 donation per Club to fulfil this obligation and support the chosen project. He will
attend Club or Zone Meetings to give further details.

Fendall Village School Project, Liberia + Greenhouse Water Project, Kenya - recommended
donation £150 total per Club to enable both projects to be completed*
Work is ongoing, in cooperation with the Greater Monrovia Lions Club in Liberia, to fund the
construction of a proper school building for over 100 children between the ages of 4 and 14 years in

order to encourage children from the village to go to school. The nearest school otherwise is 7
kilometres away by foot.
The Lions Club of Kakameja in Kenya manage this project, constructing and overseeing greenhouse
farming. Water is piped from a nearby reservoir to the greenhouse for widows and orphans to plant
viable crops to cultivate and sell at market. (More details in Midland News).
*To avoid confusion the F & A Committee felt it was essential that no further projects should
be started before existing ones are completed

LCIF (Undesignated) - recommended donation £100
The Undesignated funds raised by LCIF remain credited to each Club’s account and can always be
used by each Club either for particular purposes or for purchase of a Melvin Jones Fellowship for a
deserving member of the Club or community (i.e. becomes designated).
The funds go into a pot from which emergency disaster relief grants are taken, along with all other
grants for specific humanitarian purposes that are applied for by Districts. Without these monies LCIF
would be unable to respond with immediate financial relief when a disaster occurs, such as the floods
in the UK and the Balkans, the Earthquake in Nepal or the Typhoon in the Philippines. LCIF can also
provide elements of funding for specific large Capital projects and Sight First projects on application
by Districts for grant funding.

Edukits – recommended donation £100
In areas where there are natural disasters or conflicts, it is important to maintain some stability for
young children. UNICEF and Lions have been working together for many years to supply EDUKITS
to these areas. One kit contains all the necessary teaching supplies for one teacher and up to 40
pupils, including a solar or wind-up radio so that contact can be maintained with the outside world.
EDUKITS have been supplied to areas such as Haiti, Pakistan and Syria.
We recommend that Clubs be asked for a contribution of £100 towards the cost of a kit, but Clubs
may pay for a full kit at £170 each if they would prefer.
One Shot One Life Measles Project - recommended donation £50
LCIF and Lions are collaborating with Measles Initiative partners to rescue children worldwide from
measles. Measles is one of the world's deadliest vaccine preventable diseases: 450 children die
each day yet, for less than US$1, we can vaccinate one child for life. Help us save 157 million
children this year. LCIF continues efforts to help children around the world through these
vaccinations by committing to raise US$30 million by 2017, the 100 year anniversary of Lions Clubs
International. If Lions and LCIF meet this goal working alongside the GAVI Alliance, the contributions
will be matched by the United Kingdom’s Department for International Development (DFID) and the
Bill & Melinda Gates Foundation, allowing LCIF and Lions to provide US$60 million for vaccinations.

help2read UK is currently working in partnership with School Aid on a project in Malawi, generously
funded by the Lions of Great Britain and Ireland, and has also worked in partnership in Namibia in
recent years. (This has replaced the Malawi Education Fund).
Railway Children – recommended donation £50
Railway Children is one of the five Street Children projects chosen by the Multiple District and one
that we in this District have already been supporting for many years.
Railway Children’s motto is “getting to street kids before the streets get to them”. They work both in
the UK and abroad, picking up vulnerable children off the streets and helping them to either get back
with their families or finding them suitable places to stay out of harm’s way. They provide food,
clothing, education and counselling.

Comprehensive Eye Services (CES) - recommended donation £250
For those of you who have been in Lions for a number of years, you may remember Eye Camps.
These were literally tents with possibly a pressure cooker for producing sterile equipment. These, in
remote parts of Northern India, were manned by Eye Surgeons who gave up their weekends and
holidays for free, to provide their skills to help restore sight. The people these camps catered for did
not have access to money for hospital treatment, or even hospitals.
CES has brought “Eye Camps” into the 21st Century, as far as possible, by aiming to set up Vision
Centres in rural areas. Centres like this are helping to reach many more people and raising awareness
of eye health throughout the region. More of these are needed.
CES takes a holistic approach to eye care and aims to improve eye health in three ways.
Treatment of eye diseases and conditions.
Promotion of eye health to prevent diseases spreading and conditions going untreated.
Support for people who are incurably blind to help them integrate into their communities.
The CES programme is able to offer something to everyone with a sight related problem – a blind
person is given rehabilitation or training, a blind child will be helped to access school and all other
eye problems are dealt with appropriately through health education, treatment or surgery.

Special Olympics Great Britain - recommended donation £50
A Memorandum of Understanding was signed between Special Olympics Great Britain (SOGB) and
Lions Clubs International MD105 in May 2010. MD 105’s main role with SOGB is to provide
matched funding to help, train and guide some 8,000 athletes with special needs on a weekly and
sometimes daily basis. Some of the monies will also be used to provide kit for the athletes at future
major events and that kit will include the Lions logo.
English Federation of Disability Sport – recommended donation £50
A similar memorandum exists between MD 105 and EFDS an organisation that Lions have been
associated with for over 20 years. Many Lions in this district have supported EFDS as volunteers
but money is required to support their work.

I have to date received 26 signed copies of the SMS “Statement of Intent”. At this time in the new
Lionistic year it is very encouraging. I am hopeful that with the 2nd club meetings of the year being
held I will receive the other 30 club statements by the end of the month.
I have again this year by email appealed to Birmingham Edgbaston to sign the “Statement of Intent”.
I have repeatedly requested the President of Birmingham Edgbaston Lion Randhir Sahota to sign and

send me a copy but this has been ignored. As I stated in my last report with the exception of
Birmingham Edgbaston I received a 100% return.
ACTIONS PLANNED BEFORE NEXT MEETING:
This year I would like to visit Birmingham Edgbaston Club if I do not receive a signed copy of the
“Statement of Intent”. This presents me with a problem, where and when do they hold their meetings?
I shall continue to request all clubs to submit a signed copy of the “Statement of Intent” at the
beginning of each Lionistic year. Last year I received a lot of statements during the last quarter of the
year, I am worried that those clubs will think that it will cover them for this year. I shall therefore
endeavour to encourage clubs to send their copies to me before the next Cabinet meeting, after this
date I may then name and shame those who have not.
My grateful thanks to the Development Officer Lion June Lloyd-Adams for including in the Presidents
& Secretary’s workshops my suggestion “That every club have on their Agenda for the first meeting
of the Lionistic Year a copy of the “Statement of Intent” ready to be signed by the President and H&S
Officer”.

I attended District Changeover on 19th July 2015.
Since the last Cabinet meeting, I have completed DBS checks in respect of members of Corby,
Kingswinford & Stourbridge and Shirley Lions Clubs. Arrangements are in hand to renew applications
for members of Stour Valley Lions Club on Tuesday 11th August, and Castle Bromwich Lions Club on
Thursday 1st October. Arrangements are also being finalised with Shakespeare Lions Club and
Warwick Lions Club to renew applications for their members.
I am having difficulty with some Clubs failing to return Certificate Confirmation details and therefore
causing the automatic update system to fail. It is vital that these details are provided via myself to the
MD Officer in order that annual checks can be completed
There has still been no MD VPO meeting. The meeting scheduled for 4th July was cancelled. It is
hoped that a meeting will be arranged for September.

Look at the latest DG Heather newsletter to see that at long last 105MD is being considered for a
major overall - it will not happen this year nor probably for a few years but we must plan ahead and
an extra clear head in the DG's team will be essential

Remember LCI joining fee can be automatically reclaimed from the District Treasurer for clubs with
15 members or less.

District Treasurer Brian Burgess for repayment – its only $25.00 but every little helps.

105M is still one of the few Districts in the MD who have an organised Past District Governors
Association; it assists greatly in keeping experienced Lions active in the District

Every year we try to organise the 105M Golf Competition and set it up as a Joint event with PDG’s
this year on 6th August at Bromsgrove Golf Club
But again members only 6 clubs were in attendance and 15 played but only one lady played which is
a great pity.
We all know social events of any type help the District moral high

From 24th -26th July I attanded the meeting of the Council of Governors. Among other things, two
substantial matters were discussed which are outlined below:
Structure, Governance and Organisation of MD105
MD 105 has currently 10 out of the 13 Districts with a membership of less than 1250, and has falling
overall membership numbers contributing to the running costs of the MD. This District as at 5 August
2015 had 1003 members, despite the intensive efforts of all Clubs and our GMT to recruit new
members to assist with the provision of service to the community.

At the July Council of Governors the Lions of District 105I ( Ireland) raised the question of their
possible separation from MD105 with effect from 1st July 2017 in view of the level of the financial
contribution which they make to the finances of the MD. They have 2350 of the approximately 15,500
members of Lions Clubs in MD105.
MD Dues were increased by the 2015 MD Convention for every member after a heated discussion,
and with the strong message that further substantial increases would not be accepted for the
foreseeable future.
In view of the current level of membership in the MD and the matters which are being considered by
District 105I, the current structure, organisation and cost base of the MD appears unsustainable,
whatever the decision of District105I. This is a positive opportunity to streamline the structure of the
MD, take advantage of changing ways of operating, and enable us to continue to provide excellent
service to the communities which we serve.
It is hoped that District 105I will not separate from MD105, but, in any event, ways need to be found
to take out large elements of cost in running the MD, or decisions need to be taken for substantially
increased revenue streams, which might include substantially higher contributions from members.
The position is therefore being reviewed and preliminary reports on the structure, organisation and
governance of MD105 will be submitted to the October meeting of the Council of Governors, with a
view to formulating any resulting proposals into resolutions to go forward from the January Council to
the 2016 MD Convention.
Introduction of CIOs (Charitable Incorporated Organizations)
The MD’s charity treasurer, Tom Berry, gave a detailed review to the July Council of
Governors of the work which had gone on with the Charities’ Commission in trying to get
Lions Clubs recognised as a registered charity.
As many of our clubs have Charity Trusts and the Charity Commission is taking a proactive
stance against organizations such as ours, to ensure full compliance with the 2011 Charities
Act, we are investigating the possibility of registering the MD as an umbrella registered charity.
Background: There have been two significant recent changes in charity law. The first means that all
clubs with a total annual income of £5,000 should be registered as a charity (income being defined
as the total raised for the charity before deducting any expenses incurred in raising funds).
The second change made volunteering a Charitable Purpose and as all other activities of a Lions
Club are charitable it became possible for a new structure called a CIO (Charitable Incorporated
Organization) to be developed for all clubs.
In simple terms the benefit for the clubs would be that the members would gain a limited personal
liability in the event of a claim against the club and, potentially, they could claim the equivalent of “gift
aid”, currently around 25 %, on their membership subscriptions. This sum would be returned to the
club’s funds for whatever use was desired.
A couple of Districts will be used on a “pilot” basis with a view to eventually rolling the scheme out
around the country.
In August a letter will be circulated asking which clubs are interested in this development so that help
with the paperwork will be given to all clubs applying for CIO status.

report to Council by 25th September 2015
7. Review MD 105 International Committee and MD105 Europa Forum Committee activities and
costs, and submit report to Council by 25th September 2015.
