PRESIDENT’S MESSAGE
Everyone in the Washington, DC area who is involved with the Federal
government, either as an employee, elected official, policy analyst, or
contractor is totally consumed by the threat of Sequestration. For those who
are not familiar with the word, it is an old term that is taking on new
meaning. It used to mean the act of taking valuable property into custody
by an agent of government and locking it away for safekeeping. Presently,
it means a fiscal policy procedure that initiates automatic spending
cutbacks that will occur January 1, 2013 across every Federal government
agency.
As such, sequestration is a looming threat that will cut every Agency’s
budget, equally. Yes, the Departments of Defense, Labor, Energy, Health
and Human Services, etc. will each have the same percentage of their
budgetary appropriations withheld to compensate for excess spending
across the Federal government. The President has issued an Executive
Order that will exempt military troops from these budget cuts.

Obviously, this action would impact all Agency missions and programs,
including Homeland Security, Defense, Education, and so forth. As an
example, the Department of Defense budgetary appropriation would be cut
by nearly $500 billion over the next 10 years, $55 billion immediately in
2013.
A study by the Bipartisan Policy Center’s task Force on Defense Budget
Strategy concluded that if Sequestration occurs, the action would weaken
the economy, harm national security, and not improve the long-term fiscal
condition of the United States.
So, you ask why is this arbitrary action being considered if it will not
accomplish the objective of decreasing the Federal deficit and placing our
nation on a positive budget trajectory for the future. That is the question
that we must ask ourselves and especially our U.S Congresspersons and
Senators.
We must voice our concern because while we are focused on decreasing
the Federal deficit and understand that Federal spending must be contained,
we also want our government to meet its obligations to secure our
Homeland, protect our vulnerable citizens, and ensure that we have access
to a safe food supply and other critical services.

C2 ESSENTIALS ANNOUNCEMENTS
Affordable Care Act
The Affordable Care Act, one of the new benefits of the health care reform law, will make the health care system
transparent and ensure consumers get a better value for their premium dollars. In 2011, Insurance plans will be
required to spend at least 80 percent of the premiums they collect from consumers on medical care, rather than on
executive salaries and administrative costs. For large group plans (the kind provided by companies that employ 80
people or more), health insurance companies must spend 85 percent of the premiums on medical care.
If the insurance carrier spends less than the 80/85% noted above, they will be required to provide a rebate to their
customers. The percent an insurance company spends on health care must be disclosed to the public.
The carriers were required to remit rebates by August 1, 2012. If C2 receives these rebates from the carriers on our
clients behalf, C2 will directly forward the checks to you.

THREAT
Defense Security Service (DSS) has consistently found the greatest number of
suspicious contacts originate from East Asia and Pacific regions. The nature
of these contacts suggests a concerted effort to exploit contacts for
competitive, economic, and military advantage.
Within the past year, DSS found that the majority of suspicious contacts
originated from commercial entities. These likely represent an attempt to
make the contacts seem ore innocuous by using non-governmental entities as
surrogate collectors.
Exploitation of cyberspace for surreptitious access to cleared contractor data
systems is a growing concern.

METHODS
Foreign entities often use the following methods to gain access to
classified/sensitive information and technologies protected by the U.S. cleared
industry:
 Direct requests for information and attempted acquisition of
controlled technology
o Most popular collection technique
o Represents a low-risk/high-gain method of operation
o Usually involves emailing, mailing, faxing or telephoning
individual US cleared contractor employees, web-card
submissions, or use of a website’s “contact us” page.
 Foreign individuals will often solicit employment on classified
cleared contractor projects, while foreign companies and research
facilities will offer their technical and business services.
 Attempted intrusions are the most common suspicious internet
activity
o Socially engineered emails with malicious attachments to
exploit commercial software programs
o Spoofing emails that imitate valid domains (i.e., .mil or .gov
addresses)
o Attempted intrusions initiated from removable media (USB
drives)
REPORTING REQUIREMENTS
The National Industrial Security Program Operating Manual (NISPON) 1-302B
states, “Contractors shall report efforts by an individual regardless of nationality, to
obtain illegal or unauthorized access to classified information or unauthorized access
to classified information or to compromise a cleared employee.”
NISPOM 1-301 requires that cleared contractors report actual, probable or possible
espionage, sabotage, terrorism, or subversion promptly to the FBI and DSS.

David Nelson
We are now shining the spotlight on David Nelson with our Associate Spotlight Q & A
IRT: David, many congratulations on being our September Spotlight Associate. This is our 25th issue and we are proud to have you. Let’s
take a moment to get to know you better. How long have you been an Associate of IRT, out of which location do you work, and what is your
title and role and what do you do?
David: I’ve been working for IRT in Seattle, WA for a little over 10 years. To my knowledge, behind Mrs. and Mr. Fields, I’m the third longest
tenured IRT employee.
IRT: That is amazing and do know that we appreciate your dedication. It has been a pleasure to have you onboard in our IRT family. How
did you feel when you were told you would be featured in this issue?
David: I was flattered and honored.
IRT: The honor is all ours. What would you say has been your most rewarding experience with us?
David: I would say the friendly staff is my favorite part about working for IRT. I don't get out to IRT Headquarters often since I'm in Seattle,
but when I call in to IRT with a problem or concern, the staff has always been helpful.
IRT: We thank you for that acknowledgement. As we all know, IRT prides its accomplishments on “Helping Our Customers Succeed”.
How has this approach made an impact on you and the decisions you make in your daily work life? What would you say are other interests
or hobbies of yours outside of work?
David: Since being here for over 10 years, our contracting office has had numerous people rotate through with the exception of me. I'm the
longest tenured person currently in our Seattle office, and also may be the longest tenured person of all time here. All the people that have
come through our office have known me and of my employment with IRT. When they think of who to contact with certain problems, concerns,
or suggestions, they think of me and since I represent IRT, I'm “helping the customers succeed”.
IRT: We appreciate and Thank you. We definitely feel you have been a dedicated representative for IRT. In light of allowing us to see how
you view yourself, how do you think others would describe you?
David: Busy! Really Busy!
IRT: Very interesting. Everything about you screams busy so far. Can you tell us about someone who or something which has greatly or
positively influenced your life and why or how?
David: My Marine Corps experiences have had the biggest influence on my life. During my time, I worked long hours around the clock, saw
extreme cases of poverty, and saw true heartache. Working the long hours makes working an 8-hour day seem easy. While in the Marines, I
was very active in the Toys for Tots program and saw extreme cases of poverty. This stuck with me after the Marines and I brought the
program into my community to help give underprivileged families in my community toys. Also during my time in the Marines, I saw heartache
in fathers deploying and leaving their families behind and also did funeral details. Seeing this really put things into perspective for me and
helped me realize that the little things that may disrupt my professional life and personal life are nothing compared to other things going on in
the world.
IRT: Isn’t that something how sometimes we have to step away from our own lives and take a glimpse at someone else’s reality to realize
that sometimes it really is the little things that mean a lot? It’s definitely commendable that you were able to take what you’ve learned to
implement it to your community. How do you continue to raise the bar for you and those around you and what advice would you give to
others trying to make it to where you are?
David: Go to work early. Work hard. Go home and relax without bringing thoughts of work with you. Repeat the next day. Enjoy every
weekend to the fullest.
IRT: Although it sounds so simple, it can sometimes be the hardest thing for many of us to do. That was something worth saying and
something worth us each taking the time to do. And with that said, what would you say is your personal philosophy in life? OR what is your
favorite quote and why?
David: "Whatever comes our way, whatever battle we have raging inside us, we always have a choice. It's the choices that make us who we
are, and we can always choose to do what's right."-Spiderman
IRT: WE LOVE IT! Life is all about the choices we make. As we come to a close, are there any final comments you’d like to add?
David: Hello to the IRT Associates all over the world!

Aloha everyone. I’m excited to join IRT Headquarters and I look forward to working towards providing continued
outstanding results for our clients and continued support of our Associates. In furthering IRTs growth and
development and with your assistance, we will maintain our status of “Helping Our Customers Succeed”.

Rod Azama, Vice President
Rod has over 30 years of leadership and executive management experience in the Department of Defense, the US
Government, and corporate industry, as well as some 501(c)3 service. He is a former career Army soldier with service as
a combat arms, Special Forces, intelligence, and foreign area officer. Rod served as a US trade finance official in the
1990s and also implemented the US Government's South Balkan Development and Bosnia-Herzegovina Reconstruction
& Industrial Development Initiatives. His more recent work has focused on technology innovation and
entrepreneurship, homeland and information security/operations, operations-intelligence integration and information
management in the national security and commercial spheres. He takes a multidisciplinary approach to solving
complex warfighter and policymaker challenges and is a values-focused change agent. At IRT, Rod is focused on
business development and corporate planning, as well as quality delivery, teaming, partnerships, and alliances. He has a
BS degree from the U.S. Military Academy, a M.A. in Business Economics from The Wharton School of Business, and a
M.S. in Systems Management from the University of Southern California. Rod has taught in the Department of Social
Sciences at the US Military Academy and been an adjunct faculty member in the Department of Military Science,
University of Pennsylvania. More recent, Rod has obtained his CISSP Certification and will soon be an Associate of
Burdeshaw Associates, an established, high-end defense consulting firm. He has also authored articles in various
professional journals and has been a Contributing Associate to several published books.
