The Colorado intellectual and developmental disabilities (I/DD) system was granted funds that will enable community centered boards across the state to maintain current services provided and to offer 809 new resources to people/families who have been waiting for services. The greatest number of those resources, 576, will be utilized by children/families eligible for Children’s Extensive Support (CES) services because the Governor and the General Assembly agreed to fully fund that waiting list. The remainder of the resources will be available to adults who meet established criteria for transition, emergency and high risk. Envision will administer funds for at least 33 CES resources as that is the number of children currently waiting for that service in Weld County. At this point, we have no way of knowing if or how many adult resources may be allocated to Envision in order to enroll and provide services to additional eligible people in Weld County. In addition to new resources, the legislature and Governor also approved a 4% rate increase for all categories of services that are available to people receiving services. These rate increases finally restore most of the rate reductions the Colorado developmental disabilities system incurred over the past four years. Funds have also been increased for the Family Support Services Program and separate funding has been identified to assist all community centered boards for costs incurred in determining eligibility and managing the waiting list. All in all, the intellectual and developmental disabilities system fared well in funding compared to recent prior years. The Joint Budget Committee (JBC) initiated a bill that was passed by the legislature and signed by the Governor that will move the State oversight agency, Division for Developmental Disabilities, that community services for people with intellectual and developmental disabilities are accountable to, from the Department of Human Services to the Department of Health Care Policy and Financing by March of 2014. There are timelines for the Departments and representatives from the community provider system and advocacy organizations to report back to the JBC on processes to assure smooth transition in order to avoid causing any disruption in the lives of people and families participating in community operated services. The move will consolidate our oversight and accountability to be with the Office of Community Living within HCPF and should eliminate the duplicative and sometimes contradictory procedures and practices we have experienced in the past few years. At Envision we are working to make this be a seamless process in order to avoid any disruption in the lives of people and families actively receiving services in Weld County. As a result of the actions stated above, there will be many changes occurring and we will seek the most efficient and effective processes in implementing and completing the tasks. First and foremost we will focus on the mission of Envision to enhance the quality of life for people with developmental disabilities in Weld County. Best regards, Mary Lu Walton Executive Director Envision Begins Move Toward E-Newsletter It’s budget time again, and that means taking a hard look at expenses. Envision strives to keep administrative costs as low as possible, and we do a pretty good job of it. Administration costs are less than 10 percent, which is great; but there’s always more that can be done. Please email Lori Arthur, Development and Communications Coordinator, at [email protected] with the subject line Newsletter Email Address. Be sure to include in your email your name and home address. We will begin electronic newsletters in September, but those who have not sent an email address by the end To that end, we have decided to switch to an of August will receive a paper copy in September. electronic newsletter. The December newsletter will go only to The cost of printing and mailing a quarterly newsletter those who have provided an email address. continues to rise; and it takes about 8 hours to print the newsletter. Volunteers come in and spend about 4 hours folding and putting labels on the newsletter. Recent changes in US Postal Service regulations for bulk mailing made it necessary to seek an outside source to handle mailing, so the newsletters had to be delivered to Schaefer Enterprises to finish the task. The time is right to make the switch to an electronic newsletter. In order to make this switch, we need your help. Besides saving money, there are some other advantages to an electronic newsletter: No trees have to die It’s in full color There are hyperlinks to websites mentioned It’s easy to share with friends and family no matter where they live And less paper in your recycling bin when you’re done reading If you have any questions or concerns about this process, please email Lori or give her a call at 970-3132602. Thank you all for helping us with this project! Family Support Services Program Changes Family Support Services Program is making some changes for the new fiscal year, beginning 7/1/13. Rather than submitting a request and receipts/expense logs monthly, we are going to ask families to submit one request for the entire year with their priorities and an estimated amount of how much money they will spend on their prioritized services. We will request receipts/expense logs to be submitted quarterly (for the previous three months). Checks will be issued monthly as long as receipts/expense logs are submitted quarterly. It is our intention to streamline this process and to make allocating funds as easy as possible for the families. There will be additional information mailed to all FSSP families in the near future. Additionally, we have updated the Most in Need (MIN) assessment. All FSSP families will complete a new MIN assessment in May or June. Please look for it in the mail, if you haven’t already received it. The MIN level will determine the amount of money that will be allocated to each family, monthly. It will be very important to get your MIN assessment completed and submitted back to your case manager, timely, so it can be scored. I started April 8th of this year. I was born in Loveland and raised in Greeley. I graduated from Aims Community College in 2012 with my Associates in Business Technology as an Administrative Assistant. I am a mother of a 6 year old daughter. I love reading science fiction novels and spending time with my family.” Elise Dahlin: “Hi! I’m Elise and I was hired as an Early Intervention Case Manager at Envision in March. I recently graduated from Colorado State University and have my degree in Psychology. I’m still living in Fort Collins, and I really like it. I live with my sister and our sweet new puppy named Honey. My passion in life has really been working with families and children—particularly young children, and I am thankful that Envision has allowed me to do that!” Debbie Henry: “My name is Debbie Henry and I’m the new Administrative Assistant/Receptionist at Envision. I live with my husband on the west side of Greeley on what use to be farming property. We do have dogs, cats and chickens but the property now includes a business of self-storage units. We have two sons and 3 grandchildren. I started my career as an administrative assistant at Hewlett-Packard in Loveland. I worked in Loveland for 10 years and then transferred to their Santa Rosa, CA site where I worked an additional 15 years. Upon returning to Colorado, I worked for 6 years for the City of Greeley Water and Sewer Administration. I then married and moved to my husband’s home in Missouri. When I was able to convince him we needed to come ‘home’ to Colorado, I decided to try something completely different and worked as a Direct Care Professional for 3 years in a group home affiliated with an agency in Westminster. Hence, my later interest as an administrative assistant for Envision. My ideal job!” News: Albert and Barb Moate announced that they will be retiring to Florida in September. They have been with Envision for more than 20 years and will be missed! Barb Moate recently stepped away from her duties as an Intake/Waiting List Case Manager and is working in the file room organizing and filing. Kevin Thompson, Adult Case Manager, is moving into Barb’s position as Intake/Waiting List Case Manager. S.T.A.R.S.
