Ghimpu should apologize for his attacks against mass-media (29 January 2013); Statement on subscribing to the Appeal for unity, launched by His Excellency Mr. Nicolae Timofti, President of Republic of Moldova (28 February 2013); Media non-governmental organisations express their concern in relation to the aggression against the shooting team of Pro TV Chişinău television channel, while performing their duties (1 March 2013); Media non-governmental organisations are confused about the declaration of Higher Magistrate’s Council with regard to the alleged campaign „for exercising pressure against the judiciary system” (29 March 2013); Statement for condemning the intention of Liberal Party to re-instate criminal punishment for defamation, criticized by media NGOs (5 April 2013); Media organistions call upon the General Prosecutor’s Office to refrain from pressures as regards the disclosure of sources (18 April 2013); Memorandum on press freedom in Republic of Moldova during 3 May 2012 – 3 May 2013; Statement of IJC and API with regard to the dispute between Publika TV and Jurnal TV (20 May 2013); Media NGOs request that the ensurance of transparency in the decisiontaking process is guaranteed (8 July 2013); Non-governmental organisations call upon the Popular Assembly of TAU Gagauz Yeri to avoid allowing interferences in the activity of regional public broadcaster (9 July 2013); Public call upon Higher Magistrate’s Council / provisions of Regulation on public information service and relationships with mass-media (29 July 2013); Call for the organization of a public contest in order to select the candidates for the position of members of Higher Magistrate’s Council (3 September 2013); Statement for condemning the intention of High Court of Justice Chairperson to re-instate criminal liability for defamation (11 September 2013); Media NGOs: restricting the journalists’ access to a public event is illegal / “Glia Drochiană” (30 September 2013) Media NGOs request clarification with regard to “Ziarul de Gardă” editorial office being threatened (18 October 2013); Media NGOs condemn the disorderly conduct of deputy Iurie Muntean (21 November 2013); Call for the selection of law associate professors as members of Higher Magistrate’s Council (20 December 2013). ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 Being established in 2008 at API’s initiative, t he Public Private Work Group for Strengthening Media continued its activity. On 26 March 2013, the debate entitled “Actual stage of legislative and normative initiatives covering massmedia from Republic of Moldova” took place, and it was attended by 18 persons – members of the Parliament, representatives of regulatory authorities, journalists, media experts. API requested the acceleration of reforms in massmedia, introducing the issues and priorities in this sector to the Parliamentary Commission for culture, education, research, youth, sport and mass-media, during a meeting at the Parliament of Republic of Moldova on the occasion of World Press Freedom Day (3 May 2013) Pagina 5 API performed advocacy for the real implementation of Law no. 221 of 17.09.2010 on the privatization of public periodicals, by informing structures which are entitled to check the compliance with legislation: Government, Parliament, General Prosecutor’s Office, State Chancellery, Financial Inspection, etc. Thus, on the agenda of Government sitting, initially planned for 9 January 2013 and further rescheduled for 10 January 2013, the issue „On the approval of draft law for completing Law no. 121XVI of 4 May 2007 on the management and privatization of public property” was included, by which the Ministry of Economy intended to include all public periodicals financed by municipal and local councils from the state budget in the list of goods not subject to privatisation. In order to prevent it, API sent letters and held numerous discussions with many persons from decisiontaking structures (members of the Parliament, ministers, governmental advisors, etc.). As an outcome of these efforts, the Government decided to amend the appendix with the periodicals to be included in the list of goods not subject to privatization. On 11 January 2013, API forwarded specific proposals to the Government in relation to the public periodicals which should be excluded from the draft law of the Ministry of Economy. The concerned proposals were accepted, but the legislative procedure for amending the legislation lasted till July 2013, when the Parliament adopted the amendments in the framework-law regulating the management and privatization of public property. Throughout the year 2013, API consolidated the previously-established partnerships, and developed new partnerships with the Ministries of Justice, Education, Health, Domestic Affairs, Labour, Social Protection and Family, Reional Development and Construction. Thus, API provided the expertise requested by the Ministry of Justice for some issues which cover mass-media legislation; provided assistance to the Ministries of Education, Health, Domestic Affairs, Labour, Social Protection and Family for drafting some special regulations for communication in cases mirroring children in a bad light. A separate Agreement on partnership and collaboration was concluded with the Ministry of Regional ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 Development and Constructions, which foresees the promotion of journalistic subjects about regional development on the agenda of mass-media (7 October 2013); On 30 April 2013, API launched the new version of the website www.MoldovaCurata.md, basing on the webpage of the Civic Coalition for a Clean Parliament (ICPC). The website stands for an on-line media platform, focusing on the topic of public officials’ integrity and the monitoring of National Integrity Commission (CNI) by using means typical for journalistic work. In May 2013, API launched the campaign „Manipulation fools. Do not allow anyone think instead of you!” The campaign includes monitoring mass-media institutions for detecting manipulative manners of presenting public interest information, debates at the topic of informational manipulation, broadcasting promotional anti-manipulation clips, publishing the thematic page ACTIV etc. Institutional support to the Press Council of Republic of Moldova API, acting as founder of the Press Council from Republic of Moldova, provides continuous institutional support to this journalistic self-regulatory structure and accesses funds to ensure the operation and development of the Press Council. Pagina 6 On 26 April 2013, API and the Press Council organised a regional „round table” in Chisinau, on the topic „Ethical challenges of contemporary mass-media”, which was attended by 35 persons, including foreign experts visiting Moldova at the invitation of Press Council (from Bulgaria, Bosnia and Herzegovina, Romania, Estonia), members of Moldova Press Council, journalists, experts of non-governmental organisations from mass-media sector, representatives of Council of Observers under the National Public Broadcasting Institution „Compania Teleradio-Moldova”, university lecturers. The media experts from various countries agreed upon the following needs: to intensify educational activities among media product consumers; to provide assistance to officers from public structures for drafting practical guidelines for communication with mass-media in the view of ensuring the freedom of media discourse, as well as observing the rights of persons who are socially disfavoured; to produce sets of recommendations for journalists and mass-media institutions as regards retrieval of information from socialising networks without harming the privacy and dignity of people etc. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 SPECIALISED TRAINING ACTIVITIES FOR VARIOUS STAFF CATEGORIES WITHIN MASS-MEDIA INSTITUTIONS During 2013, API organised and conducted 14 training activities, which were attended by 219 employees of API-member editorial offices, and from other mass-media institutions and NGOs, including: Training session: „Freedom of expression and access to information: national legislation and ECHR practice” (25 January 2013, 15 participants) Training session „Contemporary media design” (22 February 2013, 15 participants) Two training sessions on new-media and webpage development (1 March 2013: „Opportunities provided by new-media”; 15 March 2013; “Informational technologies for developing webpages”, overall – 36 participants) Workshop on the topic of mass-media self-assessment through gender dimension (17 May 2013, 27 participants) Three training sessions for NGO representatives on the topic of communication strategies (17 May 2013, 26 June 2013, 28 June 2013, overall – 49 participants) Four regional training sessions on the compliance with journalistic deontology norms (19 September 2013, Bălți: collaborators of newspapers „SP”, „Ecoul Nostru” and „Unghiul”; on 18 October 2013, Soroca: collaborators of newspapers „Observatorul de Nord”, „Cuvântul” and „Glia Drochiană”; 22 November 2013, Cimişlia: collaborators of newspapers „Gazeta de Sud”, „Cuvântul Liber” and „Ora Locală”; 6 December 2013, Chiținău: collaborators of newspapers „Jurnal de Chişinău”, „Ziarul de Gardă”, „Expresul”, „Est Curier” and „Natura”; overall – 48 participants) Two training sessions for journalists on the justice sector reform (15 November 2013, 20 December 2013, overall – 29 participants) Also, in the year 2013 API organized and developed 12 debates/”round tables” for journalists, local counsillors, officials, opinion leaders, attended by 253 persons, including: Four regional public debates/”round tables” focused on citizens’ involvement in the decision-taking process (23 January 2013, Căuşeni; 25 January 2013, Bălți; 30 January 2013, Cahul; 29 March 2013, Chiținău; overall – 87 participants) Sitting of the public-privat working group, examining the actual stage of legislative initiatives related to mass-media activity in Moldova (26 March 2013, 18 participants) Debates “Study for assessing the short, medium and long-term necessities of API constituents” (19 April 2013, 20 participants) Pagina 7 Debates on the occasion of launching the new version of website www.moldovacurata.md (30 April 2013, 24 participants) Debates on the topic of Press Council activity (17 October 2013, 17 students from Journalism Faculties) Debates „The access of the public to statements on income and property on ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 the Internet: legal contradictions and modalities to settle them” (30 October 2013, 19 participants) Debates „Harshening sanctions for dignitaries and officials failing to declare or erroneously declaring their income, property and personal interests” (27 November 2013, 23 participants) Debates on the implementation of Law on privatization of public periodicals (10 December 2013, 28 participants) „Press club” on regional development topic (4 November 2013, Bălți, 17 participants) API organised two study tours to regions where regional development projects are being implemented, for journalists and bloggers (25 October 2013, Regional Development Agency South; 20 November 2013, Regional Development Agency Centre; overall – 33 participants). API developed the Centre of Assistance for API members, which provided consultancy/assistance in 109 situations throughout 11 months (July 2012 – May 2013), including: economist-accountant - 41 situations, media-designer - 41 situations, legal expert-lawyer – 27 situations. Pagina 9 In September 2013, the position of Ombudsman of API-member newspapers was established for the first time for Moldovan mass-media (about 100 recommendations sent to API-member newspapers during September-December 2013) ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 PROFESSIONAL CONTESTS Throughout the year 2013, API organized and developed 3 contests, including one for representatives of local public authorities and two professional contests for journalists, which were: Contest for mayoralties „The best citizens’ involvement action in the decision-taking process” Twenty portfolios had been received for the contest; winners: first place (USD 1000) – Băhrineşti village hall from Floreşti district; second place (USD 700) – Cantemir town hall: third place (USD 500) - Calfa village hall, Anenii Noi district. Contest for mass-media instittions „The most efficient media campaign for monitoring the use of public money” Four portfolios had been sumitted for the contest; winners: first place (USD 500) was not awarded; second place (USD 400) – editorial office of „Cuvântul” newspaper from Rezina; third place (USD 300) - portal www.colonita.eu. „API’s internal awards 2013” (the festivity took place during the meeting of API members, 19 April 2013): „The best reporter” (13 candidates, winner – Olga Bulat, „Ziarul de Gardă”) „The best investigation” (5 candidates, winner – Iurie Sanduţa, „Ziarul de Gardă”) „The best photograph” (9 candidates, winner – Nadia Roşcovanu, „Jurnal de Chişinău”) „The best social action” (4 candidates, winner – Newspaper „Cuvântul”) „The best website” (14 candidates, winner – www.jc.md) „Newspaper with the best design” (15 candidates, winner – „Ziarul de Gardă”) „Manager of the year” (3 candidates, winner – Nicolae Sanduleac, „Unghiul”) Pagina 10 National contest „10 journalists of the year 2013” Three colleagues from API are among the ten journalists who received the „crystal ball”. They are: Marina Bzovaia („SP”, Bălţi), Lilia Zaharia (API special reporter), Iurie Sănduţa („Ziarul de Gardă”), and Ina Landa („Expresul”, Ungheni) was awarded the prize „Hope of the year”. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 PROJECTS IMPLEMENTED IN 2013: a) Projects launched in the previous year /years and continued in 2013: „Developing new media and photo-journalism in independent media from R. Moldova” Implementation period: February 2012 – March 2013, Financing organisation: National Endowment for Democracy (NED) / USA, Total budget: $39,274.00 Goal of the project: Strengthening the position of independent newspapers on the media market from R. Moldova by creating or improving multimedia and photographic products. Project activities developed in the year 2013: - training session „Opportunities provided by new-media”; - training session „Informational technologies for developing websites”. „Promoting good practices of monitoring the local-level decisiontaking process” Implementation period: March 2012 – May 2013, Financing organisation: Soros-Moldova Foundation, Total budget: $49,585.00 Goal of the project: Promoting the transparency of the decision-taking process, by encouraging citizens to engage in sorting out community problems and monitoring the use of public financial means at the local level. Project activities developed in the year 2013: - 3 regional thematic „round tables” on how to monitor the decisiontaking process - „Practices for involving citizens in the decision-taking process and monitoring the use of public money” (Căuşeni, Bălţi, Cahul); - one national-scale „round table” - „Citizens’ involvement in the process of decision-taking and monitoring the fulfilment of adopted decisions: realties of the year 2012”; Pagina 11 - organisation of contests: „The best action of citizens’ involvement in the decision-taking process” and „The most efficient media campaign for monitoring the use of public money”, and awarding of winners. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 „Continuing the project „Developing study and analysis capacities of API” Implementation period: June 2012 – June 2013, Financing organisation: FHI 360, Total budget (2010-2013): MDL898,626.00 Goal of the project: Enhancing analysis and documentation capacities for studying local press problems, by means of establishing the Study and Documentation Department within API. Project activities developed in the year 2013: - training session „Freedom of expression and Access to information: national legislation and ECHR practice”; - training session „Contemporary media design”; - working session of the Public-Private Working Group for strengthening media „Actual stage of legislative and regulatory initiatives pertaining to the activity of R. Moldova’s mass-media”; - debates „Study for assessing the short, medium and long-term necessities of API constituents”; - assistance for communication strategy development provided to six NGOs; - training session „Communication strategies for NGOs: modern procedures and techniques”; - training session „Efficient communication: from press release to public events”; - assistance provided to API members within the Centre for assistance for independent media. ”Assistance programme for privatisation of public periodicals” Implementation period: June 2012 – December 2013, Financing organisation: Soros-Moldova Foundation, Total budget: $20,000.00 Pagina 12 Goal of the project: Speeding up the implementation of Law no.221 of 17.09.2010 on the privatisation of public periodicals, by adjusting the national legal framework and providing consulting services to central and local public authorities and state publications during the privatisation process. Project activities developed in the year 2013: - specialised assistance for central public authorities (Ministry of Justice, Ministry of Economy) in the process of public periodicals’ privatisation; - ensuring consultations to local public authorities during the privatisation of public periodicals; - organising and developing a national-scale round table „Implementation of Law on the privatisation of public periodicals”; - publishing the Guidelines „20 questions and answers with regard to privatisation of public periodicals” and distributing the concerned Guidelines to local/municipal public authorities. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 „Supplement „Obiectiv European” Implementation period: August 2012 – May 2013 Financing organisations: East European Foundation, „Friedrich-EbertStiftung” Foundation, Total budget: $36,024.00 Goal of the project: Informing the public opinion from R. Moldova about the European Union, European values and good practices, European integration process, activities and policies implemented by Moldovan authorities under the process of our country’s European integration, Eastern Partnership and R. Moldova’s place in a new Europe. Project activities developed in the year 2013: - publishing 4 editions of the supplement „Obiectiv European” and distributing it alongside with the newspapers „Jurnal de Chişinău”, „Gazeta de Sud”, „Cuvântul”, „Observatorul de Nord”; - publishing a thematic page „Obiectiv European” on the occasion of celebrating Europe’s Day and distributing it alongside with 17 newspapers: „Unghiul”, „Gazeta de Sud”, „Observatorul de Nord”, „Cuvântul Liber”, „Ecoul Nostru”, „Est Curier”, „Glia Drochiană”, „Expresul”, „SP”, „Ora Locală”, „Ziarul de Gardă”, „Jurnal de Chişinău”, „Opinia Liberă”, „Panorama”, „Adevărul de Anenii Noi”, „Curierul de Hînceşti”, „Vesti Gagauzii”. „Mass-media responsibility: journalistic self-regulatory practices” Implementation period: October 2012 – April 2013, Financing organisation: Soros-Moldova Foundation, Total budget: $28,000.00 Project activities developed in the year 2013: - visit undertaken by a group of members from R. Moldova’s Press Council and Moldovan media experts to Bosnia and Herzegovina, in order to learn the experience of Press Council operation in this country, the impact of decisions taken by the journalistic self-regulatory structure upon the professional conduct of mass-media institutions, interaction with the multi-ethnical public and mass-media published in various languages; - study visit to Republic of Moldova undertaken by a group of media experts and representatives of journalistic self-regulatory structures from Bosnia and Herzegovina, Bulgaria, Estonia and Romania, in order to become familiar with Moldovan reality in press freedom sector and learn the experience of operation of Moldovan journalistic self-regulatory structure; - Regional conference "Ethical challenges of contemporary mass-media". Pagina 13 Goal of the project: Establishing and developing a regional dialogue among representatives of mass-media experts communities, namely representatives of structures monitoring the compliance with ethical and professional conduct norms, originating in countries with a different level of development of journalilstic self-regulatory structures. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 „Organising and facilitating self-assessment through gender dimension of print and electronic media” Implementation period: October 2012 – December 2013, Financing organisation: UN Women Program in Moldova, Total budget: MDL1,137,430.00 Goal of the project: Promoting gender equality and self-assessment of print and electronic media. Project activities developed in the year 2013: - developing a workshop on self-assessment through gender dimension; - conducting the monthly editorial content’s self-assessment in terms of gender dimension by 17 mass-media institutions: „Unghiul”, „Expresul”, „Ecoul Nostru”, „Glia Drochiană”, „Jurnal de Chişinău”, „SP”, „Natura”, „Adevărul”, Agenţia de ştiri IPN, „Trud 7 Moldova”, www.gagauzinfo.md, www.hotnews.md, www.trm.md, www.stiripozitive.eu, www.unimedia.info, www.pentruea.md, www.colonita.eu; - developing three quarterly reports and a final report on selected media self-assessment through gender dimension; - producing an online brochure containing good practices for media selfassessment through gender dimension. „Objective information regarding the justice sector reform in Republic of Moldova” Implementation period: December 2012 – June 2014, Financing organisation: USAID Rule of Law Institutional Strengthening Program, Total budget: $70,634.00 Goal of the project: Ensuring the correct understanding of the judiciary system reform in Moldova by rural inhabitants, by means of objective information and public debates on the implementation of this reform. Project activities developed in the year 2013: - publishing 12 editions of thematic page „Activ”, in Romanian and Russian languages, which is being distributed in 18 local and regional newspapers, with a circulation of approximately 70 thousand copies, and publicising the stages of implementing the judicial system reform in Republic of Moldova; - updating the special column entitled “Justice Reform” on API’s website and on Facebook socializing network; - training session „Justice sector reform: provisions, accomplishments, difficulties” in Romanian language; Pagina 14 - training session „Justice sector reform: provisions, accomplishments, difficulties” in Russian language. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 b) projects launched or implemented in the year 2013: „www.moldovacurata.md - on-line platform with regard to the integrity of public officials” Implementation period: January 2013 - February 2014, Financing organisation: Soros-Moldova Foundation, Total budget: $36,909.00 Goal of the project: Promoting the principle of public officials’ integrity and monitoring the operation of mechanisms for controlling the statements on income and personal interests by means of on-line media platform www.moldovacurata.md Project activities developed in the year 2013: - Re-organising the website www.moldovacurata.md ; - Conducting a promotional mini-campaign prior to launching the new version of website www.moldovacurata.md ; - „Round table” on the occasion of launching the new version of website www.moldovacurata.md ; - Debate:„Public access to the statements on income and property in the Internet: legal contradictions and settling modalities”; - Debate:„Harshening sanctions for officials who fail to declare or declare erroneously their income, property and personal interests”; - Updating the webpage www.moldovacurata.md on a regular basis; - Monitoring the activity of the National Integrity Commission (CNI); - Clarifying cases of non-declaration of property and personal interests by public officials. „Institutional support for Moldovan Press Council” Implementation period: February 2013 – April 2014, Financing organisation: East-European Foundation, Total budget: $21,257.00 Pagina 15 Goal of the project: Strengthening quality journalism and good journalistic practices in Moldova, by ensuring the operation and promotion of the Press Council as self-regulatory mechanism, which mediates the disputes between media institutions and information consumers, in the light of mutual dialogue and respect between the press and the readers. Project activities developed in the year 2013: - organising and developing current sittings of the Press Council and the activities of settling disputes between media product consumers and mass-media institutions; - organising and developing a „round table” on mass-media’s responsibility in relation to the public; - organising and developing a meeting with students from Journalism Facultes in Chisinau; - ensuring the participation of Moldova Press Council membes at the Conference of European Alliance of Press Councils (Tel Aviv, Israel, September 2013) and the reunion of Regional network of journalistic selfregulatory structures (Odessa, Ukraine, September 2013). ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 „Campaign against informational manipulation by means of massmedia” Implementation period: April – November 2013, Financing organisation: Free Press Unlimited (the Netherlands), Total budget: 10,000.00 Euro Goal of the project: Reducing the effects of informational manipulation by educating citizens and publicly signalling cases of manipulation by means of mass-media. Project activities developed in the year 2013: - Launching the campaign against informational manipulation; - Drafting and developing the products of the campaign against informational manipulation; - Drafting the methodology for monitoring mass-media institutions at the topic of manipulative coverage of public interest information; - Publishing one thematic page against ACTIV informational manipulation and inserting it in 16 national and local newspapers: „Unghiul”, „Gazeta de Sud”, „Observatorul de Nord”, „Cuvântul Liber”, „Cuvântul”, „Ecoul Nostru”, „Est Curier”, „Glia Drochiană”, „Ziarul de Gardă”, „Expresul”, „SP”, „Jurnal de Chişinău”, „Căuşenii”, „Vesti Gagauzii”, „Opinia Liberă”, „Ziarul Naţional”. „Strengthening journalistic ethics and promoting an antidiscrimination campaign in mass-media” Implementation period: June 2013 - January 2014, Financing organisation: Civil Rights Defenders (Sweden), Total budget: 27,700.00 Euro Pagina 16 Goal of the project: Strengthening and ensuring the practical implementation of journalistic ethics knowledge for a balanced and objective information of the public, promoting human rights, protecting victims and children, promoting tolerance and non-discrimination in relation to minority groups and persons in difficult condition. Project activities developed in the year 2013: - Organising and developing four in-house training sessions „Journalistic ethics: deontology norms and real practices” (Baltsi, Soroca, Cimişlia, Chisinau); - Hiring API Ombudsman, ensuring the activity of API Ethics Committee; - Monitoring the compliance of API-member publications with journalistic ethics rules, drafting and examining API Ombudsman’s reports; - Conducting a mini-campaign against discrimination by means of the monthly publication of thematic page Activ (4 editions) and its distribution alongside with 16 newspapers: „Unghiul”, „Gazeta de Sud”, „Observatorul de Nord”, „Cuvântul”, „Cuvântul Liber”, „Ecoul Nostru”, „Est Curier”, „Glia Drochiană”, „Expresul”, „SP”, „Ora Locală”, „Vesti Gagauzii”, „Jurnal de Chişinău”, „Ziarul de Gardă”, „Curierul de Hânceşti”, „Profsoiuznîie Vesti”; - re-organising and modernising API’s website www.api.md ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 „Effort integration and joint advocacy of non-governmental organisations for ensuring real progress in mass-media sector” Implementation period: iulie 2013 – iunie 2014, Financing organisation: Fundaţia Soros-Moldova, Total budget: $21,513.00 Goal of the project: Speeding up the processes of adoption and implementation of the legal and normative framework, necessary for mass-media development in R. Moldova, by means of intensifying legitimate pressure jointly exercised by experts and non-governmental organisations in the field upon political decisions. Project activities developed in the year 2013: - Developing periodical consultations with experts and leaders of nongovernmental organisations with regard to the stage of implementing previously-adopted laws, which regulate mass-media activity, and the stage of examining drafts of legislative initiatives in this field; - Ensuring the documentation and development of a study on the implementation of necessary reforms in mass-media sector throughout the years 2009-2013. „Integrated efforts for promoting regional development on massmedia’s agenda” Implementation period: September 2013 – April 2014, Financing organisation: German International Cooperation Agency (GIZ), Total budget: 336,601.00 MDL Goal of the project: Increasing journalistic knowledge and abilities to cover professionally the regional development activities, as well as building the skills of officials under regional development structures in order to communicate with mass-media institutions more efficiently. Pagina 17 Project activities developed in the year 2013: - signing the agreement on partnership and collaboration between API and the Ministry of Regional Development with regard to project implementation; - Organising and developing a „press club” jointly with Regional Development Agency North (Baltsi) on the regional development topic; - Organising and conducting two study tours for journalists and bloggers in regions where regional development projects are being implemented (RDA South and RDA Centre); - Producing trade-union articles on regional development topics and their publication in newspapers and on-line media. ASSOCIATION OF INDEPENDENT PRESS (API) Annual report 2013 „Building capacities of public institutions and mass-media to ethically approach issues related to child’s rights” Implementation period: September 2013 – December 2014, Financing organisation: UNICEF - Moldova, Total budget: 449,715.00 MDL Goal of the project: Improving mass-media’s coverage of sensitive child-related issues (children-victims of abuse and violence, children in conflict with the law, children in difficult situations, etc.) and ensuring that public structure professionals interact with journalists and mass-media to the best interest of the child and their family. Project activities developed in the year 2013: - developing regulations and special internal guidelines on the efficient communication with mass-media for four central public authorities: Ministry of Health, Ministry of Education, Ministry of Internal Affairs and Ministry of Labour, Social Protection and Family. „Promoting objective journalism and enhancing the level of education of inhabitants from Moldova’s regions in mass-media sector” Implementation period: October 2013 – September 2014, Financing organisation: NED (USA), Total budget: $53,126.00 Goal of the project: Reducing the impact born by informational manipulation through signalling cases of manipulative coverage of information by mass-media, as well as building citizens’ capacities to analyse and assess mass-media products.
