prevent habitual rapists and molesters from striking again.
The laws, which require sex offenders to tell authorities where
they are living, are named for Megan Kanka, a 7-year-old New
Jersey girl who was raped and killed in 1994 by a twice-convicted
sex offender who lived near her.
Dr. Bill O’Leary, a forensic psychologist and longtime critic
of the program, said intense scrutiny of convicts is a poor use
of resources because 95 percent of sexual abuse occurs between
a victim and a known acquaintance, not a stranger living down
the street.
“One of the most unethical pieces of the situation has been
saying that we need to do this to prevent sexual abuse when we
know statistically that this has nothing to do with preventing
sexual abuse,” he said.
Laura Ahearn, executive director of Parents for Meghan’s
Law, declined to comment on the lawsuit, but said she is confident the program helps deter crime.
“We can’t allow state and federal lawmakers to say you have
a great sex offender registry law, and then walk away from it,”
Ahearn said. “If you’re going to have a registry, that registry
needs to be up-to-date and accurate.”
She also said her group is saving taxpayers money in a county
where active-duty detectives can earn as much as $200,000 annually, including benefits.
“Do you really want that detective who is highly skilled at
doing an investigation knocking on the door of a registrant? No,
you don’t,” she said.

“While the ruling is certainly a setback and disappointing
landowners will assess how to move forward on appeal and they
are going through that process,” said John Murray, a Storm
Lake attorney who represents the Northwest Iowa Landowners
Association. “We need to read the entire ruling to fully inform
ourselves.”
Lawsuits also are expected to challenge whether the board has
the authority to grant eminent domain authority to a company
building a pipeline for profit. Such authority is frequently given
to publicly owned utilities, but not often to for-profit companies,
like Dakota Access, which is owned by publicly traded companies Phillips 66 and Energy Transfer Partners.
Owners of 296 parcels of land have refused to sign easements
allowing the pipeline to go through their property. In addition to an overall legal challenge, those people may fight land
condemnation proceedings at the county level and appeal their
individual cases to district court.
The pipeline has been in the works since 2014, after North
Dakota Gov. Jack Dalrymple urged industry and government
officials to build more pipelines to keep pace with North Dakota’s rapid oil production and reduce truck and oil train traffic.

Feit had also been accused of attacking another young woman
in a church in a nearby town just weeks before Garza’s death. He
eventually pleaded no contest and was fined $500.
Evidence that pointed to Feit as a suspect over the years
included his portable photographic slide viewer, which was
found near Garza’s body. Two fellow priests told authorities Feit
confessed to them and one of them said he saw scratches on Feit
soon after Garza’s disappearance.
Feit spent time at a treatment center in New Mexico for
troubled priests and after that became a supervisor and had a
part in clearing priests for assignments to parishes.
Feit later left the priesthood to marry. He joined the administrative office of the St. Vincent de Paul nonprofit agency in
Phoenix in 1983 and retired in 2004.
Garza’s family members and friends had long pushed authorities to reopen the case, and it became an issue in the 2014
district attorney’s race in Hidalgo County. Rodriguez, who beat
Guerra, the longtime incumbent, had promised he would reexamine the case if elected.
“This case is not about politics. This case is not about proving
a point. The only motive in this case is to finally bring justice
and closure to this cold case,” Rodriguez said.
