Welcome to Powhatan, Virginia, a prime residential community nestled in the historic James River Valley basin
in central Virginia. Just 20 minutes from the state capital of Richmond and only two hours from the nation’s
capital of Washington, D.C., Powhatan offers a calm respite from the vigorous pace of these centers of
government. The gently rolling hills, verdant farmlands and large tracts of scenic woodlands are a perfect
backdrop for comfortable living. Once known for growing fine tobacco and dairy cows, Powhatan is now
growing in reputation as a fine place to raise a family. Excellent schools, affordable acreage, a good network of
interconnecting highways, careful zoning to manage growth and convenient local businesses contribute to a
quality of life that is truly exceptional.Powhatan boasts the best of both worlds: the friendliness and charm of
small-town America and the tremendous cultural, historical, educational, economic and employment
opportunities available due to its proximity to both the state’s and the nation’s capital cities.
First discovered by European explorers in the early 1600s, officially declared a county by Virginia’s Governor
Patrick Henry in the Revolutionary War era, named for the Indian Chief Powhatan, father of the Indian princess
Pocahontas and surrounded by historically significant Civil War sites, Powhatan County is steeped in American
history.The first Europeans arrived in the area in 1608, when an expedition from the Jamestown colony exploring
the James River encountered the local Monacan Indians. Much later, the area would be named after Chief
Powhatan, a powerful chief of the Algonquian Indians from the Tidewater region of Virginia and the father of the
Indian princess Pocahontas. Nearly 100 years after the Jamestown exploration, French Huguenots came to the
area looking to escape religious persecution in Europe. The Huguenots settled along the James River near the site
of abandoned Monacan Indian villages at the northern edge of the County. Many descendents of those early
arrivals still live in the area.
Powhatan County was formed in 1777 when Governor Patrick Henry and the Virginia General Assembly created
a new county from land that was part of three neighboring counties. The original courthouse was built in 1778,
and the area was named Scottville to honor a local hero, Brigadier General Charles Scott, who served with
George Washington during the Revolution. In 1836, the name of the County seat was changed to Powhatan to
avoid confusion with Scottsville, located in nearby Albemarle County. Powhatan is the only county in Virginia to
be named for an Indian leader.
During the War Between the States, Powhatan was spared the battles that raged around Richmond, but became
significant during the waning days of the Confederacy. After the fall of Richmond retreating Confederate forces
passed through the Courthouse area. Robert E. Lee also lived in the County during the summer immediately
following the war. Today, there are five sites throughout the County that are part of the Civil War Trails system,
bringing tourism to the area.
Several significant educational institutions have been associated with Powhatan. The University of Richmond
traces its roots to Powhatan in 1830. Many historically significant homes and churches are found throughout the
County, including 17 sites listed on the National or Virginia Historic Registry.
Where the Healing of the American Civil War Began
General Robert E. Lee, after his surrender of the Army of Northern Virginia on April 12, 1865 at Appomattox,
returned to the rented home where his wife and daughters resided on Franklin St. in Richmond. Broken
financially, materially and in poor health, he resided there until the end of June 1865.
June 7, 1865, brought alarming news that he and several other high-ranking Confederates were indicted for
treason by a grand jury in Norfolk. The news raced across the nation. The people of the South became enraged
over the prospects of a trial. The generous terms of surrender extended by General Ulysses S. Grant at
Appomattox were now in question. The potential of reopening the Civil War was on the horizon, for all Lee
needed to do was give the command.
Lee turned to the one man who could help: General Grant. Grant threatened to resign if Lee or any of the paroled
prisoners were prosecuted. He further stated that he was “honor bound to protect his paroled prisoners and should
do so to the full extent of his power as Commander-in-Chief of the United States Army.”
While residing in Richmond, Lee stated that he would like to find “some quiet little home in the woods.” He
found that sanctuary in western Powhatan at a little cottage called Derwent, named for a beautiful lake in
England. With the threat of treason still lingering, he and his family moved to Powhatan in late June. Through the
efforts of Lee’s former enemy, General Grant, the charges of treason were never brought against him.
Derwent represents the beginning of the healing of the Civil War, for it was here that General Lee offered his
advice, which became the law of conduct for those residing in the South. At Derwent, Lee wrote to former
Virginia Governor John Letcher, “All should unite in honest efforts to obliterate the effects of the war and to
restore the blessings of peace.” To a naval officer Lee wrote, “...I believe it to be the duty of everyone to unite in
the restoration of the country, and the reestablishment of peace and harmony...”
Of the hundreds of Civil War Trails signs that exist, the sign at Powhatan County at Derwent has been referred to
by historians as the most noble for Lee’s inspiring words for national healing. From Derwent, Lee stimulated the
vision, as well as the desire, for the South to lift itself from the devastation of warfare. Because of the inspiring
efforts of General Lee to raise the nation from the ashes of war, Powhatan, where the healing of the American
Civil War began, will be forever celebrated as the cradle of rebirth for what would become the greatest nation in
the world, the United States of America.
Powhatan is conveniently located in the Central Piedmont region of Virginia, between the James and the
Appomattox rivers. From here it is no more than a couple hours drive to the Blue Ridge Mountains, the waters of
the Chesapeake Bay, Washington, D.C. or the ocean at Virginia Beach. Just minutes off Route 60 west of
Richmond, Powhatan is within easy reach of Route 288, the state capital’s “Outer Belt.” Route 522 (north-south)
provides access to U.S. 60 and Interstate 64, conveniently leading to points east and west. I-95 north to
Washington D.C. and the eastern Seaboard and I-85 south to Raleigh and Atlanta all connect in nearby Richmond.
Air passengers have plenty of options, as well. Nearby Richmond International Airport is modern and well
equipped, with direct service to many locations and connecting flights to destinations worldwide. Dulles
International Airport and Ronald Reagan National Airport, both servicing the Washington, D.C. area, are true
gateways to the world.
Central Virginia is linked to the worldwide business economy by excellent air and water cargo shipping options.
Richmond’s airport has one of the fastest-growing air cargo facilities in the nation and is served by all the large
air-cargo carriers, including FedEx, UPS and Airborne Express/DHL. Chesterfield County Airport, located 12
miles south of Richmond, is a general aviation airport servicing business and recreational flyers.
The Richmond Deepwater Terminal, located nearby on the James River, provides convenient shipping. The Port
of Hampton Roads, 130 miles southeast, has one of the world’s largest natural deep-water harbors and is one of
the leading shipping ports on the Atlantic Seaboard. More than 75 shipping lines sail into Hampton Roads, with
cargo going to more than 330 ports of call throughout the world.
Rail freight is linked within the County through the Norfolk-Southern Railway System.
The charm of the area is clearly evident when dining in Powhatan. With award-winning cuisine, elegant
restaurants, quaint cafés and familiar favorite haunts, Powhatan offers something to satisfy every craving
and taste. Powhatan is proud to be home to three of the top restaurants in the entire Richmond area. Friendly wait
staff and skilled chefs and bakers offer top-notch cuisine in eateries, bakeries and diners located throughout the
region. The combination of food and atmosphere are insurmountable.
Round up the family and head out to one of the many restaurants geared to please adults and kids alike. From
breakfast through dinner (and dessert!), family friendly eateries offer budget-conscious menus in casual settings.
You will find some restaurants where you have three generations working together to provide a tasty treat for all
palettes. Delicious diners, cozy cafés and national chain restaurants are also conveniently located.
Shoppers, too, have the advantage in Powhatan. From a quaint business area to local retailers and shopping
plazas to nearby malls and more, Powhatan links its residents and visitors with resources to satisfy virtually every
need.

Powhatan County boasts a rich abundance of natural, historic and cultural assets. The Powhatan Tourism Council
is active in promoting many of the historic and outdoor recreational opportunities offered in the County. From
paddling the mighty James River to fishing the newly restored Powhatan Lakes, outdoor activities are abundant
in the County.
Home to many equine-related businesses, there are miles of horseback riding trails located within the Powhatan
Wildlife Management Area and at historic Belmead on the James River. The County also plans to participate in
the State’s Commemoration of the Civil War Sesquicentennial by adding five additional sites to the existing five
that tell the story of the closing days of the War and the beginning of the Nation’s healing.
If festive events are your passion, Powhatan must be plugged into your personal navigational device! The
Powhatan Chamber of Commerce, Performing Arts Foundation of Powhatan and many of the nonprofit and civic
organizations host a multitude of celebrations, including Powhatan’s Festival of the Grape, Fourth Fridays, Jazz
‘n July, Steer Roast, Dove Roast, Christmas Parade, the Powhatan Chow Down and the Powhatan County Fair.
There are a number of historic properties and districts in the County, including the Courthouse Village, where
visitors can enjoy unique shopping experiences, take a walking tour, stop by the Historical Society-operated
Museum, dine in a number of different restaurants or spend a night in one of Powhatan’s four bed and breakfast
inns.
Whatever your interest, Powhatan has something special to offer.
The Performing Arts Foundation of Powhatan is working to create a state-of-the-art cultural arts organization to
present prominent talent and showcase local gifted artists. Through musical and fine art presentations, they hope
to become a focal point of community energy and pride. Powhatan is fortunate to be the host of quality
presentations of events, such as Powhatan’s Got Talent, Jazz ‘n July, Red Hot and Blue and Summer Serenade as

The annual Powhatan County Fair – one of Virginia’s longest-running fairs – is a family tradition. It features
concerts from rising entertainers, community displays, fabulous foods, the thrill of midway rides and plenty of
interesting exhibits. The fairgrounds are a perfect venue for many family events throughout the year, including
Chow Down and Trunk or Treat.
On the last Saturday in October, Powhatan’s historic Courthouse Square overflows with wine, food, shopping
and live entertainment at the annual Powhatan’s Festival of the Grape. The Powhatan Chamber of Commerce is
proud to host one of the premier wine events in the Southeast. Nearly 6,000 attendees taste samples of wine from
more than 25 Virginia wineries and have the opportunity to shop among some of the finest craftsmen anywhere.
A variety of gourmet food is offered during the festival, as well.
Other family-friendly community events include a Labor Day Parade and Christmas Parade through the
Courthouse, a special Bateau Festival on the James River, a Memorial Day show to honor Powhatan’s veterans
and many more events that make Powhatan a place to be proud to live and visit.
More and more people are discovering the charms of Powhatan, making it one of the fastest-growing
communities in the state. The area is graced with beautiful single-family homes on farms and estate-sized lots,
with a wide spectrum of styles that range from historic Revolutionary War period houses to new subdivisions that
boast the latest in modern amenities. Homes reflect individual tastes and custom designs and range in price from
under $200,000 to well over a million. A Comprehensive Land Use Plan throughout most of the County specifies
five-acre average and two-acre minimum lot sizes. Smaller lots are permitted in some areas. Some residents opt
for the convenience of in-town living with easy access to the local shops and services within the Village of
Powhatan. One whole new community includes Scottville at Powhatan Courthouse, a new housing development
for active adults in the Village of Powhatan that features smaller lots, neighborhood shops and walking paths –
perfect for people who want to simplify and downsize. Powhatan offers easy highway access and the reputation
as an excellent place to raise a family. The rural character and friendliness of small-town America remains at the
heart of the community.

integrated shoppes and offices to provide shopping and neighborhood conveniences and an assisted living
component to supplement the living and care options in the County.
Two 18-hole public golf courses and one private club are located in Powhatan, as is the Virginia State Golf
Association statewide golf and education center, named the Independence Golf Club. This beautiful 27-hole
course, Tom Fazio’s only daily-fee golf course in Virginia, was designed to generate enough operating funds to
support the programs for the betterment of golf in Virginia.
There are an estimated 170,000 horses in the State of Virginia, with more than 2,000 in the Powhatan area. There
are horse clubs, as well as many horse-related businesses within the County, which include veterinary services,
trailer sales, farm and feed stores and independent riding instructors.
Fighting Creek Park is a 220-acre facility containing athletic fields, playgrounds, hiking trails, the public library,
animal shelter, the Powhatan Fire Company, the Elizabeth Randolph Lewis Powhatan YMCA and National
Guard Armory. With the addition of a new Parks and Recreation Manager, there are many opportunities for the

Powhatan’s YMCA draws families to the many activities and family events it offers to the community. Children
and adults can learn to swim or participate in competitive team activities at their beautiful pool. More information

Local businesses offer yoga, gymnastics, fitness training, aerobic classes and a myriad of fun activities and
outings for everyone!
The Powhatan Wildlife Management Area includes 4,462 acres under the jurisdiction of the Virginia Department
of Game and Inland Fisheries, providing hunting and fishing. The department also maintains two public boat
landings.
The Powhatan Youth Athletic Association, the Powhatan Recreation Advisory Committee and the Powhatan
Soccer Association provide recreational activities for sportsmen and women of all ages. The County owns several
baseball, softball and soccer fields. Playgrounds and athletic fields are also located at four local public schools.
The County offers several private swimming pools, as well as a family campground, Cozy Acres, open
seasonally, April 1 through December 1.
Students in the Powhatan area are academically challenged by excellent public and private educational systems.
The Powhatan County School System is dedicated to providing quality education through the use of their
facilities, implementation of technology and their experienced educators. There are three elementary schools, a
middle school, a junior high and a high school that all work to prepare the community’s children for bright
futures. The high school boasts some of the highest SOL scores in the state, and also has a Junior ROTC and
cosmetology program for interested high school students. They offer to qualified seniors the opportunity to earn
the equivalent of a year’s worth of college credits while completing their 12th grade year through The College
Connection Academy.
Blessed Sacrament Huguenot is a Catholic college-preparatory school, grades Pre-12, dedicated to educating the
whole child spiritually, academically, socially and physically. The diverse school family and the traditionally
structured environment foster communication among students, faculty, home and administration. The school
understands the importance of small class size, which allows the faculty to nurture and develop each student’s
full God-given potential. Their mission is to graduate students who are goal-oriented, socially and morally
responsible and equipped with the knowledge and skills to be successful in higher education and in life.
The Richmond metropolitan area is home to several colleges and universities, including the University of
Richmond, Virginia Commonwealth University, Virginia Union University and Randolph-Macon College.
Additionally, Longwood University, Hampden-Sydney, John Tyler Community College and J. Sargeant

Although primarily residential in nature, the balance between good living and good business is well met in
Powhatan. Most of the necessities and amenities of everyday life can be found in the shops, restaurants and
services of local providers. Whether you have a taste for sandwiches, pastries or a friendly family dinner out, you
don’t have to go far to be satisfied. More than 50 restaurants and eating establishments are located in the area.
Some of Powhatan’s many local businesses also include doctors and healthcare providers, home and garden
stores, realtors and homebuilders, feed stores and spas. Local business provides a solid tax base and local
employment opportunities.

Powhatan County is the site of what is believed to be the first commercial coal mine in America. But it was the
fertile soil of the river basin, the excellent growing conditions and the large stands of pine and hardwood trees
that built prosperity in the area. Tobacco was introduced to the colonies in the early 1600s by an Englishman
named John Rolfe. Rolfe was an early settler in the area and the husband of Pocahontas. It wasn’t long before
tobacco became king in the Tidewater and Piedmont area of Virginia, a status it retained until recently. Food
crops were grown, including corn and wheat, but were mostly used for home consumption. Remains of some of
the early gristmills that colonists used to grind grain into flour can still be found in the area.
Early Huguenot settlers along the James River began to clear some of the magnificent stands of massive oak and
sycamore trees, as well as Virginia pine, as they set up farms. Over the next 200 years, the bottom hardwood and
high-quality pine trees were cut and shipped for use all over the world. Many of the taller pines were shipped to
England where they were valued as masts for the tall sailing ships. As the hardwoods were cut, the land filled in
with pine and other faster growing species. During the Civil War and the Siege of Richmond, both the North and
the South felled local trees for railroad ties, firewood and fence rails. Modern inventions also fueled the lumber
business in the Powhatan area. By the early 1900s, the invention of the steam engine and later the diesel and
gasoline engines made the cutting and transporting of trees easier; large tracts were clear-cut. In the years after
the war, clear-cut areas were replanted and are now managed and protected as commercial forestland.
There are more than 200 farms in Powhatan, encompassing more than 50,000 acres of land. The average size of
each farm is 239 acres. The top crops are corn and wheat for grain, soybeans and hay. Livestock, poultry and
their products account for a major portion of $8 million-plus in agricultural revenues annually.
These large parcels of forest and farmland are what give Powhatan the rural character and natural beauty that are
attracting new residents.
Agribusiness thrives in Powhatan. The rural setting and beautiful countryside is home to numerous horse farms
and a wide variety of equine services. From cashmere goats to alpacas, and honey bees to micro-greens,
Powhatan is the perfect setting for niche agribusiness. The County also boasts of successful vineyards, an orchid
nursery and a producer of goat’s milk products.
Newer industries to the Powhatan area include technology-based and auto-related businesses, construction, retail
trade and service industries. Unemployment in Powhatan County ranks among the lowest in the region.
Residents in the Powhatan area can choose from among several excellent medical facilities. CJW Medical Center
is one of the largest facilities in the nation’s largest hospital system, HCA. CJW has 758 beds on two medical
campuses in the Richmond area, Chippenham and Johnston-Willis. Each campus provides a wide range of
services, but specialty programs have been established at one hospital or the other, not at both. Together, their
services include one of the East Coast’s leading neuroscience and Gamma Knife centers, the highly accredited
Thomas Johns Cancer Center, the top-rated Levinson Heart Hospital, a full-service rehabilitation center, a 113bed facility providing mental health and substance abuse services, and extensive pediatric services including
pediatric ER, a pediatric intensive care unit and two neonatal care units.
The area’s newest hospital, Bon Secours St. Francis Medical Center is located in western Chesterfield County
and provides easy access to residents in Powhatan. It is a state-of-the art facility with 130 private rooms. Services
include 24-hour emergency care, surgery, women’s services, on-site neonatology, cardiology, orthopedics,
oncology, urology, pediatric services, MRI/CT diagnostics and nuclear medicine.
Other hospitals in the greater Powhatan area include the Medical College of Virginia, Henrico Doctors’ Hospital,
Retreat Hospital and St. Mary’s Hospital.
Medical and dental offices, physical therapy and chiropractic centers are also located in the Powhatan area. The
County’s health department provides immunizations, family planning, home healthcare, maternity care and wellchild care.
Powhatan’s economy relies heavily on government, construction, retail trade and service industries. The civilian
labor force exceeds 14,230. Approximately 6,375 people are employed in Powhatan, with approximately 65
percent of the labor force commuting to surrounding areas for work. The current unemployment rate is 6.7
percent (VEC, Dec. 2009), which is comparable to surrounding counties. The median household income is one of
the highest in the state at $71,263. Taxable retail sales in 2009 were $162,406,900.
The County is governed by a five-member Board of Supervisors, and a County Administrator who oversees daily
operations of the County. The County is also well served by a sheriff, under sheriff, 17 patrol deputies who
provide police protection, and five state police officers. A fire chief and 130-member volunteer fire department
provides excellent fire-fighting capabilities.

In order to support economic development in the County, Powhatan has a program to provide water and sewer
service to business corridors. The Board of Supervisors adopted Water and Sewer Service Districts years ago,
which encompass the area along the Route 60 corridor from the Powhatan/Chesterfield boundary to west of
Route 522 (Maidens Road) and in the Courthouse Square Village.
The Fighting Creek Wastewater Treatment Plant was opened in 2000. This facility serves the western sewer
district including the Courthouse area. The Dutoy Creek Wastewater Treatment Plant was opened in 2003. It is
designated to serve the eastern sewer districts.
Public Sewer service is currently available to most of the Courthouse Square Village area, as well as along Route
60 from Mann Road to Academy Road. Future service is likely to be extended from Academy Road to Red Lane
Road.
In 2006, the County began a project to establish waterlines and sewer infrastructure from the Chesterfield County
line west on Route 60 to Batterson Road. This project was completed in early 2008 and has allowed Powhatan to
utilize the water capacity it purchased from Chesterfield in the late 1990s. While Powhatan currently only
averages about 50,000 gallons per day, the agreement with Chesterfield allows up to 572,000 gallons per day.
Services have since been extended into several developments including Oakbridge Industrial Park and South
Creek Commercial Center.
The County is undertaking a project to extend waterlines and sewer infrastructure from Judes Ferry Road to
Rocky Oak Road. This project is anticipated for completion in spring/summer 2011. Future extensions will make
both water and sewer service available along Route 60 further west to Red Lane Road.
A few areas in the County receive water service from Aqua Virginia, a privately owned water company,
including the Courthouse Square area and a portion of Route 60 around Academy Road. Although privately
owned, these systems are still required to operate as a public utility in the areas they serve and must meet the
same quality standards as any other municipally owned system. Customers’ water is tested for problems such as
bacteria, metals, inorganic materials, high radioactive levels, nitrates, pesticides and other contaminates.
Other areas within the County utilize private wells and septic tanks with drain fields for their water and sewer
needs. Regulations and other information regarding these systems may be obtained by calling the environmental
health specialist with the Powhatan Health Department at 598-5680.
