Parking Lot Expansion and Redesign Complete
Library/Village Cooperation Increases Downtown Parking
If you visited or traveled past the Library in the last few months, you probably
noticed some big changes outside. Through an intergovernmental agreement
with the Village of Plainfield, the parking around the Library has been
completely redesigned and expanded to make parking near the Library safer
and more convenient.
The project was funded entirely by the downtown Tax Increment Finance
District (TIF), which is administered by the Village of Plainfield. The completed
project interconnects the municipal Illinois Street parking lot and the access
driveway adjacent to the former Baci’s building with the Library parking lot,
the Route 59 parking lot and a vacant lot owned by the Library. Tax increment
finance districts are created to fund redevelopment, infrastructure and other
community improvement projects. By partnering with the Library and using
TIF funds, the Village of Plainfield was able to address problems with the
former designs in a way that helped both entities, as well as downtown
businesses.
“This project improves parking for our entire area of the downtown, not
just the Library,” said Library Board President Sharon Kinley. “Anyone
who experienced the Illinois Street lot will agree that the new design is a
great improvement.”
The new design addresses deficiencies in aisle width and parking space size in
the former Illinois Street lot by complying with current code requirements. It
provides convenient access to both Lockport and Illinois Streets and Route 59.
For more information about the Library, please contact Library Director
Julie M. Milavec at 815-439-2874 or [email protected].

Outreach Staff Disperses
Retirement Brings Changes to Outreach Services
Outreach services at the Library will be undergoing big changes! Outreach Department Head and “known-face” in the community,
Ceil Carey, retired in December after more than 15 years of service. Under her leadership, Outreach grew from a single staffer
visiting classrooms to a group of staff who bring programs to more than 40,000 people of all ages at locations outside the
Library’s building each year.
A re-organization places former Outreach Department staff into other departments with new job titles, supervisors and
procedures. For example, staff focusing on visiting preschools and elementary schools will hold the title of School Liaison and
report to the Head of Youth Services while staff focusing on homebound delivery and services for nursing homes will hold the title
of Senior Services Liaison and report to the head of Circulation Services.
With Ceil Carey’s retirement planned 18 months in advance and established outreach services in place, elimination of the Head of
Outreach position returns the Library’s organizational structure to a more traditional model. This change created an opportunity
for re-organization to be planned as a part of the long range budget process undertaken by the Library Board of Trustees in
spring 2013.
“It is typical in libraries for outreach to be a position within each library department rather than a department of its own. Lack of
space to provide programming in our Library led us to create a separate department to build a more extensive outreach service
than usually found in a library of our size. Now that it is established, we can build on that set of services in a new way, while
making tough budget decisions,” said Library Director Julie Milavec. “Ceil Carey made our outreach services a statewide example
of best practices. That work will continue under new leadership.”

The Great Read (TGR) 2014
The World Wars: Pages in Time
This year’s community read will run from January 9 (the anniversary of the Allies loss at Gallipoli in WWI) through May 7 (the
anniversary of surrender of Nazi Germany in 1945). Like last year, it will focus on a subject, the era of the World Wars from
1914-1945, rather than on a single book. The kickoff event is at 6:30 p.m., January 9 at the Joliet Barnes & Noble, 2621
Plainfield Rd, Joliet, IL. It features Terry Lynch of Histories for Kids, an actor trained at Second City and Improv Olympic,
who will explore historical personalities and events of WWI. This is sure to be an engaging and educational experience for
the whole family.
Visit the TGR website (www.psd202.org/greatread) for more activities scheduled throughout the spring, reading and viewing
suggestions, and details of the finale. TGR is a partnership of the Plainfield, Joliet, Fountaindale, White Oak and ShorewoodTroy libraries, Plainfield School District 202, Joliet Junior College and Barnes & Noble.

New for
adults
This winter, adults can set their own reading goals. You will still count pages, from anything you read for
yourself or to the kids or any books you listen to online or on the go. The recommendation is to complete
600 pages, which is comparable to three average-length books. Or choose a goal you can strive to complete
and Race into Reading!
MEET LOCAL TEEN AUTHOR RAVINA THAKKAR
Sunday, January 12
2:00 to 4:00 pm
Want proof that reading leads to success? Meet local resident and Plainfield Library user Ravina
Thakkar, who, at just 14 years old, has had her first book published. The Adventure of a Lifetime
was published by Sourcebooks of Naperville in December, via the
Make-a-Wish Foundation. Ravina has cystic fibrosis but she doesn’t let
the disease limit or define her. Her love of reading has resulted in her
winning multiple writing contests sponsored by the Library and the
community reading program, The Great Read. We are thrilled to host
Ravina as she shares her passion with you. She will be signing copies
of her book, which will be for sale in the lower level lobby.

Holiday Lights Recycling
Library Hours
The Library receives 15 cents for every pound collected. Last year more than
2,000 lbs of strings of lights were recycled, resulting in over $300 in proceeds, which
were used to fund future “Go Green” events and activities. Large bins have been
placed in front of the Library so that you may donate at any time that is convenient for
you. Collections accepted through February 6.

Editor’s Note: Advertising revenue defrays the cost
of printing and mailing this newsletter. The library
contracts with Strathmore Company to sell advertising
to local businesses on its behalf. We thank these
businesses for supporting the library.
The Library is a drop-off site for holiday lights that no longer work. As you put away
your holiday decorations, you are bound to have some lights that don’t work anymore.
Drop them off at the Library so they can be recycled and re-purposed by Elgin
Recycling.
