Section 6 Executive Summary Purpose and Methodology ETC Institute administered the 2035 Master Plan Survey for the Town of Parker, Colorado during March and April of 2011. The survey was administered as part of the Town’s update of the 2035 Master Plan. In addition, residents were asked about satisfaction with the quality of services and planning efforts provided by the Town. The information gathered from the survey will help the Town refine policy decisions and direction for growth. Resident Survey. A five-page survey was administered by phone to a random sample of households in the Town of Parker. Of the households that were called, 400 completed the survey. The results for the random sample of 400 households have a Location of Survey Respondents by Study Regions 95% level of confidence with a precision of at least +/- 5%. In order to better understand how well services are being delivered by the Town, ETC Institute geocoded the home address of respondents to the survey. The map to the right shows the physical distribution of survey respondents based on the location of their home. The percentage of “don’t know” responses has been excluded from many of the graphs shown in this report to facilitate valid comparisons of the results from the Town of Parker with the results from other communities in the DirectionFinder® database. Since the number of “don’t know” responses often reflects the utilization and awareness of town services, the percentage of “don’t know” responses has been provided in the tabular data section of this report. When the “don’t know” responses have been excluded, the text of this report will indicate that the responses have been excluded with the phrase “who had an opinion.” Town of Parker 2035 Master Plan Update Survey This report contains: a summary of the methodology for administering the survey and major findings charts showing the overall results of the survey GIS maps that show the results of selected questions on maps of the Town benchmarking data that shows how the results for the Town of Parker compare to other communities in the nation and in the region tables that show the results for each question on the survey a copy of the survey instrument an APPENDIX that provides a listing of comments from qualitative questions asked on the survey. ETC Institute i How Parker Compares to Other Communities Parker is setting the standard with regard to the overall quality of many services in the US and in the Mountain Region. This survey was focused on updating the direction of the 2035 Master Plan for Parker and many questions were growth related. Only eight of the questions could be benchmarked with the US and Mountain Region data, but in all eight categories, ratings for Parker significantly exceeded both the US and the Region. The 8 areas were; Overall image of the Town Overall quality of Town services provided Overall quality of life in the Town How well the Town is planning growth Overall appearance of the Town The availability of information about Town services and programs Town Efforts to keep residents informed How open the Town is to public involvement and input Major Findings The Importance of Various Indicators to Choosing a Community in which to Live. Residents were asked to choose from a list of 14 issues which were the most important to their decision to move to a community. The top four reasons were; 1st) overall quality of life, 2nd) overall feeling of safety, 3rd) a good place to raise children, and 4th) appearance of the Town. With the same issues, residents were asked if their needs were being met in Parker. A comparison of the order of “need” vs. “need being met” indicated that Parker is doing an excellent job of meeting 13 of those needs. Overall quality of life – 1st in importance – 2nd at being met Overall feeling of safety – 2nd in importance – 1st at being met A good place to raise children – 3rd in importance – 3rd at being met The appearance of the Town – 4th in importance – 4th at being met The one topic that indicated unmet need was shopping and dining opportunities. Most of the residents will still live in Parker in five years. Eighty-four percent (84%) of the residents surveyed who had an opinion were likely to be living in Parker in five years (71% very likely and 13% somewhat likely). An additional 7% were not sure and 8% were not likely to still be living in Parker in five years. Perceptions of the Town. Most (94%) of the residents surveyed who had an opinion (rating of 4 or 5 on a 5 point scale) indicated that they were satisfied with the feeling of safety in Parker, 91% were satisfied with the overall quality of life in the Town, and 85% were satisfied with Parker as a place to live. ETC Institute ii Growth of the Town. Those surveyed were asked their opinion about growth of the Town; 83% supported growth (4% “without limit”, 47% “managed growth”, and 32% “support more growth”). Fifteen percent (15%) of those surveyed felt that growth in Parker should be stopped. Satisfaction with Various Town issues. Eighty percent (80%) of the residents surveyed who had an opinion were satisfied (rating of 4 or 5 on a 5-point scale) with the availability of information about Town programs and services, 76% were satisfied with the overall quality of services provided by the Town, and 73% were satisfied with the efforts to keep them informed of local issues and events. Importance of Various Issues in Parker. Those surveyed were asked about various issues and their importance to their household. The top five issues were; 1) public safety, 2) walking and bicycle trails, 3) well maintained roads, 4) open space in Parker, and 5) the physical appearance of the Town. Growth and Development Issues. Managed growth is important to the residents and several questions addressed growth options for Parker; Forty-five percent (45%) agree that there is enough reasonably priced housing for young adults to continue to live in Parker when they leave home – 34% disagree, 10% were neutral, and 11% did not know. Thirty-seven percent (37%) felt that assisted living facilities were missing in Parker, and 30% felt that housing for empty nesters and seniors were missing. Town assistance for specific types of development that should be encouraged are mixed use development (44%) and single-family residential development (32%). Fifty-two percent (52%) agree that new commercial areas in Parker have a better appearance than those in neighboring communities. Sixty-three percent (63%) felt that some areas of Town should be considered for redevelopment. Top Priorities Nine projects and services were listed and those surveyed were asked to choose the three that were most important to be addressed over the next year. A Census Block Group is an area defined by the U.S. Census Bureau, which is generally smaller than a zip code but larger than a neighborhood. If all areas on a map are the same color, then residents generally feel the same about that issue regardless of the location of their home. When reading the maps, please use the following color scheme as a guide: DARK/LIGHT BLUE shades indicate POSITIVE ratings. Shades of blue generally indicate satisfaction with a service. OFF-WHITE shades indicate NEUTRAL ratings. Shades of neutral generally indicate that residents thought the quality of service delivery is adequate. ORANGE/RED shades indicate NEGATIVE ratings.
