Our Connecticut Light Wrangler team is excited to have the opportunity to present our ideas and expertise with state of the art pubic artworks and spectacles rendered in light to the City of Stamford. Our
work will transform the Train Station into a place of wonder, which will invite visitors to return time and
again to experience the ever-changing light delineation.
Our proposal includes permanent moving LED light delineation of the Stamford train station, a vibrant
changing color-wash for the northern façade. The sparkle of light will be visible from I-95 and beyond.
With our electrical team’s expertise software programs will be designed in collaboration with the City of
Stamford to highlight events and seasons. Our installation team will respond with further explanation
regarding design, electrical elements, systems, software, content generation, and / or production.
The changing programs will invite people to return often to experience the ever-changing light spectacle that the station will become. The illuminated station will provide a dynamic gateway to the City of
Stamford.
Our team has accumulative experience in designing and installing permanent works of public art and
illumination, design and installation of theatrical light spectacles, and special occasion signature light
installations,
Your project is a wonderful opportunity to share our expertise in placemaking with light to offer a public
work of art that will engage all who pass through via all forms of transportation inviting travelers to experience the City of Stamford as a dynamic and progressive city of growth.
The light design we propose will offer a visual vocabulary for ‘setting a firm foundation’ for future extension of light way-finding into the City of Stamford in the future.

Wulke and Burnett have worked together on over 20 light and sound spectacles 7 of which have been
large scale multi-media performances in outdoor settings which have included not only light, laser,
projection, but steam, fire, pyrotechnics. In the larger productions Steven Hamelin of Supertech has
supplied and installed all high tech equipment.

TECHNICAL RESPONSE FORMAT
3.31
SUMMARY
The Light Wrangler team understands and has experience to cover the expectations of the Stamford
Lights project, which includes permitting, acceptance, installation, operating and maintenance for
three years of a permanent Illumination-Based Mural Project that will transform the experience around
the Stamford Transportation Center.
The proposed project will provide:
•
An enhanced sense of place by transforming the STC into a vibrant ever changing
illuminated environment.
•
The light installation will give travelers a unique interactive experience and attract new
visitors to the City of Stamford.
•
Through this installation Stamford will be seen in a “new light” as an exciting city of change and growth.
•
The light vocabulary of interactive LED programs, architectural LED enhancements and
projections will set a firm foundation for future additions to the light-based work.
•
Provide a living display of lifestyle enrichment while using the latest
energy - efficient technologies
The proposed project will be active on the exterior of the STC.
•
The programs to articulate the STC’s architecture and will be permanent while ever changing in their light patterns.
•
The projects on the front of the STC will be programmed to accommodate civic events,
holidays and special features representing the City of Stamford.
These changing images and light programs will be semi-permanent,
as they will be ever changing.
The proposed Stamford Lights project will enhance the STC building and will not encroach on adjacent properties. The equipment used in the installation will be installed in a safe and prudent manner
and will not interfere with operations of the railroad, traffic on I-95, or any other building in the surrounding area.
The equipment will be installed in a secure and discrete manner protected from weather and human
intervention while being easily accessed for maintenance. This equipment will be permanent with an
expected service life of 20 years.
It is understood that we will be responsible for performance of defects for all material and workmanship for the first three years and will provide an operation and maintenance manual to include the three
year warranty.
Our team looks forward to working with the City of Stamford to design a work of art that will correspond
and enhance the existing site. We appreciate the availability of the existing documents.
Our team has experience is obtaining all permits needed for large civic projects and working within
local and state building/zoning codes.
We look forward to being responsible for creative development of the overall concept, lighting design
and programming. The work will be tested and installed by our creative technical team.
Our team has all the expertise required to create a wondrous dynamic and memorable light experience for all. We have experience in Lighting Design, Placemaking, Digital Media, Art Curation, Architecture, Public Art, Interactive Design, Production Management, Installation and Service of installed
works. Please see cover letter for names and expertise of team.
We agree to comply with all applicable state and federal requirements as outlined in the contract between the Department of Economic and Community Development and the City of Stamford.

All 4 principal Light Wranglers will participate in design of the project with the technical expertise of Steve Hamelin to help mold concepts into workable, on budget, and on time solutions.
Hamelin of Suptertech and Burnett of Luminous Environments will present to Garnett and Wulke
products that will provide the effects the project requires.
Selection of products will be made by all four partners.
Ordering of materials will be done by Supertech.
Creation of script of images and effects will be designed by Garnett, Wulke, and Burnett and Hamelin.
Burnett and Hamelin will provide the expertise to create unique light programming software and inter
active effects for the project.
Garnett and Wulke will work with the City of Stamford to determine programming for special event lighting and temporary programming which may include participation by Stamford residents.
Garnett and Wulke look forward to presenting visuals and outlines for a series of images to be
projects on the north façade of the Station.
Luminous Environments and Supertech will install the work and oversee
the quality of the project production.
Burnett and Hamelin will be responsible to obtain all necessary permits for the project.
Burnett will be responsible for rental of all installation equipment.
Garnett and Wulke will oversee the installation and be responsible for Design Coordination.
All aspects of the project will be reported by Garnett to appropriate person representing the City of Stamford.
Backup personal are available for Luminous Environments, Supertech, Projects2k and Sandy Garnett Studio. Collaborative projects with Luminous Environments and Projects2k have had production staff, projection
workers, and volunteers of up to 40 people. 18

Lead Artist / Proposing Artist - Sandy Garnett (CT resident)
Sandy Garnett is excited to be joining forces with public art master Joy Wulke, lighting designer James
Burnett and lighting consultant Steven Hamelin for this ambitious team project presentation. Garnett
has made his living as a painter and sculptor since graduation from St. Lawrence University in 1992.
Garnett’s first 611 paintings were created at the old Yale & Towne Lock Factory as an 18 year running
current member of the Loft Artists Association (Stamford). Garnett won his first large public art commission last year at the Stamford Bedford Street Garage City Canvas Project (a commission that has
not yet come to fruition). Garnett bought and renovated two studios in South Norwalk, where the artist
has worked and lived since moving out of his Stamford South End studio when the building went under
renovation.

Joy Wulke is a master veteran in the public art arena. Her vast resume speaks for itself, and her longstanding partnership with lighting designer James Burnett clarifies the level of experience and excellence that Team Light Wrangler brings to this proposal.
Mrs. Wulke’s not-for-profit PROJECTS FOR A NEW MILLENNIUM INC., incorporated in 1993, will serve
as the non-profit organization this team will run THE STAMFORD STATION ILLUMINATION PROJECT
through, as prescribed by the RFQ Proposal.

James Burnett is a lighting designer and electrical contractor who has worked with Joy Wulke on numerous public art projects. His company Luminous Environments has extensive experience in lighting

BIOGRAPHY
Sandy Garnett is a self-taught artist and has been a full time professional painter and sculptor since
he graduated from St. Lawrence University in 1992. His work can be found in 40 U.S. states and ten
countries through his network of five hundred collectors.
Garnett has developed a reputation as a self-sufficient, prolific painter, sculptor, and writer who has
built his career on the fringes of the New York art world over the past 20 years. He is best known for his
twenty year running Fingerprint Project, in which he explores contemporary identity through sculpted
and painted fingerprints, human silhouettes and signatures. He is also collected for his Twister reliefs,
his figure paintings, his Reconstruction series of narratives and cityscapes, and for his portraiture.
In the past five years Garnett has curated shows at the Loft Gallery in Stamford, CT. His first recorded
song Busted Wing made it into a Teton Gravity Research film in 2009. In 2011 he released his first 5
song EP that was entirely self-produced. The artist also wrote, illustrated and published his first two
Rainbow Riders children’s books in 2009. His coming of age story, ‘Baloney Express,’ is Garnett’s first
turn as author and has received strong reviews since its publication in 2011. ‘The First 1000 Paintings
of Sandy Garnett’ and ‘Sandy Garnett Paintings and Sculptures Inventory’ were published in 2012 and
are the first art catalogues which represent Garnett’s fine art career.

JOY WULKE
Joy Wulke is a nationally recognized sculptor whose work bridges the boundary between visual art
and architecture. Since receiving her Masters of Environmental Design degree from Yale in 1974,
she has had numerous exhibitions and participated in group exhibitions in the U.S.A., Europe, and
Japan. She has received numerous awards, including three Connecticut Arts Fellowships and a
New England Foundation on the Arts Artist Grant. Her work is represented in numerous collections
which include the Bienecke Library of Rare Books & Manuscripts at Yale & the DeCordova Museum. Her commissions span the country and include work for the Lincoln Center Film Forum in New
York, Jewish Community Center in San Francisco and the Louisiana World’s Fair. Her work has
been widely published in books and periodicals including New Media Art by Michael Rush. Wulke
was Project Coordinator for the Art in Public Spaces program from 1999-2004. She is founder of
Project for a New Millennium, which has initiated collaborative multi-media projects and educational programs in Connecticut, New York and Montana.

JAMIE BURNETT
Jamie Burnett is a graduate of Carnegie Mellon University in Theater Production Design. His Connecticut area resume includes tenure as Master Electrician at Long Wharf Theater followed by Technical
Director/Lighting Designer for the Educational Center for the Arts in the 80s and 90s, designing 100s of
productions in the Arts Hall and the Little Theater. He is a consultant, designer, producer, special events
planner, and film/video Gaffer as well as an E-1 electrical contractor.
Recent theater work includes Set and Lighting design for Evita at Guilford High School, Sets and Lights
for The Green Bird at ECA. Lighting for Elm Shakespeare’s American Buffallo at Kehler lidel Gallery
Westville New Haven.
As resident Set and Lighting Designer for the Elm Shakespeare Company for the past 15 years he
designed the set and lighting for all past productions including lighting past summer’s production of
Measure For Measure and the previous summers lighting for The Winters Tale in Edgerton Park New
Haven.
As a founding Member of Projects for a New Millennium, (projects2k.org), he was Producer/Lighting
Designer/Production Manager for the smash hits Terra Continuum (1999) and 2001’s Terra Lumina,
and 2005’s Terra Mirabila the grand multimedia extravaganzas performed in the Stony Creek Granite
Quarry. He also designed PNM’s Branford Luminata 2010 lighting the town hall on the Branford Green.
Planning is underway for a 2013 production in Stony Creek Quarry.
Jamie owns his own electrical contracting and special event business, Luminous Environments LLC,
specializing in consulting, design and installation of numerous theater and TV studio lighting and dimming systems. Many of these projects are in partnership with Supertech inc, of Hamden.

Supertech, Inc. has operated as a dealer/distributor, system integrator of theatrical dimming / lighting
systems, motorized and manual theatrical rigging systems, including rigging and drapery installations
since 1992.
Our Hamden, CT facility has 5,000 square feet of office and warehouse space, as well as, a fully
configured service center. We are a dealer/distributor for multiple theatrical and architectural lighting,
dimming and control lines including ETC, Strand, Leviton, EDI, Altman Stage Lighting, Color Kinetics,
Chauvet, Interactive Technologies, Brightline, Osram/Sylvania, Wybron, and others. Supertech is an
authorized service center for ETC, Strand, EDI, and others. Supertech is a dealer and service center
for Vortek motorized rigging, Thern Stage Equipment, Desisti Rigging, ADC, and stage draperies from

Personnel:
Steven Hamelin, President
Steve Hamelin started and has owned and operated the business since 1992. Hamelin began his career as a lighting crew chief for touring acts the likes of Bruce Springsteen, Michael Jackson and Elton
John before taking the position as director of operations for Theater Techniques Inc. (TTI). Two years
later he started Supertech, and twenty years goes by in a flash. Mr. Hamelin is also an authorized service technician for ETC, Strand.
Todd Paskin, Project Manager
Todd Paskin has been a Supertech employee since the company was founded in 1992. He graduated

from the Connecticut School of Electronics in 1997. He is a certified CompTIA A+ computer technician and N+
network technician. Todd has completed factory training and is an authorized service technician for ETC and
High End Systems. He has had many years of field service and on-site experience, prior to becoming a Supertech project manager. He has been project manager on numerous jobs including the Basketball Hall of Fame,
Bushnell, Belden Theater, Weston High School, Middletown HS, Hartford Classical Magnet School, Regional
Center for the Arts, Yale’s Sprague Hall, North Haven High School, Hamden Middle School and others.
Robert Grenier, Rigging Manager
Robert Grenier has been a Supertech employee since 1992. He is also the owner and operator of a professional
rigging company, Ocean State Rigging Systems. He is involved with and supervises various rigging projects
including major concert touring acts, major auto shows and permanent rigging installations and fall protection
systems.
Tony Stubbs, Purchasing
Tony Stubbs started as warehouse manager, coordinating delivery of materials on all Supertech projects. Since
2005 he has handled all purchasing for the company.
