• Minimum quantity for single sheets is 7,500.
Minimum quantity for four-page tab or larger is 5,000.
Lesser quantities will be charged at minimum quantity
rates.
• A two percent overrun is required on zoned inserts
for spoils, returns and samples.
• The Almanac zoned inserts must be inserted in full
zip codes.
• For preprint sizes more than a 32-page tabloid, add
$1.00 cpm per page
• Thanksgiving is charged at Sunday rates, Sunday
distribution quantity, and cannot be zoned.
• Charges for disposal of unused inserts is $50.00 cpm.

Ad Space Simulating Editorial Content
Political Advertisements
Advertisements that simulate editorial content must be plainly indicated as advertising and marked "Advertisement" at the top or bottom of
the ad. All ads must have a border.
Retail rates apply. Ad copy must be paid in advance (2% discount).
Contracts available. Ads must include “Paid for by...” and are subject
to publisher’s approval.
Audits
Position
The Observer-Reporter is audited by the Audit Bureau of Circulations
(ABC) and the U.S. Postal Service. The Almanac is audited by the
Certified Audit of Circulations (CAC) and the U.S. Postal Service.
Cancellations
Cancellations will be accepted after the closing date at a 25 percent
charge of space ordered.
Commissionable Rates
Fifteen percent commission is available to recognized advertising
agencies. Clients represented by agencies are responsible for payment. The commissionable rates apply to gross rates only.
Contract Policy
Short-rates will apply for non-fulfillment of contracts. The advertiser
may cancel a contract in writing within 60 days of a rate increase notification and may be subject to short-rate.
Credit Policy
In no event will adjustments, reinsertions or refunds be made based
on the position in which an advertisement has been published.
A 25% upcharge for guaranteed placement is available in the event
we cannot accomodate the position, you will not be charged the
additional fee.
Published Rates
Representatives of Observer Publishing Co. are not authorized to
deviate from published rates.
Publisher Assumes No Financial Liability
The publisher assumes no financial liability for typographical errors,
copy omission or omission of an advertisement. The publisher
assumes no liability for lost sales. In case there is an error, the
advertising department will furnish a letter to the advertiser for public
display. The publisher is not required to publish a correction. Claims
for adjustment must be made within 10 days of the invoice date. Credit
will be no greater than the price of the first advertisement
containing the error.
Publisher’s Right
Acceptance and publication of advertising does not constitute an
extension of credit. Extension of credit may be granted upon completion and approval of credit application. Prepayment may be required
until credit is approved. Costs incurred for the outsourcing and collection of delinquent accounts may be included in the past due amounts
owed by the client, including interest of one and one-half percent per
month on a balance unpaid by due date, or annual rate of 18 percent,
plus reasonable collection service or attorney fees incurred.
The publisher reserves the right to reject or cancel any advertisement
including brokered space or inserts at any time. All materials created
by Observer Publishing Co. become the property of the publisher,
unless otherwise agreed upon.
Early Payment Discount
Releases
A two percent discount is available if the current month's charges are
paid in full and received by the 15th of the month following insertion,
providing there is no previous balance.
Advertisers and respective agencies agree that they are fully
authorized and licensed to use names and/or portraits or pictures
of persons, living or dead, trademarks, copyrighted material, and any
testimonials contained in any advertisement submitted by or
on behalf of the advertiser and published in Observer Publishing Co.
(OPC) publications. OPC will not assume any liability of loss, damage
or expense as a result of the misuse of published
material in any advertisement.
Insertion Orders
The publisher is not bound by any terms or conditions, printed or otherwise, appearing on order blanks, advertiser's forms or copy instructions when in conflict with terms and conditions on the publisher's rate
card or policies.
Payment Terms
All accounts are due and payable 30 days from the date of invoice/
statement. A service charge of one and one-half percent per month
will be charged on a balance unpaid by the due date. The annual rate
is 18 percent. The minimum service charge is one dollar. 2% discount
applied to paid invoices received by 15th of the month in 1st billing
cycle.

Rate Revisions
Rates may be revised with a 15-day written notice to contract advertisers.
Run-of-Paper (R.O.P.) Requirements
The minimum ad size is one column wide by one inch deep. The
full-page billing depth is 21 inches. Gutter space will be billed as
one column.

• ALL E-MAILED ADS SHOULD BE SUBMITTED AS PDF FILES.
E-Mail your ad to your sales consultant.
Contact your sales consultant for their e-mail address.
• When creating your ad document and PDF, make them the exact
size of the ad (get the correct size from your sales consultant); then
there is no need to put crop marks.
• We consider e-mailed pdf ads to be “Camera Ready.” We are not
responsible for graphic or content errors. At times we can make
minor corrections to some ads. More often, we will request that you
resubmit your ad. Camera ready ads should be sent at the size that
was reserved or proportionately smaller. Black type should be 100%
Black even on a CMYK ad.
• When e-mailing an ad, please e-mail the ad at least TWO DAYS
before run date. We need to receive Sunday and Monday ads by
the Thursday before the run date.
Please Note: We CANNOT use Microsoft Word Documents
or Microsoft Publisher or similar programs as “Camera
Ready Art.” We can use these as a layout, but the ad will
be reset in one of our production programs.
• New advertisers must submit a test ad prior to the first run date.
• Any ad found to be infected by a computer virus will be
rejected. Make sure you have virus protection software on your
computer.

Double Check Before Sending Your Ad
• Please make sure your fonts are embedded in your PDF file.
• If the ad is color, convert all color images to CMYK.
A spot color should have a CMYK conversion. (No RGB or
Pantone colors.)
• Reverse type should not be smaller than 10pt. Bold.
• Make sure there is enough contrast between background and
type. Example: Red type on black background is hard to read,
not enough contrast.
• If the ad is black & white, make sure there are not any RGB or
CMYK images in the ad. (Also remove RGB colors from your
color palette.)
Photos Being E-mailed
• If you are sending photo(s) to be used in an ad, please send a
tiff or jpeg – resolution 200.
(Images off the Internet are usually 72 resolution or smaller.)
Real Estate Photos Being E-mailed
• When sending photo(s) for a real estate ad, send the photo as
an attachment.
• Identify each photo with the house number, street name,
agent’s first and last name, and the real estate company’s name.

Creative Consultants
Photography
Creative consultants are maintained to assist with advertisement
layout and production at no extra charge. Custom artwork is an
additional charge of $50 for the first hour and $25 each half-hour
thereafter. Custom artwork is available for other uses with appropriate artist hourly and repro charges.
On location photos are $25 per photo for black and white
or color.
Market Research
Production Fee for Inserts
In the case that a creative consultant is asked to design and
layout an insert, a client will be charged a production fee of $140
per broadsheet page and $70 per tabloid page.
Market research is available upon request.
Proofs
New Business Photo Policy
New businesses, businesses with new locations, grand re-openings and major remodeling qualify for a free advertorial as an
added value. Clients must make a contract advertising commitment, though the amount of advertising will vary depending on
size and scope of the business. Such photo advertorials are not
to be used in lieu of paid advertisements. Photo advertorials
require management approval and must be marked as advertisement, as well as follow layout guidelines.
Number of Tearsheets
Tearsheets will be determined by the rate, nature and need of
the client’s business. Affidavits of publication will be furnished at
a charge of $7.50 per affidavit when copies of the publication in
which the advertisements appeared have been depleted.
