state’s largest nursing home operators. The businessmen, Lawrence Feigen
and Shlomo Rechnitz, of L.A.’s Westside, have given the maximum allowed
contributions, as have members of their families and their friends and
employees. Operators of skilled nursing facilities have a big stake in
congressional decisions on healthcare funding and policy. Those businesses
depend on funding from Medicaid and Medicare — and, in California, MediCal – and they are under constant scrutiny by government regulators and

said he could not recall donating to Fareed, adding that he had never heard of
the candidate. When shown a copy of a federal record noting his
contribution, Kogan, 75, said his daughter, Ksenya Kogan, arranged the
donation. She also contributed, and listed one of Feigen's companies, SnF
Management, as her employer. Ksenya Kogan, an attorney, declined to
comment about the donations except to say she had met Fareed through
friends. In nearby Hancock Park, Freda Stock gave a total of $5,400 to
Fareed, but said she didn't know anything about the candidate or his
campaign. Stock said Feigen has done business with her husband and has
been a family friend for ‘many, many years.’ Fareed’s campaign also has
received donations from outside the state, including a $2,700 contribution
from Chaim Feigen, a recent graduate of New York University who works
for SnF Management and is registered to vote at Lawrence Feigen’s Los
Angeles home. Asked about his contribution, he declined to comment.” [Los

nursing home care was filed in Orange County Superior Court against S&F
Management Company, Inc.; S&F Management Company, LLC; Windsor
Healthcare Management, Inc.; and its 15 skilled nursing care facilities
around the state of California. Stephen Garcia, attorney for the plaintiff,
alleges in the complaint that Windsor promotes itself in a misleading way,
claiming to provide superior care to the elderly, when in fact that Windsorowned facilities have a substandard track record.” [San Diego County Legal

owns more than 70 facilities and has been described as the state’s largest
nursing home operator. In recent years, state and federal authorities have
investigated his companies on charges including elder abuse and involuntary
manslaughter. … Feigen and at least 30 of his employees, business
associates, friends and family members have together contributed at least
$108,000 to Fareed’s congressional campaign. Rechnitz, employees of his

Involuntary Manslaughter. “Rechnitz’s facilities brought in $62 million in
profits in 2013, according to a Sacramento Bee report, citing state figures. In
August, California Atty. Gen. Kamala Harris filed involuntary manslaughter
charges against one of Rechnitz’s nursing homes, and two of its employees
were also charged with dependent adult abuse. Charges against one
defendant were dismissed at a hearing last month after she agreed to testify
in this case. The charges against the head of nursing and the nursing home
remain, and the case is pending. At another Rechnitz-owned facility in
Orange County, two former employees were charged with three counts each
of elder abuse and failure to report abuse. Their trial is scheduled for July.”

Services. “In addition, three Rechnitz-owned facilities repeatedly failed
inspections and were eventually decertified by the U.S. Centers for Medicare
and Medicaid Services, an agency spokesman said. Regulatory violations at
facilities owned by Rechnitz have led to hundreds of thousands of dollars in
fines. Rechnitz’s spokesman declined to comment on those cases but said the
executive brought ‘59 nursing homes out of insolvency and currently

provides life-saving care to thousands of Californians.’” [Los Angeles

October 2015: One Of Rechnitz’s Nursing Homes Was Raided By The
FBI. “California’s largest nursing home owner is facing a new round of
government scrutiny as the FBI served search warrants last week at his
Riverside facility, and two more of his former top administrators have been
charged criminally by the state attorney general’s office. FBI spokeswoman
Laura Eimiller confirmed Saturday that FBI agents executed search warrants
‘seeking evidence in relation to alleged criminal activity’ at a 99-bed facility
in Riverside owned by nursing home magnate Shlomo Rechnitz. Eimiller
said she could not comment on the exact nature of the federal probe because
the affidavit in support of the warrants is under seal. However, the FBI
spokeswoman said it was her understanding that agents took documents, and
that ‘patients were not removed or even disturbed’ during Thursday’s raid at
the Alta Vista Healthcare & Wellness Centre.” [Sacramento Bee, 10/24/15]
August 2015: California’s Attorney General’s Office Charged
Rechnitz’s Employees With The Involuntary Manslaughter Of A
Resident In One Of Rechnitz’s Nursing Homes. “California Attorney
General Kamala Harris announced last month that her office had filed
involuntary manslaughter charges against Verdugo Valley Skilled Nursing &
Wellness Centre LLC in suburban Los Angeles. Two registered nurses on
staff also were charged with felony abuse. The charges were in line with a
2012 pledge by Harris that she would aggressively step up criminal
prosecutions of nursing home operators and staff, although her promise did
not materialize for two more years. Rechnitz has not been charged
individually in the case. Public officials in neighboring South Pasadena
continue to press Harris’ office for criminal charges against another nursing
home owned until recently by Rechnitz – a facility the local police chief
denounced as a ‘cesspool’ and a ‘community menace’ while under
Rechnitz’s watch.” [Sacramento Bee, 9/19/15; California Department of

June 2015: Sacramento Bee Reported Rechnitz’s Nursing Homes Have
Been Repeatedly Cited For Patterns Of Substandard Care And A
“Flagrant Disregard For Human Life.” “At the top of the chain: Shlomo
Rechnitz, a 43-year-old Los Angeles entrepreneur and philanthropist. Since
2006, Rechnitz and his primary company, Brius Healthcare Services, have
acquired 81 nursing homes up and down the state, many of them through
bankruptcy court. His chain has grown so quickly that he now controls about
1 in every 14 nursing home beds in California, giving him an outsized
influence on quality of care in the state. In the past year, multiple alarms
have been raised about this relative newcomer to the industry and the care
provided in some of his homes. His facilities have become the target of
police scrutiny, lawsuits, stiff regulatory fines and state and federal
investigations that have uncovered numerous alleged violations. “What
we’re seeing at the Brius locations is quite concerning,” said Molly Davies,
administrator of Los Angeles’ long-term care ombudsman program, which
investigates nursing home complaints. ‘We have seen patterns of poor care,

patterns of substandard care in some of these facilities.’ Davies said her staff
has witnessed a ‘flagrant disregard for human life’ in some Brius-owned

Three Of Rechnitz’s Nursing Facilities Were Decertified By The Federal
Government And One Of Those Facilities Was Cited 24 Times And
Fined $195,500 By The CA Department Of Health. “Between October
and January, three of Rechnitz’s facilities, including South Pasadena, were
decertified by the federal government, an economic kiss of death that is
extremely rare. The punishment strips a nursing home of its crucial Medicare
funding until it can demonstrate improvement, or is closed or sold. …
Rechnitz’s troubles were compounded this spring, when the South Pasadena
facility was hit with 24 state citations and $195,500 in fines from the
Department of Public Health. Cargill’s suicide, for instance, resulted in a
$20,000 fine and a Class A citation for the facility’s failure to supervise a
patient with a history of schizophrenia, anxiety disorder and involuntary
psychiatric holds.” [Sacramento Bee, 6/13/15]

home that ran afoul of the state partly because it recruited convicted felons,
probationers, rapists and robbers as patients is under new ownership, a city
official said Wednesday. Instead of a median age of about 75 years old,
residents at the former South Pasadena Convalescent Hospital had an
average age of 37, Police Chief Arthur Miller said. He accused the former
nursing home of sending recruiting teams to Los Angeles to get new patients.
… Shlomo Rechnitz, California’s largest nursing home owner with at least
80 facilities in the state, operated the convalescent hospital at 904 Mission
St. from 2007 until a week ago when new proprietors Elliot Zemel and Yudi
Schmukler took over and renamed it South Pasadena Care Center. The
nursing home was decertified on Jan. 5, and the new owners are working to
get it certified, Zemel said.” [Pasadena Star-News, 8/19/15]

woman said the nurse's son played a prank on his mother. California Lottery
officials said they were skeptical after a spokesperson for nursing home
owner Shlomo Rechnitz said the winner was a senior registered nurse at Park
Avenue Health Care and Wellness Center in Pomona. … Rechnitz’s
spokesperson said the nurse was given a ticket by her boss, who bought
18,000 tickets for his employees and residents at 80 nursing home across
California. Rechnitz described the prank as ‘despicable’ and told ABC News
he wants the nurse to have some fun with the situation. He said he will buy
an all-expenses paid vacation for the nurse and her family to anywhere they

Ramat Medical, the West Los Angeles medical supply company where
Rechnitz is chief executive. Wilson, who gave $2,700, said a group of people
that she works with introduced her to Fareed’s campaign. ‘They said that he
was a good guy,’ she said. ‘I couldn't give you a definitive answer of his
issues or what he stands for. They just said that he was a good, up-andcoming person to support our industry.’” [Los Angeles Times, 6/02/16]

days before the June 7 primary election, 28-year-old Republican
congressional candidate Justin Fareed finds himself confronting
uncomfortable questions about his relationships with a number of his big
donors, including Los Angeles resident Uri Mandelbaum, a convicted tax
fraud, who was forced to pay $1.5 million in restitution. … As for
Mandelbaum, the 78-year-old Los Angeles resident pleaded guilty in 2008 to
tax evasion after he made nearly $900,000 in contributions to charities
connected with Spinka — a Brooklyn-based religious group in Orthodox
Judaism — but got 95 percent of the money refunded. Spinka was at the
center of an alleged conspiracy case to defraud government agencies by
laundering money through a bank in Israel. He was sentenced to six months
in prison. Seven others in the Mandelbaum family — associated with the
nursing home SNP Pharmacy — donated at least $2,700 to Fareed’s

when he first ran for Congress last cycle and loaned himself nearly
$200,000. Fareed had only been in the workforce for a couple of years and
had made less than $100,000 in total income over that period.” [Huffington

Fareed’s Assets Would Barely Cover The Loan. “The ‘third generation
rancher’ reported in 2014 that he had six assets with a minimum worth of
$153,006 and a maximum value of $396,000. After loaning himself the
money, Fareed reported in 2015 that his assets had appreciated to between

$217,006 and $581,000. This was while he was making $5,000 in all of 2014
and $25,000 as of May 2015. That may raise some questions, but within the
broad ranges of financial disclosure, Fareed could come close to covering the
expenses of his campaign, though his campaign told The Huffington Post
that the money came from regular disbursements out of his ‘intergenerational
trust fund.’ That’s presumably listed on his financial disclosure as ‘Northern

alleging Greka’s violation of water quality laws during 21 separate spills
in Santa Barbara County from 2005 through 2010. Specifically, the suit
seeks just over $2.4 million for the feds to recoup response and cleanup
costs as well as the possibility for millions more in civic penalties. The
lawsuit, whose plaintiffs include the Environmental Protection Agency,

come from out-of-district
 At least 90 of Fareed’s 490 contributors reside in Los Angeles and are connected
to the medical industry; their contributions account for nearly 25 percent of the
money Fareed received
 Nursing home operator Lawrence Feigen and thirty individuals connected to him
and his business, contributed $108,000 to Fareed’s campaign; many of these
individuals had never heard of Fareed when they made their contributions

Justin Fareed has been criticized for his campaign fundraising practices. 74% of Fareed’s
campaign contributions come from out of district, with 25% of his money coming from 90
donors living in West Los Angeles.
In particular, Fareed’s campaign has accepted nearly $200,000 from campaign contributions
bundled by two of the state’s most prominent nursing home operators, Lawrence Feigen and
Shlomo Rechnitz. Lawrence Feigen is an executive for SnF Management, one of the largest
nursing home companies in California. Not only did Feigen make maximum contributions,
but he also bundled $108,000 for Fareed’s campaign. The Santa Barbara Independent
published an article questioning the propriety of Feigen soliciting his employees for
campaign contributions.
On the other hand, Shlomo Rechnitz, who bundled $74,000 for Fareed’s campaign, had one
of his retirement homes raided by federal agents and has had employees charged with
involuntary manslaughter and elder abuse.
Another contributor, Uri Mandelbaum, who owned a pharmacy business that services
nursing homes, was convicted of tax evasion in 2008, and sentenced to 6 months in prison
and paid $1.5 million in restitution. Interestingly, many of Fareed’s contributors had never
heard of him when asked about their contributions, although a Rechnitz employee recalled
she was told Fareed “was a good, up-and-coming person to support our industry.”
Fareed’s campaign also accepted maximum contributions from Randeep Grewal and his
wife. Grewal is the founder and CEO of Greka Energy, which was responsible for a number
of major oil spills in Santa Barbara County. The company later paid a $2 million fine to the
County and was sued by the federal government in a $2.4 million lawsuit. Robert Murray,
the founder of one of the largest coal companies in the United States, donated $2,700 to the
Fareed campaign while Murray Energy Corporation’s PAC donated an additional $10,000.
Hundreds of thousands of dollars in special interest money has been given to Super PACs
associated with Justin Fareed. His first Super PAC, New Generation PAC, accepted $25,000
from SnF Managmeent and Lawrence Feigen’s family trust. It also accepted $10,000 from
Ramat Medical, a medical company in which Shlomo Rechnitz is the CFO. Murray Energy
Corporation, one of the largest coal companies in the U.S., also contributed $100,000 to New
Generation PAC.
New Generation PAC then transferred all of its funds to Citizens Super PAC, which is
described as “a for-hire group with no clear objective except to provide a super PAC shell
for donors to fund ads without their names on them.” As of June 2016, Citizens Super PAC
has made $286,100 worth of independent expenditures on Fareed’s behalf. Citizens Super
PAC has also accepted large contributions from employees of an offshore drilling company
($64,000), a fracking company ($50,000), a “dark money” 501(c)(4) nonprofit that does not
have to disclose its donors ($400,000), and a hedge fund investor ($1,000,000).
There is a troubling pattern of contributions between Justin Fareed, his mother, Linda
Fareed, and Rep. Ed Whitfield’s leadership PAC (Thoroughbred PAC). In the 2014
campaign cycle, Justin Fareed and his mother donated $5,500 to Thoroughbred PAC. In
turn, Thoroughbred PAC donated $5,000 to Justin Fareed’s campaign. In 2015, Justin

Fareed and his mother donated $3,500 to Thoroughbred PAC, while Thoroughbred PAC
donated $5,000 to Justin Fareed’s campaign.
Finally, Fareed had loaned his 2014 campaign $200,000. He later forgave the loan, but
during that time period, he made less than $100,000 and barely had enough assets to cover
the loan. According to a Fareed campaign spokesperson, disbursements from an
“intergenerational trust fund” were used to forgive the loan.

99-bed facility in Riverside owned by nursing home magnate Shlomo Rechnitz. Eimiller said she could
not comment on the exact nature of the federal probe because the affidavit in support of the warrants is
under seal. However, the FBI spokeswoman said it was her understanding that agents took documents,
and that ‘patients were not removed or even disturbed’ during Thursday’s raid at the Alta Vista

charges against Verdugo Valley Skilled Nursing & Wellness Centre LLC in suburban Los Angeles. Two
registered nurses on staff also were charged with felony abuse. The charges were in line with a 2012
pledge by Harris that she would aggressively step up criminal prosecutions of nursing home operators and
staff, although her promise did not materialize for two more years. Rechnitz has not been charged
individually in the case. Public officials in neighboring South Pasadena continue to press Harris’ office
for criminal charges against another nursing home owned until recently by Rechnitz – a facility the local
police chief denounced as a ‘cesspool’ and a ‘community menace’ while under Rechnitz’s watch.”

and his primary company, Brius Healthcare Services, have acquired 81 nursing homes up and down the
state, many of them through bankruptcy court. His chain has grown so quickly that he now controls about
1 in every 14 nursing home beds in California, giving him an outsized influence on quality of care in the
state. In the past year, multiple alarms have been raised about this relative newcomer to the industry and
the care provided in some of his homes. His facilities have become the target of police scrutiny, lawsuits,
stiff regulatory fines and state and federal investigations that have uncovered numerous alleged violations.

The Oil Spills Violating The Clean Water Act. “The fallout from a rash of old oil spills continued
for Greka Energy last week as the Department of Justice, working on behalf of several state and
federal regulatory agencies, filed a lawsuit on Friday alleging Greka’s violation of water quality laws
during 21 separate spills in Santa Barbara County from 2005 through 2010. Specifically, the suit seeks
just over $2.4 million for the feds to recoup response and cleanup costs as well as the possibility for

millions more in civic penalties. The lawsuit, whose plaintiffs include the Environmental Protection
Agency, the California Department of Fish and Game, the California Regional Water Quality Control
Board, claims that when a series of Greka-owned storage tanks, pipelines, and overflow injection
ponds failed in a variety of incidents and thus spilled crude and produced water into nearby creeks and
seasonal streams, the terms of the Clean Water Act were violated. Moreover, the suit says that Greka,
which now goes by the name HVI Cat Canyon Inc., didn’t have the proper spill-preparedness plans in
