Introduction
SIMECO, established in 1984, has gradually grown up into a leading medium size
Engineering and Contracting Company.
In 1988 SIMECO:

acquired the Technical Departments of an external Company;

renewed Company’s Management;

invested in personnel training and information technologies.
SIMECO now offers:

competitive services from basic design to detail engineering, for Oil & Gas Sectors
(On-shore/Off-shore Upstream Facilities, Refining, Pipelines), Petrochemical & Chemical
Plants, Power Plants, Plant Off-sites & Utility Generation Units.

contracting for the execution of projects on turn key lump sum basis. In order to tender
for turn-key EPC project up to 30-35 Million Euro investment, the bidding alternative
is either to participate as Main Contractor with nominated Sub-contractor or in Joint
Venture with selected Construction Companies.

For Multidiscipline Engineering Services that are required by stand-alone Projects a fully
dedicated Task Force is appointed from time to time. A Nominated Project Manager, who
reports directly to the Operation Director, performs the co-ordination of the activities.
Concerning the Monodiscipline Projects the management activity is usually demanded to the
Technical Manager of the concerned discipline.
Quality Management System
The PROJECT QUALITY MANAGEMENT SYSTEM (PQMS) is a process ensuring that SIMECO
works as one cohesive unit through its operations, target goals and objectives.
The specific PQMS is organized in five levels as follows:
Level 1
The Project Execution Plan identifying the organization, interfaces, authorizations, reporting
levels and the execution method for the successful completion of the project.
Level 2
The Project Quality Plan defining, in general terms, the overall Quality Assurance (QA),
Quality Control (QC) and any certification arrangement for the project in accordance with
the certification requirements of ISO9001:2008.

The quality objectives for the project, which are to assure that all the contracted activities are
planned and performed in such a manner they are safe, reliable, free of errors and deficiencies
as well as achieving quality requirements within the budget and schedule limits.
Level 3
The Project Procedures shall be selected from the standard Client / SIMECO procedures to
cover the scope of the contracted work and amended, where necessary, to become project
specific.
Level 4
Codes and Standards ensuring that design, procurement and construction meet the
requirement of regulatory, health, safety and enviromental aspects.
Level 5
In order to verify compliance with the Project Quality Plan and other requirements of the
PQMS, a program of internal quality audits shall be undertaken with an agreed schedule. The
purpose of such audits is to identify and/or facilitate solutions for any deficiency detected
and to rise up improvement areas.
Health, Safety & Environmental Approach
SIMECO approach ensures that any project executive route satisfies the requirements of
health, safety and safeguard of the environment by adopting HSE procedures during the
implementation of both Home Office and Site Activities.
The HSE Dept of the Company is in charge and responsible to prepare the Health
and
Safety Environmental Manuals, identifying and defining all the Laws, Codes, Project
Specifications and Standards to be applied during the Engineering Design, the Material
Procurement and the Site Works ,taking also in due consideration the Additional Safety
Measures identified by the safety analyses carried out during the Project execution.
