ARCW provides aggressive HIV prevention programs, comprehensive health and social services for people with HIV disease, HIV clinical research and HIV advocacy. Dear Friends The fight against AIDS has always been about courageous people confronting the enormous challenge of a deadly disease. Over the 20-year history of the AIDS Resource Center of Wisconsin, we have embraced our mission of helping thousands of people meet the challenges of AIDS. Throughout these difficult times, we have been dedicated to the simple philosophy of prioritizing the needs of people above all else. Whether it is the medical patient without health care coverage, the client without a home, the family without nutritious food, the teenager wanting support for sexual abstinence or the gay man seeking legal assistance to defeat discrimination – all are people confronting AIDS who count on us for help in meeting the most difficult challenges of their lives. People above all else. It is a philosophy that has guided the evolution of ARCW into a leading HIV medical center in Wisconsin. With the doubling of our patient census in 2005, the ARCW Medical Clinic has become the largest HIV clinic in Milwaukee and the largest HIV clinic serving women in Wisconsin. ARCW has assumed a unique responsibility for assuring that everyone with HIV disease in Wisconsin, regardless of economic status, will have access to the health care they need to be long-term survivors. As you read through our 2005 Annual Report you will witness our commitment to people above all else. We are proud to deliver health and social services to over 3,000 people with HIV in Wisconsin while sustaining our system of sound financial management and effective stewardship of resources. Fitzgerald Chair, Board of Directors Doug Nelson President & CEO PEOPLE Above All Else “If I didn’t have the ARCW Medical Clinic, I’d be lost.” After struggling alone for years with homelessness, drugs and HIV, Candy McKee, 40, has finally found people who truly care for her. At the ARCW Medical Clinic, Candy receives the medical care and support she needs to be a long-term survivor with HIV. Her primary provider is Nurse Practitioner Winsome Panton who Candy calls her lifeline. “She is everything to me. She takes care of me, and she’s always right there when I need her.” Diagnosed with HIV in 2001, Candy immediately began using the ARCW Food Pantry, Dental Clinic, Housing Program and case management services. In 2005 she transferred her medical care to the ARCW Medical Clinic. “It’s wonderful to get my medical care at ARCW where all my other needs are met.” Candy has regained her health and gained hope for a better life with the help of the ARCW Medical Clinic. “ARCW helps people with HIV and that’s what we need. ARCW Health Care Services Medical Care The ARCW Medical Clinic emerged in 2005 as the largest HIV clinic in Milwaukee and the largest clinic providing care to women with HIV in Wisconsin. Patient census doubled reaching 442 patients, as the doors of the clinic opened wide to those needing care who had no health care coverage. Led by Infectious Disease physicians Iram Nadeem, MD and John Fangman, MD and Nurse Practitioners Winsome Panton and Sharon O’Dwyer, the clinic operates in partnership with the Medical College of Wisconsin, which provides ARCW patients specialty and inpatient care. The ARCW Medical Clinic has become a leading HIV medical center in Wisconsin providing quality medical management of HIV disease and general health conditions for all patients regardless of their economic status. Dental Care The ARCW Dental Clinic is Wisconsin’s only HIV dental clinic. Led by ARCW Dental Director Steve Debbink, DDS, in 2005 the clinic provided comprehensive preventative and restorative dental care and addressed the unique oral health needs of 984 HIV patients. The ARCW Dental Clinic embarked on an expanded collaboration with the Marquette University School of Dentistry by hosting a full-time post-doctoral resident, enabling ARCW to increase care for its growing patient census and provide HIV training for Marquette dental students. Mental Health Therapy The ARCW Mental Health Clinic is an integrated and vital component of health care services at ARCW. Led by Psychologist Karen Godfredsen, PsyD, the clinic addresses mental health issues often caused by an HIV diagnosis such as fear, anxiety, guilt, anger, isolation and depression. Through individual and group therapy and supportive counseling sessions, the ARCW Mental Health Clinic in 2005 helped 134 patients address the emotional and mental health challenges of living with HIV. Drug Treatment The ARCW Drug Treatment Program offers one of Wisconsin’s most unique approaches to helping people end their addiction to drugs. As the only state-licensed drug treatment program utilizing a harm reduction model, ARCW drug counselors provide guidance and encouragement to drug users to take positive steps to reduce harm to themselves by incrementally reducing and ultimately ending their drug use. In 2005 ARCW provided harm reduction drug treatment to 76 drug users, helping those with HIV gain a greater chance for success with HIV treatment and giving hope to all others for an HIV and drug-free future. PEOPLE Above All Else “ARCW has truly met my needs…The food pantry has been a real lifesaver.” As an ARCW client in Green Bay for the past two years, Lynne Jones, 39, has relied heavily on ARCW legal services, financial assistance and social work case management services. “ARCW has truly met my needs. Without them it would be such a struggle to maintain my health and way of life.” Lynne’s life and the lives of 100 other people with HIV and AIDS in northeast Wisconsin improved in 2005 with the opening of the ARCW Food Pantry in Green Bay, which provides a wide variety of fresh, healthy foods. “There have been a couple of times when I didn’t know if I would have enough food to eat. Now I get the food I need – food that’s been hard for me to afford since my diagnosis. I don’t have to worry about being hungry anymore. The food pantry has been a real lifesaver.” Shortly after it opened, Lynne decided to volunteer at the ARCW Food Pantry. “I thought it was the very least I could do, with as much as ARCW has done for me. ARCW Social Services Food Pantry The ARCW Food Pantry expanded to Green Bay and Eau Claire in 2005, bringing nutritious food to people in Greater Wisconsin. Along with pantries in Milwaukee and Kenosha, the expanded ARCW Food Pantry system provided more than 225 tons of food to 1,009 individuals and families. Food pantry clients received health-enhancing foods including fresh produce, meats, milk, bread, frozen foods, cheese and non-perishable canned and boxed foods. Thirty percent of all food was delivered directly to homebound clients. Once again this year, the ARCW Food Pantry provided clients with holiday food baskets of turkey or ham and all of the fixings for a special holiday dinner. Legal Services The ARCW Legal Services Program specializes in protecting the rights of people with HIV and AIDS. In 2005 562 clients throughout Wisconsin received legal counsel and direct representation in court that helped them overcome discrimination, secure entitlements and resolve difficult legal issues. ARCW attorneys secured legal victories for clients that assured access to medical care, protected employment, gained income and health care coverage through Social Security appeals and provided peace of mind with estate planning, advanced health care directives and permanency planning for dependent children. Housing The ARCW Housing Program is a national model for comprehensive AIDS housing services. Intensive housing counseling, rent assistance and dedicated residential facilities combine to meet the difficult housing needs of people with HIV and AIDS who are poor or homeless. In 2005 ARCW provided 694 clients with housing services including $601,063 of rent assistance and residential housing for 86 individuals and families at the ARCW Gardenview Apartments and Wisconsin House facilities. A hallmark of the ARCW Housing Program is its dedication to counseling and training that helps clients overcome drug addiction, mental illness and joblessness to sustain long-term housing. Case Management Social workers at ARCW have always been on the front lines in the battle against AIDS and continue to be strong advocates for ARCW patients and clients. In 2005 ARCW social workers were the foundation for comprehensive service delivery by providing case management support to 1,478 ARCW clients. With the demands of living with HIV often overwhelming, they worked side by side with clients to assess their needs and establish individual care plans that assure access to health care, financial benefits, food, housing, transportation and community services. PEOPLE Above All Else “If you have a problem with drugs, the people at Lifepoint are there to help you out.” As a Lifepoint needle exchange program consumer, Patrick Lang, 22, trusted the people who gave him clean needles in exchange for his used needles. That trust led him to successful drug treatment. Today as a recovering addict, he cares about the people he used to inject drugs with and wants to make sure they get the help they need. “Lifepoint helped protect me from HIV and made it more comfortable for me to admit I’m an addict. If you have a problem with drugs, the people at Lifepoint are there to help you out. They are not going to look down at you because you’re an addict. If you ever need help they will understand you.” Patrick had been using injection drugs for a year when he came in contact with the ARCW Lifepoint program. Patrick recently completed drug treatment, but staying clean is not always easy. “Sometimes things come up in my life and I don’t know how to deal with them. That’s when ARCW is there to help me. They understand that using drugs is an addiction and not something you get over just like that.” Patrick continues to use Lifepoint to exchange needles for several of his friends who still use drugs. ARCW Prevention Programs Needle Exchange for Drug Users Lifepoint provides hope to thousands of people who use drugs by preventing HIV infection and helping them overcome addiction. In 2005 Lifepoint expanded to serve 10 cities, exchanged 583,585 needles and referred over 200 people into drug treatment. ARCW also launched a fatal overdose prevention program distributing Naloxone, a medication administered to prevent overdose deaths. In its first three months the program saved 10 lives. Outreach to Gay Men Through the ARCW Bag Boyz program, ARCW reaches out to gay men across Wisconsin with compelling and contemporary HIV prevention messages. A cadre of 50 young gay men volunteer as Bag Boyz, sporting stylish shoulder bags full of condoms and trading cards with HIV prevention facts for distribution at gay bars and community events. In 2005 ARCW launched a unique HIV prevention program called IM Sex Ed. The program communicates through instant messages to gay men in 12 popular online Wisconsin chat rooms to answer their questions about HIV, urge them to reduce HIV risk behaviors and direct them to HIV testing. Abstinence Education for Youth ARCW abstinence programs support young people who have chosen sexual abstinence to protect themselves from HIV. The True 2 Life team provides abstinence education and support to teens in schools. In 2005 ARCW received a $2.2 million federal grant to partner with Boys and Girls Clubs in Wisconsin to provide abstinence education to 20,000 young people and implement a targeted abstinence marketing campaign. HIV Counseling & Testing ARCW is Wisconsin’s largest provider of HIV counseling and testing conducting 3,418 tests in 2005. ARCW offers HIV tests at all of its medical clinics and offices, in neighborhoods where HIV risk behaviors occur and in gay bars throughout Wisconsin. For people testing positive, ARCW immediately provides them medical care, support services and referrals. For people testing negative, ARCW counsels them to reduce their risk behaviors. Marketing Campaign for AIDS Prevention In 2005 ARCW launched a powerful statewide multimedia marketing campaign that redefined the threat of HIV to young people in Wisconsin. More than 600,000 people witnessed the campaign that was a partnership of ARCW, the State of Wisconsin and the Milwaukee strategic communications firm Kohnke Hanneken. By drawing the public to the unique website FocusOnTheNegative.com, the campaign resulted in a record 40,000 people visiting the ARCW Information Center and a 30% increase in HIV testing. PEOPLE 20 People Who Made a Difference Above All Else 1 Raymond Bachhuber, MD For 23 years, Dr. Bachhuber has dedicated his HIV medical practice in Green Bay to the single goal of saving the lives of his patients. His expert knowledge of HIV and his compassion have assured his patients of the finest care. 1 2 2 BESTD Clinic It was the volunteers of the BESTD Clinic that launched Milwaukee’s first response to AIDS. As the oldest all-volunteer gay and lesbian clinic in America, it continues to be a leading resource for AIDS prevention and HIV testing under the leadership of Board President Kevin Lynch. 3 Brian Buggy, MD The AIDS epidemic was a call to action for Dr. Buggy, who responded with a dedication to the best HIV care and a deep devotion to his patients. One of Wisconsin’s leading infectious disease physicians, he has served on the ARCW Board of Directors and led HIV clinical trials, bringing new drug therapies to patients. 3 4 4 State Senator Tim Carpenter Since his election in 1984, Senator Carpenter has tirelessly brought the fight against AIDS to the halls of the State Legislature. His inspired AIDS advocacy has created state policies that ban HIV discrimination in health care and provide much needed funding for AIDS prevention, care and treatment services. 5 Mayor Tom Barrett & the City of Milwaukee Mayor Barrett leads a city that embraced the fight against AIDS from the very beginning and has funded AIDS services ever since. In over 20 years of public service, he has fought AIDS discrimination and supported enlightened AIDS policies, including the public funding of clean needle exchange programs. 6 Barbara Ericson As an emotional support volunteer, Barb Ericson opened her Brookfield home and her heart to people with AIDS. Inspired by the friendships she made, she was motivated to do more, serving on the boards of ARCW and the Wisconsin AIDS Fund and directing her philanthropy to strengthen the fight against AIDS. 5 6 7 Mike Fitzpatrick A dedicated social work case manager at ARCW and a determined activist, Mike Fitzpatrick began caring for people with AIDS in 1984. Ever since, he has provided support and guidance to hundreds of people with HIV and AIDS, working every day to make their lives better. 8 Ian Gilson, MD Since 1985 Dr. Gilson has provided cutting edge treatment for hundreds of patients with HIV disease. Motivated by compassion for his patients and an intellectual curiosity about the complexities of HIV, he has embraced the pursuit of new HIV therapies for his patients and has become one of Wisconsin’s leading HIV physicians. 7 8 9 Al Graewin As a health educator for the La Crosse County Health Department, Al Graewin conducted some of Wisconsin’s first HIV tests in the earliest days of the AIDS epidemic. Over the ensuing 20 years he became a pioneer in developing unique AIDS prevention programs including the nationally acclaimed Teen AIDS Peer Program that educated more than 4,000 teens about AIDS. 10 Father Mike Hammer As founder and long time Director of the Catholic AIDS Ministry of the Archdiocese of Milwaukee, Father Hammer has counseled hundreds of people with HIV, often helping families overcome differences to love and support one another in their journey with AIDS. He has become Wisconsin’s spiritual leader in the fight against AIDS, a ministry that has affirmed his faith. 9 10 In the 20th anniversary year of ARCW, we are pleased to honor 20 individuals and organizations who have given 20 years to the fight against AIDS. Their courage, compassion and commitment have made Wisconsin’s response to AIDS effective and enlightened. 11 Janice Hand With sophisticated business savvy and a caring heart, Janice Hand has developed programs, administered services and been a constant advocate for people with AIDS in Wisconsin. At the Great Lakes Hemophilia Foundation, the Medical College of Wisconsin and the Milwaukee Ryan White Consortium, her leadership has improved the lives of people with HIV. 12 Peter Havens, MD Dr. Havens is an extraordinary pediatrician with a passionate commitment to kids with HIV. As co-founder of the Wisconsin HIV Primary Care Network, he has worked diligently to assure that care and treatment are available for women and children with HIV throughout Wisconsin. 11 12 13 14 13 Doug Johnson, RN Doug Johnson has dedicated his 23-year nursing career to HIV patients. He has provided HIV counseling and testing to thousands of gay men and worked tirelessly to help his patients overcome the difficulties of adhering to HIV drug therapies. 14 James Lacey, MD At the beginning of the AIDS epidemic when few treatment options were available, Dr. Lacey made a career commitment to help AIDS patients who had little hope for survival. A hematologist and internal medicine physician in Green Bay, he is one of Wisconsin’s most dedicated HIV physicians. 15 Medical College of Wisconsin The Medical College of Wisconsin treated some of the first AIDS patients in Wisconsin and helped the community come to understand the AIDS epidemic. Led by T. Michael Bolger, it emerged as the preeminent AIDS research institution in Wisconsin and now provides physicians to staff Milwaukee’s largest outpatient HIV medical clinic at ARCW. 16 Miller Brewing Company More than 20 years ago, Miller Brewing Company became the first corporation in Wisconsin to invest in the fight against AIDS. Every year since, Miller Brewing, with the guidance of Senior Vice President Mike Jones, has made major donations totaling over $1 million to support AIDS prevention, care and treatment services in Wisconsin. 15 16 17 18 19 20 17 STD Specialties STD Specialties has always embraced the tough work of HIV prevention. By reaching out to individuals in drug houses, correctional settings and homeless shelters with prevention messages and HIV testing, STD Specialties, led by Casey Reilly, continuously achieves one of the highest rates of identifying HIV positive individuals. 18 James Vergeront, MD As Director of the Wisconsin AIDS/HIV Program, Dr. Vergeront is the longest serving state AIDS Director in America. He is nationally recognized for his leadership on AIDS prevention and for his support of Wisconsin’s unique statewide network of HIV care and treatment. 19 David Wiggins When the AIDS epidemic arrived, David Wiggins promised to fight back by giving donations and leadership. It is a promise he kept through his leadership on the boards of ARCW and the Milwaukee AIDS Housing Corporation and by his annual donations to support AIDS prevention, care and treatment. 20 Dawn Wolf and Nile Sandeen Dawn Wolf is a gentle and powerful voice for people living with AIDS. Nile Sandeen is a student at Valparaiso University who has known HIV all his life. A mother and her son. Both are long-term survivors of HIV.
