President’s Message
- Larry Kibbee
Lease Matters -- We remain optimistic that ongoing discussions with the Swinomish Tribe and Landowners will
result in a positive outcome for all as development of a
new Master Lease continues to be the top priority of the
Board. An extremely productive meeting in early October drilled down to the core issues that need to be addressed in a new Lease arrangement. Another session is
scheduled for early November. Your patience and understanding during this process has been admirable. Our
goal is to bring this issue as soon as practical to a place
where wide Community discussion and consideration
can be accomplished.
Community Manager -- It is with a great
deal of enthusiasm that I can report the
Board of Directors has approved the employment of
David Franklin to take the reins of Community Manager
beginning in early December. David will come to Shelter
Bay from a 14 year tenure as General Manager at the
Snowater Resort in Glacier, WA. An accomplished community association management professional, David is
an Environmental Science and Economics graduate of
Western Washington University and has accumulated a
wide range of management experience in the homeowner's association and hospitality industries. He was the
first choice of the Shelter Bay team of Search Committee
volunteers who looked at 39 applicants for the Manager's
job. We will make time around the December 18 Board
meeting for a formal Community welcoming reception
for David and his family.
This and That -- We are working with Community
Affairs representatives of Puget Sound Energy (PSE) on
an opportunity for Shelter Bay residents to hear about
the utility's operational goals and community outreach
programs in our area. The session will be on the agenda
for our November Board meeting. Cory Ertel, a local
Community Services Manager for Puget Sound Energy,
will provide a general overview of PSE’s Skagit County
story. Presentation highlights will include discussion of
Safety and Preparedness, Energy Efficiency tips, recent
infrastructure improvements in the area, PSE’s corporate
giving and volunteering program, PSE’s power generation facilities in Skagit County, and more. Cory will also
be available for Q&A following the presentation.
In the meantime, help us express our appreciation to the
Search Committee volunteers, Chaired by Roland Miller,
who did some heavy lifting initiating the search process
and candidate selection duties. In addition to Roland
theCommittee included: Director Britt Wisniewski, Tom
Napier, Ric Henderson, Pat McGarry, Bob Doupe, and
Pat Elston; with the able assistance of Office Secretary
Maggie Easton. Ongoing kudos as well to Interim Manager Debbie Byrd, Maintenance Department Supervisor
Bob Connolly, and all of the Community staff who have
worked diligently to provide seamless, quality service
to the Community during this interim period.
Thanks to Maureen Pilon and Peggy Rigoni for spearheading an Ad Hoc Eco-Sense Education Committee
project that will see new signs placed throughout the
community encouraging pet owners to leash their animals and pick up, well...poop. The new signs feature a
Protect Mother Earth logo developed by Caroline
Edwards of the Swinomish Tribe for the recent Canoe
Journey. And, that always important fine print, lets pet
owners know that penalties exist for non-compliance
with leash and waste disposal rules and regulations.
High Honor -- It has come to our attention that Swinomish Indian Tribal Community Chairman Brian Cladoosby
has been elected President of the Executive Committee
for the National Congress of American Indians (NCAI).
During a two-year term, Chairman Cladoosby will lead
the Executive Committee charged with "advancing the
mission of the NCIA to protect and advance tribal sovereignty by representing the issues and priorities of tribal
nations throughout the country." This is a big responsibility for a talented and recognized leader here at home
and throughout Indian Country. We wish Chairman
Cladoosby the best as he takes on this very special task.

And, Finally -- Only our Maintenance Supervisor could
identify the search for grey water leakage near the
Condo buildings as a "sewer system treasure hunt."
Turns out it was all about locating a long buried manhole and sewer riser. A compelling read, nonetheless.

New Committee Secretary Onboard ~ I’d like to
welcome the newest member of our Community staff Renata Bos has been hired to fill the Committee Secretary position. She brings with her extensive experience
in office administration and record keeping which will
be a great asset for this position which is tasked with
ensuring that the meeting materials and records for the
Committees are all in good order. Having spent several
years living in Shelter Bay, Renata is already familiar
with the area and shares our desire to keep Shelter Bay a
great place to live and work. Stop by and introduce
yourself the next time you have a chance.
Preparing for Winter ~ Although we’ve enjoyed some
beautiful fall weather recently, remember that with winter quickly approaching it is a good time to get ready for
the inevitable. It’s not unusual for us to get our first
freeze and snow in November, and let’s not forget about
the possibility of wind storms and power outages. Take
a few minutes to prepare an emergency kit, insert fresh
batteries in flashlights, and consider winterizing your
water pipes to prevent freezing. Even though power
outages and severe weather conditions don’t usually last
more than 24 hours, good preparations can minimize
their effect. Also, keep an eye on drainage ditches near
your home, and remove accumulated debris to allow for
free flow of stormwater. If you are unable to remove the
debris, contact the office so we can get our crew out to
take care of it.

Are you able to drive in adverse conditions and are
willing to help other residents who can’t get out in the
bad weather? Every year, we get calls from residents
who desperately need help in picking up prescriptions
or necessary supplies from the store, but cannot drive
in the icy/snowy conditions. If you are able and interested in helping your fellow residents in this way,
please contact the office. We will then connect the helpers with those needing help.

falls back one hour.
 Election Day ~ Remember to have your ballots
completed and in the mail or at the drop box in
La Conner by Tuesday, November 5th.
 Office to be Closed ~ The office will be closed on
Nov 28th and 29th for the Thanksgiving holiday.
We wish you all an enjoyable Thanksgiving Holiday ~
sometimes it’s nice to be reminded of all that we have
to be thankful for.

Road Sanding and Plowing Priorities ~ The Shelter Bay
Maintenance Department has equipment to plow and
sand the roads when conditions require it. The plowing
of the roads is prioritized according to traffic volume.
Priority 1 is for Shelter Bay Drive, as it is the main arterial for the entire community, and it is the number 1 road
to keep clear for emergency services. Priority 2 roads
are the collector roads providing service to Community
sub-areas, and include Shoshone, Swinomish,
Snohomish, Klamath, and Lummi. The remaining roads
with limited access have the lowest priority. Depending
on how severe the weather conditions are, it may take a
couple of days before the crew can get to these roads.
Also, there are a few roads that cannot be plowed, due
to the severity of the road slope such as Klamath Way or
due to extremely limited maneuverability as is found in

to a Regular Member and Al Womac’s status from that of a Regular Member to an Alternate Member.

1) As recommended by the Lot Committee, adopted Resolution 13-19 revising the fees for leasing space at the
Storage Lot as provided for in the FY 2013-2014 Operating Budget.
2) As recommended by the Greenbelt and Eco-Sense Education Ad Hoc Committees, approved the purchase and
installation of signs in select areas to remind everyone to ‘Leash Pets and Pick-Up Waste and Litter’.
3) Authorized Eager Beaver Tree Service to perform view maintenance work in the Greenbelt along Skagit Ridge
at an amount not to exceed $12,984.
4) As provided for in the FY 2013-2014 Capital Improvements Budget, authorized the purchase of a New Holland
Compact Tractor with Loader from Brim Tractor Company at an amount not to exceed $25,750.

SEWING GUILD - The Skagit Valley
neighborhood group of the American
Sewing Guild will meet on Tuesday,
November 19 at 1:00pm in the Shelter Bay
Clubhouse. The program will be on both
scarves and Christmas gifts. Participants will bring
scarf patterns to share. The scarves can be for seasonal
warmth or fashion accessories. Also different methods
of tying scarves will be discussed. The newer scarf
designs don't require the constant fiddling and repositioning as was the case in yesteryear. Also bring along
any "orphaned" scarves and we'll try and find new

Dock Notes ~ Marina Parking Rules
To help clear up any misunderstanding of what is allowed in the Marina Parking Lot and to avoid conflicts, we
have placed additional signage to help guide everyone utilizing the parking lot.

All marina parking has a maximum 72-hour limit (except for the stalls by the Marina restrooms).

The four (4) long spaces adjacent to the boat launch are for vehicles with empty trailers attached only.

Empty trailers may be parked in the straight spaces along the fence by the golf course for up to 72 hours,
provided that the trailer does not exceed the length of the stall. Prior approval is required for the parking of
trailers in the long term parking spaces.

Boats of any size are not allowed to be in the parking lot.
Effective October 15, 2013 any boat parked without prior approval will
be impounded by Anacortes Towing at the owner’s expense.

Community Thanksgiving Dinner
We’re changing things up this year and planning to hold the Community’s Annual Thanksgiving Dinner on the
Friday after Thanksgiving Day - yes that’s right, Friday, November 29th! The event will be held in the Clubhouse
and include all the traditional Thanksgiving Day fare catered for us by the Farmhouse Restaurant.
So stay home and enjoy all the ball games on Thursday and then come join us on Friday to give special thanks that
we have the opportunity to celebrate two Thanksgivings this year!
To ensure we have enough interest to go forward with the event, please sign up at the Office
by Wednesday, November 20th. Cost for the dinner is $12.00 to be paid at the time you sign up.
If we don’t have enough participants, we’ll let you know and provide a refund.
We hope to have a great response - maybe Thanksgiving Part II will be the next ‘big’ thing.

News from your Fire Department - Chief Roy Horn
Skagit #13 – Fire District #13 is currently installing a four-bedroom modular home that will house
volunteer firefighters and Emergency Medical Technicians 24/7. Our 24/7 response plan includes
a duty chief, resident, shifter, and on-call firefighter to make up our first wave followed by our
traditional volunteer program to support. With a duty chief and four volunteers at the station it is
felt that our volunteers can get to your home up to three to seven minutes faster.
The time savings should occur in what we refer to as “reflex time”. Today it takes our volunteers on average, five
to nine minutes to respond from home and pick up the appropriate piece of equipment before responding to the
emergency. With the volunteers residing at the station our “reflex time” should be less than two minutes.
The ideal is to reduce the response time as much as possible to be able to get there sooner when the fire is smaller
and to reduce our response time to medical emergency. A recent national survey concluded that by reducing
response times to five minutes could almost double the survival rate for cardiac arrests.
As of October 14th, your Fire District has responded to 124 emergency calls in Shelter Bay. Breakdown of these
calls are: 7 Rescue, 108 Medical, 2 Hazmat, 2 Smoke Removal, 2 Public Service, and 3 Citizen Complaints.
NOTE: ZERO Fire Calls!!!
Your Fire District is facing one of the most important elections in our 55-year history. Remember: The one voice,
one vote really does count! There is power in numbers and when we vote, we can truly make a difference. If you
don’t vote for what you believe in, others will and you may not like the outcome. Please vote!
