FOR YOUR SAFETY:
Always follow the 10-foot
rule when crossing!
Assigned seats are mandatory!
RULES
• Without hesitation or
argument, obey any direction given by bus driver or
other person(s) of authority.
• When loading, please
move quickly to your seat.
• Talk in quiet tones; swearing or abusive language is
unacceptable.
• Other than loading or
unloading, stay seated and
keep all parts of your body inside the bus at all times.
• To prevent the possibility of choking, it is recommended that food or drink not be consumed
while the bus is moving.
• Do not smoke, chew tobacco, or bring any glass containers and/or aerosol cans on the bus.
• Do not throw any object on or off a school bus.
• Do not fight or instigate any other person to fight on a bus.
STUDENTS WILL BE SUBJECT TO DISCIPLINARY ACTION IN RELATION TO THE
FOLLOWING: Being under the influence of an alcoholic beverage; use, possession, sale, or gift
of any drug or controlled substance including marijuana or any instruments for the use of such
drugs, controlled substance, or marijuana. Exceptions are any drugs taken in accordance with a
current prescription signed by a physician, which is taken by that particular student at the time
in question.
Violation of the rules will result in appropriate disciplinary action to include denial of transportation.
MAKE YOUR SCHOOL BUS RIDE PLEASANT FOR YOURSELF AND OTHERS ABOARD
BY FOLLOWING ALL BUS RULES. Thank you.
TRANSPORTATION
TRANSPORTATION
The Walton Central School District transports children who live at least a mile away from the elementary
school, and a mile and a half for students in the middle
school/high school.
Some tips for riding the bus are below:
• Have papers stored in a backpack or book bag
so the papers cannot fly around the bus or cause
a hazard on the floor. Keep belongings out of the
aisle.
• Check clothing to avoid long drawstrings or
other dangling items that could be a safety hazard if caught in bus doors or snagged.
• Arrive at the bus stop at least five minutes before
the bus is scheduled to arrive each day. Children
should be waiting for the bus as the bus can’t
wait for them. This helps assure orderly boarding and an on-time schedule.
• Children should board the bus in single file and
away from the roadway. Behavior problems at
the bust stop can create a hazardous situation
for all students, so please remind children to be
respectful and orderly when boarding the bus.
• Children must wait for the driver’s hand signal
to cross the road before boarding the bus.
• Children should sit quietly in their assigned
seats and wear a seat belt. Distractions on the
bus could cause an accident.
• Cameras are used on buses to ensure the safety
of the children and the driver.
To provide the most efficient use of school buses,
routes are set by taking the following into consideration: the number of students who require transportation, the location of residences, and the seating
capacity of the bus. Students who live on a route are
given priority over a student who is riding to or from
a babysitter or friend. To assure there is room on the
bus, please contact the bus garage, or talk to a driver
before planning for extra students to ride the bus.
Students who have a change in transportation plans
need a note for the driver and for the main office, if
they are elementary students. Please include your
child’s name, teacher, and bus number with clear instructions on the stop where they need to get off, and
with whom.
Riding the bus is a privilege that can be revoked
because of misconduct. Parents/guardians may be held
responsible for restitution for school property willfully
damaged by their child. If you have any questions or
problems, please call the transportation supervisor at
607-865-4118.
Reminder: Red lights mean stop!
If you are coming upon a school
bus and the lights are blinking red,
you MUST stop.
There have been several incidents recently, including on school
property, where cars have passed
buses while red lights were flashing
as they unload or load students.
REMEMBER: Red lights mean
students are getting on or off the
bus and you should not proceed
past the bus for any reason.
The law says the following:
• It is illegal – and very dangerous – to pass a stopped school
bus when the red lights are
flashing.
• You must stop whether you are
approaching the school bus
from the front or rear.
• You must always stop for flashing red lights, even on school
grounds.
Another reminder – yellow lights
mean the bus is going to stop, so
please slow down and use caution.
Please remember...
There is no parking on the street in front of
Townsend School. The First Congregational Church
parking lot across the street is also not available for
parking as you pick up or drop off your child.
Please be aware of the safety rules, including speed
limits, at arrival and dismissal, and use the crossing

students. The New Hope Community Church parking
lot is not available for use. Student parking is by permit
only and is assigned by the main office.
ATTENDANCE
Attendance is one of the most important aspects
of a child’s education. Even with obtaining work from
teachers for days a child is absent, it can’t replace the
lesson the child would have received in the classroom,
as well as the educational interaction with peers. If
your child misses school, it’s a good idea to pick up
missed work.
All students who are absent or tardy must have
a written excuse from their parent or guardian. For
safety reasons, we ask that the school is notified in the
morning if a child will not be attending school. The

school will contact those listed on emergency contacts
if the child is not in school and a call has not been
received.
Please be sure to have updated and working numbers for the school to reach you. These numbers are
also used in the case of emergencies.

for high school and middle school students, or leave a
message for Townsend students at 865-5220, ext. 4063.

NO CHILD LEFT BEHIND
Walton Central School buildings are available for use by the
community. Beginning with the
2015-16 school year, building use
forms will be fully online.
There is a fee schedule based
on use, and whether your event
is not-for-profit. A minimum of
fifteen (15) days notice is needed
for the request to be processed. Fees
for district personnel may also be
applicable.
WORKING PAPERS
Working papers are required for
youth until they reach the age of 18.
Working papers are issued in the
high school office Monday-Friday
until 2:30 p.m.
Applications can be picked up
at the high school main office. The
child’s social security number and
birth certificate or driver’s license
are required. For more information,
please call 865-4116, ext. 6155.
Under the “No Child Left Behind” Act, parents may request information regarding the professional qualifications of their child’s teacher(s).
Currently, all teachers at Walton Central School are highly qualified as
defined by the NCLB Act. However, if requested, the following information will be provided:
• The teacher’s NYS qualifications and licensing;
• The teacher’s emergency and other provisional status;
• The baccalaureate degree major of the teacher, graduate certification or degree and certification area.
If an uncertified teacher is hired to teach your child, you will be notified in writing.
STANDARDS-BASED REPORT CARD
Townsend Elementary uses a Standards-Based Report Card System that
is aligned with the Common Core Learning Standards.
With this report card, teachers will have an assessment tool that mirrors
instructional expectations in the classroom. It will also let parents/guardians see what the child has learned with specific information on what they
have mastered, where they have improved, and where they need more practice. The cover page provides detailed information that shows the achievement levels for students on a 1-5 scale. The report cards include more
information about social growth, classroom skills, and teacher comments.
A conversion chart establishes students who earn 85 percent (honor
roll), 90 percent (Principal’s List) and 95 percent (Superintendent’s List).
UPK AND KINDERGARTEN REGISTRATION
Children are eligible to enroll in full-day kindergarten if they are 5 years old on or before December 1.
Proof of age and immunization records are required at
the time of registration, which is held in February for
the following school year.
Universal pre-kindergarten (UPK) is a half-day program limited to 36 children (18 in the morning and 18
in the afternoon). Bus transportation can be provided,
one-way, once the child has turned four years old.
At this time, registration is done via a lottery system.
Numbers are randomly drawn from enrollment forms
to fill the 36 spots. Registration for the lottery is held in
May. A waiting list is maintained for children who may
not make the list. Registration for the lottery is in May.
CAFETERIA
2015-16 lunch program procedures
Prepayments are greatly encouraged. Each month the printed menu
has the total amount your child will need for that month for breakfast
and lunch. Sending in a check made out to Walton Central School
Lunch Fund greatly reduces lost/forgotten money, speeds the meal line
and assures you that your child’s money is being used for the meal program.
Remember that your child may select an extra entrée or a la carte
items, which may reduce the amount of money left in your student’s
account. If you wish to prohibit these services please contact us and we will
put a block on their account. You may also designate that your child can
never charge, and we will record that request in your student’s account.
The procedure of the Walton Central School District is to offer meals to
all students within the district. As a student’s account balance approaches
a zero balance or becomes negative, the following procedures will apply:

Students may charge any combination of breakfast or lunch.
Students will be verbally notified of their account balance at the cash register when the balance falls
below $5.00.
• Reminder slips will be given to the student to take home at the time of the charge.
• No snacks or a la carte items may be charged at any time. If a student with a negative balance attempts to
purchase a la cart items with cash, the money must first be applied to the negative balance.
• Charge slips indicating the student’s account balance, for those accounts with -$5.00 or more, will be
sent or mailed home, based on the school’s policy.
• When the amount owed reaches -$10.00, a peanut butter sandwich (or cheese sandwich if there is an
allergy issue) and milk will be served for lunch and graham crackers and milk for breakfast until the
charges are paid in full. This lunch or breakfast will not be charged to the student’s account.

Breakfast is instrumental in the development of productive learning.
Without a nutritious breakfast, students often cannot focus, sit still or
concentrate. Trips to the nurse’s office are more frequent. We are hoping
that offering grab-and-go as an option will eliminate these issues and help
students achieve every opportunity that is presented to them.

ACADEMIC INTERVENTION SERVICES
INTERNET POLICY
The Walton Central School provides academic
intervention services to students who have been identified as being at risk of falling below the state learning
standards in English Language Arts and Mathematics.
Such services may include additional instructional services and/or student support services such as guidance,
counseling and study skills.
A student’s eligibility for academic intervention
services will be determined based on his or her performance on state assessment examinations and/or in
accordance with district assessment procedures.
When it is determined that a student needs academic intervention services, the parents will be notified,
in writing, by the building principal. Meetings will be
scheduled with the student’s teachers and parents to
consult about the student’s progress and ways to monitor progress at home and at school.
Internet access from school computers or other
devices connected to the district’s network is reserved
solely for educational purposes. The district reserves
the right to monitor all network activity based upon
user authentication, including transmission and receipt of e-mail. Every networked computer is subject
to filtering software. This operates to filter obscene,
pornographic, or harmful images so they can’t be displayed.
The use of these resources is a privilege, not a right.
If any user of the school network violates any of the
prohibited conduct guidelines, he or she will be held
responsible or the violations and they may face disciplinary actions and/or loss of access to these resources.
Violations will be reviewed on a case-by-case basis.

FERPA
DIRECTORY INFORMATION
FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)
Parents and eligible students of the Walton Central School District are
notified that they have the following rights in relation to student’s educational records:
• The right to inspect and review student’s educational records.
• The School District shall limit the disclosure of information contained
in the student’s educational records except: (a) by prior written consent of the children’s parents or the eligible students, (b) directory
information, or (c) under certain circumstances, as permitted by
FERPA.
• The right of a student’s parents or an eligible student to seek to correct
parts of the student’s education record which he/she believes to be
inaccurate, is misleading, or in violation of the student’s rights. This
includes the right to a hearing to present evidence that the record shall
be changed if the district decides not to alter it according to the parents’ and eligible student’s request.
• The right of any person to file a complaint with the Department of
Education if the School District violates FERPA.
• If either a student’s parents or eligible student desires to obtain copies
of the policy pertaining to student records, notification should be presented to the Clerk of the Board of Education, Walton Central School
District, 47-49 Stockton Ave., Walton, NY 13856-1493.
Parents and eligible students have the following rights under the Family
Educational Rights and Privacy Act and the Board Bylaw:
• The right to inspect and review the student’s education record.
• The right to exercise a limited control over other people’s access to the
student’s educational record.
• The right to seek and correct the student’s education record, in a hearing if necessary.
• The right to report violations of FERPA to the Department of Education.
• The right to be informed about FERPA rights.
• All rights and protections given parents under FERPA and this policy
transfer to the student when he/she reaches the age of 18 or enrolls in
a post-secondary school. The student then becomes an “eligible student.”

If you object to your child’s name or work being used in these publications, you must submit that objection in writing to the school Superintendent.

TITLE I
All required parental notifications are sent through the individual schools.

DISTRICT EMERGENCY PLAN
Though no district ever wants to experience emergencies or violent incidents, they are critical issues
that must be addressed in an expeditious and effective
manner. At Walton, there is a district-wide plan designed to prevent or minimize the effects of serious
violent incidents and emergencies. This plan is responsive to the needs of all schools in the district and is
consistent with the more detailed plan required at the
school building level.
Any acts and/or threats of violence, whether made
orally, in writing, or by email, shall be subject to appropriate disciplinary action in accordance with applicable
law, district policies and regulations, the student handbook, and collective bargaining agreements, as may be
necessary.
Any staff member made aware of physical acts and/
or threats of violence directed toward students, staff or
the building is to report such incidents to the building
principal, who shall report them to the Superintendent
of Schools. Additionally, the student’s parents/guardians, school psychologist, school counselor, and Director of Special Education will be notified, if applicable.
Local law enforcement may be called as necessary
upon review by the Superintendent or designee.
In order to provide the best possible protection for
our students, staff, and school buildings in the case of
a disaster, the district has an Emergency Management
Plan on file for each school building.
The plan outlines procedures for the following
emergencies:
• Retention of students after the normal school
day in case of unsafe conditions in the community
such as a natural disaster (tornado, earthquake, flooding, severe winter storm);
• Man-made disaster (chemical spill, fuel leak or
explosion, plane crash, auto accident, fire or nuclear
disaster);
• Civil disorders;
• School disasters (fire, explosion, waterline
break, toxic substance release).
If the plan is put into effect, it will be announced
over that same radio stations that broadcast school
closings for snow days. In the case of an emergency,
please refrain from calling the school, or coming to
the school to pick up your child, unless instructed to
do so. Extra traffic and calls can hinder emergency
response and communication. Your child’s well-being
is the school’s primary concern, and every step will be
taken to safeguard him or her. Please be sure to include
valid emergency numbers on your child’s emergency
card that is sent home at the start of school. If there
is a change in numbers, such as a move or a new job,
please be sure to let us know immediately so we can
update our records. Also, please provide us with an
email address where you can receive emergency and
important information via our automated system. In
the case of an emergency closing, every effort will be
made to follow the plan of action that you provided;
however, we cannot call each parent, so please provide
a safe alternative for your child on the form.
When it is safe, the children will be returned by bus,
or an announcement requesting you come pick up your
child will be made over the radio and social media.
Once each year there is an early dismissal drill held
in accordance with the Commissioner of Education’s
Regulation 155.13. You will receive a notice at least one
week in advance of this drill. Students are released approximately 15 minutes earlier on the day of this drill.
BULLYING
CORPORAL PUNISHMENT
The Walton Central School District is dedicated
to addressing bullying when it happens. Students are
taught this rule – if you see something, say something.
The district policy on bullying is sent home with students at the start of the school year and it is in student
handbooks. The hazing and bullying policy can be
viewed on the school website.
The district also utilizes the OLWEUS Bullying Prevention Program, which includes periodic classroom
meetings to discuss issues that may occur. Reported
incidents are investigated by appropriate staff, and
parents are notified as needed.
Corporal punishment is any act of physical force
upon a student for the purpose of punishment. Corporal punishment, as a means of discipline, shall not be
used against a student by any teacher, administrator,
officer, employee, or agent of the district.
If alternative procedures and methods, which would
not involve physical force, do not work, the use of
reasonable physical force is not prohibited as outlined
in district policies and regulations for the following
reasons: protection of oneself, others, property, or
restraining/removing a disruptive student.

Most parents want to take an active role in their children's lives, but time limitations can be a problem.
Being a member of PTA does not have to mean a lot of meetings every month, or volunteering for every
PTA project. You can do your part by picking an event you'd like to lend some time to, or make a
suggestion for a new event. Any help you can give will be greatly appreciated. The first meeting is
TUESDAY, SEPTEMBER 15 at 6:00-7:00 pm. Please join us!
Yearly dues for PTA are just $5.00 per adult. These dues enable us to belong to the National PTA, which
provides insurance and support through the year. Fundraisers are held to raise money for events and
buy supplies for the school. We will be signing up members and volunteers at Open House on
September 24th, so please be sure to stop by.
Our PTA has been very active in recent years and annual events have included Friday Fun Nights, Book
Fairs, Santa's Workshop, Science Fair, Spelling Bee, School Pictures, Carnival, and a Talent Show. To plan
and present these events we need parent volunteers. Dates have been scheduled, but volunteers are
needed to ensure they happen. Please mark the membership application with the events you may be
willing to participate in. A PTA member will call you with more information.

The Walton Central School District Board of Education meetings

school website, as well as sent to local media. Meeting times are 6 p.m.
September through April, and 7:30
p.m. May through August.

Annual Election
To vote in the annual election,
you must be a U.S. citizen, 18 years
of age or older, and a resident of the
district for at least 30 days prior to
the election.
Voting is held on the third Tuesday of May each year. Leading up to
the vote, there is a budget hearing
for the public.
Applications for absentee ballots
must be received by the district
clerk at least seven (7) days before
the election, if you are requesting
it be mailed to you. If you are to
pick it up at the school, it can be
picked up one (1) day before the
vote. Completed ballots must be returned to the district clerk no later
than 5 p.m. the day of the vote.
Petitions to run for the Walton
CSD Board of Education must contain 25 signatures, or 2 percent of
the number of persons who voted
in the last school election, whichever is greater. They must be filed no
later than the close of business, 30
days before the election date.
VISITING
RECORDS
All visitors must be buzzed into
the building and stop for assistance.
Visitors will be directed to the
appropriate place. Classroom visits
require advanced permission from
the building principal. This allows
teachers an opportunity to arrange
schedules.
Buzzers are installed at the main
doorways to buildings. Visitors can
be seen via camera by secretaries,
who buzz people in during the
school day.
Surveillance cameras
Cameras are in school hallways,
entranceways, in exterior spots and
on buses. The cameras help ensure
student, staff, and community safety and deter vandalism and other
inappropriate behaviors.
Access to district records
If there is specific information you would like from the Walton Central
School District, it can be accessed by following the Freedom of Information Law (FOIL). Requests must be submitted in writing, either in person
or by mail, to the district clerk. You can see the WCS FOIL policy at http://

CODE OF CONDUCT
The plain language version of the WCS Code of Conduct for all students is included in the student handbook, which is sent home at the
beginning of the school year. It is also available on the school website, as
well as with the full version of the code.
Student dress code
One section of the Code of Conduct is devoted to the student dress
code. Student’s grooming and appearance is to be respectful, safe, and not
interfere with the educational process. Students who violate the dress code
will be required to change or cover the offending item. Failure to do so
may result in discipline.

PHILOSOPHY OF INTERSCHOLASTIC ATHLETICS
At Walton Central School, we believe that athletics are important co-curricular activities that are an
integral part of a student’s life. It is our mission to
provide as many interested students as possible with an
opportunity to participate in athletic competition. It is
the nature of athletic competition to strive for success.
Although winning is important, it does not replace all
other goals. The number of victories is only one criterion when determining the season’s success. The main
purposes are to promote the physical, mental, moral,
social, and emotional well-being of student-athletes
through aspects of athletic contests.
Modified program philosophy
The modified program is open to all academically
eligible students in grades seven (7) and eight (8). It is
also open to students in grade nine (9) programs that
do not have a JV team. In the event that the varsity
team needs players to fill the squad, 9th graders may be
asked to participate at the varsity level.
At this level, the focus is on learning athletic skills,
game rules, fundamentals of team play, commitment to
a team, appropriate sportsmanship descriptions, and to
participate in healthy competition. It is our policy to
play all participants at this level (not necessarily equally), however each participant will be expected to make
a commitment to all practices and sign and follow the
Athletic Code of Conduct. This program is designed
to offer students the opportunity to engage in a more
highly organized competitive experience than what is
found in intramural programs, but not as involved as
in varsity and junior varsity competition.
Junior varsity program philosophy
The junior varsity program is open to those academically eligible student-athletes who display the
potential of continued development into varsity level
performers. With this in mind, it may be necessary, in
some instances, to conduct tryouts and make cuts in
selecting a team. Generally, the majority of the roster
will be students in grades nine (9) and ten (10). Students in middle school may be considered if they have
satisfied all SED requirements of the Athletic Placement Process required for their particular sport and
have parental approval along with approval from the
junior varsity coach, varsity coach, and athletic director (the athletic placement process cannot commence
without the approval of the athletic director).
Junior varsity teams work toward achieving a
balance between team and player development and
striving for victory. The outcome of the contest becomes more of a consideration at this level. The coach
will make every effort to play all players, but in some
circumstances there will be some team members that
may not see individual game action.
Varsity program philosophy
The varsity program is opened to all academically
eligible high school students who display advanced
skills. It is possible, but rare, for middle school students to be included. In cases where an advanced level
of physical development, athletic skill and appropriate
social-emotional development is demonstrated in a
middle school student, they may be considered. Students in middle school must satisfy all SED requirements of the Athletic Placement Process required
for their particular sport and have parental approval
along with approval from the varsity coach and athletic
director (the athletic placement process cannot commence without the approval of the athletic director).
The goals of the varsity teams include: preparing to
perform at the highest level, striving for victory in each
contest, and working to reach the maximum potential
of the group and individual. Playing time for individual team members will be determined by game strategy,
work ethic, and skill. As such, all individuals on the
varsity team have equal opportunity to play regardless
of their age or grade. Since the coach is attempting
to put the team in position to win each contest, it is
possible that some individuals on the team will not see
game action. Additionally, it is possible that underclassmen may see game action prior to upperclassmen.
The varsity coach is the leader of that individual sport’s
program and will, in collaboration with the athletic
director, establish the program’s instructional strategy
that is appropriate for each team at each level of competition.

HEALTH SERVICES
Walton’s school health services
program supports your child’s
academic success by promoting
health in the school setting. One
way we provide care is by performing health screenings mandated by
New York State.
During the school year, the following screenings will be required
or completed at school:
• Vision-Distance acuity for all
newly entering students and students in kindergarten, grades 1, 2,
3, 5, 7 and 10. Near vision acuity,
hyperopia and color perception
screening for all newly entering
students
• Hearing- Hearing screening
for all newly entering students and
students in kindergarten, grades 1,
3, 5, 7 and 10.
• Scoliosis – Scoliosis (spinal
curvature) screening for all students in grades 5-9.
• Health Appraisals – A physical
examination including Body Mass
Index and Weight Status Category
Information is required for all newly entering students and students
in kindergarten, grades, 2. 4. 7, and
10. If you do not want your child
to be included, please notify the
Health Office.
• Dental Certificates – A dental
certificate is requested for all newly
entering students and students in
kindergarten, grades 2, 4, 7, and 10.
If there are any findings on these
screenings, a letter will be sent
home. Please call the school health
offices if you have any questions or
concerns.

Head Lice
Head lice reach a peak time for
infestation during the summer because of overnight camps, slumber
parties, and vacations. However, it
can occur at any time and to anyone.
Consider checking your
child(ren) for the presence of lice
before school reopens, and anytime
they have shared close quarters
with a group of friends.
Information about lice will be
sent home during the school year,
or it can be obtained from the
health office.
Medications
Any medications, whether prescription or over-the-counter, can
only be used in school when certain
requirements are met. This is a New
York State law and must be strictly
complied with.
The conditions are:
• A written prescription;
• Written permission from the
parent/guardian to administer the
medicine;
• The medicine must be in its
original container with the original
label on it;
• The medicine must be delivered to the Health Office by an
adult.
Forms for your physician to fill
out in the event your child needs
to take medication at school, are
available at the health office. If you
have any questions, please contact
the school nurse.
STUDENT ACCIDENT INSURANCE
Pupil Benefits Plan is a non-profit cooperative plan
established and sponsored by the New York State Public
High School Athletic Association and functions under
the supervision of the New York State Insurance Department. The philosophy of the plan is to assist with expenses incurred as the result of an accidental bodily injury.
Pupil Benefits is an excess policy, which means all
expenses must be submitted to the parent/guardian’s
insurance company first. If a portion of the claim is
not paid by your private insurance, the explanation of
benefits can be submitted to Pupil Benefits Plan, Inc.
Forms are sent to the parent/guardian for this purpose
at the time of the accident. Payments for claims are
limited to a maximum amount per circumstance, so
the total amount may not be covered.
It should also be noted that no benefits are paid for
certain injuries. Those injuries include: fundraising activities, fighting, and horseplay. Students who walk to
school, drive cars, or ride bicycles are not covered until
they enter the school building. Coverage terminates
when they leave the building.
