Ladies and Gentlemen,
It is with great pleasure that I present you with another edition of the Technical Cooperation
(TC) Catalogue of Narodowy Bank Polski.
In recent years, technical cooperation has become an increasingly important dimension
of relationships among central banks. It is a useful platform for exchanging professional
experience, promoting best practices, sharing ideas and exploring new ways of working
together. It is also an important instrument to build the capacity of central banks
of developing and transition countries.
Recognising this fact, Narodowy Bank Polski started providing technical cooperation
to other central banks already in the late 1990s and intensified this activity following
Poland’s accession to the European Union in 2004. Under the TC programme, NBP
has already provided technical cooperation to 39 institutions from Africa, Asia, the
Commonwealth of Independent States and South Eastern Europe, which have participated
in various training schemes and expert cooperation, also in the form of twinning projects.
Since 2005, roughly 2 765 delegates have taken part in 598 events.
Based on our many years’ experience as a technical cooperation provider as well as feedback
from TC partners, we decided to reshape our TC programme by offering closer cooperation
to priority central banks which will be entitled to use a broadened and more intense form
of bilateral cooperation with NBP in the form of comprehensive and long-term support
in a specific area of central banking. The new Narodowy Bank Polski Technical Cooperation
Programme 2016+, which has recently been adopted by the NBP Management Board,
contains strategic objectives, as well as the forms and directions of our future activities
in the area of technical cooperation. The most important parts of the document will be
presented to your attention soon.
The Technical Cooperation Catalogue for 2016 is shaped by the feedback we received from
the participants who have attended our seminars and workshops in recent years. In order
to take into account their needs, observations and suggestions, we decided to focus on
issues relating to the key areas of the central bank’s activities, such as monetary policy,
cash circulation, the payment system and financial risk management. At the same time,
we decided to continue seminars and workshops on NBP’s international cooperation,
human resources management and telecommunications security, since these TC activities
have also met with great interest and very positive feedback from participants. Besides, we
put much more emphasis on the practical rather than theoretical aspect of our activities.
I hope our Technical Cooperation Catalogue will be of interest to you and your colleagues
in the bank.

About Narodowy Bank Polski Technical Cooperation Programme
About Narodowy Bank Polski
Technical Cooperation Programme
Narodowy Bank Polski Technical Cooperation Programme is addressed to officials
representing central banks and institutions with competences similar to NBP tasks from
developing and transition countries outside the European Union.
The main goal of the programme is to exchange NBP’s knowledge, views and experience
on various aspects of central banking with external partners and to support the development
of institutional capacities of the cooperating institutions. Within the programme, we aim
to stimulate open discussion and build long-term relationships among participants, thus
contributing to establishing working relations within the central banking community.
The Technical Cooperation programme is carried out by the NBP experts, all having handson experience on the relevant topics, in cooperation with partners from other domestic
institutions such as the Polish Ministry of Finance, the Polish Financial Supervision Authority,
the Polish Security Printing Works, the Mint of Poland, the Warsaw Stock Exchange, Bank
Gospodarstwa Krajowego (Poland’s only state-owned bank), etc.
The technical cooperation in the coming years will be conducted within the new Narodowy
Bank Polski Technical Cooperation Programme 2016+, which has been recently adopted by
the NBP Management Board. Our ambition is to make the whole programme as effective
as possible through enabling its participants to address the real challenges they face
to the best of our means and competence. After having updated our strategic objectives,
we will focus on those priority central banks with which we would implement long-term
cooperation projects.
In accordance with this programme, our activities will be addressed mainly to central
banks of the following groups and countries:

Kazakhstan, the Kyrgyz Republic, Serbia, Tajikistan, Turkmenistan and Uzbekistan1,

and Ukraine,
candidate countries for the EU accession: Albania, Bosnia and Herzegovina, Macedonia,
Montenegro, Serbia and Turkey2.
Within its Technical Cooperation Programme, NBP offers a whole range of activities.

experts visits – visits of NBP experts to other central banks,
orizontal programmes – cooperation in several different fields, mainly in the

form of study visits and expert visits planned over several years and structured to
complement and strengthen each other as well as to contribute, to the greatest extent
possible, to an improvement in the functioning of the partner bank as a whole,
t hematic packages – tailored-made offer of cooperation that takes the form of a variety
of scheduled activities dedicated to one theme,
twinning projects.
To date NBP has organised various successful training schemes and a few twinning projects.
From 2005 to the end of 2015, NBP organised altogether more than half a thousand
projects within the programme, including 437 bilateral cooperation activities (e.g. study
visits, internships and expert visits). A total of 2 765 participants representing 39 countries
completed training at NBP in that period.

It is really useful for staff involved in FX reserve management: front office, risk management
and internal audit.
I will recommend this workshop to my colleagues because it raises very important questions
and provides participants with a practical and theoretical knowledge.
This workshop is very useful because it gives a good insight into different aspects of FX reserves

I want to underline that this is one of the rare seminars designed especially for international
relations experts from central banks and should be held regularly as a unique opportunity
to share our knowledge.
The discussed topics are one of the most important issues of my work. I was keen to get
familiar with the methods and organization of work in NBP. The information I gained will
be very useful in my further work.
I really widened my horizon on procedures concerning technical cooperation.

I would recommend this workshop to my colleagues so that they can improve their seasonal

like to remark the professional skills of the lecturer Ms Sylwia Grudkowska.
It was very useful and was oriented to practitioners not theoreticians. I like that there wasn’t
used too many formulas.

Participation in this workshop was very effective and useful with regard to my daily activities.
Information on basic statistical time series was provided in a very comprehensible way. The lectures
were clearly structured and understandable even for people with no or little experience in statistical
time series.
The topics discussed during this workshop were very useful for people working in the area
of forecasting and analysing monetary statistics. Information was provided in a very comprehensible
way, theoretical and practical aspects were presented simultaneously, which made understanding
of the whole topic deeper.
The workshop provided us with theoretical knowledge and practical cases how to use the statistical
package. Everything was explained in a clear and comprehensible language.

Participation in this seminar allowed me to learn about the payment system in Poland – its
advantages, organization and development. It was interesting to see how problems are solved
and goals achieved in order to make payment transactions optimally beneficial for banking
card holders.
Participation in this seminar means exchange of experience, gaining new information
on payment systems and a possibility to use them in our further work.
Not only payment systems’ regulations and practices were handled, but also everyday
consumer practices, trading habits and changing consumer behaviour of Polish society were
presented.

This 3-day course aims to provide empirical skills in modelling
monetary transmission in less developed emerging markets
(LDEMs). This group has a range of features which
undermine New-Keynesian (NK) and DSGE assumptions.
These features are an underdeveloped and shallow financial
market, uncompetitive labour market, informal economy,
weak institutions, problematic central bank independence,
state ownership and controls, and monetary policy targeting
multiple variables.
We propose a complex way of modelling monetary
transmission in LDEMs: structural vector autoregression
models (SVARs) and structural models, capturing such
features as the immature financial market, exchange rate
interventions, and price subsidies, estimated with both
classical and Bayesian methods.

with research and monetary transmission analysis, thus
some knowledge about the main transmission channels

Registration procedure for seminars and workshops
An institution interested in enrolling a representative in any seminar or workshop
should fill in the application form available at www.tct.nbp.pl. Please note that
for every seminar or workshop application needs to be sent by a deadline stated
both on the respective page of this Catalogue and on our website. Potential
participants should note that registration is possible only after approval by their
supervisor/authorized official.
Registration procedure for bilateral cooperation (study visits and internships)
Due to capacity constraints, these kinds of technical cooperation activities are
addressed to priority beneficiaries only. If an institution is interested in being
involved in any of bilateral cooperation activities, it should apply via our website
www.tct.nbp.pl.
Number of participants per activity
In order to provide equal opportunities to all, we accept up to two candidates
from one central bank/institution to participate in a seminar or workshop.
Security
Due to strict security regulations, participants will be required to carry
a recognized identification document at all times when on the NBP premises.
Please enter the type of identification document (e.g. passport) and its number
in our registration form and bring it with you to the NBP premises.
Seminar/Workshops Duration
Seminars and workshops usually last 2 or 3 days. On the last day of the seminar/
workshop NBP arranges a sightseeing tour of the city of Warsaw for all the
participants.
Invitations
Invitations for both seminars and workshops are sent to central banks 2 months in
advance of the planned undertaking. A detailed workshop/seminar programme
is attached to the invitation.
Costs
Attending the courses is free of charge. Narodowy Bank Polski provides
participants with board as per programme (i.e. breakfasts, lunches and one
dinner), accommodation and cultural programme. Please note that NBP will
cover the costs of accommodation for the duration of the course as well as on
the arrival and departure days. In case a participant would like to prolong his/
her stay, he/she will need to cover any expenses related to it.
Please be advised that NBP does not cover travel costs to and from Warsaw.
We regret that we are unable to provide accommodation for participants’
partners or other family relatives.

Administrative information
Travel and medical insurance
NBP does not provide any insurance coverage for participants travelling to and
from or staying in Poland. Therefore, participants are assumed to have insurance
coverage, including medical treatment abroad, adequate to their needs. Any
medical costs borne in Poland are to be paid by the delegating institution.
Location and accommodation
During a seminar/workshop Narodowy Bank Polski provides hotel
accommodation near NBP’s Head Office.
Participants of study visits and internships are accommodated at the NBP
Guesthouse, which is situated at 5a Siedmiogrodzka Street in Warsaw.
Visas
Should a participant require a visa, he/she is strongly advised to contact the
relevant Polish diplomatic representation as soon as he/she has been accepted
for the event to ensure that the necessary formalities are completed in time. For

Cancellation
If an institution has to cancel its delegate’s participation in a seminar/workshop,
please inform Narodowy Bank Polski as soon as possible, at least one week before
the event. Late cancellation deprives other applicants of the opportunity to attend
the seminar/workshop. Moreover, NBP is charged for no-show participants.
Language skills
The events are conducted:

To effectively benefit from Narodowy Bank Polski technical cooperation

Warsaw – Come by, stay for longer
A number of modern museums have been opened in Warsaw in recent years.
Following the creation of the Warsaw Uprising Museum and the Chopin Museum,
another new multimedia establishment – the Museum of the History of Polish Jews
– was opened three years ago. The above are just a few examples of the numerous
interesting sites to visit in Warsaw. To see them all, students, tourists and the residents
of Warsaw are increasingly using the modern city bike rental system, which was
introduced in 2012 and comprises over 3,000 bicycles. Cycle paths are also being
extended to the embankment of the Vistula – a “wild” river in the middle of the city
– which is being revamped.
Among European business centres, Warsaw is the most frequently chosen as the new
seat of large international corporations. The city is also a friendly place for small
and medium-sized enterprises and boasts a track record of successful public-private
partnerships.
Warsaw hosts the largest stock exchange of the region. The city has earned the status
of financial and economic centre of this part of Europe and a leading congress and
fair-exhibition centre in Poland.
Warsaw is a city of great people – the hometown of the pianist and composer Frederic
Chopin and the two-time Nobel Prize winner Marie Skłodowska-Curie. Both spent
