According to the October 2015 figures announced by the İŞKUR;

According to the August 2015 figures announced by TURKSTAT;
Number of unemployed : 3.058.000
It is required that vacancies are matched with appropriately skilled individuals in
order to decrease the number of unemployed and increase employment rates.
Harmonising education with employment is an important priority for realising
economic and social welfare and using the resources efficiently.

Established according to the law dated 21 September 2006 no
5544 as a related organisation of the Ministry of Labour and
Social Security.
Managed by the participation of the representatives from the

harmonised with the EU.

VQA Vocational Competency Certificates
Certificates which are prepared by authorised certification bodies for successful
individuals as a result of the principals defined in national competencies in the
framework of their authorities, and measurement and assessment activities, and
indicating that the individuals posses learning outcomes stated in the national
competency in question.

Arrangements made in VQA law within the
framework of İSG
Secondary and tertiary education programmes are
harmonised with the UMS in one year by the MoNE and
universities, and education and training is carried out
according to these programmes.
Institutional capacity of the VQA has been strengthened in
parallel with the tasks and duties.

Arrangements made in VQA law within the
framework of İSG
In accordance with the law no. 6645 issued in the Official Gazette
dated 23 April 2015
“In the occupations which are within the framework of dangerous and
very dangerous jobs, and standards of which were issued by the VQA and
indicated in the communiques issued by the Ministry of Labour and Social
Security, individuals who do not possess Vocational Competency
Certificate will not be employed according to the principles set out in the
VQA Law after twelve months starting from the date of issue of the
communiques.”

Arrangements made in VQA law within the
framework of İSG
VQA Vocational Competency Certificate condition is not sought
for those who have mastership certificates according to Vocational
Education Law no. 3308 and those who are graduated from the
universities providing vocational and technical education and from
vocational and technical education schools of Ministry of National
Education and are employed in the departments, areas and fields
indicated in their certificates.
40 occupations are considered obligatory in the sectors of Energy, Metal,
Automotive and Construction with the communique related to VQA
Vocational Competency Certificate issued by the Ministry of Labour and
Social Security dated 25 May 2015. Its coverage will be broadened with
the occupations to be included in new communiques by the Ministry.

Turkey Qualification Framework (TQF)
“Regulations on the Rules and Principles Regarding the
Implementation of Turkey Qualifications Framework”
prepared in collaboration with the MoNE, YOK,
employees’ and employers’ unions, vocational
organisations and related civil society organisations
have been submitted to the Council of Ministers on
09.11.2015.
The preparation studies are going on for “Referencing
Report of Turkey” within the framework of referencing
TQF with EQF.
