L. Brooks Patterson
Oakland County Executive
L. Brooks Patterson is serving his fourth four-year term as Oakland County Executive after being reelected in 2004 by an overwhelming electoral margin. As the chief elected official of one of America’s
most affluent and progressive counties, Mr. Patterson presides over a $769 million dollar annual budget
for FY2008 and a county workforce of nearly 4,000 full and part time benefit eligible employees.
During the 15 years of the Patterson administration, Oakland County government has earned respect
from Wall Street for its solid tax base and sound financial policies by attaining and maintaining a
coveted AAA bond rating, which only 34 of the nations 3,200 counties have received.
Mr. Patterson has launched many innovative programs, including Mandarin Chinese, Emerging Sectors,
Wireless Oakland, Count Your Steps, Successful Health Care Cost Containment Initiative, Automation
Alley, etc. In addition, Mr. Patterson’s Employee Suggestion Program has generated more than $5
million worth of taxpayer savings since 1993 while his Casual Day Program has distributed
approximately $450,000 to local charities over the past 14 years. (Neither involves taxpayer funds.)
Mr. Patterson founded Arts, Beats & Eats in 1998. The four-day family-oriented fun-fest in downtown
Pontiac features great food, wonderful music and extraordinary art. The event, ranked as one of the top
10 Art Fairs in America, attracts an estimated 1.4 million people annually. Mr. Patterson is also the
founding President of The Rainbow Connection which grants wishes to terminally ill children. Mr.
Patterson serves as president of this organization.
Mr. Patterson has earned numerous awards and honors including: The Michigan Chamber of Commerce
Annual Award for Distinguished Service and Leadership; named by Government Technology
Magazine as one of the Top 25 individuals in America in 2006 for “pushing the boundaries of
government as usual.” 2007 Rotary Foundation of Rotary International Paul Harris Fellow; Bloomfield
Hills Rotary Foundation 2007 Distinguished Community Leader Award. Honorary Doctorate of Humane
Letters from Kettering University in Flint (2006); Lighthouse Humanitarian Award (2004); Corp!
Magazine Man of the Decade (2000); Arts, Beats & Eats Foundation Quality of Life Award (2003);
Automation Alley CEO Legend of the Year (2003); NAACP Recognition Dinner (2004); 2005 Visionary
Award; Champion for Children Award from Region 9 (Oakland, Wayne and Macomb Counties) of the
Michigan Association of School Administrators (MASA); Honorary Doctorate of Humane Letters from
Baker College; voted Michigan’s Best Republican; and named “World Trader of the Year” in 2005.

Dear Distinguished Ladies and Gentlemen,
The bell has already sounded signaling the arrival of the year of the rat. This past year, all of you placed
your trust in the 2007 Board, and we would like to now extend our heartfelt appreciation for your support
and will continue to boldly step into our brilliant future with pride and optimism. I would like to give our
utmost thanks to our sponsors, our new friends who have helped to write CAGD’s history, and especially to
our keynote speaker Mr. Ray Young and all of our guests. Today, I am honored to represent the 2007
Board of Directors in celebrating this magnificent fruit of our hard labor with each and every one of you.
This past year, we have put our hearts and souls into working for our members. We have brought
convenience and tangible benefits to all our members by providing added services to our members in more
than 10 categories: organizing 8 visa processes, putting together a career development seminar, the Sound
of Spring, the Golden Autumn Gala, and three grand picnics are just some examples. We also organized
dozens of lectures covering topics such as law, taxes, immigration, health, education, and business.
This past year was a time for CAGD and the Chinese community to strengthen and further expand. We
have conducted expansive collaboration efforts with Chinese schools, cultural and regional associations,
and other organizations such as the Detroit Chinese Engineers Association. We have participated in the
Dragon Boat Festival in Ann Arbor, organized the annual Super Kitchen event, managed the China winter
disaster relief effort, and been involved in many other charities. Through these events we have built and
will continue nurturing the friendship among our members. This past year, we have taken large strides in
the relationship between our organization and ACA, CAPA, APACC, DSO and etc. We can be proud that
CAGD has now become one of the most prominent and popular Chinese organizations in our area.
This past year has also been a very fruitful year. Through untiring effort, we finally realized the task that
was first set in motion almost ten years ago: becoming a 501(C)3 organization. CAGD will now have many
more fundraising options in the future and these new avenues will provide the important financial support
our organization requires. We have also achieved more than a ten percent increase in membership. Of all
the 2008 Board of Directors, more than half participants hold president or vice president positions in other
influential organizations; furthermore, the addition of Mr. Patterson, the Oakland County executive, Mr.
Ficano, the Wayne County executive, and Mr. Watkins, the former Michigan State superintendent is most
encouraging news. Their acceptance of our invitation to join our organization marks the first time nonChinese people have joined the ranks of our honorable advisors. This signifies the first significant step in
the direction of expanding outside of our immediate communities. With the help of these prominent
advisors, CAGD will have the quality and importance to stride forward into the American mainstream.
In summary, this past year has been one of the most important ones in CAGD’s history. To keep the
member’s best interests in mind, we have strengthened the organization’s cohesiveness and sense of
community, promoting the Chinese community rather than CAGD itself has encouraged the community to
come together and collaborate with each other, and improving the development of US-Chinese relations
have lead to great friendship and cultural exchange between the local communities and these two great
countries.
I wholeheartedly hope that CAGD continues to keep up the strong momentum in order to make even
greater contributions to our members, the Chinese community, and our magnificent country; and finally, I
truly hope that the 2008 Board of Directors are able to accomplish even greater achievements!

About CAGD
A Brief Introduction of
Chinese Association of Greater Detroit
Chinese Association of Greater Detroit (CAGD) was established in 1992. CAGD is a
non-profit and non-religious independent organization registered in the State of
Michigan. The association is primarily comprised of professionals with Chinese heritage
working and living in the Greater Detroit area, but it is also non-exclusive to people from
other parts of the world.
Most CAGD members are professionals with advanced degrees, including executives,
professors, researchers, and engineers. Members are distributed in the "Big Three"
automakers, auto component suppliers, engineering R & D firms, finance companies and
universities. CAGD members are with a strong Chinese cultural background and high
professional caliber.
Currently, CAGD is the largest Chinese Community group in the Greater Detroit area.
CAGD has grown into a 2600+ member organization since 1992. CAGD has been
actively promoting Chinese image and cultural heritage to the American mainstream and
also catering to the need and interests of its members by providing professional seminars,
hosting social and culturally entertaining events, organizing annual public charity events
such as "Soup Kitchen" in downtown Detroit and organizing some convenient
membership services such as visa service, taxing/health seminar, college forum, sports
activities, etc. CAGD is also offering many free web services to local Chinese
community on its newly renovated web site http://www.cagd.org, such as free personal
advertisement, free Chinese yellow page and free coupons etc. CAGD has also been
actively reaching out for a community unity by working together with other Chinese
community organizations and co-organizing many events that are value-added to the
community. CAGD has active interactions with regional community organizations and
also has a close and regular communication with various governmental, industrial, and
academic organizations back in China.
Most major CAGD events get a strong support from corporations such as GM, Ford,
Chrysler, Yazaki North America, Butzel Long, Compuware, DTE Energy, Promax, PRS,
Lasalle Bank, Reliability Analysis, Dykema, Wayne State University, University of
Michigan, Oakland County Economic Development Office, Delphi, Johnson Control,
Metlife, Northwest Airlines, University of Detroit Mercy, Allied Signal, Ameritech etc.
and many other individual business people or units. CAGD also has regular contacts with
various regional governmental offices and news media.
