It is my hope that everyone was able to
get some much needed rest, spend quality
time with loved ones and reflect back on
2015, the good
and bad. In my
last message I left
you with a few
thoughts / questions; what did
2015 mean to you?
Did you accomplish at least one
or more of your
goals? Did you

set goals? As
CASTO President
we push forward
into 2016 stop and think “What is it that I
can do for 2016”? Not “What can it do for
me”? I have recently found out that one of
my many mentors wrote and published a
book about an “American Dream” (his) and it
wasn’t until I listened to his story that it made
me think about my dreams, goals, or even
what I wanted to accomplish or had accomplished. Knowing that it is not impossible to
fulfill a dream or goal, it’s all in how you approach them (goals) and who you surround
yourself with. I am very thankful for the
opportunities that I have been given and the
people in my life, without them I wouldn’t
be where I am today personally and professionally. CASTO has been a big part of my
life and I am very thankful for all of the opportunities it has provided me. When I hear
someone say “what is CASTO?” it opens that
door for me to share all the wonderful things
it represents but most importantly I get to
gloat about you the school bus driver and
the amazing job that you do each and every
day!! Here is a little history for you to share:

As any artist would tell you, it starts with a
blank piece of paper, canvas, or other medium
and an unlimited imagination. If you add in a
generous amount of artistic ability, the result is
a winning poster in the CASTO School Bus Safety
Poster Contest. Many students from across
California used their talents to create an artwork
interpretation of this year’s poster theme “# Stop
on Red”.
The CASTO State Board of Directors received
all of the poster entries for this year at the
board meeting in Sacramento on January 9,
2016. The posters are judged in four separate
categories by grade levels. The categories, or
divisions, are grades K-3, 4-6, 7-8 and Special
Needs.
Once a winning poster is selected from each
division, the board then votes for the poster that

Emily Burger, a 7th grade student from Fairmont Private School in Anaheim submitted the
winning poster for the 2016 School Bus Safety
Poster Contest. She will be honored, along with
her family, at the 48th Annual State Conference
in March in San Diego. Anaheim is in the Orange
County CASTO Chapter 2 area. Burger’s poster
was the winning selection from the Grades 7 – 8
Division in the contest.
Each year the poster contest entries exhibit the enormous artistic talents of California
school students. The contest is an avenue that
not only showcases these talents, but also
teaches the students about school bus safety,
safe riding procedures, and safe routes to
school and at bus stops.
The CASTO Board of Directors is proud of
each child that submits and entry and will continue to promote the contest as an educational
and safety tool. 

Minutes from the November State Board meeting
California Association of School Transportation Officials
State Board Meeting
Early registration ends 12/31/15 and is $295.00. Program is being finalized
and confirming the keynote speaker. The goal is to have the program out by
November 20, 2015 and on line. There will be more general sessions instead
of breakouts. The banquet will be poolside depending on weather.
A Buddy Conference package will be announced at a later date.

Total income for the Mechanic’s workshop is $14,925.00 and total expenses
were $8,395.24. The profit was $6529.76.

publication and the possible savings and impact on advertising.

original motion that the Board approves the purchase of a computer,

A motion was made by Kevin Wedmeyer to approve the September 12,
2015 Board of Director’s Meeting Minutes. The motion was seconded by
Donna Wittenberg and unanimously carried.
Discussion occurred regarding the amendment and distribution of the
electronic CASTOway’s to other state agencies, associations and sustaining
members.
E. Correspondence - None
F. Additions/changes to the Agenda
Point of order was requested and the amended motion was read, the original
motion was read and the motion from the previous meeting was read.
A motion was made by Donna Wittenberg to accept the agenda with
changes presented by the State President. The motion was seconded
by Sam Anderson and unanimously carried.
II.
Comment and Discussion occurred regarding other associations moving to
an electronic distribution. Mike Rae asked if there would be a prohibition
against reprinting or copying the electronic publication. Greg responded that
there would not be a restriction coping the publication.
Reports
A. Treasurer – Mark Verch
Copy of treasurer’s report distributed. Transition to Quicken Books report has
not occurred, the old report is continuing to be utilized. Mark went over
changes to the budget. Total income as of 10/31/15 = $62,944.81. Total
expenses as of 10/31/15 = $61,540.73. Checking Account Balance =
88,538.21; Savings Account Balance = $5,790.37.

Discussion occurred regarding the program and how well it was received.
The final financial reports are complete because we are waiting for invoices
from our vendors. Once the report is complete it will be distributed to the
Board.
A motion was made by Vicki Wingfield to accept the treasures report as
presented by the State Treasurer. The motion was seconded by Greg
Straw and unanimously carried.
B. New Business
1. Web Site Logo – Andrew Peters Jennifer Hanshew.
The historical logo cannot be displayed on the web page because of the
pixels. The crown will be added to the logo on the web page and brought
back to the Board for approval. Discussion occurred on utilizing the CASTO
logo for merchandising.
B. Membership – Tony Peregrina/Sandy Dillman
Tony introduced Sandy Dillman. Sandy reported that current total 2015/16membership is 1,044 members. Membership lists and pins were distributed to
all chapter presidents. Additional pins were given to each chapter. 2014/15membership list was also distributed. Membership cards have been
distributed to those members who have paid by payroll deduction.

2. Nominations – Greg Straw opening for Nikki Hughes
Past President, Greg Straw opened nominations for the State Executive
Board for the 2016-2017 year. Nominations should be sent or given to Nikki
Hughes, immediate past president. Nikki will appoint a nominating committee.
Nominations will be open on the floor at the January Board meeting.
C. State Officers
State Treasurer: Mark Verch reported that he has received Quarterly
Financial reports that were due October 31, 2015 from Chapters 1, 2, 5,10,
12,17 and 20.
State President: Jennifer Hanshew reported that She, Tony Peregrina and
Mike Rea received the proclamation signed by the governor from the CHP
commissioner. Jennifer also attended chapter 12’s workshop with Sandy
Dillman. Dano Rybar also presented at the workshop.
3. Bingo Scholarship - Jennifer Hanshew
Jennifer Hanshew read an email from Dano Rybar reporting that the goal of
funding the state Roadeo’s for 2016 had been met 6 months in advance. The
email discussed how volunteer’s workers assist Dano in operating Bingo.
D. Special Representatives
Discussion occurred regarding Bingo revenue and the use of that revenue for
a scholarship, who would be eligible for the scholarship and the deadline for
the submittal of applications.

Call for the Question was made by Greg Straw.
The motion was unanimously carried.
E. Standing Committee Reports
1. Legislation – Mike Rea
NHSTA made a statement at the NAPT conference that they believe 3point shoulder restraints should be the norm. Federal government is
attempting to pass a surface transportation bill. NTSB issued a notice on
tire safety and recall.
State budget was passed and there is no additional money for pupil
transportation. Mike distributed information about lower emission grant
programs. ARB is adopting rules for school bus replacement for small and
rural districts. CASTO is encouraging flexibility in the types of vehicles

Mike reported the possibly of issuing school bus safety messages on the
state wide Amber alert signs.
SB 191 – Legislative committee will continue to work on School
transportation funding.
The governor vetoed senate Bill 497.
2. Roadeo Report – John Cain
State Roadeo committee met 10/24/15. The committee discussed ideals
on how to increase participation. Discussed reaching out to manager’s
and supervisors. Committee plans on working on increased participation
throughout the year. The committee also discussed consistency of
Roadeo rules and set up at state and Chapter Roadeo’s.
Discussion occurred on how Chapters conduct Roadeo’s and set up
Roadeo events.
Application for Vice Chair is located on the CASTO web site. Discussion
occurred regarding the requirements of the position.
Committee reviewed the statistics/data of past participants and winners
and will ensure past participants and winners are placed in the correct
category.
The committee chair discussed changes to the Roadeo book and the
location of the Southern Roadeo at the Irwindale Speedway if contract
can be negotiated and signed.

CASTO Bingo is proposing to provide five (5) scholarships to school bus
drivers to attend the State Conference in San Diego. The Scholarship will
cover full conference registration and three (3)-night hotel stay.

2. Sustaining Member Representative – Todd Franssen
Todd attended the NAPT conference in Richmond Virginia. Next years
conference will be in Kansas City, Kansas. Todd distributed a brochure.
There were many camera and air conditioning vendors and distributers.
Bluebird introduced their stability control device, introducing CNG on their
conventional vehicle and is also offering Eaton transmission. Thomas
announced in 2016 it will be it’s 100 year anniversary. MCI purchased by
New Flyer
BUSINESS AND ISSUES

Registration packet is complete and is on the web site except for Golf
registration.
Saturday evening theme is Cruise Ship. Vendor packet has not been
released yet but will be placed on the web page and information emailed to
past vendors.

Greg Straw, president of Chapter 12, made a motion to accept the
proposed five scholarships scholarship for bus driver to attend the

There being no further business to come before the Board, a motion was made
by Kevin Wedmeyer to adjourn the meeting at 2:25 p.m. The motion was
seconded by Sam Anderson and unanimously carried.
CHAPTER NEWS
CHAPTER 12
Chapter 12 is looking forward to an exciting new year in 2016. Our group
met on January 5th to judge posters for the annual poster contest. I am happy
to report that Josiah Tovar of Plantation Elementary School in Bakersfield
won the Special Needs category at the judging at the state board meeting in
Sacramento.
The next big event for our chapter will be the Roadeo Workshop which
will be held on March 12, 2016 at the Kern County Superintendent of Schools
Transportation Facility in Bakersfield. The event is free to CASTO members,
$10 for non CASTO members. This workshop will enable attendees to learn
about Roadeo and sharpen their driving skills in various events. Flyers and

available soon. The Roadeo workshop will be

followed by the annual Chapter 12 Roadeo on April 9, 2016 at the same location.
Our members also set some dates for future meetings. The next meeting
will be held on January 20, 2016. We will also have meetings on February 17th
and March 7th. All three meetings will be held at the KCSOS Transportation
Classroom at 10:30 a.m. Nominations for chapter officers will be opened at
the January meeting. Our chapter encourages you to attend the meetings
and get involved in future events to help maintain the level of safety in school
transportation.

The California Association of School Transpiration Officials, better known as CASTO,
was founded in 1968 to promote safe pupil
transportation for all California children. We are
dedicated to the safety of all children through
education and training in every avenue of
transportation.
CASTO is recognized by State and Federal
agencies and other professional organizations
as the leader of school transportation safety in
California.
The mission of CASTO is to provide leadership and educational opportunities to the
passenger transportation community, that
results in the safest, most cost effective transportation through professional development,
public awareness, legislative, and regulatory
advocacy.
CASTO exists for several reasons:
First and foremost, to promote safety for
school pupils in a variety of ways.
To influence other groups and organizations
to join with us in providing safety for school
pupils.
To guard against the efforts to take the easy
way out, lower standards and increase hazards
and risk for children.
CASTO is an organization dedicated to
decreasing the danger and making the world a
better, safer place to live for school pupils.
We are dedicated to the safety of all children through education and training in every
avenue of transportation.
Almost every County in the State of California has a separate Chapter. Some Chapters are
shared between Counties.
Thank you all for your courage in the face of
the many challenges and dangers involved in
transporting and protecting our precious cargo, our children! I cannot stress the importance
of a school bus driver, you are the front line
of the Transportation Department and without
your dedication, commitment and heart we
couldn’t be as successful as we are! California
still holds the #1 spot for safety, we are always
looking at how to make something good, BETTER! I ask that you take a moment write down
your goals think about where you would like to
see yourself at the end of 2016. If you are able
to mark off at least one of your goals, you have
made a difference. “Do what you love, and
love what you do!”

BINGO CONFERENCE SCHOLARSHIP POLICY and PROCEDURES
Bingo Conference Scholarship:
A. Purpose: The purpose of the CASTO Bingo Conference Scholarship is to promote additional professional growth at the state conference by those
transportation individuals that are employed as
a school bus driver.
B. Qualification: The recipient must be employed
within a job classification directly related to operating a school bus and posses a valid California Special Driver Certificate with school bus certification
and a Commercial Driver License (CDL)
.
C. Scholarship: Four (4) scholarships for a
full Conference package and three (3) day
hotel stay for the CASTO State conference;
transportation (travel) to and from the conference will be the responsibility of the winning individual/s D.Procedures
1. Applications for a scholarship are to be submitted to

E. Administration
1. CASTO “Bingo Conference Scholarship” committee
shall consist of the Executive State Board. The State
President shall act as the chairperson responsible for
program administration.
2. The chairperson will be responsible to verify all information used in connection with selecting the final
recipients.
3. Applicants will be judged based on their 400 words
or less essay. Essay must be directly related to
CASTO and/or the school bus transportation industry. All criteria will be judged based on the opinion of
the judges.
4. Once the judges select the recipient/s, the results
will be shared with only the State Board of Directors. The identity of each recipient will be kept
confidential among the committee until the chairperson announces the recipient/s via a phone call to the
winning recipient/s the first week in February 2016.

Legislative committee working to make 2016 a great year

LEGISLATIVE CHAIR
Now, some folks look at the New
Year full of opportunity and hope; a
possibility for renewal, change and
growth. Others look at the New Year
with dread, hoping it won’t be as bad
as the last year.
Glass half full or empty? I think we
all would hope for a more positive
outlook on life and look to the future
to provide relief. What are you doing
to ensure positive outcomes?
CASTO works tirelessly on your
behalf. Our Government Relations
Committee, along with the School
Transportation Coalition continuously work to position the school
transportation service sector in the
most positive light. We have been
working on several items with legislative leaders over the past several
years. We don’t always see fruitful
outcomes, but continually sounding
our message and needs helps to keep
it in the minds of legislators. Here
is what we will be working on in the
New Year:
Improved funding for school transportation. This has been our rallying
cry for many years. We have the attention of the legislature. They want
to fix school transportation funding.
It has been a struggle with the myriad pressures of LCFF and other new
initiatives.
Enhanced funding for bus replacement. We have had some success
with a new program with the California Air Resource Board. We hope to
realize great participation by school
districts and more funding from the
ARB.
School Transportation Data Collection. With LCFF, the California Department of Education’s School Fiscal Services Division has suspended
the data collection. We tried legislation that was fully supported by the
legislature. The governor vetoed it.
We will try other tactics.
Ability to transfer funding when
programs transfer. We haven’t gotten far with this one. Also, with LCFF,
CDE’s School Fiscal Services Division
determined that this education code
section no longer was applicable. We
will work to enhance the visibility of
this issue to see if we can get some
movement.
Awareness to proactively respond
to new legislation. Nearly every year
there are new pieces of legislation
that may not be completely thought
out. This last year there was legislation relative to new driver training.
Often CDE-OST is instrumental in
responding to these issues. Our
friends at CHP are also very helpful,
making us aware of their perspective
and responsibility. We anticipate that
there might be some legislation that
would address leaving students unattended on buses. We have worked
proactively to suggest legislative
language. CASTO, The School Transportation Coalition, and CDE-OST are
constantly being asked for their opinion or input on pieces of legislation.
We look at each piece, discuss it with
our leadership, lean on the expertise
of our Lobbyists, and look for the
least fiscal impact and the highest
safety outcomes.
If nothing else, CASTO’s Government Relations Committee is posi-
tive and hopeful that this New Year,
and every New Year we are able to
serve you well and benefit the school
transportation service sector in California!

All Conference activities, excluding bowling and golf, will be held at the
Town and Country Resort with the Exhibit Show at the Convention Center.
Thursday, March 17: Begin your conference activities with the Annual Golf Tournament.
Friday, March 18: Join us for the annual bowling tournament. Bowling will begin at 11:00 am.
Conference registration is open from 3:00 pm - 4:30 pm.
Saturday, March 19: Conference general session begins at 8:00 a.m. with, Kevin Bracy, a fantastic
keynote speaker. Following the general session, you will have several pre-conference break-out
sessions from which to choose. Lunch will be on your own followed by more break-out sessions.
The Exhibit Show at the Convention Center begins at 2:00 pm for those with VIP passes and 3:00
pm for all attendees. The Exhibit Show closes at 6:00 pm. The evening concludes with a delicious
buffet dinner at pool side with a Cruise Ship theme. Come dance to the music of DJ’s Joe and
Charlene.

Update approved on first aid organizations

California Vehicle Code Section 12522 (VC) requires every person who operates a school bus or
youth bus in the transportation of school pupils
to successfully complete an examination on first
aid practices. The first aid examination may be
waived if the applicant possesses a current first
aid certificate or card issued by the American Red
Cross. The exam may also be waived if the applicant possesses a first aid certificate or card issued
by any organization approved by the Emergency
Medical Services Authority (EMSA).
For information on the name and expiration
dates of these programs that received approval
by EMSA, please review the attachment identifying the EMSA approved courses. If your first aid
course provider is not on the approved list and/or
the applicant did not receive certification from the
American Red Cross, the school bus or youth bus
driver certificate is not valid if they waived the first
aid exam issued by the California Highway Patrol.
Note: The organization “The Training
Source” remains expired as of March 31, 2015.
There are no other changes as of today, Janu-
ary 4, 2016.
According to EMSA, approved school bus and
youth bus driver training providers may offer a
blended course program in order to fulfill the requirements of VC 12522 (c) (1).
The first aid exam may also be waived if the applicant possesses a current license as a physician
and surgeon, osteopathic physician and surgeon,
registered nurse, or a current certificate as a physician’s assistant or emergency medical technician.
