In addition, the area features a sloping geography, representing the Community’s landscape mixed with trees, greenbelts, and squares, creating a dignified atmosphere. Roppongi 1-chome ute Toranomon 3-chome Roppongi itchome Toranomon 4-chome Station Kamiyacho Station Toranomon 5-chome Later in 2007, we developed the “Minato City Master Plan for Community De- Azabudai 1-chome velopment” while the Government and the Tokyo Metropolitan Government proceeded with efforts to reinforce their international competitiveness, and as part of that, the Circular Route #2 is being rebuilt in the northern part of the District. Ga ien hig ash i-d ori St. Applicability The District, with its geographical characteristics and potential, represents an important location that links domestic and foreign cities with the Central Tokyo area, and is expected to play an increasingly-important role as a place of living, work, and gathering for various people in the future. Thus, Minato City has developed this Guideline for Community Development for the District, in order to further facilitate Community Development, in close collaboration with policies of the Japanese Government and the Tokyo Metropolitan Government, and carry out advanced undertakings in the areas of environmental issues and safety. ② Stance and role of the Guideline Main Part P. 3 This Guideline plays the role as set forth below, to keep the area in good condition in compliance with the concepts included in the Minato City Master Plan for Community Development (April 2007) and under resident initiatives, to facilitate Community Development in an integral and planned manner. ○ Our image of the future of the District, sharing it among residents, developers, and administration; ○ Items to be addressed in carrying out Community Development; and ○ The support that we will ask residents, developers, and the administration to provide in order to realize optimal Community Development ③ Stance of the Roppongi/Toranomon District Kinshicho Shinjuku Tokyo Station Area to be emergenty developed for Specified city Reproduction (Central Tokyo and Waterfront Area) Nagatacho Kasumigaseki Otemachi Marunouchi Yurakucho Shimbashi Station The District Hamamatsucho Roppongi Azabu Shibuya Hamamatsucho Station ss to Circular Route #2 Shimbashi ce Ac n Ha a ed rt o rp Ai The District is adjacent to Nagatacho and Kasumigaseki, Governmental office areas, Shimbashi and Hamamatsucho, business areas, and Roppongi and Azabu, which have various residential and commercial functions, constituting a significantly important area for the sophistication of urban functions in the Central Tokyo. In 2012, the region containing the District was designated by the Government as the “Central Tokyo and Waterfront Area” (Area to be emergently developed for Specified city Reproduction), with restructuring work in the northern part of the District on Circular Route #2. Minato City Community Development views the District as an area in which “to proceed with the constraction of a residential, business, and commercial environment which is fundamentally urban, while preserving the environment”. Main Part P. 4-8 Shinagawa Station Osaki Gotanda 2 Rinkai ④ History of the Community Main Part P. 9-14 History of the Community In the Edo period, mainly around Daimyo mansions, Samurai residences, and Kumiyashiki, traditional townhouses stood on some streets or in front of temples, and a number of temples can be seen currently. The location of main roads and sections of premises have been renewed based on the prototype formed in this period. From the Meji period through Pre-war period, they were converted into residences or companies, and Roppongi-dori Ave. was restructured to accommodate a street car track, during which the framework of the District was created. Postwar period, residences which suffered war damage were reconstructed, and an international atmosphere was created by the construction of various embassies here. The rapid economic growth in the 1955’s has facilitated the formation of highways and main roads, and construction of skyscrapers, and streets completely changed due to major redevelopment after 1985. Natives and newcomers alike enjoy the benefits of living in a safe, secure and comfortable way. Many Japanese and foreigners work in this internationally attractive economic platform, where many people get together, attracted by the Community’s history and culture. This vibrant cosmopolitan community is a place where residents, workers, and others take advantage of the history and culture, and work hand in hand to develop a city with vitality for the future, a smart city with advanced considerations for the environment, one that is attractive internationaly. Area section map Northern Area cu Cir lar u Ro te Western Area #2 Northern Area • Organize a pedestrian network in accordance with the Circular Route # 2 development, and reinforce the safety and comfort of the areas connecting to Toranomon Station • Upon the renewal of the structures around Circular Route #2, a project agreeable to the peripheral area, such as residential structure integration or reorganization of blocks, is a possible option. • Enlarge green spaces using public squares or green routes • Equip hospitals and facilities with disaster prevention modifictions Eastern Area Southern Area Eastern Area • Roadway networks for the surrounding area should be built as soon as possible in order to facilitate smooth traffic flow of the existing roadways. The rebuilding subway roadways should be performed in accordance with peripheral community development, especially with regard to preservation of trees. • Around Kamiyacho Station, we will create a bustling street and a comfortable walking space as the width is not sufficient compared to the pedestrian traffic. • In order to realize “spots with verdant greenery” within Reinanzaka Park under Urban Planning measures, it is necessary to carry out integrated efforts in cooperation with peripheral community development to ensure such park functions pertinent to the community and accommodation functions meeting the requirements of an international business hub. Southern Area • For development, we will create a sustainable residential environment, and construct or renovate business and commercial facilities that create a lively and attractive urban area. • A highly convenient road network and a comfortable pedestrian network must be renovated in light of complex geography • Upon renovations of structures, minor roads and dead-end roads must be extended or removed, and sufficient measures taken for disaster prevention to ensure a substantial open space and prevent landslides and the like. • Create an integrated green space or green route, utilizing greenery at shrines or on slopes Western Area • It may be necessary to improve accessibility within the southern area, in particular the accessibility from southern part of Roppongi-dori Ave. • Walking spaces must be widened for pedestrian safety and comfort. • In order to keep, maintain, and enhance the community's safety, comfort, and attractiveness, it is important to facilitate various community activities; Disaster Prevention training/efforts, and local community activities utilizing greenery and open spaces. The local community must be invigorated in collaboration with local organizations or neighborhood associations to facilitate the local activities. 8 ⑨ Main Part P. 55-57 <How to realize comunity development targets > The District Planning System has been applied by the local administration in accordance with a drafted General Reproduction Plan for the Area. Part of these efforts include directing and guiding developers in order to create a better urban environment. Subsequently, more than one development project is being evaluated for the District, while there are several districts where development has been completed or a better environment has been realized. In order to realize the future image indicated herein, we should select the methodology that most efficiently works in accordance with the local characteristics and coordinates with the community development conducted by local residents. As the development should be carried out on a progressive basis according to the local situation, community development projects as well as environmental harmonization efforts should be evaluated on a regular basis to ensure progressive completion.. < Operation of the Guideline for Community Development> (i) Support for community development encouraging creative innovation In order to realize the future community's image as outlined in this Guideline, in implementing the development project, we need to incorporate original or unconventional ideas to resolve the local problems, according to an integrated approach using tangible and intangible policies. Stakeholders plan carefully to make original proposals, and the District will discuss and make adjustments with the relevant authorities, if necessary, to actively support them. (ii) Support in accordance with administrative plans or through collaboration among Regional City Offices This Guideline is a manual for comprehensive development addressing various community areas. In carrying out these policies, we will work in cooperation with plans for each area stipulated by Minato City, the Government, or Tokyo Metropolitan Government, as well as any existing plan for the utilization of properties such as public land. As a rule, residents should take the initiative on community development for the facilitation of this Guideline, and three regional city offices, the Shiba, Azabu, and Akasaka Districts, will work together to support residents to realize community based development. (iii) Make a precise and detailed vision and rules based on the local situation This Guideline is a manual for community development of an area equal to approximately 75 ha. In order to implement precise and detailed development focusing on the community's unique characteristics, it is essential for residents and landowners to, through a council or other body, establish a vision and rules governing smaller areas in accordance with this Guideline. (iv) Progressive renewal of the Guideline According to community development progress and changing social and economic conditions, the contents of this Guideline may be altered after evaluating the effect or impact of the relevant community development projects.
