A Look Back at 2009
With 2009 coming to an end, we thought we’d take a look back and highlight some of the Bureau of Engineering’s achievements. Below are pictured some of the projects that reached major milestones this year. Unfortunately, there’s not enough space
to cover all the Bureau’s activities through the year.
Bureau programs and projects continued to receive accolades in 2009. Recognized at the national level were the Los Angeles
River Revitalization Master Plan and the Terminal Island Treatment Plant Renewable Energy Project. Rampart Police Station,
Harbor Police Station & Jail, and Hollenbeck Police Station received numerous green building awards. The Anthony C. Beilenson
Universal Access Playground, Andres & Maria Cardenas Recreation Center, Olympic Police Station, Hollenbeck Police Station,
Lower NOS Phase 1, Repairs to the 48-inch Outfall Sewer under the L.A. River, South Los Angeles Animal Care Center, and
Vista Hermosa Park were among those recognized for excellence in design and/or construction.
All that has been accomplished has been due to the hard work and dedication of our people, working closely with our partners
and other stakeholders. Thanks go to all for making 2009 such a success, and best wishes for the coming New Year.

Delegation from Seoul Visits Hyperion
On Monday, December 14, 2009, Environmental Engineering Division (EED) staff hosted
a delegation from Seoul, South Korea for the

Engineers Co. LTD., and Justin Lee, Assistant
Manager Business Strategy Team, Water &
Energy SBU KOLON Group, enjoyed a day
of presentations and a tour of the Hyperion
Wastewater Treatment Plant.
The day started with a presentation on
“Odor Control” which included information of the pilot work on bio filters and biotrickling filters by Cyrous Gilani. This was
followed by a presentation on centrifuges
and solids handling by Jerry Hernandez.
Both presentations promoted discussion and
lots of questions. EED staff included Cyrous
Gilani, Jerry Hernandez, Eddie Ohanian, Bill
Hartnett, and Ken Redd. A special thanks to
Jeong Park, head of Design Standards and
a former EED employee, whose excellent
translation skills helped make the day a huge
success. The day concluded with a tour of the
Hyperion Plant.
The next day City Engineer, Gary Lee
Moore, received the following from Mr. Bae:
Dear Gary,
Thank you for all the help regarding our visit
to the US. Due to our very tight schedule it
was very unfortunate that I could not have
visited you on this trip. Thanks to you we had
a great time with Ken, Eddy, John, Gerry, Bill,
Cyrous over at the Hyperion. I was very thankful and appreciated the time and effort these
people put in to explain in detail the different
processes/technology of the plant. Also it is
very thoughtful of you for sending us Mr. John
Park to assist with translation which made our
meeting much more easy and efficient. Thank
you for all the extra effort you have put it to
make our visit to Hyperion a very pleasurable
and memorable one.
Through the thorough explanation of the
processes in the Hyperion plant and through
the WEF articles that was prepared by Ken
and your staff, we were able to learn a lot and
have a much better outlook on the problems
Korean WWTP are facing these days.
Thank you again for all your assistance
and I once again apologize for not having
been able to meet you on this trip. If you ever
come by to Korea, or if I have the opportunity to come back to LA, I will make sure to
meet you.

Bridge Improvement Program - Project Manager II & III
Project Manager III
Due to the impending retirement of Bridge
Program Manager Phil Richardson, the Bureau of Engineering is looking for a dynamic,
energetic, and innovative person to manage
the Bridge & Seismic Bond Program. The individual selected for this job will be assigned
as a Project Manager III
PM III Minimum Requirements
California Registration as an Engineer or Architect and 8 years of progressively responsible
experience in Engineering, Architecture, or
Construction Management. Candidates will
be considered from the engineering/architect
classifications at the level of Principal engineer/architect, as well as current employees
receiving Project Manager III bonuses. It is
highly desirable that candidates have demonstrated their ability to perform project and/or
program management duties in their other
assignments.
PM III Duties
The Program Manager will be the single point
of responsibility for keeping the programs on
scope, on budget, and on time. Organizationally, the Program Manager will report to the
City Engineer. On behalf of the City Engineer,
the Program Manager will personally report
Seismic Bond program status to the Seismic
Governance Committee. The Chief Legislative
Analyst and City Administrative Officer are
members of this Committee who are charged
with approving all staff costs and reimbursements for the Program.
The Program Manager will direct the work
of City employees and consultants engaged
in scheduling, designing, monitoring, and
controlling the activities for these complex
projects from initiation through closeout. The
Program Manager must achieve performance,
cost, and time objectives through coordination across organizational boundaries. This
is crucial to the successful completion of the
projects.
The Program Manager must possess the
interpersonal skills necessary to establish and
maintain excellent working relationships for
the coordination of work with staff at all levels
of the BOE, Bureaus of Street Services, and
Contract Administration, Office of Accounting, DOT, CAO, CLA, and Council offices plus
outside agencies such as MTA and Caltrans.
Project Manager II
The Bureau has an exciting and rewarding opportunity for an energetic, motivated
and highly talented individual to fill one
Project Manager II position Bridge Improvement Program. The Project Manager II will
be responsible for directly managing and
maintaining control of scope, schedule, and
budget for the 1st Street and Riverside Drive
Bridge projects including development of
program wide financial reports for tracking
and developing program wide project status

reports, partnering with program stakeholders,
managing consultant contracts, supervising
City staff, and performing various managerial
and technical functions to deliver projects on
time and on budget. In addition, the Project
Manager II will assist the Program Manager
in the implementation of program-wide objectives.
PM II Minimum Requirements
The minimum experience requirements for
appointment to this position are:
A Bachelor of Science degree in Engineering, Architecture, or Construction Management AND six years of progressively responsible professional experience in Engineering,
Architecture or Construction Management
(California Registration as an Engineer or an
Architect may be substituted for two years of
experience); OR
Graduation from a recognized four-year
college or university AND eight years of progressive responsible professional experience
in Engineering, Architecture, Construction
Management, OR
No degree with ten years of progressively responsible professional experience
in Engineering, Architecture or Construction
Management.
The basic requirements for a Project Manager bonus remain as stated in the October
17, 2001 Engineering Newsletter. Candidates
must meet the minimum requirements by the
application deadline.
The assignment does not represent a
change in Civil Service classification, there
is a salary bonus (Project Manager bonus)
while an employee is assigned to the Project
Manager duties. The bonus only applies to
employees in MOU’s 8, 17, and 36.
General Requirements
The basic requirements for a project manager
bonus remain as stated in the 10/17/01 Engineering Newsletter.
Knowledge and Abilities
The Bureau is looking for candidates who
possess the following knowledge and abilities,
including but not limited to:
• Project management principles and techniques including project planning, work
definition and staffing, cost estimating and
capital project budgeting, project control
and change orders, cost control, project
evaluation and reporting;
• Requirements of funding agencies, including local, state and federal requirements
• Critical path method (CPM) of scheduling;
• Technical aspects of civil, architectural,
mechanical, electrical, structural, and
geotechnical engineering design and
specifications;
• Regulations and regulatory agencies and
commissions affecting planning, zoning,
design, and construction, including environmental issues;
• Requirements of bid packages;
• Principles of quality management, continuous process improvements and strategic
planning.
• Supervisory principles and practices including planning, delegating, and controlling the work of subordinates; techniques
for counseling, disciplining, training,
instructing, and motivating subordinate
personnel.
Ability to:
• Communicate effectively at all levels of
City and State government, and maintain a
good working relationship with all participating City departments, outside agencies,
environmental stakeholders, neighborhood councils, nonprofit organizations,
and members of the public.
• Coordinate large scale projects between
multiple City departments and agencies;
• Document accurately all aspects of a
complex project;
• Read and understand design drawings and
contracts;
• Communicate effectively to explain complex issues to lay personnel and to elected
officials;
• Determine the financial impacts of project
delays or schedule changes;
• Negotiate with, and inform, public and
private organizations on politically sensitive matters;
• Develop schedules and implement recovery plans if a project falls behind schedule;
• Creatively solve complex delivery problems;
• Evaluate the performance of consultants,
contractors, City employees and subordinate personnel;
• Prepare effective written reports and correspondence;
• Make effective oral presentations to
the Mayor, City Council, Commissions,
department management, and advisory
committees.
General Information
• An incumbent is required to keep his/her
knowledge and skill current in the area of
managing projects.
• An incumbent must have successfully
completed a Bureau-approved Project
Management training program.
• An incumbent may be removed from the
position for failure to keep the projects on
time and within budget.

2. Provide example(s) of projects you completed successfully. Define “successfully”.
Be specific.
3. Describe how you used scheduling and
cost control tools and methods to manage
your work or project.
4. Describe a specific instance in which you
formed a team to solve a problem (be
specific about the situation, what you did,
and the outcome).
5. Describe a difficult client problem that
you resolved (once again, be specific
about the situation, what you did, and the
outcome).
Method of Evaluating Candidates
Depending on the number of candidates,
there may be an initial screening of the applications based on a review of resumes and
supplemental statements. An oral interview
and review of the personnel folder will be
part of the selection process.

Learn ABC’s of Construction Management?
Wastewater Conveyance Construction Division will be hosting a 13-session Construction
Management Training Program, equivalent
to 3-unit class, starting Wednesday, January
20, 2010. Classes will be held the 1st and
3rd Wednesday of the month and will be
conducted on the 6th Floor of The Public
Works Building.
The course topics include: Bureau’s
Construction Management philosophy, understanding General Conditions and General
Requirements, Construction Law and Claims
and more. These topics will help you gain
knowledge and skills needed to become a
better construction manager such as how to
interpret the documents when there is a dispute, some hints for constructability review,
constructive notice, compensable time extensions and differing site conditions.

Hazards and Accidents
Hazards and accidents occur in the workplace
and more common on construction sites. Injuries from similar activities and conditions can
result in different circumstances. An example:
two employee fall from a ladder. Employee “A”
sustains a minor leg injury, employee “B” is
fatally killed. Most would look at the circumstances as a matter of luck, when in fact luck
is not an effective accident prevention or loss
control technique.
A hazard is defined as a condition or
changing set of circumstances that present a
potential for injury, illness, or property damage. The potential or inherent characteristics
of an activity, condition, or circumstance can
produce adverse or harmful consequences to
the individual.
An accident is defined as an unfortunate
event often the result of carelessness or ignorance; an unforeseen and unplanned event or
circumstance usually resulting in an unfavorable outcome.
Here are a few words to remember the
next time you are planning for safety: potential; unplanned; unforeseen; unfortunate and
unfavorable. Remembering these words will
allow you to look at the big picture and not
take things for granted or be complacent about
employee safety.
Safety consideration for your next project,
job or task:
• Using the right tool/equipment for the job
or task
• Ensuring tools and equipment are in good
working condition
• Planning the job or task for a safe completion
• Selecting and using the correct personal
protective equipment properly
• A guideline, regulation or rule that applies
to the job or task
• Determining if there is a safer way to accomplish the job or task
• Ensuring that all of the necessary equipment guards are in place prior to using the
equipment
• Determine if there are written safety procedures to be followed such as confined
space programs etc.
Be aware of the potential hazards associated with your work and make your choices
carefully. Recognizing hazards and doing
something about them is everyone’s responsibility.

LOS ANGELES (December 22, 2009) - Mayor
Antonio Villaraigosa today appointed Robert
“Bud” Ovrom as the new General Manager of
the Department of Building and Safety. With
over 30 years of local government expertise,
Mr. Ovrom will work to streamline city services to better support the Los Angeles business community and stimulate job creation
while protecting the public’s safety.
“This is the perfect position for Bud,” said
Mayor Villaraigosa. “He is a long-standing,
and most importantly an up-standing public
servant, with the expertise needed to support
Los Angeles’ businesses and stimulate job
creation. Bud is the right person to streamline
city services while always putting the public’s
safety first.”
Mr. Ovrom is currently serving as the
Deputy Mayor of Economic Development
within the Mayor’s office.
In his new role as General Manager of the
Department of Building and Safety, Mr. Ovrom will focus on streamlining the permitting
services the department provides to the Los
Angeles business community.
The 12-2 program - the Mayor’s initiative
to streamline the City’s entitlement and permitting process from 12 departments down
to 2 - will garner Ovrom’s full attention as a
program to promote economic development
and job growth.
“One of the most important things we
can do to be ready for economic recovery is
to get the Mayor’s 12-2 development reform
plan back on track and fully implemented,”
said Ovrom.
Ovrom will also focus on the $17 billion
worth of private construction started during
the Mayor’s first term to ensure these projects
are completed. Even in an economic recession, Los Angeles has seen $959 million in
new construction in the first 5 months of
2009.
“Supporting projects that are in the pipeline and streamlining government processes
to promote more, is about one thing - job creation.” said Ovrom. “As a ‘bricks and mortar’
guy, supporting construction has always been
my favorite part of my job and I will continue
this effort by leading the department to support
economic development in Los Angeles.”
Mr. Ovrom’s appointment now goes to the
City Council for their full consideration and
confirmation.
Mayor Villaraigosa will be announcing a
new Deputy Mayor of Economic Development in the coming weeks.

New Year Holiday
Friday, January 1, 2010, is a City holiday. Remember to mark your timesheet for that day as
HO 8.0. Since a holiday is only for eight hours,
those of you on the 8.5 hour day schedule will
need to make up one hour within the same
pay period. (Non-FLSA exempt employees can
only adjust their hours within their defined
work week.) There is always a chance for
errors when two holidays occur in the same
pay period. Please check with your division
timekeeper if you have any questions.

Recycle Greeting Cards
Encourage reuse by sending your used greeting
cards to the City Facilities Recycling Program
(CFRP). The CFRP collects used greeting cards
from all holidays, Father’s Day, Mother’s Day,
birthdays, etc., throughout the year. The cards
are donated to local charities and elementary
schools so they can be reused by children for
arts and crafts projects. You may send them via
gray mail at MS# 944 or drop them off in the
collection boxes located in the lobby levels
of City Hall East and City Hall South.
