Operation of the vehicle can cause the nuts to loosen, resulting in a loss of steering control. This poses a crash hazard, which can result in injury or death. Incidents/Injuries: Kawasaki has received 10 reports of nuts loosening on the handlebar holder, tie-rod adjustment or tie-rod end nut. One of these incidents resulted in a consumer losing steering control during ATV operation and receiving a minor injury. Remedy: Consumers with recalled ATVs were sent direct notice from Kawasaki. Much has been said lately about the fact that we ATVer’s are compelled by law to send $10 a year to the state to register ATV’s, and the state then turns around and makes that money available to private riding area operators that charge us again to ride their trails. Is that as unfair as it may sound on the surface? Let’s take a look at what we pay to engage in other activities on public and private lands in our Commonwealth. How about a trip to a state park? Camp and it will cost you $12 per night for a non-electric site on a weekday, and $17 a night for a powered site on a weekend. Rent a picnic shelter for $36 to $56 a day. Add $5 if you want electricity. A brief footnote, Because of PAOHV’s interest and communication of this concern to the Secretary of DCNR, the Department has contracted with a legal firm to review the need for changes to the RULWA. There was a time, not so long ago, when a person could roll their machine out of the garage, fire it up, and go for a ride. For some of you, that’s still the case, and you should count your blessings and do everything you can to protect that precious freedom. But for most of us, myself included, that kind of accessibility to riding is just a sweet memory. For an ever-increasing number of us, going riding means loading up and driving to a riding spot. There are still a few places you can go for free. At most of these spots, you get Winter trail riding in North Central PA. Do you like to hunt? Pay a $20 fee for a hunting license and the State Game Lands, land under the control of the PGC, and private lands where you have permission to hunt are your playground. what you pay for. Unregulated riding patterns, uncontrolled conditions, and the ever present risk of being caught and fined for trespassing are the price you pay. And for many, it’s worth the risk. Do you want to fish? Buy a $22 license and you can drop a line into most of the state’s public waterways. Figure on dropping a few more bucks for a stamp that allows you to actually catch something. What’s that? You want to fish from a boat? Okay, register your boat with the Fish and Boat Commission for $18 to $50, (depending on the boat), and then you can put it on a lake or river. Then there are trails on state or federal forests. Pay your $20 registration, (and on the Allegheny National Forest, a $35 annual fee), and you get access to some organized trail. Your money gets you a parking area, signed trails, and varying degrees of maintenance on those trails. It also buys you some enforcement for those riders who choose to endanger our riding privilege by not riding within the law, which helps make it possible that we can still ride there tomorrow. Have a snowmobile in the garage? Like ATV’s, please remit a $20 fee to register your snowmobile for two years. In exchange, you get to ride a couple hundred miles of snowcovered roads/trails for a couple months out of the year. address the highway and mass transit funding problem. That would be an ideal time for action on this proposal. Lastly, there’s the pay to play areas- club grounds and a growing number of private riding parks. But in general you’re going to be rewarded with a better experience. The fact is ATV trails and facilities are not cheap to build or maintain. Once I took a look at the other fees we pay to enjoy various kinds of outdoor recreation, I started to think that perhaps even if we’re paying a fee to ride, it still is not such a bad deal. That doesn’t mean we should stop working to minimize our cost while maximizing our opportunity. But it’s time we start focusing on what’s important to our sportpreserving it for the futureeven if it costs a bit. Heck, I’ll trade my fishing budget for a riding park pass any day! Let me close by quickly venting while we’re talking about costs. I’m always amazed how many of us think nothing of hundreds of dollars on some shiny gadget for our rides, but balk at spending pennies supporting the clubs that preserve our sport. I firmly believe that if you love to ride, organizations that work to improve our sport, like your local club and this association deserve your support. Its pocket change well spent, and the right thing to do. - See you on the trail. LANDOWNER LIABILITY KEY TO EXPANDED TRAIL USE Over the past legislative session PAOHV has worked diligently to broaden landowner protection under the Recreational Use of land and Water Act of 1965. Under RULWA a landowner that opens their property for recreational use is not liable for injury suffered by the recreational users if that landowner does not charge for the use. There are conditions whereby landowners can be held liable if an accident occurs should the landowner charge a fee for use. In addition, if a landowner fails to make the user aware of particularly dangerous situations. There are, however, deficiencies with the act that cause landowners not to be interested in opening their land. The amendments offered by Senator Robbins and Representative Bastian in the form of Senate Bill 1374 and House Bill 3028 respectively would allow the court to award attorneys fees to defendant landowners in cases where the case has been deemed to be without merit or have been dismissed. The only reason this legislation was not considered is because we ran out of time. Due to a shortened legislative lame duck session and due to the controversy caused by the opposition of the Trial Lawyers Association the bills died. More than 45 Republican and Democrat members of the House cosponsored House Bill 3028. Senate Bill 1374 introduced by Senator Robbins also received 16 bi-partisan co-sponsors. With the shake up in the House and Senate every PAOHV member is important in communicating the need to the new 55 new legislators. They are generally more conservative and therefore more likely to be receptive to this proposal. I would also tell you that I believe that due to the large freshman class little will be done outside the budget and the need to SCORE 2006 “SECOND ½ ACTION” By Denny Mann By the time our members read this newsletter the SCORE grant will be one year old and one third complete. For me it is hard to believe that it is time again to reserve our spot for Motorama in February 2007. We will use this event to expose the existence of PaOHV and SCORE to the residents of Pennsylvania. We have learned many new tricks over the past year on how to bring the public into our booth so that we can discuss the Sensible, Courteous, Off-Road, Enthusiast ethics. The last show was the PSSA’s Snowmobile and ATV show in York PA on October 13th -15th and to date this was the best interaction with the public we have had. Thanks to the NOHVCC’s DickLepley and PaOHV’s Director Harold Silbaugh the SCORE booth heard from many OHV enthusiasts and a few DCNR representatives. It is quite evident that the feelings between the OHV user group and the DCNR are less than acceptable. I personally witness quite a bit of finger pointing in both directions. The complaints against the users by the Ranger were mostly over illegal OHV usage and a misunderstanding of what the OHV user views as quality recreation. These are the very issues that SCORE addresses and we must come together to change our tarnished image. This is a family sport being enjoyed for the same reasons that one would experience while hiking, horse back riding, or mountain biking. We all enjoy the great outdoors and what it has to offer no matter what we use as a mode of transportation. So the fact that a small percentage To accomplish this and to inform the thousands of non-PaOHV members throughout the state we have setup the SCORE EZ-up @ the Michaux Enduro, Foggy Mountain Enduro, and the three day Quadfest @ Mountain Ridge riding park. But the time spent at Quadfest by far over shadows any other outdoor event we attended this year. Special thanks to Jill Moyher and the members of PaATVing for their work creating Quadfest and bring it to reality. Jill’s vision of rider ethics allowed SCORE to not only setup as a vendor but also present SCORE @ the event Friday and Saturday night. This was the largest riding event that I personally have ever attended and we are already dialing in our 2007 assault on Quadfest. The 2007 Quadfest will return to Mountain Ridge Resort and for good reason. The trail system is perfect for an event of this magnitude. In 2006 Mountain Ridge offered 60 miles of trail for the Quadfest and I expect the mileage to grow for 2007. It was a true pleasure to see thousands of ATVs being used legally without any problems. What I witnessed was the future of our sport and a snap shot of the direction the sport is heading. With facilities such as Mountain Ridge the need for outlaw riding will disappear and by using this type of facility we will improve the image that the public has towards us. In closing the scheduling of various events throughout 2007 require volunteers manning our SCORE booth. This is a great way to promote a positive image and to have fun too. ATV Trails on State Forest Land The winter season runs from the day following the last day of the regular or extended antlerless deer season as established by the Game Commision through the following April 1st. Burnt Mills- Pike County 7 miles of summer and winter trail. Access is from a parking area on Route 402 one mile south of Porters Lake. Registered Class II ATV’s are permitted on this trail. Contact: Bald Eagle State Forest, 18865 Old Turnpike Rd, Milmont, PA 17845 Phone: (570) 922-3344 Clinton County - 45 miles of summer and winter trail. Winter use begins after muzzle loader deer season in mid January. Check with the district office for exact date. Access is from the Two Miles Road 1-1/2 miles west of Westport toward Kettle Creek State Park. Contact: Sproul State Forest, HCR 62 Box 90, Renovo, PA 17764 Phone: (570) 923-6011 Bloody Skillet - The Bloody Skillet ATV riding area, located State Game Lands ATVs are not permitted on State Game Lands except those used by disabled hunters. Allegheny National Forest The federally-operated Allegheny National Forest has more than 100 miles of ATV trails. ATV trail season runs from the Friday before Memorial Day through the last Sunday in September, winter season is from December 20-April 1. Contact the Allegheny National Forest Supervisor’s Office, P.O. Box 847, 222 Liberty Street, Warren, PA 16365 (814) 7235150. Effective July 1, 2002, the Allegheny National Forest implemented the Fee Demo Program for ATV and motorized bike trails. An annual $35 permit fee is required, and can be purchased from any Allegheny National Forest office, and some local vendors, or online at www.fs.fed.us/r9/allegheny. The following trails are within the Allegheny National Forest (ANF). Please contact the ANF using the information above concerning these trails: • Marienville ATV/Bike Trail on State Route 66 east of the town of Marienville. There are lots of legal riding opportunities in PA, if you know where to look. Adams & Cumberland Counties - 36 miles of summer trail. During the winter season the trail system is expanded to 42 miles by using some dirt roads that are gated during the winter. Part of the trail system is shared with snowmobiles when there is sufficient snowfall. The trail is located between Big Flat and Pine Grove Furnace State Park. Access to these are from parking lots located at Big Flat along Shippensburg Road about 1-1/4 miles north of its intersection with Route 233 and on Piney Mountain along Bendersville Road south of Pine Grove Furnace State Park. Contact: Michaux State Forest, 10099 Lincoln Way East, Feyetteville, PA 17222 Phone: (717) 352-2211 Snyder & Union Counties - 7 miles of summer trails. Access is at the parking area located along Route 235 three miles south of Glen Iron. The trail includes the East Kettle Road which has been closed to other in Centre County, consists of 20 trail miles (phase 1) and is accessed from SR 144 approximately 18 1/2 miles north of Snow Shoe. Turn right onto DeHaas Road and travel 5 miles south to the Northern Terminus Trailhead. Contact: Sproul State Forest, HCR 62 Box 90, Renovo, PA 17764 Phone: (570) 923-6011 Lycoming County - 17 miles of summer and winter trail. Trails are located near Haneyville and include the Button Road and a network of wooded trails built by the Civilian Conservation Corps in the 1930’s. Access to the trail is from a parking area located at the former parking area located at the CCC Camp along Route 44 one mile south of Haneyville. • Timberline ATV Trail, accessed from State Route 948, north of Ridgway (also connects to the Marienville ATV Trail). • Rocky Gap ATV Trail, accessed from Township Road 3005, southeast of Warren. Private Riding Facilities This is a partial list of riding areas that you can pay by the day to ride with some offering annual memberships. Some offer riding for motorcycles or quads only and others allow both. Please check with the individual businesses before you make the trip. Story by Eric Bruggeman Off-road enthusiasts riding in Pennsylvania will soon be able to experience some of the most awesome trail riding opportunities that Pennsylvania has to offer. The Rock Run Recreation Area will provide more than 50 miles of challenging All-Terrain Vehicle (ATV) trails during the first phase of trail design slated to open in May of 2007. Offroad motorcycles (dirt-bikes) and side-by-side all-terrain utility vehicles will also be permitted. Trail expansion on the 6,200-acre property located in northern Cambria and and dirt-bikes has been time consuming and has involved many stakeholders. The Department of Conservation and Natural Resources (DCNR) provided 2 million dollars of funding from registration fees of the ATV and Snowmobile Fund to assist the Cambria County Conservation and Recreation Authority to help purchase the 6,200-acre, previously coal mined property in the summer of 2003. Once the Recreation Authority obtained ownership of the site, the planning stages were underway to develop the off-road facility. As a result, the Rock Run Advisory Board was deemed responsible for project oversight. Working together, the Cambria County Conservation and Recreation Authority and the Rock Run Advisory Board developed a master site plan for the ATV facility. To order, call 800/348-6487 or e-mail [email protected] Tri-County ATV OFF ROAD WITH ATV TRACTION Inc. My first meeting with the newly formed ATV Traction club, was in the spring of 2001. I’d read about the upcoming meeting in our local newspaper and decided I wanted to meet others with quads to find out where they rode. At that time they were just a bunch of friends meeting in Brian Mills’ garage in West Springfield Pa. Brian, the president and founder of the club, had been an ATV/motorcycle rider since childhood. He’d listened for years to complaints from the locals about no place to ride. It seemed everyone had back yard trails, but no one had conceived that these trails might some day be connected from one area to another. This became Brian’s dream. Home based in the North West corner of Pennsylvania, in Erie County, ATV Traction has grown to become one of Pennsylvania’s largest and most influential ATV organizations by uniting riders throughout the state. Our members have formed chapters in eight Pennsylvania counties, including Erie, McKean, Tioga, Potter, Mercer, Venango, Butler and Clarion. We currently send club newsletters to members in our neighboring states of Ohio and New York, as well as 7 other states. We think this is positive proof that the ATV image throughout our area is being changed through our dedication and hard work. . By expanding our club, we have expanded our riding opportunities at the same time. Currently three of our chapters have established riding areas designated as “members only” areas. The Erie County Chapter has newly acquired lands near Edinboro, donated to us by several land owners in that area. These are back yard trail linked together to make an approximate 15 mile trail. In the McKean County Chapter of the club, they have permission to ride on land owned by Collins Pines. Many of the trails were old logging roads, some still traveled today. The land is breathtaking in many areas, and definitely worth the many hours they have put into making bridges and maintaining what roads are there. Our Venango County Chapter has two trail areas. One is 28 miles long and the other is 30 miles long. The reputation that Traction members made in this area, had land owners happily signing papers allowing ATV Traction to ride on and across their lands. On almost any given weekend, you could find club members working hard to clear garbage from eye sore areas in the county, building bridges and clearing brush and limbs from trails. Mention riding after any clean-up jobs, and you have a group waiting to help out on any given day. Being a member of a club of over 1400 members means that you never have to attend a ride or dice run alone. Even if you go alone, you will always be lucky enough to meet up with a friendly face or two by the end of the day. Many folks in the club have back yard trails that don’t really add up to hours and hours of riding time, but can still make a nice afternoon ride with a picnic and BS session around a campfire after. Since we purchased our machines in 2001, all of our summer vacations since, have been with our quads; and most of those have been with new friends from the club. Five years ago I would have never pictured myself riding through the rolling hills of West Virginia, dodging snow flakes and mud holes in a thermal rain suit and boots. Nor would I ever think that I would be in the wilds of northern Canada cautiously watching for bear while searching for Moose in the lowland rivers and marshlands. Just this last September, six of us rented a log cabin in Michigan so we could ride for a week on the many well groomed trails they have. We snapped photographs of wolf tracks in the sand, with the sounds of Elk whistles coming from the next ridge. We never caught sight of any, but we sure knew they were there! We are finding that it is a wonderland of riding experiences out there, just for the taking. We joined ATV Traction to find places to ride, but we gained so much more than that. In our club we have riders and racers, poke-alongs and pacers. We have ages 8 to 88, with the average age in our club being in their mid 40’s. Creating a positive image is of utmost importance to us, but what fun we’ve had while doing it! If you don’t already belong to an ATV Club.... any club.....you should! Rec Rider attended the 4th Annual SSRT Winter Trail Ride in late December in North Central PA. The 1800 member group promotes safe and legal riding practices in the state of Pennsylvania as they work with DCNR to open up more trail riding opportunities for ATV riders young and old. The day was fantastic for a ride with bright skies and temperatures in the low 40’s. I’m estimating there were over 300 ATV’s out for the day’s event as the line seemed to go on forever as they left the trailhead. To be eligible to ride all riders must have a DCNR registration as well as a club registration to ride on the trail system. Registered ATV’s and motorcycles only are allowed to ride the trails. (Sorry, no unregistered motorized vehicles allowed here, check elsewhere in this issue for those riding opportunities). The system is also open for bicycles, horses and hikers as well.
