Placer Profiles: Cowboy Chris Whitehead
AUBURN, CA (MPG) - Placer County Water
Agency has appointed Ross Branch as
Public Affairs Manager. In the newly
created position, Branch will serve as an
advocate on legislative and regulatory
issues affecting the agency. He will also
serve as PCWA’s primary media contact
and public outreach representative.
“As we enter our fourth year of
drought, Ross will play a critical role
in preparing our water conservation
communication plan,” PCWA General
Manager Einar Maisch said. “His extensive governmental affairs experience will
help ensure that
PCWA customers continue to
be well-rep resented on
regional and
state-wide
issues.”

four years as a field representative for

he served nine California foothill counties on various legislative issues; a stint

serving as a clerk for the U.S House
of Representatives Subcommittee on
Energy and Mineral Resources.
“PCWA has an incredible reputation
of being a leader in the region,” Branch
said. “I look forward to contributing to
the agency’s leadership role on regulatory and political issues that affect Placer
County’s water resources and its future
economic prosperity.”
Branch is a California native and
has lived in the region since 2008. He
received his Bachelor of Arts degree in
American Studies from the University
of Maryland, College Park, with a focus
in political science and United States
History.

Chris Whitehead has been a
cowboy.
Living the cowboy way started
for Whitehead at the age of five
when his parents surprised him
with a pony. He was eight-yearsold when he entered his first
horse show. “I grew up riding
and showing in a group called
the Auburn Sierra Rangers,” he
said, betting there will be some
people who remember the group.
As we talked at his home in
Auburn, he said, “I used to ride
my horse across this land long
before houses were built here.
There were apple trees, and I’d
ride my horse along and pick
apples.”
Whitehead’s family owned
a little ranch on Dairy Rd. for
about 50 years. His dad, Jack,
was a retired naval chief, and
his mom, Eleanor, was in the
real estate business. “Mom still
lives (at the ranch) in the main
house,” he said. “She’s 91 and
going strong.”
It was in the mid-80s when
Whitehead joined the pro rodeo
circuit as a steer wrestler, or
“bulldogger.” He traveled with
the pro circuit across the United
States doing 50 to 60 rodeos
each year.
“Life on the road was pretty
cool,” he said.
A song was even written about
him called “Off to the Rodeo,”
by the Stardust Cowboys.

Whitehead left the pro circuit in 2004, but not the cowboy
way. He was a director of the
Auburn Rodeo during his time
with the pro circuit, and since,

Professional Rodeo Cowboys
Association (PRCA).

McClintock Amendment Stops Federal Agencies from Purchasing Scarce California Water for Fish

an amendment by Congressman Tom
McClintock to forbid federal agencies from buying up scarce water during
California’s catastrophic drought in order
to release it into rivers to meet environmental requirements. The amendment
was subsequently adopted as part of
the Fiscal Year 2016 Energy and Water
Appropriations Act. The amendment was
adopted on a vote of 226-9 and final passage of the Appropriations Act on a vote
of 230-7.
Presenting the amendment to the House
during debate on April 30th, McClintock
noted that despite extreme drought conditions, the Bureau of Reclamation has
continued to release tens of thousands
of acre-feet of water because of environmental mandates. “These purchases have
exacerbated an already perilous scarcity
of water while at the same time forcing
the price of remaining water supplies

Pointing to recent releases from the
New Melones Dam, McClintock noted,
“In order to benefit a handful of steelhead
trout, the Bureau sacrificed enough water
to meet the annual needs of a human population of 300,000. At $700 per acre-foot,
the cost of this exercise amounted to $21
million.” McClintock charged, “This
makes a mockery of the sacrifices made
by Californians who are stretching every
drop of water in their homes.”

follows:
Mr. Chairman,
Hydrologists tell us California is facing the worst drought in 1,200 years.
With the rain season officially over, our
snow pack is just 3% of normal and many
reservoirs are already drawn down perilously. Californians are now threatened
with draconian fines if they take too long
in the shower.
This amendment forbids the Bureau
of Reclamation from purchasing scarce
water in California in the midst of this
catastrophic drought for the purpose of
dumping it into rivers to adjust water
temperatures to nudge baby fish to swim
to the ocean.
As ridiculous as this sounds, that’s
exactly what the Bureau of Reclamation
has been doing throughout this drought. It
is using money taken from family’s taxes
in order to purchase water that’s desperately needed by these same families and
then literally dumping it down the drain
in front of them. This exacerbates an
already perilous scarcity of water, while
forcing the price of our remaining supplies even higher. It also makes a mockery
of the sacrifices that every Californian is
making to stretch every drop of water in
their homes and it undermines the moral
authority of the government to demand
further conservation from the people
when it is squandering water so outrageously itself.
We don’t know exactly how much the
Bureau is spending for this purpose
because they don’t account for how their
purchased water is used. This measure

‘Star’ Dancers and Survivors Shine
Funds Raised at Stand Up and Dance with the Placer County Stars Event
PLACER COUNTY, CA (MPG) - Local
community leaders took center stage as “Star” dancers on
Saturday, April 11, to perform
dance routines to help raise
funds for Stand Up Placer, the
local agency that provides services to victims of domestic
violence and sexual assault.
“This event exceeded expectations on all levels,” said
Executive Director Michelle D.
Coleman. “Not just in terms of
funds raised, but in the commitment and energy demonstrated
by our ‘Star’ dancers, sponsors,
board members, and volunteers — everyone showed up in
the spirit of the event. It was an
amazing event to witness.”

took home trophies for Elite
Fundraiser and Crowd Favorite
with a high energy swing/
Charleston routine, said “Stand
Up Placer should have an alumni
category next year. I really want
to come back.”

Design Studio in Rocklin, won
the Judges Choice trophy with
a sassy salsa routine. All nine
“Star” dancers worked with professional dance instructors over
a 60-day period to develop their
routines, courtesy of Soiree

At the heart of the event was a
special guest speaker — a survivor
of domestic violence who shared
her story and captivated over 250
attendees whose rapt silence was
broken only by a standing ovation. Her personal account spoke
to the challenges and courage of a
victim-turn-survivor, and the criticality of services provided by
Stand Up Placer.
Stand Up and Dance with the
Placer County Stars will be back
next year by popular demand.
“We were completely sold out
well in advance and even had
a waiting list,” said Coleman.
“Our only challenge for next
year is figuring out how to let
everyone in — it’s a nice problem to have.”

in its efforts to end domestic violence and sexual assaults

This year’s rodeo had the
highest ticket sales ever.
At Sunday’s rodeo (April
26), the Rodeo Board presented Whitehead with a plaque,
which reads: “In appreciation
for your many years of support,
hard work and dedication to the
Auburn Rodeo, and your continued effort to promote the sport of
Professional Rodeo.”
“The board wanted to honor
me for PRCA and the rodeo,”
said Whitehead. “It was a total
surprise to me.”
One of the rodeo events
Whitehead is involved in, along
with many other things, is the
Businessmen Steer Tie, where
the guys “try” to tie a ribbon on
a calf’s tail. “It’s wild and western,” he said, with a chuckle.
He also used to go out to
schools to promote the rodeo
with his friend Charlie “Too
Tall” West. He would bring
props, such as rocking horses,
steers, and his “bulldogging”
horse, Chubbs. “Chubbs was
great with the kids,” he said.
A message Whitehead always
shares with the kids is to “enjoy

Also, within the PRCA, there
is an Exceptional Kids Rodeo
where a professional rodeo
cowboy is paired with a special-needs child. “Some of
these kids we have to carry,”
said Whitehead. “Some are in
wheelchairs.”
The children get hats and bandanas … There is a simulated
rodeo with an imitation steer and
props.
Whitehead remembers a
child at the Salinas rodeo one
year, “He was 12-years-old
and had never made a sound,”
said Whitehead. “During the
Exceptional Kids Rodeo, he
spoke.”
It was a one-syllable sound
that brought the child’s parents
to tears.
“It made me realize, I just lost
my event, but because of this
child … I never had a bad day
since,” said Whitehead. “This
has been a giving life in so many
ways.”
The animals also “have
so much to give,” he said.
“Especially horses.”
And Whitehead still rides, of
course. “I love to ride. I still do
trail riding,” he said. “And I help
friends work cattle on the ranch
… branding and roping.”
He will also be a director
for next year’s Auburn Rodeo
(GoldCountryProRodeo.com).
“I’ll always be involved in the
rodeo,” he said.
When asked what he wants
people to know about him,
Whitehead paused in his unassuming way and said, “Very
few people have a passion.
Rodeo is my passion. And to
know I allowed myself to follow my dreams, being a rodeo
cowboy …
“It has been a good life.”

PCWA Set to Launch
Mulch Madness
Free water-conserving
mulch available May 16
AUBURN, CA (MPG) - Free waterconserving mulch will be
available to local residents
during Placer County Water
Agency’s Mulch Madness event
from 9 a.m. to noon, Saturday,
May 16, at Sierra College in
Rocklin.
“Mulch might be one of the
most under-appreciated water
conservation tools at our disposal,” said Linda Yager, PCWA
deputy customer services manager. “Mulch is like icing on a
cake, because it keeps the soil
moist the way icing keeps a
cake moist. It slows evaporation, allowing water to sink into
the soil, moderates soil temperature and breaks down into
nutrients for plants. And, as an
added benefit, mulch also suppresses weeds and recycles yard
waste into a valuable landscape
material.”
Water managers estimate that
residents can save 30 gallons
of water for every 1,000 square
feet just by adding two to three
inches of organic mulch (e.g.,
leaves and wood chips) around
trees and plants.
The Mulch Madness event,
sponsored in partnership with
NorCal Wholesale Bark who
donated 100 yards of red shredded cedar mulch, will take place
at the Sierra College overflow
lot at the corner of Rocklin
Road and El Don Drive until
supplies run out.
Once people arrive at the
overflow lot, they will be
directed to a large semi-truck
where their trucks will be
loaded by PCWA staff. Several
smaller mulch piles will be
available for people to shovel
and bag mulch themselves.
People are advised to bring
their own shovels, containers,
tarp to cover and a method to
haul away the mulch.
Placer County Water Agency
staff will be on hand to discuss
free services and rebates available to help customers conserve
water.
Free mulch is limited to one
yard per customer (enough to
fill a pickup truck), must be for
personal use only (not for resale
or commercial use) and will be
offered on a first-come, firstserved basis until supplies are
gone.

First Municipally Sponsored
Charging Station in Auburn
to Be Unveiled
City of Auburn and ClipperCreek
partner to bring EV Charging to Auburn
AUBURN, CA (MPG) - The City
of Auburn just got a little bit
greener. Continuing its leadership role in sustainability,
Auburn installed a new level 2
charging station to power electric vehicles at the Multi Modal
Station at Blocker and Fulweiler
Avenues. The charging station is
set to be unveiled during a ribbon cutting ceremony at 9 a.m.,
Tuesday, May 12.
The installation is the first
municipally-sponsored electric vehicle charging station
in Auburn and was made possible with a $10,000 clean air
grant and a donation of two
HCS-40 charging stations by
ClipperCreek, an Auburn business and one of the country’s
leading electric vehicle charging manufacturers. Jason France
is president and founder of
ClipperCreek.
City Council Member Bridget
Powers and Bernie Schroeder,
director of Public Works,
worked to secure the funding
and donation.
“Many years ago, Jason said
to me, ‘You know, if you want
to put charging stations in and
if you have built the facilities to
get the power and all that, I can
provide the charging stations,’”
said Powers. “I really appreciate
what ClipperCreek is doing for
us. It’s great that a local business
is doing something to support
Auburn.”
A second station was recently
installed in the City Hall parking
lot. Both stations will be open to
public use and will be offered
free of charge.
France said he felt Auburn
is making the right move by
including more charging stations
within the city. He noted that he
has several of the devices in the
parking lot of his business, at
11850 Kemper Road, which are
used frequently by employees
and visitors. “We get a significant number of people who stop
here on their way to Tahoe,” said
France. “Then, while they are
waiting, they walk across the
street to Chevy’s or one of the
other restaurants.”
The public is invited to join
members of the Auburn City
Council, representatives from
the Public Works Department,
and ClipperCreek employees as
they recognize the efforts of the
partners, all of which played key
roles in making this project a
reality.

that experience: “It’s different and so fun.

Speaking about her most recent album,
Spitfire, Rimes said, “It’s the first project,
musically, that felt like a complete thought.”
The process of creating the album “felt
great; it was really cathartic.” In particular, Rimes said that the song “Borrowed”
changed her whole life. She explained that
the whole album seemed to write itself
with all the emotions she was experiencing,
which helped shape her as a songwriter: “It’s
incredibly honest. … I didn’t know I could
go there, that I would allow myself to go
there.”

Shelter From the Storm

By mid-May the shelter doors
will open to welcome the Auburn
homeless population. A temporary shelter has the backing of Dr.
Marbut who did the $50,000 study
on our homeless situation here
in Auburn. This is the first step
according to Dr. Marbut but a permanent 24/7 shelter needs to be
put in place in Auburn and also in
Roseville.
Though Dr. Marbut complimented Suzi DeFosset’s Roseville
The Gathering Inn (TGI), along
with many other proud people,
he said, it was not the way to go.
Ms. DeFosset defended herself at
many proceedings stating the hundreds of homeless people TGI has
helped.
The storm that hung over
the S upervis ors w as w it nessed by many. Back and
forth the Supervisors went with
Montgomery and Duran desiring a temporary shelter. Uhler
and Weygandt hung on the fence
and Holmes never considered
approving a shelter in his District
3. Residents and businesses by
the shelter are already feeling
the presence of homeless people. District 3 is no different than
any other neighborhood in Auburn
that said “no not in our neighborhood.” The difference is that
District 3 is the last possibility for
a shelter and needs to make that
sacrifice. Continued disappointment by Supervisor Holmes is not
a welcoming example to his constituent’s for our Homeless folks.

organized Right Hand Inc., a nonprofit entity, to address the needs of
Homeless People here in Auburn.
Along with Pastor Dan of the 7th
Day Adventist’s and Volunteers of
America, Father Mike’s Vision of
a Shelter is about to come to fruition. Attorney Bridgit Barnes and
Jan Haldeman of Right Hand and
Leo McFarland of VOA gave compelling arguments for the Shelter.
AAHF (Auburn Area Homeless
Forum) leader Tori Connolly, a
partner with Right Hand, was
relentless in her appeal for the
Shelter.
Everyone weathered the storm
though we did need the rain. The
City Council kicked the political storm down to the County
Supervisors by doing nothing but
Zone for a Shelter in no man’s
land willing to put up a Shelter. A
flood of questions from Holmes
to Duran and Mr. Marbut didn’t
change the majority feeling to
move forward towards a shelter.
Gone unnoticed are the Homeless
Folks who weathered another winter in the cold. Even Tim Murrin, a
homeless man, appeared to advocate for his homeless friends.
We’ve heard the politicians
speak; the Advocates for a Shelter
speak along with the Clergymen
Fr. Mike and Pastor Dan.
Now it’s the community of
Auburn’s turn to rise from their
homes and places of Worship and
put their Faith to work. Dr. Marbut
said it takes 4 elements for a successful Shelter. City and County
governments, Faith-based and
nonprofit organizations and businesses together is the key. It will
cost $25,000 a month to maintain
the shelter for 50 men and women
and even pets.
A campaign of compassion
needs to come from us, the community, for supplies and donations.

Stampede Reservoir, Donner Lake,
Lake Tahoe, and the Sacramento

goal is to educate, entertain, and
enhance the fishing experience of
men and women interested in fish

would forbid them from wasting any of our water on such
frivolities as adjusting water
temperatures.
Now this sounds harsh for
the fish. Let’s remember that in
a drought like this one, there
would be no water in our rivers, there would be no fish. The
dams make it possible to save
the water from wet years so
that we can get through the dry
years. That doesn’t work if we
open flood gates in an extreme
drought like this to make the fish
happy.
This month, the bureau of
reclamation released nearly
30,000 acre-feet of water from
the New Melones Dam in my
district for that purpose. That’s
enough water to meet the annual
residential needs of a population of nearly 300,000 human
beings—for the express purpose
of encouraging the offspring of
some 29 steelhead trout to swim
toward the ocean, which, by the
way, they tend to do anyway. And
to add insult to injury, almost all
of these smolts will be eaten by
predators before they reach the
ocean.
So let me put this again and
quite bluntly. In order to benefit
a handful of steelhead trout, the
Bureau sacrificed enough water
to meet the annual needs of a
human population of 300,000.
At $700 per acre-foot, the cost
of this exercise amounted to $21
million.
This is the lunacy of the environmental left and the policies
they’ve imposed on our state and
our country. It needs to stop now.
And to the extent we can do so
through the power of the purse,
we must.

“RISE” at the Auburn Placer Performing Arts
Center/State Theatre at 7:30 p.m., Friday, May 22
and Saturday, May 23.
“Rise” is Artistic Director Kelli Leighton’s
newest work inspired by her late grandmother’s amazing life and her triumph over adversity.
Leighton believes that often circumstances in our
lives move out of our control, and hardships can
feel insurmountable. “It is our choice to let our
spirit be burdened by these troubles, or to rise
above them – free of bitterness or anger – to live a
hopeful and joyous life,” she said.
Leighton finds inspiration in the human experience, and her unique athletic contemporary
style pushes the limits of the human body. The
second place winner of the 2012 International
Choreographer’s Competition, and the first choreographer to be commissioned by the Crocker Art
Museum, Leighton is deeply committed to advancing the Sacramento artistic community and the art
of contemporary dance.

AUBURN, CA (MPG) - Del & Joe’s Body Shop is one
of those Auburn staples that many of us have visited, or at least driven past. It’s been around since
1952 when the original owners, Del Stokley and
Joe Merriman started the
business.
Bob Achilles started
working at Del & Joe’s in
1961, and purchased the
place in 1988.
That’s a long run, so you
know Bob knows his stuff.
Along with his wife
Carrie, the two have found a
formula for success in business and family.
Del & Joe’s is the kind of place where you find

“Sometimes people think they have full coverage
and they don’t,” said Carrie. “Also having gap insurance covers the cost of what you owe on your car.”
“We try to educate our clients to make sure they
have things like car rental and tow,”
said Bob. “And many people believe
they have to go to the insurance company’s repair facilities. You still have
the right to take it where you want,
because it’s your vehicle.”
Bob and Carrie suggest that people
really read their insurance policy. “If
you’re unsure about what your policy
covers, you can call us,” said Carrie.
“The customer is our first concern.”
Del & Joe’s also warranties repairs
for as long as the customer owns the car. “Any
reputable shop will have a warranty, if it’s accidentrelated,” said Bob.

151 Year History Celebration of
the town of Newcastle starting
sharp at 11:00 AM in Marshall
Square with the Boy Scouts of
America leading a Flag raising ceremony with the pledge
of allegiance anthem. This
will be followed with a variety of entertainment to include
local bands, singers, cloggers
and more. The local 4H clubs
will be parading animals and
the local food vendors will be
open with a variety of choices
to include the Cheese ship,
Newcastle Pizzeria, Newcastle
Produce and an outside barbeque. Historic videos of
Newcastle, Central Pacific RR
and the Newcastle Packing
sheds will be shown at scheduled times in the Newcastle Inn.
Walking tours of the downtown
area are scheduled throughout the event. Vintage vehicles
will be available and Native
Sons of the Golden West will
have a stage coach, and wagons of the late 1800’s that are
part of the Fruit Shed history
of Newcastle. Various stores in
Newcastle will be open.
The local public agencies
and service organizations will
have booths to provide information on police, fire and
other related activities that service the Newcastle area. Image
Pathways will be open for
young children to draw and
provide their art for viewing by
all. Jim Holmes, Placer County
Supervisor will be presenting
the Newcastle Citizen of the
Year Award. This is a perfect
event for families and everyone
is invited!


Collectibles Street Fair.
With approximately 150
vendors, shoppers will find
treasures from many decades
of collecting and trading.
Some shoppers arrive as early
as 3 a.m. rummaging through
vendor spaces with a flashlight, hoping to find that
special something or unusual
antiquity before things are
picked over. Others wait until
the end of the day before the
vendors pack up with hopes of
being able to bargain a price.
