This Expo marks our 25th anniversary that we have been hosting this event. Its growth and success is attributed to the enormous number of volunteers, tyers, and participating vendors that put forth their effort to improve the Expo every year. Please take some time to read about our history and attend our program at the Banquet Saturday evening. Our Mission 25 Years of the FFF Oregon Council Fly Tyer Expo Attendees at recent Oregon Council Fly Tyer Expos have enjoyed a successful, educational and social event. Today it is mentioned in the fly fishing world as one of the best, most imitated fly fishing and tying fairs. Just like contemporary Oregon residents might forget or fail to recognize the efforts of the states early pioneers, the first Tying Expo founders had to blaze a trail to the established event we see today. Twenty-five years ago, the late 1980's did not seem to be the best time to start an event dedicated to fly tying. The Oregon Council was recently formed, separating from the Federation of Fly Fishermens' Northwest Council; with a lack of funds, organization and recognition. There was then, a smaller pool of interested anglers and tyers, and no Brad Pitt Movie yet to promote and glamorize the sport of fly fishing. The mission of the Oregon Council Federation of Fly Fishers is to Improve Fly Fishing in Oregon by providing information to fly fishers, to improve their skills by preserving and expanding fly fishing opportunities and by improving fish habitat. On a ride back from a FFF meeting in Olympia Washington, Keith Burkhart and Skip Hosfield discussed the state of the new Oregon Council. They agreed on many goals, including fly fisher education, and the need of a major fund raiser for the Council. Skip, who had attended many Federation national conclaves, noted that the tyers there always got the largest crowds, with stacked rows of interested fishers straining to observe and get new ideas from the tyer sessions. By the end of the drive back to Oregon, Keith and Skip decided the new council needed to promote a fly tyers exposition in Oregon. Sherry Steele – 2013 President, Oregon Council [email protected] Burkhart was the new President of the Oregon Council. As President, he was busy creating the organization and staffing positions. With a very limited budget, he created or supported efforts that advanced the FFF and the sport. During this active period, he promoted the Federation with individual members and affiliated clubs. He helped start the Oregon State Fair Fly Tying Competition, and was a leading force in the establishment of the Tyer Expo. His biggest contribution, acknowledged by most, was creating a stable and financially sound council to provide guidance and support for all the breakthrough efforts at that critical period. Skip Hosfield Hosfield was an original FFF member since its founding in Eugene in 1965. Through the years he continued to be an active and guiding member of the Federation. Together with Keith, they promoted the idea of an Expo to the next Council meeting, facing some strong objections. They convinced the group to take on the task, and set out to make it reality. Skip was appointed Expo Chairman, a title he carried for the first two years of the Expo. He dove right into the organization and staffing for the event. As there were no rules or guidelines for such duties, he says he "made them up as I went along". Skip sent out notices to clubs and tyers to attract interest and participation; not an easy task in those pre-Email days. The Council was fully committed as it inked the contract for the Wheeler Exposition Center in Eugene. With the date set for the first Expo, the task of lining up tying talent was a group effort. Federation clubs were asked for recommendations of their best local craftsmen; the goal a wide and diffuse sampling of tyers from throughout the state. As the event neared, Skip became the Recruiter-in-Chief. Both Keith and Skip give high credit to the many volunteers who, "just stepped up and got the job done". Many members of Eugene's McKenzie Flyfishers assisted in the Expos as individuals and as a club. The club organized and ran the first fly and material auctions. Other affiliated clubs and members also gave anonymous but important service. Some individuals cited for their efforts were: Cliff Adams - called a "helpful worker bee", who toiled behind the scenes. He was the unofficial photographer in the early years. Bob Guard - Then owner of "The Caddis Fly" in Eugene, he was "very supportive" of the Expo and served as auctioneer in the first years. Greg Pitts - Assisted in organization, eventually becoming Expo Chairman in the 3rd and 4th years. He initially aided in promotion with a crafty program of planting stories of local tyers in regional newspapers, generating interest and free publicity. Tom Porterfield - Spread the word on the Expo via the Council newsletter to individuals and clubs. Stan Walthers - First assisted in organization, helped to contact tyers, and later became Expo Chairman during the 5th and 6th years. Oregon Council of the Federation of Fly Fishers 7 The FouNders On that March day of the first Expo, no one was sure how the day would unfold. Survival, not legacy, was the priority of the day. No one had even thought to fashion a commemorative logo or pin. When all the organizing was complete, the chairs and tables arranged, the tyers ready at their tools and vices, the doors to the arena were opened to the public. Keith Burkhart admits to being nervous at the onset. Greg Pitts recalling the day, reports that if Keith was nervous, he managed to hide it well. Keith, who in his self-effacing manner, describes his duties that day as "money-changer", must have felt relieved at 3 PM when he knew he had enough cash to pay expenses for the day. With a good gate and profit from the auctions, the concept of an Oregon tying exposition had proved viable. Within a few years it was evident that the Expo was going to be a long-term success and met the original founders goals of creating a solid fund raiser, while providing an educational platform for the tying aspect of the angling arts. The Eugene facility had a few problems: limited space, dim florescent lighting, and memorable washroom facilities. Yet, as word of the value and camaraderie of the Expo spread, tyers from many locales increasingly asked to be included at the tying tables, putting a strain on the available placements. The founders and later developers of the Expo felt that the event needed to grow the tyers space, and enlarge the demonstration and instruction into other angling areas. As the Expo grew larger than the capability of the pavilion, many began to explore the possibilities of new territories for the Expo. A new group of Federators had taken the reins of the Expo, and sought to take it to the next step, in the new century. Many unheralded Council members and Federation activists sought out new frontiers; a larger, more modern facility, with expanded space to highlight all the angling areas. The growing awareness that the Expo needed to grow to a multi-day event, impelled the decision to move from Eugene, where the hall was not available for an expanded calendar. Years before, a conversation during a long ride back from a council meeting planted the seed that became the idea to create the Expo. Years later, another conversation on a long ride back from a council meeting helped formulate the decision to move. Stan Steele and Dwight Klemin of Salem, prime agents of the Santiam Spey Casters, decided to actively explore new territories for the event. Stan and Dwight eventually identified the value and potential of the LinnBenton Convention Center, and the Oregon Council locked up the facility for several years. With enlarged space, schedule and expense, many FFF members stepped up to ensure the continued success and growth of the Expo. During the first years of the move northward to Albany, Tony Brauner was Council President, Tilda Runner Secretary, and Jim Fisher Treasurer. Later, Tilda became Council President for the next two years. She was the key player to all the volunteers, and new promotional signage and identifying name tags. Jim Fisher, an Idaho transplant, had seen successful fly fishing shows in Eastern Idaho, and realized the need to build a vendor base to help defray expenses. Jim became Expo Chairman in 2007, the year of the move to Albany. He applied his professional background as a project manager to the overseeing of the show. He is widely acknowledged and admired for putting the Expo on a businesslike "straight and narrow". Dwight Klemin became seriously involved in the direction of the Expo as it was moving to Albany, taking on duties as Chair of Education. As a FFF Certified Casting Instructor he utilized the expanded Albany facilities to include demonstration and instruction for both single and double handed casting. He also worked to fill the bright, open conference rooms on Fridays and Saturdays with Federator instructors in tying, fishing and other associated angling arts. 8 The Oregon Fly Fisher • Winter 2013 The Or e g o n Fly Fis h e r Rich Youngers was the Tyer Chair in the first year of the Expo in Albany, with Jim Ferguson as Assistant Chair. Jim, a retired teacher, had been a tyer at the Expo since the 1980's, and eventually worked into the position of Fly Tying Chair. His participation is a months long commitment; it starts in the Fall, forwarding tyer invitations. Through the Winter, he creates a demonstrator list. Nearing the show, he finalizes the tyer schedule. And during the Expo, he assists tyers, maintains a full floor of tyers, and provides hospitality services for the participants. The success of the Expo is due to the work of many hardworking volunteers. Mark Riggins saw the vast and intimidating open expanse of the new Albany arena, then used his survey and logistics skills to plat out and settle tyer table and vendor booth territories. Mary Ann Dozer blazed a trail with her electronics background to digitize and format class location, and communications with instructors. Current Oregon Council President, Sherry Steele, is cited for her continuing work with the very important vendor base who educate the fly fishing audience with the latest in angling technology, while helping to defray expenses and raise funds for the Council. Others, like , Marv Clemens, Chuck Cooney, Kim DeVries, Mike Keithley, Carol LaBranche, Rick MacFarlene, Butch Minich, Ron Reinback, and Dan Shimek, Garren Wood, are noted for giving steadfast and anonymous service for a professional and smooth running show. And all are in mutual admiration and appreciation to Jan Fisher and Sue Gabler, for organizing the Tyer Reception, and providing a wonderful finale to the Expo, the annual banquet. The original Expo Founders looking at recent Expos, have a real level of satisfaction in the growth and continuing positive influence of the exposition. Greg Pitts offered that he never really learned to do "new things" in tying at the Expo - He "just learned to do it better". Keith Burkhart says that it is now understood that people attend to experience the vast range of several hundred tyers and tying styles. Skip Hosfield notes that when he was younger, fly tying was a craft guarded and hidden by many practitioners. Now, he is astounded by "the most positive people willing to come forward and volunteer". He adds that he is further "astounded by the talent of young fly tyers". There is almost universal agreement on the founders favorite aspect of attending: continuing and reinforcing old relationships. Gregs' favorite part of the Expo is "seeing all my old friends". Skip seeks out "seeing all the people I've know for years". And Keith enjoys "seeing 25 years of friends". The current crop of Expo drivers are proud of the accomplishments of recent years. Jim Ferguson notes the increase of tyers from around 72 at the first event, to currently 72 tyer tables over 6 sessions. Dwight Klemin enjoys the growth to a 2 day show. Another retired teacher, Dwight highlights the expanding continuing education in tying and casting, all at a high level. In addition to tying and casting, efforts are made to represent all the angling arts. Special instruction is now offered in all realms, and has expanded to the point that special programs are now held before and after the actual Expo. Jim Fisher calls the Expo a "great educational thing", feeding a "hunger for good education". His favorite facet of the Expo is the "Awe Factor"; seeing 72 tyers all at one time, all who could be called "world class". Jim Ferguson, Fly Tying Chair, seeks out new and better ways of handling materials. His favorite part of the show is that even though he's been tying for over 57 years, he's never failed to learn something new. Dwight enjoys the camaraderie of joining with his fellow casting instructors, and enjoys seeing all the people he's known over the years. T h e O r e g o n Fly Fis h e r The FouNders Throughout the years, the many anonymous volunteers who have helped put on the Expo have donated their time and travel, their reward, the sharing of the love of the sport with the public. For all the 25 years of the Expo the real stars of the show have been the tyers, who travel some distance from all corners of the state and beyond, donating their experience and passion for the craft. Their demonstrations and the work of so many background volunteers are what keep the Expo enduring, relevant and vibrant. Keith Burkhart The original Founders and present stewards of the Expo all have visions of how the Expo may evolve in the next 25 years. They see the Expo growing with more participants, including nationally and internationally celebrated tyers. They call for additional classes and workshops for tying and casting, some raised to a master level. They would welcome, and see the need for increased and more diverse vendor participation. To allow all this, they foresee the possible addition of another day to the program, and perhaps an eventual move to larger quarters. Some see the need to formulate an outreach to new, younger anglers. Whatever the future brings, they see that is is time to pass it on to new generations with contemporary visions. The Oregon Councils' Northwest Fly Tyer and Fly Fishing Expo has recognized and honored angling pioneers by showing the public the accomplishments and traditions of the sport. They are personified with the naming of a Council Fly Tyer of the Year. The award is now called the "Stan Walthers Memorial Fly Tyer of the Year", another way of honoring one of the founders of the Expo Skip Hosfield The criteria for the award includes past feats and innovations, but also an honorees efforts in teaching the art and craft to others. In a larger sense, everyone who plans, assists, and ties at the Expo helps to teach the next generation. This years selection of the fly for the Expo commemorative pin and logo is a good example of honoring Oregon fly fishing traditions. The Spruce Fly is an older, native fly pattern that has evolved over the years. Originally tied for Sea-Run Cutthroats, it became a standard wet used throughout the West and beyond. It changed and grew, and became a popular streamer used in waters around the world. It has spawned many imitators and decendents, but the original conception of colors, design and materials are still valuable to anglers everywhere, and a source of pride for Oregonians. The original conception of the Fly Tying Expo was a great idea to recognize angling traditions while educating existing and future fly fishers. The Oregon Councils' Fly Tyer and Fly Fishing Exposition has seen its popularity and scope grow through the years. It continues to be a welcome and valuable resource for Northwest tyers and fishermen. To all those involved over the past 25 years, thanks for your achievements and inspiration for the next 25 years. Please go to the Expo website http://nwexpo to download the entire report) OUTFALL STUDY - John MacDiarmid Feb 13, 2013 Most of the sewage in our valley is collected, and treated at a regional plan before it is discharged to the Rogue River about a mile down from the Tou Velle Bridge. The flow to the plant in the summer is 17 million gallons a day. Those of us that fish that stretch of the river have noticed the foamy discharge sometimes stretching to High Banks 0.4 miles below the outfall. High Banks has an exposed gravel island in low water October and Salmon spawn on both sides of the Island, it is a wonderful place to stop and swing the fly in the green water below the salmon. Only the memory of yesterday's hook up in a down stream riffle will keep you in the boat. Immediately upon stepping out of the boat at High Banks you notice a carpet of algae on the undisturbed gravel and upstream of the riffle the river bottom is covered in long flowing aquatic plants all feed by the nutrient rich outflow from the treatment plant. For several years it was understood the outfall was going to come out of the river for some type of land disposal or reuse. The effluent was just too warm to meet the temperature standards in the River set by DEQ. But then DEQ shuffled the standard and decided the discharge could meet the temperature requirements in all but a few days of the year. The Regional Facility was given permission to off set or trade this degradation by planting 30 miles of trees on the south bank of the river, up to 60 miles downstream of the discharge. The obvious problem with this "solution" is it does nothing for the millions of Salmon eggs in the gravel downstream of the outfall. Warm water has them hatch out earlier than normal with a reduced survival rate. BUT, that is a different issue for a different day. The important thing for this study is, the discharge is now going to stay in the river and the tremendous algae growth and impacts to the aquatic insect population will continue. There will be no removal of the discharge from the river. We responded by raising $5400 to have Rick Hafele conduct a scientific study to measure some of the outfall impacts. You can read more background, the study itself, and the latest action at our RFF web site. In summary, the impacts are very significant and it confirms the discharge is in violation of the the Oregon Biocriteria Standard and the NPDES permit. To solve the nutrient problem, it appears the outfall will have to come out of the river or the treatment plant will have to go to a higher level of treatment. Both are costly and will take time. Thanks to the action of your club, the process has started. This study with its extensive lab work by two labs would not have been possible without the generous support from the International Federation of Fly Fishers and the Oregon Council of the International Federation of Fly Fishers.
