No where in any democracy the leadership has

lost its credibility so fast as it happened in India after
the Parliament elections in May, 2014. Modi’s sudden
rise and fast decline in his popularity should not be
any surprise to the students of history and political
science. The people of India were disgusted with the
leadership of the Congress Party for several reasons,
mostly for its failure to check corruption and deliver
justice at the grassroots. The Congress put in all its
efforts to its government to discourage anti-corruption
movement led by several social activists including Anna
Hazarey. It temporary relief which Congress government
managed to get by using rather misusing its authority
and the agencies. The elections to the Lok Sabha was
fought without a fresh agenda or a programme or a
new mission which the new generation wanted or
desired. The regional parties had the same problem.
The regional leadership in different states failed to act
to the satisfaction of the people. The religion was used
as a new platform to create a direct division.
Communalism was fanned. The election of 2014 to the
Parliament was not a political battle but a communal
war to win votes. The electorates were given one slogan
called ‘Hindutva’ under the leadership of an average
leader from Gujarat known as Narendra Damodardas
Modi.
It was not the Bhartiya Janata Party which was
projected by Shri Atal Bihari Vajpayee when he took
over as the Prime Minister of the country with new
scientific approach. He was appealing. He understood
the pulse of the nation. Secularism or in other words
pluralstic culture of India he understood better than
most of his colleagues. Shri L.K. Advani, Dr. Murali
Manohar Joshi, Shri Jaswant Singh became the first
casualty of Modi’s rise. The public platforms of BJP’s
election campaign were decorated with Modi’s
hoardings, banners etc. whereas the BJP leaders even
the sitting President of the BJP were eclipsed from the
stage. It was all Modi and none else. Nor even BJP. The
message given was dangerous for the unity and
integrity of the largest democracy of the world.
It happened that the ruling Congress could not
retain its place as a recognised opposition party in Lok
Sabha. The ruling party had made several promises,
even, promising moon to the people living in the
Himalayas. Corruption has been almost legalized now,
foreign policy has touched the lowest ebb in the history
of independent India. The youth stand completely
ignored. All the old favourites of Prime Minister Modi.
India’s great and cardial relations with the Arab world
stand collapsed. The Prime Minister has taken India’s
foreign policy for a ride. He is a globetrotting Prime
Minister with no commitment to India’s unique
relationship with the Afro-Asian world. Latin America
does not figure anywhere in the political map of Prime
Minister Modi.
Prime Minister Modi’s experiment in J&K has
proved fatal as BJP’s surrender in J&K has caused a
great disappointment to its own cadre and the RSS
headquarters in Nagpur. The bureaucrats who had no
RSS connections are being fired like domestics and
ministers have to wait for appointment with the Prime
Minister for months.
The BJP has been hijacked by the PMO and its
coalition partners who talk of coalition dharma whcih
was held in high spirit by Shri Atal Bihari Vajpayee
stands diluted. That was one of the reasons that BJP
met its waterloo in Delhi’s Assembly elections. The
political graph of popularity of Prime Minister Modi has
declined. India has seen a similar trend when Rajiv
Gandhi lost power because of the internal bickering
in the Congress party. The political pundits are guessing
a similar revolution within BJP soon in less than one
year. Alas, there is no alternative emerging till day. A
new leadership with commitment to secularism,
democracy and corruption free society at home and
non-aligned abroad shall have to be the principle stand
of the new alternative.

was a rare
experience at the residence
of Union Health Minister,
Shri J.P. Nadda when I
approached his residence
with a letter from a
depressed patient who
needed Health Minister’s
intervention for his
treatment
in
PGI,
Chandigarh. Though, I had
several occasions to meet the
Union Health Minister, Shri J.P.
Nadda, Rajya Sabha, Lok
Sabha from Himachal Pradesh.
Patient Mr. Nasim Akhtar from
Saharanpur (72 years old
retired person) has been asked
by PGI, Chandigarh to arrange
Rs.1.5 lacs for his treatment and
operation. The retired man
could not afford it. I went to
Minister’s house with his
application and papers and
met Shri Sunil Kumar, PA to the
Minister. It was strange that the
concerned PA t ook my
application and talked to
doctor at Chandigarh (PGI)
immediately. He informed me
the documents which were
required like BPL or Lower
Income Group Certificate. It
was strange incident that I was
offered tea/coffee and water
and politely told to take my
seat. I was satisfied on the
attitude of the staff of the
Minister and the security men
at the gate. It usually does not
happen that way whenever you
visit a minister’s house in Delhi.
I quickly wrote a few lines for
the press that it was first
experience for me that I was
treated that way with respect
at the residence of the Health
Minister. May be it was effect
of the Minister’s personal
attitude or the reflection of the
behaviour of the ministers in
Modi’s government. Whatever
it is I felt that Health Minister’s
attitude and the way his staff
behaves and works was
wonderful.
The matter did not end here I
was told by the concerned PA,
Mr. Sunil Kumar that he shall
contact me in the afternoon. I
forgot to ring him as I had
assured so. It was at about 6.00
p.m. when I got a call from Mr.
Sunil Kumar. That was my
second surprise how a staff
member at the Minister’s house
works punctually and with a
care for the patients. I felt that
the Ministers are elected by the
people and after entering the
power house they forget the
people to attend their
grievances. It was an
experiment with a difference.

Jammu for several reasons. He
said the J&K coalition was for
power and money with no
mission for the good of the
people and that’s why it failed.
He also felt that Punjab
experiment cannot be
compared
with
the
experiment in J&K for two
parties in J&K have been
working in different
directions and political
interests poles apart from
each other.
In Punjab the coalition
experiment
has
strengthened National
Integration whereas in J&K
it has worked for the
promotion of disintegration
thus weakening the bonds of
secularism and nationalism.

Ex-servicemen by the Union
government, scores of Panthers
Party activists spearheaded by

demonstration outside the Press
Club on Friday against the BJP
led NDA for its insouciant and
nonchalant attitude towards the
retired Armed Forces Personnel
who had sacrificed their entire
life in the service of the
Motherland. The indignant

enhancement in the pension rate
to be automatically passed on to
the past pensioners so as to

and the past pensioners. He
pointed out that during the
General Elections in 2014
,OROP was an integral part of
the BJP’s manifesto and Mr.
Narendra Modi, the then BJP
Prime Ministerial candidate
had
made
repeat ed
commitments to implement
OROP, if voted to power at
several political rallies including
the one at Rewari, Haryana
with former General V.K Singh
standing by his side in the
presence of thousands of ExServicemen. Later, after
becoming Prime Minister of
india Mr. Modi visited Siachin
Glacier on the eve of Diwali in
2014 and told the soldiers that
it was in his destiny that OROP
had been fulfilled which was
followed by his radio address
in May 2015 in which he asked
the Ex- Servicemen to remain
patient for an effective
implementation of OROP.

humiliated and baton- charged
besides their tents and other
equipments were forcibly
removed. Harsh furt her
maintained that the despicable
act of oppression by the NDA
government to quell the
constitutional right of the
veterans t o protest has
prompted widespread dismay
,disappointment and outrage
among the Armed forces
pensioners besides all the sects
of the civil society. Moreover,
it has unveiled and exposed the
government’s intentions to
delay, dilute and deny OROP.
He said that the BJP’s pre-poll
announcement for its
implementation was nothing but
an election ploy based on
subterfuge to come into power
and the resultant delay and
deny over OROP is an insult to
the National pride and honour.

Armed Forces pensioners
sitting on relay hunger strike for
the last 75 days in New Delhi
and the six brave Army
vet erans who have been
observing fast unto death of late,
Harsh Dev wished an early
recovery for Col. Pushpender
Singh of 6- Grenadiers and
Havaldar Ashok Kumar
Chauhan of Signals who were
evacuated to Army Research
and Referral Hospital due to
their deteriorating condition. He
said that the effective OROP
scheme which envisages a
uniform pension for the defense
personnel would benefit nearly
25 lakh Ex-Servicemen and
over 6 lakh war widows. The

immediate
effective
implementation without any
alteration in its contours which
broadly included 2013-14 as
the base year for calculating the
pension, 3% annual increase in
pension to mat ch t he
increments and its retrospective
implementation from the agreed
date of April 1, 2014.

government cautioned the BJP
of the serious socio-political
ramifications if the scheme was
not implemented in letter and
spirit. He said that Panthers
Party shall continue to support
the cause of the defense
veterans unless OROP is
effectuated. He wondered if the
Union government could spare
whopping 1.25 lakh crores for
Bihar ahead of Assembly
elections then why the ExServicemen who are the
Nation’s most valuable assets
could be divested of the scheme
wit h an estimated viable
financial implications of mere
Rs. 12000 crores. Kundal said

the government’s agenda and
they could not be hoodwinked
again and again by the BJP’s
policy of deceit, duplicity and

2014.
Turkey has got a new
government since 2014 and
certainly the situation before
2014 was different than the
security situation today.
Sudden emergence of a new
force ISIS claiming to be
champion of Islamic needs a
fresh look into the entire
scenario not only in the
Middle-East but in the entire
Afro-Asian continent.
This is high time that the
leadership of Turkey with its
maturity, wisdom and
farsightedness works out more
acceptable and reasonable
formula to improve Turkey’s
relation with Syria as both are
facing same situation from a
hidden face of ISIS.
Turkey takes strong measures
to wipe out ISIS in Syria, Iraq
and in the region, so that ISIS
can not kill innocent persons
any more and can not defame
the Islam.
ISIS targeted Turkish security
forces, which made the Turkish
security establishment realize
the need to take some significant
measures against the terrorist
organization ISIS. The first
country that faced the ISIS
threat was Turkey. ISIS
attacked the Turkish Consulate
in Mosul and took Turkish
citizens in the consulate building
as well as the consulate
employees, including the
consulate general of Turkey in
Mosul. The hostage crisis
continued for more than three
months and during this crisis
everybody in Turkey and world
understood the threat that ISIS
posed to the region and Turkey.
As a result of these attacks,
Turkey became the victim of
one of the first ISIS attacks
outside Iraq and Syria, and
with the Mosul attack, Turkey
became the first country whose
mission was attacked by ISIS.
The ISIS also slowly engaged
in actions that would strengthen
the regime of Syrian President
Bashar Assad. In most
circumstances ISIS preferred to
act against the opposition
instead of the Assad regime.
Following the hostage-taking
incident, t he Turkish
government found itself in a

debate on how to fight ISIS.
ISIS terrorists could also target
areas throughout Turkey,
including Ankara, Istanbul and
areas close to the Syrian border.
After Turkey’s anti-terrorism
and Turkish security forces
operation against ISIS and
other militant targets, Turkish
forces arrested 1,050
suspected members of Islamic
State, Kurdish militants and
ultra-leftists in recent days,
more than 5,000 officers helped
search 140 properties. The
Turkey forces also bombed
ISIS positions in northern Iraq
and Syria.
Turkey attach great importance
to cooperation with the U.S.
and believe that it will result in
an effective fight against the
ISIS threat.

and very strong security forces
so there has been no request for
any substantial NATO military
support to attack the ISIS
positions in Syria and Iraq.
Majority of Muslim Religious
leaders, Muslim Scholars,

Wisdom lies in daring
J&K Lawyers shall elect Bar
Council for the first time in J&K

Thakur and Mr. Justice N.V.
Ramana granted for weeks to
Bar Council of India to examine
and submit the final report on
the rules for J&K Bar Council
which have been framed by the
full bench of J&K High Court
under the direction of Supreme
Court of India. The Supreme
Court directed the Bar Council
of India to file its affidavit with
approval note so that the rules
to hold election to the Bar
Council of J&K may be held for
the first t ime ever since
Advocates Act, 1961 was
framed by the Parliament of
India.
The Supreme Court of India had
directed the High Court of J&K
to frame rules and consider to
elect J&K Bar Council. This
order was passed by t he
Supreme Court of India on a
writ petition filed by Prof.Bhim
Singh, Sr. Advocate and the
Founder of J&K National
Panthers Party. Prof.Bhim Singh
filed this writ petition in 2013
seeking intervention of the
Supreme Court to get elected
Bar Council in the state as the
present Bar Council is chaired
by the Chief Justice of J&K
High Court with the judges of
the High Court as its members
since 1986 when the Advocates
Act, 1961 was extended to the
State of J&K. Prof.Bhim Singh
has described t his as
undemocratic amounting to
massacre the democratic and
fundamental rights of the
lawyers’ fraternity. He said both
the Govt. of J&K and the High
Court were responsible for this
sad situation.
Mr. Justice Tirath Singh, the
senior most judge of t he
Supreme Court told Prof.Bhim
Singh that we should wait for
another four weeks when we
had waited for 30 years.
The Bar Council of India in its
affidavit had supported the PIL
(writ petition) of Prof.Bhim
Singh and filed an impressive
affidavit urging Supreme Court
of India to constitute J&K Bar
Council in accordance with the
spirit of law laid down in the
Advocates Act, 1961.
Prof.Bhim Singh expressed
satisfaction that one of the
causes he has been fighting for
stands accomplished when
lawyers’ fraternity in J&K
starts sharing the fruits of
Advocates Act for the first time
in the history.

Bhim Singh exposed J&K government & silent
judiciary vis-a-vis non-existent Bar Council in J&K
In his writ petition
Bhim Singh argued that the
Bar Council of J&K has not
been constituted in
accordance with the
Advocates Act, 1961, which
was extended to J&K in
1986, hence the present Bar
Council in J&K headed by
the Hon’ble Chief Justice of
J&K is illegal, improper,
unconstitutional as it is
constituted in violation of
fundamental rights of
Lawyers fraternity thus,
violating the provisions of
Articles 14, 19, 21 as well as
the provisions of the
Advocates Act, 1961.
His arguments included, “That
the lawyers fraternity has been
discriminated
by
t he
respondents as the lawyers have
been denied their right to elect
their own Bar Council as it has
been practiced in all other
States of India.
Writ petition stated, “Keeping
lawyers fraternity in J&K away
from sharing their democratic

with detentions, t rials,
conviction and repatriation of
Pakistani, POK prisoners and
fishermen languishing in Indian
jails.
Prof.Bhim Singh was arguing
for JKNPP, State Legal Aid
Committee and others who had
challenged the continuous
detention, trials and conviction
of various courts in India and
asked for
immediate
repatriation of all the foreign
prisoners from Pakistan, POK,
Bangladesh and other foreign
countries who have been kept
under illegal detention under
PSA for years when PSA does
not allow any person to be
detained without trial beyond
two years.
He informed the court that
there are prisoners from
Pakistan and POK who have
been languishing in various jails
of India even when the
prisoners have exhausted
maximum sentence and some
of them have been in jails for
over 17/18 years. He quoted
one Mohd.Ashraf whose
sentence expired in 1997. He
is still in Amritsar for the past
18 years under the pretext that
Govt. of India could not identify
his nationality. He also submitted
that there are several hundred
Pak and POK prisoners who
have completed their sentences
yet have not been repatriated
under one pretext or the other.
He gave example of one Syed
Sajjad Ali Bukhari @Ali Bhai,
s/o Syed Shahpal Bukhari, r/o
Mandyari Sadian, Kotli,
Muzaffrabad, POK who was
set free three months back by
District Sessions Judge, Jammu.
He still in District Jail, Sangroor
(Punjab).

India, Mr. Ranjit Kumar, Sr.
Advocate & Solicitor General
of India who admitted that there
are 234 Pakistani prisoners in
Indian jails besides 27
fishermen. He also admitted
through a note submitted before
rights at par with the lawyers
community in all other States
amounts to discrimination with
the lawyers who have been
fighting for the cause of civil
liberties and democratic rights of
the citizens.
He charged that the State
government responsible for its
failure to frame Rules to hold
election of the Bar Council in
J&K under the Advocates Act,
1961 in 30 years, which leaves
not an iota of doubt that the
respondents have deliberately
chosen to deny democratic
rights to the lawyers’ fraternity
in J&K. The Bar Council of
India fully supported the
petition and its contention.

Pakistanis were repatriated this
year before July and 9
fishermen. He also admitted
before court that 47 Pakistani
prisoners who have completed
their sentences but still are
detained in different jails. He
admitted that there are several
prisoners who have no cases
registered against them but they
could not be released because
their nationality according to the
Solicitor General has not been
confirmed in years together.
Most of them he said were
detained in Central Jail, Amritsar
and Bhuj. The Union of India
also furnished a list of 73
Pakistani fishermen released by
the Govt. who were repatriated
to Pakistan by Govt. of India in
2014.
He strongly protested that
several prisoners lodged in
different jails outside J&K are
not produced before the trial
courts in J&K for no reason.
He said that one Mohd.
Abdullah lodged in Sangroor
Jail, Punjab is an under-trial
before Addl.Sessions Judge,
Jammu & Sessions Judge,
Samba. His case is pending for
several years but he is not
produced deliberately by the
police in spite of the direction
of the Supreme Court of India
in 2007 that trials of all
prisoners from Pakistan should
be concluded within one year.
The court directed the Solicitor
General to file status report.
He also requested the court to
direct the Union of India to
repatriate all the prisoners who
have completed their sentences
or who have no cases pending
against them or whose trials
have not been completed as per
direction of the Supreme Court
back to Pak or POK as this is
command of Article 21 of
Constitution of India.

role whenever ‘Kashmir’ is
focus by Pakistan in any

NPP Supremo said that the
leadership of India led by the
Prime Minister should study the
UN Resolution carefully and its
violation by Pakistan right since
1948 when this Resolution was
passed by UNCIP on 13 th
August, 1948. He told the
Prime Minister to make it
compulsory for all his ministers
and diplomats to sit in a class
understand the minute of UN
Resolution vis-à-vis Jammu and
Kashmir.

Resolution has direct ed

territories of J&K including
Gilgit-Baltistan, Chitral, entire
POK (which Pakistan calls

lacks of Punjabi population in
the occupied areas by 1948).
* The Indian Army shall look
after law and order in the entire
state of J&K including these
vacated areas till next step.
* Mostly the arbitrator for
holding plebiscite shall be
appointed by the Monarch
(Maharaja Hari Singh).
* Pakistan refused point blank
to implement UN Resolution.
Instead sought AngloAmerican support to appoint
Dixon to find out of box
solution. Dixon suggested
division of Jammu Pradesh to
create an Islamic State of
Kashmir.

send trained Army commandos
into J&K to sabotage peace in
the sub-continent with an
intention destabilise India at the
behest of Anglo-American
Bloc.
Prof.Bhim Singh asked the
Prime Minister why India
should not expose Pakistan and
its military rulers of all these
facts whenever Pakistan rise to
raise or raises J&K issue. He
asked Prime Minister that why
India is afraid to answer on facts
and grounds whenever Pakistan
shall try to invoke J&K, may it
be UFA, New Delhi,
Islamabad, United Nations or
anywhere else.
Prof.Bhim Singh said that India
should stop taking defensive
posture and argue like a lawyer
on facts, law and reality so that
the international community
also understands the truth. This
was done for the first and last
time by Mrs. Krishna Menon
in 1957 and 1962 before the
United Nations.

reacting on the untimely
disclosure of census report on
communal basis described it as
undesirable and unthoughtful as
it has been done with mala fide
intention least realizing that the
Govt. has spent billions of
rupees for propagating family
planning. It has not been
analyzed thoroughly that nearly
2,19,09,875 Indians, mostly
Hindus, have been residing
outside India or has migrated
to the foreign countries
according to the latest report.
Nearly 1.64% Hindu
population has migrated to
foreign countries whereas
decline in total Hindu
population has been stated to
be 0.7%. The census report
has not taken into account the
proportion of Hindus in the
permanently.
Prof.Bhim Singh said that the
whole purpose of this disclosure
is done with a political interest
and clear intention to create a
divide between the Hindus and
Muslims which Prime Minister
Modi considers beneficiary to
promote his lost agenda. This
is a futile attempt to regain
support of one community.
Prof.Bhim Singh has given a call
to all universities and intellectual
groups of people to study this
total population. It has also
ignored the 1.64% Hindus
who have migrated or settled
outside India temporary or
report carefully keeping in view
the national interest supreme
and above electoral gains for
power.

was held in New Delhi on 86th
Birth Anniversary of world’s
super hero of war and peace,
Shri Yasir Arafat, the Hero
of Palestine Liberation
Movement. The meeting
was held under the
chairmanship of Prof.Bhim
Singh, a close associate of
Yasir Arafat for three
decades who joined Arafat in
Lebanon, Syria, Gholan
Heights, Tunis and Gaza
(Palestine) and finally in
Ram Allah in Palestine.
Prof.Bhim Singh described
Yasir Arafat is only
revolutionary world leader who
was acclaimed as a fighter as
well as a peace maker. He
fought all his life for liberation
of Palestine and establishment
of sovereign state in Palestine.
He was the only revolutionary
in the world who was
decorated with novel peace
prize also when he signed Oslo
Agreement. Prof.Bhim Singh
met Yasir Arafat a young
engineer in 1968 in a Red Cross
Office on the Eastern Bank of
Jordan River when Arafat was
looking after the refugee camps
after being thrown out from
Palestine. Israel had occupied
entire Palestine including Gaza
and West Bank in 1967 in a
bloody war. Arafat organised
Palestinian youth under the
banners of PLO to fight for
liberation from Zionist
occupation.
Prof.Bhim Singh met Arafat in
Syria in 1973 to join the PLO
Movement for the liberation of
Gholan Heights. The Syrian
forces joined by PLO vacated
half of the area from Israel and
Egyptian forces threw out
Israelis from Sinai in 1973.
Prof.Bhim Singh met Yasir
Arafat in Tunis when he was in
exile after being pushed out
from Lebanon. After the
establishment of Palestinian
authority Prof.Bhim Singh was
received by Palestine President,
Yasir Arafat at Gaza Airport.
Finally Prof.Bhim Singh visited
Yasir Arafat in Ram Allah where
he had established temporary
capital of Palestine.
Prof. Bhim Singh and activists

the establishment of Palestine as
