Welcome to the twenty-second issue of...
Where
We Live
Welcome to the twenty second issue of Where We
Live. Does anyone else feel like this year is flying by?
It’s hard to believe that summer is right around the
corner, but summer is almost here. And we all know
what that means; it’s almost time for our favorite
event of the year, Hurst Stars and Stripes. As usual,
we’ve got a spectacular show planned, so make plans
to spend your Independence Day in Hurst! For
details on our signature event, turn to page 46.
Fireworks aren’t the only things we have planned for
you this summer though. In fact, we’ve got a lot of
family fun in store for you, right in your own back
yard. We’re continuing the popular Heritage Village
Presents series with a fantastic lineup. Schedule on
page 12. The Police Department is gearing up to
host their annual PALS summer camp and we can’t
forget about the Library’s summer reading club.
We’ve got all of that and a lot more covered in this
issue of Where We Live, and we hope you’ll take a
moment to read all about what’s going on in your
city. Because this is your city. We’re proud to call
Hurst home and we hope you are too. We also hope
to see you and your families taking part in all of the
fun around Hurst this summer. Here’s to another
exciting summer of fun in Hurst!

Making Plans
for Severe
Weather
Spring means severe weather season is
here and that means it’s time to review
your plans for severe weather. The most
important aspect of your plan is how you
are going to be alerted, even when you
are asleep. Early warning and the extra
time it allows to take shelter can prevent
injuries and possibly deaths. The Hurst
Outdoor Warning Sirens are not designed
to alert people inside of a structure and
should not be counted as your means of
early warning. Residents should equip
themselves with other forms of alert
systems that can be heard inside their
homes. Those with smart phones have
a wide range of applications that can be
used for alerting 24 hours a day. The National Weather Service SAME radios are
always a good selection for notification.
As a precaution, residents should also
prepare to live when there is no water, food or electricity readily available
through normal means if there is a major
weather event. Resources are available
to assist you in your storm preparedness
at www.hursttx.gov or call the Fire Department at 817.788.7238.

Body Fat—
What does
it really mean?
Body Fat Percentage:
In our last issue, we discussed the meaning of Body Mass Index and
how it can be a great predictor of our health. In this issue we will be
learning about body fat percentage, how to have it done and why it
matters to us.
There are different ways to have your body fat percentage checked,
but one of the simplest and least expensive ways is to have your
body checked with calipers. A qualified health and fitness professional can measure sites on your upper and lower body and calculate
your total body fat percentage.
The human body is made up of muscles, fat, bones and many other
tissues. The percentage of body fat that you have is directly linked
to your health. Too little fat and you can be at risk for osteoporosis,
cancer and other diseases. Too much fat and you can be at risk for
diabetes, heart disease, cancer, obesity and more. Being in a healthy
range for body fat can help you stay as healthy as possible.
Here are the ranges for body fat:
Percentage Categories
Classification
Women (% fat)
Men (% fat)
Essential Fat
10-12%
2-4%
Athletes
14-20%
6-13%
Fitness
21-24%
14-17%
Acceptable
25-31%
18-25%
Obese
32%+
25%+
Knowing your body fat percentage category may help you determine
if you need to make changes for your health. While it is not a stand
alone indicator of overall health, it is a simple tool to evaluate if you
may be at risk and when to get more help from a qualified health
professional.
With a full service recreation center and the free Healthy Hurst
program, we are committed to helping our residents and customers
optimize their health. If you want to get your body fat percentage
checked, head over to the Hurst Recreation Center to talk to a qualified professional today. Your health is in your hands and knowledge
is the first step!

Places Where Mosquitos Can Breed
Mosquitos can be a serious nuisance in
the summer months and it’s important that
we each do our part to eliminate potential
mosquito breeding grounds. Mosquitos
typically lay eggs in standing water, but
“standing water” doesn’t necessarily have
to be a pond. Here are some places to look
for potential mosquito hatcheries:
Your trash can. You need to either keep
your trash cans tightly lidded or drill a
small hole at the bottom so collected water
can drain.
Bird baths and pet water dishes. Changing the water daily in all receptacles is
enough to keep mosquitoes at bay. For a
bird bath, this can be as simple as hitting
it with a high-pressure garden hose.
Pipes and hoses. You should tightly cap Pitcher plants. The pitcher-shaped plants
off and seal any pipe which can have water
inside, doesn’t get flushed very often, and
has a connection to the outdoors. Hoses
should have a spray nozzle on the end so
they are sealed when not in use.
known to be carnivorous enough to eat
other bugs ironically can supply yet another breeding spot for mosquitoes. Any
other kind of plant which can collect water, such as the stump of a hollow tree, also
makes an ideal breeding spot.
Trash. All manner of trash, with rain water collecting in it, can be home to mosquitoes. Patrol your property after every
period of rain and dump out anything
that collects water - and you might want
to keep anything that collects water overturned or in the garage so that it doesn’t
become a problem in the first place.
Your swimming pool. Swimming pools
should be treated at least once a week to
keep the balance of chlorine and other
chemicals sufficient to repel mosquitoes
Other home furnishings. Rain gutters,
wading pools, flower pots, planter boxes,
and irrigation control boxes are also likely
spots.
If you’ve eliminated all of the above and
mosquitoes are still thick in your area, remember that these voracious beasts can fly
up to two miles from their place of birth, so
you might want to start a mosquito awareness program with your neighbors. To report a concern, please call 817.788.7055.
Hurst P.A.L.S. Summer Camp
Summer’s getting close and the Hurst Police Department is gearing
up for another summer of fun! Did you know that the Hurst Police
Department holds summer camps for kids each year? Applications
are coming out soon and we hope your student will join us! Here’s
all of the information:
The Hurst P.A.L.S. (Police Activity League Summer Camp) will run
from Monday, June 17 through Friday, June 21, 2013. The program
is designed for students going into the 5th and 6th grades. Applications will be delivered to the schools on the same day in May. The
purpose of the program is to help develop a positive relationship
between children and the Police Department, through a variety of
events such as; Field Days (various field games), tennis, swimming,
etc... The program also has a leadership element, in which high
school kids are selected and trained as mentors. These students are
taught elements of leadership and are given volunteer credit to use
towards their college aspirations. For more information about this
camp please call 817.788.7342.
The Hurst Basketball camp is a summer camp designed to teach
children going into the 5th and 6th grades basic basketball skills
and to enhance the relationship between children and the police. The instructors will be police officers and police department employees. At the end of the week we conduct a tournament. For more
information regarding this camp please call 817.788.7342. 7
FLOOD Safety
• Put insurance policies, valuable papers, medicine, etc. in
Before a flood:
a safe place
Check with the Public Works Engineering (817.788.7080) on
the extent of past flooding in your area. Staff can tell you about
the causes of repetitive flooding, what the city is doing about it,
and what would be an appropriate flood protection level. They
can also visit your property to discuss flood protection alternatives.
Prepare for flooding by doing the following:
• Know how to shut off the electricity and gas to your house
when a flood comes
• Make a list of emergency numbers and identify a safe place
to go
During/After the flood:
Ask for a licensed electrician, plumber, etc to check or turn on
your power, water, and/or gas. Do not wade through flood waters
due to the danger of pollutants, debris (nails, glass, etc), and
animals (snakes, ants, etc). Flood waters are often murky and
depth is hard to determine. Do not drive through flood waters!
Turn around, don’t drown! If emergency evacuation is necessary, please heed the warnings of the City Emergency Management and follow the instructions to evacuate - it saves lives of
those around you and possibly of the emergency workers responding.
• Make a household inventory
On the cover...
My husband Don grew up in the Mid-Cities area and I was raised in
Hurst. We married in 1994, chose to make our home in Hurst, and in
2007 we were blessed with our son, Jace.
We all enjoy our family time at the park riding bikes,
feeding ducks and fishing. Our family enjoys the recreation
center as well as the water parks. My parents still live in
Hurst after 48 years, they enjoy activities at the senior
citizen center as well as their church. We all look forward
to the amazing Fourth of July festivities each year. I have
seen many changes in our city over the years although
one thing remains the same...we are a community filled
with love!

Hurst Athletic
Complex
Scoreboard
Replacement
Program
The players and spectators at the Hurst
Athletic Complex (HAC) Softball fields
will always know the score on our new 14’
High-Resolution LED Scoreboards. These
new scoreboards are designed with LED
digits and indicators for long-life and economical power consumption. They replace
the traditional scoreboards, which had light
bulbs, which were becoming inefficient and
outdated.
The new scoreboards include a running
clock, which allows players to know how
much time is left in their game. These new
state of the art scoreboards are an excellent
addition to what our players say are, “the
best softball fields in the area.”
In 2003, the City of Hurst completed renovating the HAC. Since then, the Adult
Softball program has operated at near 95%
capacity (4,168 teams comprised of over
62,520 players!). Leagues are offered in
Spring, Summer and Fall each year.
For information on the Hurst Adult Softball
program, please visit us on www.teamsideline.com/hurst or contact Parks and Recreation at 817.788.7320 and follow us on
the Hurst recreation Facebook page, www.
Facebook.com/hurstrecreation.
Get your friends, neighbors or co-workers
together and join the upcoming Hurst Adult
Softball Program Summer League!

North Update
Tarrant
Express
Here’s a look at what’s happening now
with the North Tarrant Express project and
what’s planned for this summer.
The re-construction and enhancement of
the SH 183/121 eastbound freeway access
road from Precinct Line Road to Cavender
Dr. is underway and will be completed by
June 2013. In addition to the modernization of the roadway, the installation of
soundwall panels and a new pedestrian
sidewalk from Hurstview to Cavender and
a new eastbound SH183/121 freeway onramp from Precinct Line Road will be constructed in it’s permanent location.
Work continues near the Precinct Line
Road/SH183/121 intersection. Piers and
columns have been placed to support new
bridge beams and new bridge paving surfaces. Continued activity on the south side
of this intersection, consisting of setting
bridge beams and placing elevated concrete surfaces will continue through the
spring/summer of 2013.
Work in and around the eastern part of the
Hurst corridor will accelerate as efforts will
be concentrated on completing the Brown
Trail Bridge over SH183/121 this summer.
This effort will coincide with the summer
closure of L.D. Bell High School. The westbound SH183/121 freeway access road
from Brown Trail to Norwood Drive will
be closed from early June to mid-August.
Traffic will be diverted to Harwood Road to
the north and Bedford Euless Road to the
south.
We appreciate your patience as we move
forward with this progress. For questions or
concerns please contact North Tarrant Express at 888.683.2015

Economic Development
in the City of Hurst
The City of Hurst continues to be the “City of Choice” within the retail community. We have been
fortunate to see many new businesses choose Hurst as their home since the economic downturn
of 2008-2009. In fact, more than 100 new businesses have opened each year in Hurst for three
consecutive years. In 2012 and through the first quarter of 2013, 149 new businesses brought
new products and services to our city, giving us more than 1300 businesses in ten square miles.
More than 25 new restaurants have opened over the last three years including Raising Canes
Chicken Fingers, Five Guys Burgers and Fries, Jersey Mikes Subs, Del Taco, Freebirds World
Burrito and In-N-Out Burger, just to name a few.
The nearly 200 stores at North East Mall and The Shops at North East have experienced some
exciting changes in that time span as well, as nearly 40% of the stores have been fully remodeled
or replaced with new retailers. New stores include Charming Charlies, Forever 21, Teavana,
Papaya, Champs Sports, Fanzz, The Limited and Michael Kors. If you haven’t been to the mall
recently, stop in and see what’s new! And please don’t forget our stores that are caught in the
chaos of the 183/121 highway expansion and need our support like Outback Steakhouse, McDonalds, In-N-Out Burger, Quik Trip, Abuelo’s, Texas Appliance, Black Eyed Pea, Catfish and
Co. and Liberty Bank.
All this new business growth has helped Hurst achieve a “Top 50” ranking amongst all cities
in the state of Texas in retail sales per capita. Only three of the 30 other cities in the metroplex
achieved this rating. With nearly 6 million square feet of retail in Hurst, we have a lot of reasons
to “Shop First in Hurst.” Check out our web site www.shopfirstinhurst.com and our new city
website www.hursttx.gov under business to see the listing of our fine roster of businesses.
Water Conservation in Hurst
Water is a limited resource in Texas. Many areas in Texas are
experiencing drought conditions. This past winter the Tarrant
Regional Water District (TRWD) held meetings in preparation
to activate Stage 1 water restrictions. Drought stages are determined by lake level percentages. Stage 1 is activated when the
levels reach 75%, stage 2 at 60% and stage 3 at 45%. Stage
1 allows 2 day per week outside watering. Stage 2 only one
day per week and stage 3 no outside watering is allowed. The
North Texas Municipal Water District located to the North East
is currently restricted to a 2 day a week outside watering schedule. With drier weather patterns expected to continue in the
spring and into the summer, water conservation is key to slowing the decline in the lake levels and keeping our city out of
drought restrictions. Water conservation is not limited to just
irrigating your lawn correctly; it includes many other ways we,
as a community, can steward this limited resource.
There are several conservation tips that can be found on the
City of Hurst website. These tips include ideas to conserve water inside the house as well as outside.
Remember 10 a.m.-6 p.m. no outside watering is in effect.
Hurst, like many other cities, has seen noticeable water conservation benefits over the past four summers since the restriction was implemented. City crews will be out in the community
making sure the ordinance is being followed. Crews will also
be looking for irrigation systems that waste water by allowing
water to run down the curb. When these violations are found
crews will issue a notice of violation, this notice will have a
“TOP 10 WAYS TO CONSERVE WATER” printed on the back.
Hurst Water Utilities strives to be a source of encouragement
and education to the community so Hurst can be a good example to other cities.
