Foreword
Vietnam is rapidly evolving as a unique destination for investment, living
and tourism alike. With so much to offer from its rich and diverse culture,
to its dramatic history and natural beauty, it has a growing reputation as
the place to be seen and to do business.
Major growth areas, economic zones and
tourism are being promoted across the country,
none less so than in Phu Yen Province in the
south east coastal areas, and in particular
around its capital at Tuy Hoa City. With this, is
an exciting opportunity to support Vietnam’s
dynamic growth with an ambitious Masterplan
for development at a Vung Ro Bay.
Since 2003, Vung Ro Petroleum Ltd has been
working towards providing major investment in
new businesses in the region. In 2011, they
had a vision to create a new living environment
to complement this investment.
Atkins was commissioned to realise this vision
and have created the Vung Ro Bay Masterplan.
The in-house team of designers and engineers
worked together to form a robust and creditable
long term strategy for balanced and flexible
growth.

Vung Ro is an opportunity to create
a new destination for Phu Yen
and Vietnam enveloped by the
beautiful natural scenery of wooded
mountains and secluded bays. With
direct links to Tuy Hoa and its airport,
Vung Ro is ideally located for both
business and tourist visitors as well
as permanent residents.
Atkins was commissioned to realise this vision
into a Masterplan for a long term strategy of
growth at this most easterly point of Vietnam.
The level of development was optimised,
inspired by the natural character and setting.
The key elements include a marina, resort hotel,
the village and a series of villa communities
each with unique attributes. The Masterplan
has maximised the use of available land,
utilising the hills as natural separation.

Impressions
Creating successful masterplans is about
creating successful community and individual
characters. From the outset it was a key tenet
to create a variety of character areas which
would cater for a wide range of residents.

The Marina
With its natural sheltered, deep
water bay, Vung Ro is the ideal
location for a large marina. This
will be a key destination for the
Masterplan, with its lively corniche,
waterfront hotels, and shopping, as
well as being a hub for watersports,
events and boat excursions.
Luxury living with a waterfront penthouse
apartment is available along the Corniche,
each with a terrace to make the most of the
available views across the marina. Residents
can take advantage of the Corniche, or simply
relax in their private gardens with terraces and
swimming pools.
Graceful palms line the Corniches creating a
‘Riviera’ atmosphere where restaurants, cafes
and bars, interspersed with boutiques create
a setting for 24 hour living. At the exclusive
fish restaurant, diners can eat on the terrace
overlooking the fishermen’s pier as the catch
is landed. At the hub of the Corniche is the
centrepoint, a large events space, which can
be used throughout the year for festivals,
cultural shows or exhibitions.
The marina can berth 350 boats varying from
10m to 60m super yachts. With its exhibition
berths along the Corniche, exhibitions and boat
shows can be an annual event, alternatively
VIPs berths can be provided.
Above the Corniche the Marina living continues
with sea views available along the central
shopping street as it follows the Green Thread
to the amphitheatre, a hub of indoor leisure and
cultural activity. Apartments are provided above
a mix of retail and commercial uses giving a
thriving streetlife throughout.

Vung Ro Petroleum Ltd is the first and currently the only privately and
independently owned fuel industry enterprise in Vietnam. As a company
it has been working hard to establish a major refinery in the Vung Ro area
and has recently been successful in achieving both its licensing and
land agreements. Led by its CEO and General Director Kirill Korolev, the
company has a unique perspective on the region.
The Atkins Design Team worked closely with Vung Ro Petroleum Ltd to
transform their vision into an exciting Masterplan, building a new future
for Vung Ro. The architecture and masterplanning team co-ordinated
their efforts with the design engineers to deliver a dynamic, flexible and
practical proposal which can respond to the changing markets.
Vung Ro Petroleum Ltd aim to provide a high quality living environment to
work closely with the Nam Phu Yen Economic Zone in creating Vung Ro
and Phu Yen as a major destination.
The design team includes architects, masterplanners, urbanists,
landscape architects, civil engineers, marine specialists, mechanical
/ electrical engineers and sustainability consultants, each of whom
contributed to the roundtable design and consultation process.
