You (BJP members) have been targeting K J George (Bengaluru Development Minister), Roshan Baig (Urban Development Minister) and Qamar-ul-Islam (former minister). You are anti-minorities,” he said in the Legislative Assembly, countering the BJP’s demand for George’s resignation following the suicide of DySP M K Ganapathi. The Chief Minister insisted that George had nothing to do with the suicide, and said the BJP did not have the moral right to seek the resignation of any minister. Siddaramaiah’s belligerent reply came after Leaders of Opposition Jagadish Shettar called him “arrogant”. In 2013, the Chief Minister had reportedly defended the suspension of police inspector G N Mohan who had registered a case against Siddaramaiah’s son. Mohan, during his posting in Mysuru, had lodged a case against Siddaramaiah’s son Rakesh during the 2013 Assembly elections. The officer was suspended and later given a non-executive posting in Karwar. “The Chief Minister defended his son while speaking to the media. He asked if he should keep quiet if somebody troubles his son,” Shettar said, quoting media. Siddaramaiah replied, “My statement has been twisted. He (Mohan) had filed a case against my son though he was not involved. It was a false case. So we took action against him.” Shettar hit back saying, it showed the Chief Minister’s “arrogance”. Shettar also accused Siddaramaiah of “shielding” his aide K Marigowda who is accused of abusing Mysuru Deputy Commissioner C Shikha. He said the government “failed” to arrest Marigowda. Chief Minister is protecting him, so police are reluctant to arrest him, Shettar complined. The Marigowda issue was also discussed in the Legislative Council. Siddharamaiah said “We know your motives. This kind of politics of communal polarisation will not work in Karnataka. We know what happened during your (BJP) rule in Mangaluru and other places when churches and other places of religious worship were wantonly attacked and the people of Christian and Muslim minority communities were systematically targeted.” Opposition leader in the Assembly Jagadish Shettar, who raised the issue in the House, accused the Siddaramaiah regime of systematically sidelining, harassing the honest officers and forcing them to end their lives out of desperation. Listing out the cases of assault on senior IAS officer Rashmi Mahesh, death of Sub Inspector MallikarjunBande, harassment to Inspector G N Mohan, the former BJP Chief Minister accused that there was no place for honest officers in Siddaramaiah government. “Honest officers are harassed, transferred frequently and are dumped in dummy posts,” Shettar said. Referring to Ganapati’s statement that former Home Minister George had harassed him, Shettar demanded George’s resignation. The Chief Minister lost his cool when Shettar termed the present government as the most thick skinned and alleged that transfer of officials had become a mechanism for collecting money. He asked why Siddaramaiah’s close confidant Marigowda has not been arrested so far even after Mysuru Deputy Commissioner Shikha filed a complaint more than a week ago. “You (BJP) are targeting George from the day he was inducted into the ministry. You had also politically targetedQamarul Islam and RoshanBaig. We know your motives,” Siddaramaiah said in retaliation. Rumpus over Home Minister’s Statement Home Minister Dr G Parameshwara’s two-page written statement that DySP Ganapati’s suicide was “due to mental depression on account of ill-treatment by his wife Pavana,” caused a furore in the House with the Opposition members alleging that the Government was trying to “divert public attention and mislead the people” and demanded withdrawal of the statement. The two-page statement of DrParameshwara quoting from Ganapati’s father Kushalappa’s complaint to the police that read “Ganapati’s wife had neglected him when he was posted in Bengaluru, while his wife and children stayed in Mangaluru. Wife Pavana was ill-treating Ganapati even after he was transferred to Mangaluru. There was no understanding between husband and wife. As a result Ganapati slipped into depression and that could have driven him to suicide.” Shettar objected to the statement of the Home Minister and termed it as a deliberate ploy to mislead the probe by blaming Ganapati’s wife for his suicide. In the process, the State Government is trying to protect the real culprits who were responsible for his death, Shettar said. The BJP leader demanded the resignation of former Home Minister KJ George and filing FIR against IPS officers AM Prasad and PronabMohanty. “The statement (of DrParameshwara) is an insult to not just Ganapati’s wife Pavana, who had led a blissful married life with her husband, but an insult of the entire state. State government is maligning the dignity of Ganapati’s wife and trying sow seeds of discord within the family. Why are you dragging the names of Ganapati’s wife and children? You are trying to defame the woman who cannot come to the Assembly to defend her honour,” Shettar said and demanded withdrawal of the statement. JD(S) leader HD Kumaraswamy too supported the demand and the united opposition staged a dharna with the demand . Assembly Speaker KB Koliwad’s efforts to resolve the deadlock failed even after a meeting of all party leaders. The house was adjourned for the day with opposition sticking to its demand for a CBI probe into the case, removing the part on Ganapati’s wife from the statement made by the government, resignation of former Home Minister KJ George and suspension of two IPS officers Prasad and Mohanty. 3 ARRESTED FOR DRUG PEDDLING COP SAVES YOUTH FROM COMMITTING SUICIDE The Barke police have arrested three persons on charges of drug peddling on Monday. (ANI) Union Home Minister Rajnath Singh has cancelled his visit to the United States in view of the ongoing unrest in Jammu and Kashmir. The Home Minister was to visit US to attend the Indo-US Homeland Security Dialogue in Washington scheduled for next week. Meanwhile, Prime Minister Narendra Modi is chairing a high level meeting to review the situation in the Kashmir Valley, where one of the worst violence in recent years has left 23 people dead. Kashmir has been on a boil as widespread protests broke out across the valley over Hizbul Mujahideen commander Burhan Wani’s killing. Separatists have been calling for a shutdown ever since. The death toll in the clashes between pro- testers and security forces in Kashmir mounted to 23, as normal life remained paralysed in the Valley due to curfew-like restrictions and separatists-sponsored strike in the wake of Wani’s killing in an encounter earlier on July 8. National Conference leader Omar Abdullah on Tuesday took a swipe at Chief Minister Mehbooba Mufti for not taking part in the crucial meeting chaired by Prime Minister Narendra Modi in New Delhi to review the volatile situation in Kashmir. However, a senior official in Jammu and Kashmir clarified that since it was a briefing by central ministers on the Kashmir situation, Mehbooba had no role in the high-level meeting. On the micro blogging site twitter, Omar criticised Mehbooba, who is heading PDP-BJP Government in the state, for leaving the meeting unrepresented by the state. “I understand if @ MehboobaMufti didn’t leave the state to attend but why not by video conference? State unrepresented. “We set up video links for all sorts of meaningless things but here where it matters to have @MehboobaMufti involved in the process - nothing,” the former Chief Minister tweeted. (ANI) English Daily 4 PAKISTAN HAS NO RIGHT TO TALK ABOUT INDIA AND KASHMIR: HINA BHAT With Pakistan raising its pitch over ongoing protest-violence in the Kashmir Valley, Bharatiya Janata Party (BJP) leader Hina Bhat said, Pakistan has no right to talk about India and Kashmir. Responding to questions on Foreign Secretary Aizaz Chaudhry conveying Pakistan’s serious concerns over the recent killing of Burhan Wani, to Indian High Commissioner to Islamabad, Gautam Bambawale, Bhat said, “Pakistan will definitely interfere in the Kashmir issue, because they are the ones who have been bothering India to have peace in Kashmir and they are the ones who create such situations in Kashmir.” “This is the peak time in Kashmir, where we have tourism, where we have the (Amarnath) Yatra and this thing (violence). They (Pakistan) have to keep their agenda moving by creating such acts. I don’t think Pakistan has any right to talk about India and Kashmir,” Bhat told the media. “I am thankful to Pakistan about their concern for India, but I would be very happy if they do it without interference,” she added. According to a statement by Pakistan Ministry of Foreign Affairs, Chaudhry observed that the use of excessive force against innocent civilians protesting peacefully over extrajudicial killings is “deplorable and a blatant violation” of the Right to Life, Right to Freedom of Expression and Opinion, Right to Peaceful Protest, Right to Peaceful Assembly and other fundamental rights. The Foreign Secretary also called for fair and transparent inquiry against individuals responsible for these killings and emphasised that oppressive measures cannot deter the ‘valiant people’ of the Jammu and Kashmir from their demand of exercising their right to self determination in accordance with the UN Security Council resolutions. However, India advised Islamabad to refrain from interfering in the internal affairs of its neighbours. Acknowledging Pakistan’s statement on the current situation in the valley, the Ministry of External Affairs (MEA) responded saying that Islamabad’s statement reflected their attachment to terrorism. “They reflect Pakistan’s continued attachment to terrorism and its usage as an instrument of state policy. Pakistan is advised to refrain from interfering in internal affairs of its neighbours,” the statement said. Prime Minister Nawaz Sharif expressed deep shock over the killing of Burhan Wani and other civilians and condemned the ‘excessive and unlawful’ use of force against people in Indian-administered Kashmir. SC JUDGE RECUSES HIMSELF FROM HEARING PLEA CHALLENGING NEET courses for the academic year 2016-2017. Supreme court Judge Nageswara Rao on Tuesday recused himself from hearing a plea challenging the National Eligibility-cum-Entrance Test (NEET). The hearing has now been adjourned for July 14. The petition being heard challenges the government ordinance diluting an apex court order declaring the NEET as the sole means to gain admission to undergraduate MBBS and BDS Activist Anand Rai, known for exposing the Vyapam scam, has filed the petition in the apex court against the Centre’s decision to promulgate the ordinance. The petition that sought the quashing of the ordinance also questioned the Centre’s flip-flop on the issue. The Centre had initially accepted the apex court’s order but later partially reversed it through an ordinance. The Centre’s decision was in violation of Section 14 (right to equality), Section 21 (right to life) in terms of its arbitrary character and with regard to the students, who would suffer irreparably because of the ruling dispensation constantly changing its stand, the petition stated. The petitioner said that various associations across the country have to be treated with equality under the law, adding that administrative authority should be exercised to assure a degree of fair decision-making. The Centre had given an undertaking and fulfilled criteria for a unified NEET and yet it passed the ordinance within four weeks, the petition said while dubbing the ordinance as ‘arbitrary’. TALIBAN TROUBLED OVER ISIS’ ATTEMPTS TO EXPAND FOOTHOLD IN AFGHANISTAN Kabul: Militant group Taliban is troubled with repeated attempts of the Islamic State of Iraq and Syria (ISIS) loyalists trying to expand their foothold in Afghanistan, saying it is aware of the problems and consequences the country could face if the ISIS succeeds. The latest statement by Taliban group comes as the two militant groups have been engaged in bloody battles in parts of the country in the past. (ANI) four-megapixel CCD camera and telescope on the DSCOVR satellite orbiting one million miles from Earth. Washington: For the second time in a year, a NASA camera aboard the Deep Space Climate Observatory (DSCOVR) satellite captured a ‘lunar photobomb’ - a stunning view of the Moon as it moved in front of the sunlit side of Earth, crossing over the Indian and Pacific oceans. “The project recorded this event on July 5 with the same cadence and spatial resolution as the first ‘lunar photobomb’ of last year,” said Adam Szabo, DSCOVR project scientist at NASA’s Goddard Space Flight Centre in the US. The images were captured by NASA’s Earth Polychromatic Imaging Camera (EPIC), a From its position between the Sun and Earth, DSCOVR conducts its primary mission of real-time solar wind monitoring for the National Oceanic and Atmospheric Administration (NOAA). EPIC maintains a constant view of the fully illuminated Earth as it rotates, providing scientific observations of ozone, vegetation, cloud height and aerosols in the atmosphere. The EPIC camera is providing a series of Earth images allowing study of daily variations over the entire globe. The new images show the moon moving over the Indian and Pacific oceans. The North Pole is at the top of the images. DSCOVR is orbiting around KANGAROOS RESPONSIBLE FOR MAJOR CAR ACCIDENTS IN AUSTRALIA: RESEARCH the Sun-Earth first Lagrange point (where the gravitational pull of Earth is equal and opposite of that of the Sun) in a complex, non-recurring orbit that changes from an ellipse to a circle and back (called a Lissajous orbit) taking the spacecraft between four and 12 degrees from the Sun-Earth line. This orbit intersects the lunar orbit about four times a year. However, depending on the relative orbital phases of the moon and DSCOVR, the moon appears between the spacecraft and Earth once or twice a year. The last time EPIC captured this event was on July 16, last year. EPIC’s “natural colour” images of Earth are generated by combining three separate monochrome exposures taken by the camera in quick succession. EPIC takes a series of 10 Statistics released by Australian Associated Motor Insurers Limited (AAMI) showed that kangaroos are responsible for nine out of 10 road accidents involving animals nationwide. AAMI analysed almost 19,000 animal collision claims reported in 2014 and found that claims start to rise in May with the peak danger period between June and August, increasing by 30 per cent in these winter months. “Colliding with a large kangaroo, wombat or wallaby is not only traumatic for both the animal and driver but often causes considerable damage to cars and can also result in serious injury and death,” said Reuben Aitchison, AAMI spokesperson. “Wildlife is unpredictable and often drivers will not get any warning before an animal appears in front of them,” said Aitchison. The red, green and blue channel images are used in these colour images. Combining three images taken about 30 seconds apart as the moon moves produces a slight but noticeable camera artifact on the right side of the moon. Since the moon has moved in relation to Earth between the time the first (red) and last (green) exposures were made, a thin green offset appears on the right side of the moon when the three exposures are combined. This natural lunar movement also produces a slight red and blue offset on the left side of the moon in these unaltered images. CHINA WANTS INDIA TO BE AWAY FROM NSG EVEN NOW New Delhi: During the recently held Nuclear Suppliers Group (NSG) meeting in Seoul, South Korea, China adopted a very coercive and aggressive stance on the issue of India’s membership application, it has emerged. According to sources who kept a close watch on the meeting, China was extremely aggressive and coercive in asking the smaller countries to take a strong position on India’s application, even though the consensus was that it had been decided to discuss New Delhi’s application because of its impeccable non-proliferation record. Even before the meeting got underway, China had raised objections, saying “There has to be considered consensus before discussing India’s case”. Both the United States and France, according to the sources, took a strong stand in support of India and used tough language against China, saying, “We are the founding members, we know the rules better than you.” According to the sources, given the firm stand taken by the United States and France, China had reportedly asked, “We are ready to discuss India’s application, but give us your word that you won’t take a decision on India in this meeting”. The 26th plenary of the Nuclear Suppliers Group (NSG) ended in Seoul last month with the two-day proceedings remaining inconclusive over India’s application for its membership. The 48-member block saw a broad consensus between its members over non-inclusion of the countries who are not signatories to the Nuclear Non-Profileration Treaty (NPT). As predicted, China opposed New Delhi’s entry into the NSG, saying the global non-proliferation order would collapse if the latter was allowed exception. “If exceptions are allowed here or there on the question of NPT, the international non-proliferation order then will be collapsed altogether,” Wang Qun, Director General of the Department of Arms Control of China’s Foreign Ministry, said in a statement from Seoul then. “In the absence of NPT as a political and legal basis, it will be inconceivable for the JCPOA (Joint Comprehensive Plan of Action, or the Iran nuclear deal) to be reached,” he added. The then anti-India stand clearly indicated that Chinese President Xi Jinping had not responded to Prime Minister Narendra Modi’s appeal in Tashkent made on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit to support India’s case in a “fair and objective” manner. (ANI) SL POLICE ARREST FORMER PREZ RAJAPAKSA’S ELDEST SON Colombo: Former Sri Lankan President Mahinda Rajapaksa’s eldest son was arrested on Monday over alleged financial irregularities in connection with a USD 650 million real-estate project in Colombo involving an Indian firm. Namal Rajapaksa, 30, was arrested after he recorded his statement with Financial Crimes Division (FCID) in connection with the deal with India’s Krrish Group, police said. The Krrish Group had, in 2013, signed an agreement to start a USD 650 million real-estate venture in Colombo’s central business district of Fort. There have been allegations of kickbacks paid to members of the former Rajapaksa regime for granting a prime property in downtown Colombo. The FCID investigation was over an alleged commission of 450 million rupees paid to individuals in connection with the deal. Namal, the United Peo- ples’ Freedom Alliance (UPFA) Hambantota district MP, was arrested on charges of using money given by the Krrish Group to sponsor a rugby match, for personal use, reports said. The project was halted after the Urban Development Authority and a fine was imposed on Krrish Group for failure to meet contractual obligations. The group has denied the charge and said they have paid all dues to the government. The FCID, which was set up after Rajapaksa lost presidency in 2015, has been investigating the deal and Namal’s arrest was the culmination of its investigation. Namal’s younger brother, Yoshitha, was previously arrested by FCID and was released on bail after being in remand over another business deal involving a sports television channel. Several members of the Rakapaksa family other than Namal are facing po- lice investigations for alleged financial crimes. They include Rajapaksa, who was president for a decade until 2015, his brothers Basil and Gotabaya, and his wife Shiranthi. The Rajapaksas claim that the investigations are a political witch-hunt against them and their sympathizers believe these allegations were brought to tarnish his name after he led the Lankan forces to victory over the Tamil Tiger rebels in 2009, ending a nearly three-decade war. President Maithripala Sirisena, who came to power on a pledge to eradicate corruption, is under pressure to act on the allegations against Rajapaksa and those who served in his administration. New Delhi: To provide relief to telecom users on service quality, regulator TRAI is considering seeking feedback from the public on introducing a new ombudsman mechanism to resolve their complaints. As things stand, the scales are tilted towards service providers as current rules do not allow a customer to approach courts for resolving such disputes. “The current system of complaint resolution is not effective. It is an unhappy situation,” Telecom Regulatory Authority of India (TAI) Chairman R S Sharma said. Sharma said the regulator plans to release a con- sultation paper in a fortnight to deliberate on the institutional arrangement that should be adopted to improve efficiency of the consumer grievance redressal framework. He did not go into specifics, saying the views on the same will be sought from people and an automated or technology-based platform could be explored. “We need to mull whether an automated system, say a technology platform, can be used. We will have to see how technology can be leveraged to resolve complaints. We will invite suggestions on what should be an appropriate system,” he explained.Unlike other sectors, an average grievance of telecom consumers has certain peculiarities. There are over 100 crore customers in the Indian telecom sector, and disputes between telecom operators and users mostly involve billing, change in tariff plans and start of value added services, where the monetary value is relatively small. That is precisely why an average consumer cannot approach courts as the value is very low and even cost of filing an affidavit is more than the complaint value itself. The National Telecom Policy 2012 seeks “to undertake legislative measures to bring disputes between telecom consumers and service providers within the jurisdiction of consumer forums established under the Consumer Protection Act”, but it is yet to be implemented. Consumers find themselves in a piquant situation as they cannot go to TRAI because it cannot entertain individual complaints. If it receives them, TRAI forwards the same to the telecom service provider (TSP) concerned. Users can approach the Department of Telecom, but then, it also does not have much powers except through the arbitration route provided in Section 7B of the Indian Telegraph Act of 1885. DoT merely forwards complaints to the telecom operator. You can use deep conditioning treatments like olive oil, argan oil, avocado oil or coconut oil. what type of hair you have, there’s a specialist product made to care especially for you. WAYS TO KEEP YOUR HAIR HEALTHY Washing and Drying: Know when to wash. People often make the mistake of thinking that they need to wash their hair every day, but washing hair too often can actually dry hair out, or weigh it down with product. For most people, washing your hair twice a week is adequate. The longer, thicker, curlier, and more processed your hair, the longer it can go between washes. If your hair gets oily very quickly and you must wash every day, use a lightweight or “everyday” shampoo, as these contain milder detergents than others. Alternately, you can try soap nuts. Use conditioner. Always use a good conditioner after you shampoo. Conditioner will provide moisture for your hair, while making it softer and more manageable. It will also make your hair easier to brush out after the shower, thus causing less damage. Only apply conditioner to the ends and mid-lengths of your hair, otherwise your hair will look greasy. Use a leave-in conditioner at least once a week. Leave-in conditioners penetrate deep into your hair cuticles to heal them more completely. Try using a leave-in conditioner spray after you shower. The spray will make your hair more pliable and easier to detangle. Use a comb. Wet hair is more susceptible to damage than dry hair, it is more elastic and more likely to break. Since hair is most fragile when it’s wet, you shouldn’t rip a brush through it after washing. Instead, you should spray some detangler on it, and then use a wide-tooth comb to remove tangles and minimize breakage. Remember to start from the ends up, not from the roots down. Once hair is dry, avoid unnecessary brushing, combing or handling. Using your fingers to comb through your hair while wet can cause damage and hair loss. Make sure to wait until after your shower to comb out any tangles. Buy shampoo and conditioners suited to your hair type. Pick a shampoo and conditioner combo for fine, greasy, dry or colored hair, and stick to it! No matter Don’t towel dry hair: As hair is more fragile when wet, roughly towel drying hair can cause damage. Rubbing wet hair with a towel can rough up the cuticle (outer layer of the hair), causing more breakage and leading to frizzy or fluffy hair. Instead of rubbing, trying blotting your hair with a towel to remove excess moisture. Invest in a super absorbent towel that you can wrap around hair after washing. Use hair dryer sparingly: Frequent use of a hair dryer can dry out hair, causing breakage and split ends. Try to limit your use of a hair dryer as much as possible, let your hair dry naturally instead. If you do use a hair dryer, don’t hold it too close to your hair, as this will cause your hair to burn. Always apply heat protection spray or serum to hair before drying. Try using a cooler setting on the hair dryer, to minimize damage. Invest in an ionic hairdryer. An ionic hairdryer emits charged particles that can cut drying time in half (minimizing heat exposure) and encourages the hair cuticle to lie flat.
